					</table><p>The Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has approved the tariffs for 500 MW/1000 MWh standalone Battery Energy Storage Systems (BESS).</p>
<p>The approved tariffs range from ₹221,000 ($2,561)/MW/month to ₹224,000 ($2,597)/MW/month.</p>
<p><strong>Background </strong></p>
<p>The petition was filed by the Rajasthan Rajya Vidyut Utpadan Nigam (RRVUNL) seeking approval for adopting the tariffs discovered for the standalone BESS project under a tariff-based global competitive bidding process.</p>
<p>To initiate the project, RRVUNL <a href="https://www.mercomindia.com/rajasthan-1000-mwh-standalone-bess">issued</a> a tender in October 2024. Eleven bidders responded. Following the evaluation, a reverse auction was held, and four companies <a href="https://www.mercomindia.com/jsw-rays-oriana-among-winners-of-rvunls-500-mw-bess-auction/" target="_blank" rel="noopener">emerged</a> as successful bidders.</p>
<p>Solarworld Energy Solutions won 125 MW/250 MWh at a tariff of ₹221,000 ($2,561)/MW/month, while Oriana Power bagged 50 MW/100 MWh at ₹222,000 ($2,574)/MW/month. Rays Power Experts won 75 MW/150 MWh at ₹223,000 ($2,586)/MW/month, and JSW Neo Energy got 250 MW/500 MWh at ₹224,000 ($2,597)/MW/month.</p>
<p>Letters of Award were issued in February 2025 to the successful bidders. The petition requested the Commission to formally adopt these tariffs in compliance with Section 63 of the Electricity Act.</p>
<p><strong>Commission’s Analysis </strong></p>
<p>The Commission found that the process complied with government guidelines and that there were no objections from stakeholders regarding transparency.</p>
<p>Regarding market alignment, the Commission compared the tariffs discovered in this tender with those in other recent BESS tenders across India. The tariffs quoted by the four selected bidders were among the lowest in the country for similar 2-cycle-per-day standalone BESS projects. While other tenders had tariffs ranging from ₹219,000 (~$2,536)/MW/month to ₹372,000 (~$4,309)/MW/month, the Rajasthan bids were more competitive.</p>
<p>In terms of benefits to power distribution companies, the Commission acknowledged that the 500 MW BESS would be able to deliver 2 million units of electricity daily. This stored energy, when discharged during peak demand periods, could replace power that would otherwise be purchased from the volatile short-term market.</p>
<p>Even considering the cost of charging the batteries using renewable sources, the levelized cost of stored power remained significantly lower than peak market rates. This would result in daily savings of up to over ₹10 million (~$115,840), depending on market conditions.</p>
<p>Regarding the trading margin, the Commission noted that the ₹0.07 (~$0.00081)/kWh margin charged by RRVUNL appeared high and could burden end consumers. It advised the petitioner to explore ways to reduce this margin in the public interest.</p>
<p>It directed RRVUNL to submit the executed purchase and sale agreements and to maintain transparency by publishing tariff details on its website. It also directed RRUVNL to explore advanced BESS technologies for future projects and submit quarterly progress reports on project implementation.</p>

					</table><p>The California Energy Commission (<a href="https://www.energy.ca.gov/" target="_blank" rel="noopener">CEC</a>) has approved the Darden Clean Energy Project’s 4,600 MWh battery energy storage system (BESS) in Fresno County’s western region. The BESS is owned by IP Darden I, a subsidiary of <a href="https://www.intersectpower.com/" target="_blank" rel="noopener">Intersect Power</a>.</p>
<p>The project will be established on 9,500 acres of land that is unfit for agricultural production. It will include a 1,150 MW solar system comprising approximately 3.1 million panels.</p>
<p>The BESS will be set up under California’s Opt-In Certification program. It provides a consolidated permitting option for eligible clean energy projects, supporting the state’s transition to 100% zero-carbon retail electric sales by 2045.</p>
<p>Unless significant project changes occur that require additional review time, the environmental review for the project is expected to be completed within 270 days from the date when the project application is considered complete.</p>
<p>Projects applying through the Opt-In Certification program must provide community and economic benefits.</p>
<p>The Darden project will include community investments worth $2 million over the next decade, over 2,000 prevailing-wage construction jobs, and an estimated $169 million in economic benefits to the local area over 35 years.</p>
<p>Last year, California began a state-level cross-agency collaborative initiative aimed at providing continuous support to BESS innovation and strengthening safety standards. Some of the key initiatives include updating the California Fire Code to incorporate specific fire safety requirements for stationary lithium-ion battery storage systems, as well as the California Public Utilities Commission’s approval of new safety standards and enhanced oversight of emergency plans for grid-scale BESS.</p>
<p>California is the leading U.S. state in battery storage capacity, only trailing China globally. The state has over 200 utility-scale systems and more than 250,000 commercial and residential installations, totaling over 15,700 MW of capacity.</p>
<p>According to the California Governor’s office, the state added 7 GW of clean energy capacity to its grid in 2024. It added 25 GW of capacity over the last five years.</p>
<p>According to a report by the Solar Energy Industries Association and Wood Mackenzie, California <a href="https://www.mercomindia.com/us-solar-sees-7-decline-in-q1-2025-with-10-8-gw-installed" target="_blank" rel="noopener">deployed</a> 15 MW of commercial solar-plus-storage in the first quarter of the financial year 2025.</p>

					</table><p>Austria-headquartered technology group <a href="https://www.andritz.com/group-en" target="_blank" rel="noopener">ANDRITZ</a> has secured an order from <a href="http://www.adanigreenenergy.com/" target="_blank" rel="noopener">Adani Green Energy</a> to supply pump turbines, motor generators, and other electromechanical equipment for the 1,500 MW Tarali pumped storage project (PSP) in Satara, Maharashtra.</p>
<p>ANDRITZ will be responsible for the design, manufacture, installation, testing, and commissioning of the pumped storage units, along with their associated auxiliary systems. All project components will be produced at ANDRITZ’s manufacturing facilities in India.</p>
<p>The value of the order has not been disclosed.</p>
<p>This is the second collaboration between ANDRITZ and Adani Green Energy, following the 2023 contract for the 500 MW Chitravathi PSP.</p>
<p>ANDRITZ Hydropower is a global supplier of electromechanical systems and services for hydropower projects. Its 489 GW portfolio ranges from small hydropower solutions to large-scale installations.</p>
<p>Adani Green is also working on other PSPs, including a 500 MW project on the Chitravathi River in Andhra Pradesh and a 1,800 MW project at Gandikota in Andhra Pradesh.</p>
<p>India’s growing need for energy storage has been outlined in the National Electricity Plan 2023, which projects a requirement of around 74 GW and 411 GWh of storage capacity by 2031-32. Of this, approximately 27 GW and 175 GWh are expected to come from pumped storage projects.</p>
<p>In response to this growing demand, the Ministry of Power <a href="https://www.mercomindia.com/guidelines-pumped-storage-projects/" target="_blank" rel="noopener">issued</a> tariff-based competitive bidding guidelines earlier this year to facilitate the procurement of stored energy from PSPs, including those that are existing, under construction, or in the planning phase.</p>
<p>To further support this push toward hydropower and pumped storage, the Ministry <a href="https://www.mercomindia.com/pumped-storage-projects-to-receive-up-to-%E2%82%B920-million-mw-budgetary-support/" target="_blank" rel="noopener">revised</a> its budgetary support, allocating a total of ₹124.6 billion (~$1.48 billion). The plan covers hydroelectric projects totaling 31 GW, including 15 GW of PSP capacity, to be implemented between the financial years 2024-25 and 2031-32.</p>
<p>Budgetary assistance has been structured based on project size, with support capped at ₹10 million (~$119,126)/MW for projects up to 200 MW and ₹2 billion (~$23.81 million) plus ₹7.5 million (~$89,345)/MW for projects exceeding 200 MW. In exceptional cases, this support could increase to ₹15 million (~$178,676)/MW.</p>

					</table><p>Mazagon Dock Shipbuilders (<a href="https://mazagondock.in/" target="_blank" rel="noopener">MDL</a>), a public sector undertaking under the Ministry of Defence, has issued a tender for the operation and maintenance (O&amp;M) of rooftop solar projects with a cumulative capacity of 1.85 MW spread across its premises in Mumbai.</p>
<p>The O&amp;M contract is structured as a bi-annual rate agreement.</p>
<p>Bids must be submitted by July 7, 2025. Bids will be opened on July 9.</p>
<p>Bidders must furnish an earnest money deposit of ₹150,000 (~$1,746).</p>
<p>Successful bidders must submit a performance bank guarantee of 5% of the purchase order value.</p>
<p>The rooftop solar projects are distributed across the following ten locations:</p>

<p>The scope of work includes the supply, installation, and commissioning of spare parts essential for rooftop solar installations. It also involves monthly cleaning, preventive and corrective maintenance conducted twice every month, and timely supply and installation of the spare parts such as inverters (25 kW, 30 kW, 50 kW), mono and polycrystalline modules, MC4 connectors, DC cables, chlorinated polyvinyl chloride pipes, water tanks, DCDB/AJB junction boxes, pumps, elbows, and hose pipes.</p>
<p>The maintenance services and spare supply must be completed by July 31, 2027. The estimated financial cap for spares supply is ₹3 million (~$34,920).</p>
<p>All supplied modules must be Grade-A and dimensionally compatible.</p>
<p>The total contract duration is two years from the date of the purchase order. It can be extended by three months with mutual consent.</p>
<p>Liquidated damages of 0.5% of the item value per week will be applicable for delays in supply, capped at 5%.</p>
<p>Bidders must have experience in engineering, procurement, and construction. Alternatively, they must be a system integrator, providing O&amp;M on projects with at least 500 kW capacity.</p>
<p>Bidders must have completed either three orders of at least ₹3 million (~$34,920) each, two orders of ₹3.75 million (~$43,650), one order of ₹6 million (~$69,840), or services totaling ₹1.87 million (~$21,769) in any single 12-month period within the last seven years.</p>
<p>Bidders must have a minimum average annual turnover of ₹1.12 million (~$13,037) during the financial years 2022, 2023, and 2024.</p>
<p>In 2023, MDL <a href="https://www.mercomindia.com/mazagon-shipbuilders-bids-maintain-1-mw-rooftop-solar" target="_blank" rel="noopener">invited</a> bids for maintaining the 390 kW and 650 kW rooftop solar systems located at its North, South, East, and Anik Chembur yards.</p>

					</table><p>REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>) has issued a request for proposal for developing a 2,000 MW intrastate transmission system to evacuate power from a proposed solar park at Ryapte village in Tumkur district, Karnataka.</p>
<p>Bids must be submitted by August 12, 2025. Bids will be opened on the same date.</p>
<p>Bidders must furnish a bid bond of ₹197.8 million (~$2.29 million), and a tender document fee of ₹500,000 (~$5,820) plus 18% GST.</p>
<p>Selected bidders must submit a contract performance guarantee of ₹494.6 million (~$5.74 million) within 10 days of the letter of intent.</p>
<p>The project must be commissioned within 24 months. It will be implemented under the build, own, operate, and transfer model.</p>
<p>The scope of work involves the development of two 400/220 kV substations at Ryapte and Doddathaggalli (near Hoskote), and multiple associated 400 kV and 220 kV double-circuit transmission lines. It also involves the establishment of terminal bays at the existing substations at Kolar, Malur, Ekarajapura, Hosakote New, and Sarjapura.</p>
<p>Selected bidders must complete the entire project, including survey, financing, obtaining approvals, land coordination, and construction. They must also conduct operations and maintenance of the transmission system.</p>
<p>Bidders must have developed infrastructure projects or executed engineering, procurement, and construction work worth ₹9.89 billion (~$114.72 million), with at least one project valued at ₹1.97 billion (~$22.85 million) in the past five years.</p>
<p>Bidders must have a minimum net worth of ₹3.95 billion (~$45.82 million) in any of the last three financial years.</p>
<p>In May this year, RECPDCL <a href="https://www.mercomindia.com/recpdcl-invites-bids-to-set-up-transmission-system-for-renewable-energy-integration" target="_blank" rel="noopener">invited</a> bids to set up an interstate transmission system (ISTS) to integrate 3 GW of renewable energy at Ananthapuram-II Renewable Energy Zone (Phase-II) in Andhra Pradesh.</p>
<p>In the same month, RECPDCL <a href="https://www.mercomindia.com/recpdcl-invites-bids-for-transmission-system-augmentation-in-karnataka" target="_blank" rel="noopener">invited</a> bids to establish an ISTS in Davanagere and Chitradurga, Karnataka, to integrate renewable energy generation.</p>

					</table><p>The <a href="https://mnre.gov.in/" target="_blank" rel="noopener">Ministry of New and Renewable Energy</a> has invited proposals under the ‘Innovation Challenge for Circularity in Renewable Energy Technologies – Batteries and Solar Photovoltaic.’</p>
<p>The challenge will focus on design and manufacturing innovations that promote circularity, facilitating easy dismantling and waste segregation, resource efficiency, the use of alternative materials, chemicals, and technologies for manufacturing, and the manufacture of products from recycled materials.</p>
<p>It will also focus on second-life use and recycling innovations that promote reuse, repair, refurbishment, re-manufacturing, recycling, and recovery of materials from waste solar panels and batteries.</p>
<p>Operational management innovations that help deployed solar and battery systems achieve optimal life will be another focus point. This can be achieved through the efficient monitoring of modules and batteries by enabling predictive maintenance, digitizing the supply chain, and digital labeling of solar and battery systems that provide information on their material composition, installation, handling, storage guidelines, and recycling approaches.</p>
<p>Proposals must be submitted by July 15, 2024.</p>
<p>The scope of eligible activities encompasses translational research that transforms nowledge into practical applications, as well as applied research focused on improving current systems.</p>
<p>To assess the maturity of the proposed technologies, the challenge uses the Technology Readiness Level (TRL) framework. Applicants are expected to specify the TRL of their project at both the start and end points and submit supporting documentation such as research methods, analyses, hardware prototypes, or field test data.</p>
<p>The TRL scale is as follows:</p>
<ul>
<li>TRL 1 &#8211; Basic principles observed and reported</li>
<li>TRL 2 &#8211; Technology concept and/or application formulated</li>
<li>TRL 3 &#8211; Analytical and experimental critical function and/or characteristic proof-of-concept</li>
<li>TRL 4 &#8211; Technology component/sub-system validation in a laboratory environment</li>
<li>TRL 5 &#8211; Technology component/sub-system validation in relevant environment (industrially relevant environment in case of key enabling technologies)</li>
<li>TRL 6 &#8211; Technology sub-system or prototype demonstration in a relevant environment</li>
<li>TRL 7 &#8211; Technology system prototype demonstration in an operational environment</li>
<li>TRL 8 &#8211; Actual technology system completed and qualified through testing and demonstration</li>
<li>TRL 9 &#8211; Actual technology system proven in its operational environment (competitive manufacturing in the case of key enabling technologies)</li>
</ul>
<p>For this challenge, innovations are categorized into three groups: proof of concept (TRL 1-3), potential innovations (TRL 4-5), and proven innovations (TRL 6 and above). Supporting evidence is required to verify the TRL classification of each innovation. Applicants must provide supporting documents to verify the TRL of their innovations.</p>
<p><strong>Eligibility</strong></p>
<p>Eligible technologies must be entirely based in India. This includes the location of the product development teams and facilities, adherence to relevant certifications and regulatory requirements, and compliance with market entry standards. The proposed technologies must align with at least one of the three themes of the challenge: design and manufacturing innovation, second-life use and recycling innovation, or operational management innovation.</p>
<p><strong>Evaluation Criteria</strong></p>
<p>Funding will be provided to selected winners based on the nature of their innovation, proposed costs, and their categorization according to the TRL scale. The evaluation process consists of two stages. The first involves an initial screening conducted by the Secretariat of the Challenge, and the second involves a detailed shortlisting by a designated Jury. Selection will be based the completeness of the application, relevance of the proposal, technical merit, level of innovation, potential for scalability and commercialization, sustainability, and the broader benefits of the proposed outcomes.</p>
<p><strong>Financial Support</strong></p>
<p>The financial support will be capped according to both a maximum amount and a percentage of the total project cost, depending on the innovation’s TRL category.</p>
<p>For proof-of-concept innovations, each winner can receive up to ₹1 million (~$11,620) or 50% of the total project cost, whichever is lower. The maximum allocation for this category is ₹5 million (~$58,101).</p>
<p>For potential innovations, funding of up to ₹3 million (~$34,860) or 50% of the total project cost, whichever is lower, may be awarded per winner, with an overall cap of ₹15 million (~$174,293).</p>
<p>For proven innovations, each selected project may receive up to ₹20 million (~$232,391) or 50% of the total project cost, whichever is lower. The total allocation for this category stands at ₹80 million (~$929,565).</p>
<p>The cumulative financial support across all categories will not exceed ₹100 million (~$1.16 million).</p>
<p>The financial support granted through this initiative must be used specifically to advance the TRL stage in the case of proof-of-concept and potential innovations or to conduct pilot demonstrations in the case of proven innovations. Winners will be required to provide documentary evidence showing the appropriate use of funds as and when requested by the Secretariat.</p>
<p>Monitoring and evaluation responsibilities will be assigned to project monitoring committees f subject matter experts. These committees will oversee the technical and financial progress of the winning projects. Regular reporting by the innovators will be necessary to track development and ensure accountability.</p>
<p>Recently, the Central Pollution Control Board <a href="https://www.mercomindia.com/cpcb-issues-draft-guidelines-for-solar-waste-collection-and-storage/" target="_blank" rel="noopener">issued</a> draft guidelines for the collection and storage of waste from solar modules and cells.</p>

<p>In all, there were 76 extra-high-voltage (EHV) transmission line tower failures across 28 transmission lines, including 220 kV, 400 kV, and 765 kV AC lines, in 2024, as reported by 12 public and private power utilities, such as Power Grid Corporation of India, NTPC, and Adani Transmission.</p>
<p>EHV and ultra-high voltage (UHV) lines are crucial for the evacuation of renewable energy over long distances and across states. The Ministry of Power recently announced that the power transmission infrastructure is being enhanced with a UHV alternating current transmission system. As part of this ₹530 billion (~$6.2 billion) initiative, nine 1,100 kV lines and ten substations have been identified for development by 2034.</p>
<p>India aims to <a href="https://www.mercomindia.com/india-to-expand-power-transmission-network-to-meet-458-gw-demand-by-2032" target="_blank" rel="noopener">expand</a> its power transmission network to 648,000 ckm by 2032, up from 485,000 ckm in 2024, to meet a peak electricity demand of 458 GW.</p>
<p>A report by an expert committee set up by the <a href="https://cea.nic.in/" target="_blank" rel="noopener">Central Electricity Authority</a> on EHV transmission tower failures stated that while high-intensity winds have been blamed, utilities often failed to provide wind data in many cases, which could help substantiate their reasoning.</p>
<p>The committee said, “The transmission utilities are unable to produce the actual wind speed data on the day of failures due to non-availability of wind speed data at the failure location.” It observed that the utilities must obtain the wind data for the area from the Indian Meteorological Department (IMD) or nearby airports, which would serve as a representative wind speed prevailing in that area at the time of failure.</p>
<p>The utilities and the committee agreed that the high wind velocity during storms and whirlwinds might have exceeded the design wind speed for which the towers were designed.</p>
<p>The experts’ committee asked the utilities to seek IMD’s help and utilize wind-related data from wind sensors to analyze their respective tower failure events.</p>
<p>India’s wind map was previously divided into three wind pressure zones: light, medium, and heavy, before the revision of IS 802 in 1995. In the third revision of IS 802: 1995, six wind zones were specified, dividing various regions based on the three-second wind gust speed.</p>

<p>The committee observed that most tower failure incidents occurred on transmission lines designed for wind zones 2 and 4, which cover the largest areas of India.</p>
<p>The IMD informed the committee that it had already established a network of wind sensors at approximately 700 locations, each capable of capturing related wind parameters, including speed, within a 10 km radius.</p>
<p>Besides the IMD, agriculture and irrigation departments in some states have also installed a network of wind sensors to capture weather-related information, including wind speeds.</p>
<p>The committee noted that the wind map was last revised by the Structural Engineering Research Centre in 2016, using 2009 wind data, and was subsequently incorporated into the National Building Code by the Bureau of Indian Standards. However, the revised wind map is yet to be included in the latest building code.</p>
<p>Besides high wind speeds, thefts, sabotage, and right-of-way encroachments were also listed as reasons for transmission tower failures. In one case, an explosion caused by an improvised explosive device damaged two legs of the tower in the 400 kV D/C Silchar-Imphal Line.</p>

<p>Bids must be submitted by July 14, 2025. Bids will be opened on July 15.</p>
<p>Bidders must furnish a bid security of ₹2.15 million (~$25,000.82).</p>
<p>Successful bidders must submit a performance security deposit of ₹10.7 million (~$124,424.52).</p>
<p>The projects must be completed in 15 months.</p>
<p>The scope of work entails the design, engineering, supply, installation, testing, and commissioning of the solar projects. It also involves providing comprehensive operation and maintenance (O&amp;M) services for 25 years.</p>
<p>The modules used must qualify under the latest edition of the International Electrotechnical Commission PV module qualification test or equivalent Bureau of Indian Standards-certified mono-PERC silicon solar cell modules.</p>
<p>Bidders can be single entities or joint ventures. They must have completed the design, supply, installation, testing, and commissioning of solar projects of at least 1,500 kW capacity for the central government, state government, or metro rail companies.</p>
<p>Bidders must have also provided O&amp;M services for 1,500 kW solar projects under the renewable energy service company (RESCO) or the capital expenditure (CAPEX) model for at least one year.</p>
<p>They must have also completed a single contract for the design, supply, installation, testing, commissioning, and O&amp;M of a rooftop project of at least 375 kW capacity under RESCO or CAPEX mode for the central government, state government, or metro rail companies.</p>
<p>Bidders must have an annual average turnover of ₹53.5 million (~$622,122.61) in the last three years.</p>
<p>Last year, NCRTC <a href="https://www.mercomindia.com/ncr-transport-corporation-rooftop-solar-project" target="_blank" rel="noopener">invited</a> bids for a 4.9 MW rooftop solar power project in the Delhi-Ghaziabad-Meerut Regional Rapid Transit System Corridor. This project will also include a 200 MWh battery energy storage system. With a total investment exceeding $590 million, the Obelisk project will be the largest solar project in Africa. The financing includes $125.5 million from AfDB’s resources, $20 million from the <strong>Sustainable Energy Fund for Africa</strong>, $18.6 million from the <strong>Canada-AfDB Climate Fund</strong>, $20 million from the <strong>Clean Technology Fund</strong>, and additional support from other development finance institutions.</p>
<p><strong>Dubai Electricity and Water Authority (DEWA) </strong><a href="https://www.aninews.in/news/world/middle-east/uae-dewa-adds-800mw-of-clean-energy-production-capacity-to-its-energy-mix-in-202520250609193438/" target="_blank" rel="noopener">announced</a> that the Mohammed bin Rashid Al Maktoum Solar Park’s total production capacity has increased to 3,860 MW following the addition of 800 MW under its sixth phase in 2024. The park now contributes 21.5% of DEWA’s total energy mix through solar and concentrated solar power technologies. By 2030, the solar park’s capacity is projected to reach 7,260 MW.</p>
<p><strong>GameChange Solar</strong> <a href="https://www.prnewswire.com/ae/news-releases/gamechange-solar-secures-450-mwp-order-for-green-ammonia-project-in-oman-302478911.html" target="_blank" rel="noopener">secured</a> a contract from <strong>ACME Greentech Ventures FZCO</strong> to supply its Genius Tracker 1P Single Row system for a 450 MWp solar project in Duqm, <strong>Oman</strong>. The solar installation will power ACME’s green hydrogen and ammonia production facilities. The project spans 92 sq km and is being developed in phases. Phase 1 aims to produce 100,000 tons of green ammonia annually, while future phases will scale up to 71,000 tons of green hydrogen and 400,000 tons of green ammonia per year. The facility’s full capacity targets 0.9 million tons of green ammonia annually.</p>
<p>China-based company <strong>Tinci Materials Technology</strong> <a href="https://northafricapost.com/87910-chinese-company-tinci-chooses-morocco-to-build-a-280-million-battery-electrolyte-plant.html" target="_blank" rel="noopener">announced</a> a $280 million investment to establish a battery electrolyte and raw materials plant in Jorf Lasfar, <strong>Morocco</strong>. The facility will produce 150,000 tons of battery electrolytes and key components, such as lithium hexafluorophosphate, annually for the global electric vehicle market. The Moroccan government supports the project through incentives and subsidies.</p>

					</table><p>The Rajasthan Electricity Regulatory Commission (<a href="https://rerc.rajasthan.gov.in/" target="_blank" rel="noopener">RERC</a>) has issued a draft procedure for granting connectivity to the intrastate transmission system.</p>
<p>The procedure, which governs access to the intrastate transmission system at 33 kV and above, applies to all entities, whether seeking new connections or modifying existing ones.</p>
<p>The procedure is issued in accordance with Regulation 17 of the Rajasthan Electricity Regulatory Commission (Rajasthan Electricity Grid Code) Regulations, 2024.</p>
<p><strong>Applicability</strong></p>
<p>The procedure applies to a wide category of users including state and central generating companies, independent power producers, captive power plants, energy storage systems such as pumped storage projects and battery energy storage systems, waste-to-energy units, wind-solar hybrid projects, green hydrogen projects, inter- and intra-state transmission licensees, distribution licensees (excluding Rajasthan distribution companies), renewable energy generators, renewable energy park developers, open access customers, and bulk consumers.</p>
<p>Connectivity is mandatory for all entities seeking to connect at 33 kV and above. It is also required for augmentation of existing capacity, a change in voltage level due to an increase in contract demand, or modification of the existing connection arrangement.</p>
<p><strong>Eligibility and Application Process</strong></p>
<p>Existing connected users must sign a connection agreement if they have not already done so. However, any extension of generation capacity, change in voltage level, or modification of connection arrangement will require a fresh application.</p>
<p>Applications must be submitted to the Chief Engineer, Rajasthan Rajya Vidyut Prasaran Nigam along with project details, desired voltage level, timeline, and other supporting documents.</p>
<p>Applicants must submit payment proof, GST number, board resolution or authorization letter, Rajasthan Renewable Energy Corporation (RREC) registration (if applicable), statutory approvals (for land, environment, forest, fuel, water), generator technical data, and Functional Test Check documents 10 days before energization.</p>
<p><strong>Application Fee Structure</strong></p>
<p>A non-refundable application fee must be paid based on the quantum of power to be injected:</p>
<ul>
<li>Up to 30 MW: ₹100,000 (~$1,164)</li>
<li>30 MW to 100 MW: ₹200,000 (~$2,328)</li>
<li>100 MW to 500 MW: ₹300,000 (~$3,492)</li>
<li>500 MW to 1000 MW: ₹600,000 (~$6,984)</li>
<li>More than 1000 MW: ₹900,000 (~$10,476)</li>
</ul>
<p>For renewable energy projects, registration with RREC is mandatory before application.</p>
<p><strong>Stages of Connectivity</strong></p>
<p>A three-stage process has been prescribed:</p>
<ul>
<li>Stage I involves the grant of connectivity intimation.</li>
<li>Stage II deals with the final interconnection permission</li>
<li>Stage III covers the execution of the connection agreement</li>
</ul>
<p>Physical connection to the grid will not be permitted unless the agreement is signed. In certain cases, such as when a license is not the state transmission utility or pooling stations are used, tripartite agreements must be signed.</p>
<p><strong>Financial and Technical Requirements</strong></p>
<p>Grid connectivity charges are set at ₹250,000 (~$2,910)/MW or the actual bay cost, whichever is higher. Applicants must furnish a bank guarantee equal to the bay cost. Failure to utilize the connectivity within 3 years will result in cancellation and encashment of the guarantee. A penalty of 12% per annum, plus taxes, applies in case of delays.</p>
<p>Voltage-specific injection limits are defined: 15 MW for 33 kV, 50 MW for 132 kV, 132 MW for 220 kV, and 515 MW for 400 kV. Beyond these limits, higher capacity transmission infrastructure must be used, and only certain conductor types like ACSR Panther, Zebra, Twin/Quad Moose, AL-59, or HTLS are permitted for specific voltage-power combinations.</p>
<p><strong>Additional Conditions</strong></p>
<p>The applicant must construct transmission lines from the applicant’s project to the designated RVPN substation. Connectivity approval does not permit power injection unless open access, short-term, medium-term, or long-term access is obtained. Any injection exceeding the approved quantity will not be accounted for and may result in disconnection after a 30-day notice period.</p>
<p>Connectivity is non-transferable and project-specific. Additionally, synchrophasor measurement systems, including PMUs, GPS receivers, and data telemetry systems, must be installed in accordance with Central Electricity Authority’s  technical standards.</p>
<p>Recently, RERC <a href="https://www.mercomindia.com/rajasthan-bess-captive-projects-exceeding-contract-demand" target="_blank" rel="noopener">mandated</a> battery energy storage systems for captive projects exceeding 100% contract demand.</p>

					</table><p>The Ministry of Power (<a href="https://powermin.gov.in/" target="_blank" rel="noopener">MoP</a>) has proposed an amendment to the Electricity Rules 2025 to permit the sale, lease, and renting of energy storage systems (ESS).</p>
<p>The Ministry invited comments on the draft amendment from stakeholders to be sent by July 10, 2025.</p>
<p>The amendment provides a wider regulatory framework for ESS in India to introduce it as an independent energy infrastructure. ESS can be utilized either as an independent project or as part of a generation, transmission, or distribution system.</p>
<p>It can also be developed, owned, leased, or operated by a generating company or a transmission, or a distribution licensee.</p>
<p>The amendment allows for ESS to be developed, owned, leased, or operated by consumers, system operators, or independent energy storage service providers.</p>
<p>The ESS will have the same legal status as its owner.  If the ESS is not co-located but owned and operated either by the generating station, distribution licensee, or the consumer, it will carry the same legal status.</p>
<p>However, it will not acquire the ESS owner’s status and retain its independent status for scheduling and dispatching.</p>
<p>ESS developers will be able to sell, lease, or rent out the systems in whole or in part to any consumer or utility engaged in generation, transmission, or distribution. They can also sell the energy to load dispatch centers.</p>
<p>Large-scale ESS adoption can help address the intermittency of renewables.</p>
<p>In an interview to Mercom, Ayush Misra, CEO of AmpereHour Energy, <a href="https://www.mercomindia.com/energy-storage-enables-greater-renewable-integration-with-reliability-interview" target="_blank" rel="noopener">highlighted</a> that ESS helps systems smooth out fluctuations, ensure grid stability, and maximize the utilization of renewable energy assets.</p>
<p>In February this year, the Ministry of Power <a href="https://mercomindia.com/government-mandates-two-hour-energy-storage-integration-in-solar-tenders" target="_blank" rel="noopener">mandated</a> that all Renewable Energy Implementing Agencies and state utilities incorporate a minimum two-hour co-located ESS equivalent to 10% of the installed solar capacity in all solar tenders.</p>

					</table><p>Large-scale solar project costs in India increased for the second consecutive quarter, according to Mercom’s  <a href="https://www.mercomindia.com/product/q1-2025-india-solar-market-update" target="_blank" rel="noopener">Q1 2025 India Solar Market Update</a>, average project costs rose 3% quarter-over-quarter (QoQ) and 1% year-over-year (YoY).</p>
<p>The average selling price (ASP) of Indian-made DCR-compliant modules increased in Q1 2025, fueled by strong demand from government programs like PM Surya Ghar and PM KUSUM and rising component costs. <p>Meanwhile, non-DCR module prices declined slightly due to a correction following last quarter’s surge, primarily driven by anti-dumping duties on solar glass and aluminum frames.</p>
<p>Regulatory requirements, such as Approved List of Models and Manufacturers (ALMM) enlistment and Bureau of Indian Standards (BIS) compliance, are increasing manufacturers’ operational and certification costs, contributing to pricing pressure.</p>
<p>Solar modules accounted for about 48% of total project costs in Q1, up from 47% in the previous quarter.</p>
<p>Bulk discounts remain limited, and localized demand spikes are compounding cost pressures across the value chain.</p>
<p>Over 60% of the large-scale capacity commissioned in Q1 used domestic modules, the majority of which were ALMM-compliant. This shift played a key role in pushing up overall system costs.</p>

<p>ASPs for DCR complaint Indian monocrystalline PERC and TOPCon modules, both DCR-compliant, rose by 0.3% QoQ.</p>
<p>In contrast, solar inverter prices declined 0.5% in Q1, making up around 6% of overall project cost. The market is gradually moving from central inverters to string inverters as developers favor easier replacement and faster repair timelines.</p>
<p>The cost of mounting structures and other balance-of-system (BoS) components remained flat, accounting for roughly 9% and 2% of total system costs, respectively.</p>
<p>India added 6.7 GW of solar in Q1 2025, a 25% <a href="https://www.mercomindia.com/india-adds-7-gw-solar-capacity-q1-2025" target="_blank" rel="noopener">drop</a> from the 9 GW installed during the same period last year and a 14% decline from Q4 2024. As of March 2025, India’s cumulative installed solar capacity stood at 104.6 GW.</p>

					</table><p>U.S.-based energy storage firm <a href="https://powin.com/" target="_blank" rel="noopener">Powin</a> and its eight other subsidiaries have filed for Chapter 11 bankruptcy protection in New Jersey.</p>
<p>The company and its subsidiaries,  PEOS Holdings, Powin China Holdings 1 and 2, Charger Holdings, Powin Energy Ontario Storage, Powin Energy Operating Holdings, Power Energy Operating, and Powin Project, list estimated assets and liabilities ranging from $100 million to $500 million.</p>
<p>Powin’s creditors include <a href="https://powin.com/" target="_blank" rel="noopener">Ace Engineering</a>, <a href="https://powin.com/" target="_blank" rel="noopener">Qingdao CIMC-POWIN New Energy Technology</a>, <a href="https://powin.com/" target="_blank" rel="noopener">Contemporary Amperex Technology</a>, <a href="https://powin.com/" target="_blank" rel="noopener">Celestica</a>, <a href="https://powin.com/" target="_blank" rel="noopener">Clean Energy Services CES</a>, <a href="https://powin.com/" target="_blank" rel="noopener">Formosa Electronic Industries</a>, among others.</p>
<p>Powin is a battery solutions company established in 2016. As of 2023, the company had over 17 GWh of projects deployed and under construction.</p>
<p>Last year, the company secured a revolving credit facility of up to $200 million primarily from insurance accounts managed by global investment firm KKR.</p>
<p>The credit facility was supposed to support Powin’s working capital needs, drive continued innovation, and further enhance the company’s financial flexibility as it expands its leadership position in the storage industry.</p>
<p>In March 2025, Powin signed a memorandum of understanding to establish a partnership aimed at scaling the Brazilian energy storage market. The partnership was focused on addressing the growing demand for utility-scale energy storage solutions (30 MW+), driven by the country’s renewable energy expansion and grid reliability needs.</p>
<p>Recently, another U.S.-based residential clean energy company, Sunnova Energy, <a href="https://powin.com/" target="_blank" rel="noopener">filed</a> for Chapter 11 bankruptcy protection on Sunday. The company was under pressure from increasing debt and falling demand.  Earlier this month, Sunnova TEP Developer, Sunnova Energy’s subsidiary, filed a voluntary petition for relief under Chapter 11 before the United States Bankruptcy Court for the Southern District of Texas.</p>
<p>Last year, another battery developer and manufacturer, Northvolt AB <a href="https://powin.com/" target="_blank" rel="noopener">filed</a> for bankruptcy protection in the U.S. The company will seek to restructure under Chapter 11 of the bankruptcy code.</p>

					</table><p>The National Institute of Solar Energy (<a href="https://training.nise.res.in/" target="_blank" rel="noopener">NISE</a>), an autonomous institute under the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">MNRE</a>), has issued an expression of interest (EoI) for defining the scope and drafting the tender terms and conditions for the operation and maintenance (O&amp;M) of its green hydrogen generation, storage, and refueling facility at the NISE Hydrogen Facility in Gurugram, Haryana.</p>
<p>Bids must be submitted by July 9, 2025.</p>
<p>The tender is for assisting NISE in formulating a comprehensive and technically sound tender for selecting a future O&amp;M service provider for the solar-powered green hydrogen generation, storage, and refueling facility.</p>
<p>The scope of work entails proposing detailed inputs for a suitable O&amp;M model, such as public-private partnerships, third-party O&amp;M contracts, or performance-linked payment mechanisms, while advising on the cost structure, risk-sharing mechanisms, performance incentives, and eligibility criteria.</p>
<p>The O&amp;M of all subsystems, including electrolyzers, compressors, storage, dispensers, and the solar installation is covered under the scope.</p>
<p>The project involves a green hydrogen facility with a production capacity of 15 normal cubic meters per hour (Nm³/hr) (approximately 1.35 kg/hr) and hydrogen storage of 60 kg at 495 bar. This facility is powered by a dedicated 120 kWp rooftop solar system. The technology employed includes 5 Nm³/hr and 10 Nm³/hr alkaline electrolyzers, a 350 bar hydrogen dispenser, a Type-1 cylinder hydrogen storage, and a high-pressure compressor.</p>
<p>Bidders must provide a cost structure based on their proposed model, including fixed and variable O&amp;M costs. The cost structure must include a breakdown of expenses such as manpower, consumables, spares, utilities, and overheads.</p>
<p>Bidders must have completed operation and maintenance contracts for hydrogen generation systems, hydrogen storage systems, electrolyzer plants, or equivalent gas-based energy systems. Experience in operating and maintaining electrolyzer plants is desirable but not mandatory.</p>
<p>Last year, NISE <a href="https://www.mercomindia.com/nise-funding-green-hydrogen" target="_blank" rel="noopener">invited</a> proposals to develop testing facilities, infrastructure, and institutional support to develop standards and regulatory frameworks under the National Green Hydrogen Mission.</p>
<p>In April this year, the Government of India <a href="https://www.mercomindia.com/government-issues-green-hydrogen-certification-program" target="_blank" rel="noopener">introduced</a> the Green Hydrogen Certification Scheme of India, a critical component of the National Green Hydrogen Mission, according to which hydrogen can be officially recognized as “green” only if its non-biogenic greenhouse gas emissions do not exceed 2 kg of CO₂ equivalent (CO₂e)/kg of hydrogen, averaged over 12 months.</p>
