					</table><p>Telecommunications Consultants India (<a href="https://www.tcil.net.in/index.php" target="_blank" rel="noopener">TCIL</a>), Mauritius, a Government of India Enterprise, has invited bids for the installation and commissioning of a 25 MW of grid-connected solar power project with an associated transmission line up to the point of dispatch to the grid in Mauritius.</p>
<p>The successful bidder must also oversee the project&#8217;s operation and maintenance (O&amp;M) for one year.</p>
<p>The last date to submit the bids is April 28, 2023. Bids will be opened on the same day.</p>
<p>This tender has been floated for selecting a partner ready to work exclusively on the above project with TCIL.</p>
<p>The successful bidder must furnish an amount equivalent to 5% of the contract amount as a performance security deposit within ten days from the date of issuing the letter of award.</p>
<p>To participate in the bidding process, bidders must have experience as an engineering, procurement, and construction (EPC) partner, management EPC partner, or sub-EPC partner in solar installations in the last seven years and which have been connected to the grid and have been successfully completed.</p>
<p>Bidders should have successfully completed one similar work of at least 17.5 MW capacity, two similar works of at least 12.5 MW capacity each, or three similar works of at least 10 MW each during the last seven years.</p>
<p>Further, bidders&#8217; average annual financial turnover during the last three financial years should be at least $4.5 million.</p>
<p>The net worth of bidders as of the last day of the previous financial year should be positive.</p>
<p>Also, bidders should be in profit before tax in two of the last three financial years.</p>
<p>Bidders must demonstrate access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means to meet a minimum amount of liquid assets and credit facilities of $2.5 million to meet the contractual commitments of the project.</p>
<p>According to tender documents, if the EPC contractor fails to complete the work within the stipulated time, he will be liable to pay liquidated damages at 0.5% of the contract price for per week of delay, subject to a maximum of 10% of the total contract value.</p>
<p>Last December, TCIL <a href="https://www.mercomindia.com/tcil-bid-select-partner-for-2-mw-floating-solar-mauritius" target="_blank" rel="noopener">issued</a> an expression of interest (EoI) to select a partner for the design, supply, installation, testing, and commissioning of a 2 MW floating solar power plant at Tamarind Falls Reservoir in Mauritius.</p>
<p>Earlier, the Central Electricity Board of Mauritius had <a href="https://www.mercomindia.com/tender-hybrid-projects-mauritius" target="_blank" rel="noopener">issued</a> a request for proposal (RfP) for the purchase of power from small-scale renewable energy hybrid facilities, in line with its objective of increasing the share of renewables in the power generation mix to 35% by 2025 and 60% by 2030.</p>

TCIL Invites Bids for a 25 MW Solar Project in Mauritius

<p>Telecommunications Consultants India Limited (<a href="https://www.tcil.net.in/index.php" target="_blank" rel="noopener">TCIL</a>), a government of India enterprise, has issued an expression of interest (EoI) to select back-end partners on a rate contract basis for the supply, installation, and maintenance of solar high masts, solar trees, solar streetlights, across India.</p>
<p>The scope of work includes the supply, testing, and commissioning of solar LED mini high mast, solar trees with a bike and mobile charging facility, solar streetlights, and a 1 KW off-grid solar power pack.</p>
<p>All the equipment and solutions supplied under this EoI must have five years comprehensive on-site warranty with spares and labor.</p>
<p>The rate contract is for three years and can be extended upon mutual consent. Before executing the work scope for the end client, TCIL will sign a memorandum of understanding with the selected bidder as per the agreed rate contract.</p>
<p>The last date to submit the bids is April 26, 2022, and the bids will be opened on April 27.</p>
<p>Bidders will be suspended from bidding for any contracts with TCIL for five years if they withdraw or modify their bids or fail to sign the agreement on time.</p>
<p>The successful bidder must deposit a back-to-back performance bank guarantee, as submitted by TCIL to the end client if the contract is awarded to TCIL by the end client.</p>
<p>The purchase preference is given to only ‘Made in India’ components. Only Class-I local suppliers are eligible to bid if sufficient local capacity exists. If sufficient local capacity doesn’t exist, both Class-I and Class-II Local suppliers are eligible to bid</p>
<p>Bidders must have completed at least one similar work or supply, costing not less than ₹20 million (~$262,633) excluding taxes, or two similar works, each costing not less than ₹10.5 million (~$137,882) excluding taxes. These projects must be completed during the last seven years.</p>
<p>For Micro and Small Enterprises (MSEs) and startups, this amount is ₹10.75 (~$141,171) million in the case of one similar work and ₹10.25 (~$134,605) million each for two similar works.</p>
<p>During the last three years, bidders must have had an average annual turnover of at least ₹10.5 million (~$137,882), ending March 31 of the previous financial year. For MSEs and startups, this amount is ₹10 million (~$131,342) excluding GST. Bidders must have a positive net worth as of the last financial year and have recorded a profit before tax in two out of the last three financial years.</p>
<p>If the successful bidder fails to deliver the required equipment or install and commission the projects on time, they will be liable to pay liquidated damages equivalent to 0.5% of the value of delayed supply or purchase order for each week of delay for up to eight weeks. For any further delay, they will be charged at 1% of the value of delayed supply or purchase order for each week for up to seven weeks for supply delays and eight weeks for commissioning delays.</p>
<p>Last year, TCIL <a href="https://mercomindia.com/tcil-bids-solar-projects-cpsu-program-ireda/" target="_blank" rel="noopener">floated</a> an EoI to select partners to set up 5 GW of grid-connected solar projects under the Central Public Sector Undertaking program by IREDA.</p>

TCIL Invites Expression of Interest for Solar Trees, High Masts, and Streetlights

<p>Telecommunications Consultants India Limited (<a href="https://www.tcil.net.in/" target="_blank" rel="noopener">TCIL</a>) has floated an expression of interest (EoI) to select partners for setting up grid-connected solar projects in India under the Central Public Sector Undertaking (CPSU) program.</p>
<p>TCIL, a CPSU, intends to bid for projects in the Indian Renewable Energy Development Agency’s (IREDA) tender for setting up 5 GW of grid-connected solar power projects in India (Tranche III) under the CPSU program (Phase II) <a href="https://mercomindia.com/ireda-tender-grid-connected-solar-projects/" target="_blank" rel="noopener">floated</a> in January.</p>
<p>The last date for the submission of bids is March 24, 2021. Bidders are not required to submit an earnest money deposit.</p>
<p>Partners or special purpose vehicles (SPV) with prior experience undertaking similar work and are willing to execute these projects with TCIL exclusively under the CPSU program are allowed to apply.</p>
<p>Bidders are expected to declare the estimated capital cost they are placing bids for in the technical bid. The minimum bid capacity will be 50 MW, with an option to bid to a maximum capacity of 5GW. The cost of the project is capped at ₹60.59 million (~$835,174)/MW.</p>
<p>To be eligible to participate in the EoI, applicants must have an average annual turnover of at least 50% of their estimated cost declaration in the last three financial years. Their net worth in the last financial year should have been positive, and they must have been profitable in the last two financial years.</p>
<p>Bidders must have experience executing work similar to IREDA’s specifications. They must have completed three similar works worth at least 40% of their declared cost estimate, two similar works of at least 50% of the declared estimate, or one similar work not less than 80% of the declared estimate.</p>
<p>The bidder having the highest percentage of revenue share to TCIL out of collected usage charges from the government entities or distribution company will be selected. All other bidders who are willing and agree on the highest revenue share will also be allowed.</p>
<p>The highest share of agreed usage charges of not more than ₹2.20/kWh derived from the price bid schedule will be selected as a successful bidder as <a href="https://mercomindia.com/iredas-5-gw-solar-%e2%82%b92-20-kwh-tariff-cap/" target="_blank" rel="noopener">prescribed</a> by IREDA. The usage charges will not include taxes or any other third-party charges like wheeling and transmission charges and losses, point of connection charges and losses, cross-subsidy surcharges, state load dispatch center, and regional load dispatch center charges.</p>
<p>Preference will be given to components made in India.</p>
<p>The Bidders who are interested in forming SPV with TCIL can also submit their responses. For them, the financial bid will be ‘Not Applicable.’ Preference will be given to bidders in EPC mode. In the case of SPVs, TCIL may opt to exercise the right of exit as per the tender’s provisions. The selected partner has to ensure a minimum 15% per year return on the amount invested. s</p>

TCIL Invites Bids to Set Up 5 GW of Solar Projects Under CPSU Program by IREDA

<p>The <a href="https://www.tcil-india.com/tender_details.php?tid=19/C/616&amp;type=NIT">Telecommunications Consultants India Limited</a> (TCIL), a government of India owned engineering and consultancy company established under the Department of Telecommunications, has issued a tender inviting bidders to provide comprehensive planning and engineering consultancy services to set up solar power projects in the Bodoland Territorial Council (BTC) Areas in Assam.</p>
<p>The last date for bid submission is September 2, 2019.</p>
<p>The estimated cost for the construction work is ₹500 million (~$7 million) and ₹8.7 million (~$122,812) for consultancy works. The bidder is required to submit ₹1,00,000 (~$1,404) as earnest money deposit (EMD) and the stipulated time for the completion of the project is 18 months.</p>
<p>The successful bidder needs to submit a performance guarantee of 10% of the value of tender within ten days of issuing a Letter of Intent (LOI).</p>
<p>The scope of work includes providing comprehensive architectural and engineering consultancy services including survey, soil investigations, planning, design, drawings, estimation, specifications preparation of financial model and reports required for seeking approvals from concerned agencies for completion of projects.</p>
<p>The work also includes preparation of a detailed bill of quantity (BoQ) for the project and detailed specifications of all activities and items including the make and model number wherever applicable.</p>
<p>According to TCIL, the eligibility criteria specifies that the bidders should have an experience for completing similar projects or should have handled at least one, two or three similar projects each valuing not less than 80%, 50% or 40% of the estimated cost of construction works, respectively.</p>
<p>To bid for the tender, either the director, partner or the proprietor of the company should be registered with the council of Architecture, India and should have a minimum experience of ten years after obtaining the architectural degree.</p>
<p>Further, the bidder should have a positive net worth and should not have incurred any loss in the last three financial years ending on March 31, 2018.</p>
<p>Participation through a consortium is not permitted in this bid.</p>
<p>Only this week, Assam Energy Development Agency (<a href="https://mercomindia.com/assam-tender-rooftop-solar-residential/" target="_blank" rel="noopener noreferrer">AEDA</a>) floated a tender for setting up 8 MW of rooftop solar photovoltaic (PV) projects with the net metering facility.</p>
<p>In 2018, <a href="https://mercomindia.com/tcil-engineering-consultancy-tender-solar-rooftop-assam/" target="_blank" rel="noopener noreferrer">Mercom</a> had reported that TCIL issued a tender for providing engineering consultancy services for setting up of rooftop solar power project in Bodoland Territorial Council Area in Assam.</p>

TCIL Issues Tender for Engineering Consultancy Services for Solar Projects in Bodoland, Assam

<p>The Telecommunications Consultant India Limited (TCIL) has issued a tender for providing engineering consultancy services for the setting up of rooftop solar power project in Bodoland Territorial Council Area in the state of Assam.</p>
<p>Some of the main works a consultant will be responsible for are &#8211; demand analysis and generation of power from this project, site analysis for connectivity and evacuation feasibility, land form and land details,  topography of land, existing land use pattern, forest body or water bodies, socio-environmental risks, remote monitoring and SCADA (supervisory control and data acquisition), recommendation on type of project, including technology for net metering.</p>
<p>The scope of work also includes responsibility of the consultant to ensure that the planning and designs are in conformation with all relevant local and national bye-laws and norms.</p>
<p>To be eligible to bid, a company should have provided engineering consultancy services for at least three similar works with each valuing not less than 40 percent of the estimated cost of project works. If the company has two similar works in its portfolio, then the value for each should not less than 50 percent of the estimated cost of project works. In case a company has only one similar work, estimated cost of project work must be above 80 percent.</p>
<p>In addition, the average annual financial turn over from consultancy only, during the last three financial years should not be less than 50 percent of the estimated cost of consultancy works.</p>
<p>Estimated cost of the project is approximately ₹500 million (~$ 6.91 million) and estimated cost of the consultancy work is ₹7.5 million (~$0.10 million).</p>
<p>Earnest money deposit for the project is ₹30,000 (~$ 414.80) and stipulated time for the completion of the project is 18 months.</p>
<p>Last date for the submission of bid is September 20, 2018. Technical bid will open on the same day and eligible bidders will be informed about the opening date of financial bid later.</p>
<p>The introduction of the rooftop solar program is another step forward toward the goal of universal electrification that the government aims to achieve.</p>
<p><a href="https://mercomindia.com/assam-cfa-rooftop-projects/" target="_blank" rel="noopener">Earlier</a>, Mercom had reported that the Assam Energy Development Agency (AEDA) would provide Central Financial Assistance (CFA) of 70 percent for the development of grid-connected rooftop solar photovoltaic (PV) projects across the state.</p>
<p>Assam is gearing up to provide electricity to each and every household in the state. A few months ago, the Pradhan Mantri Sahaj Bijli Har Ghar Yojna (<a href="https://mercomindia.com/solar-power-packs-electrify-remote-areas-new-government-program/">SAUBHAGYA</a>) program was <a href="https://mercomindia.com/saubhagya-assam-launch/">launched</a> in Assam.</p>
<p>In January 2018, the Assam Power Distribution Company Limited (<a href="http://www.apdcl.gov.in/irj/go/km/docs/internet/ASSAM/webpage/pages/Home.html" target="_blank" rel="noopener">APDCL</a>) tendered a total of <a href="https://mercomindia.com/assam-100-mw-grid-connected-solar/" target="_blank" rel="noopener">100 MW</a> of grid-connected solar photovoltaic (PV) projects to be developed in the state.</p>
<p>Then in February 2018, the Solar Energy Corporation of India (SECI) tendered <a href="https://mercomindia.com/seci-tenders-70mw-assam/" target="_blank" rel="noopener">70 MW</a> of grid-connected solar photovoltaic (PV) projects that are set to be developed in the Amguri Solar Park in Assam’s Sivasagar district.</p>
