TCIL Invites Bids to Select Partners for SECI’s 13 MW Rooftop Solar Projects

Telecommunications Consultants India (TCIL) has invited expressions of interest (EoI) from consortium partners to install 13,043 kW grid-connected rooftop solar projects on government buildings in the Union Territory of Puducherry.

The installations will be part of the upcoming tender (Tranche-V) by the Solar Energy Corporation of India (SECI).

Bids must be submitted by December 1, 2025. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹11.73 million (~$132,310), and a tender fee of ₹10,000 (~$112.78) plus 18% GST. Micro and Small Enterprises (MSEs) and startups are exempt from EMD and tender fees.

The scope of work specifies the adoption of SECI’s detailed framework for the installation of rooftop solar systems in Puducherry. The selected solar power developers must design, engineer, commission, and operate the solar systems on government buildings across the Union Territory.

It also includes system design and engineering, procurement and supply of modules, inverters, mounting structures, cabling, and protection equipment, as well as civil and structural works.

Bidders must have completed similar works within the last seven years. This includes three works totaling at least 40% (35% for startups) of the estimated cost, two works totaling at least 50% (45% for startups), or one work totaling at least 70% (65% for startups).

Bidders must be Class I or Class II local suppliers. They must demonstrate a commitment to establishing a local office in Puducherry.

Bidders must have an average annual turnover of at least 30% of the estimated cost over the past three financial years (25% for startups), positive net worth as of March 31, 2025, and profitability in at least two of the last three years.

In August this year, TCIL invited expressions of interest to develop 5 MW rooftop solar power projects on public buildings in the Republic of Mauritius and Rodrigues.
