TNGECL Invites Bids for 15 MW Solar with 45 MWh BESS Project in Thiruvarur

Tamil Nadu Green Energy Corporation (TNGECL) has invited bids to select developers to set up a 15 MW solar project, along with a 15 MW/45 MWh battery energy storage system (BESS), in Thiruvarur, Tamil Nadu.

The last date to submit bids is December 29, 2025. Bids will be opened on December 30.

Bidders must submit a bid security deposit of ₹10 million (~$112,969) and a performance bank guarantee (PBG) of ₹50 million (~$564,845).

In 2021, the Tamil Nadu government set a target to develop 20,000 MW of solar power projects and 10,000 MW of BESS over the next 10 years. It has set a target to install 4,000 MWh of BESS by 2025-26.

The scope of work covers the design, engineering, procurement, and commissioning of the project under the build-own-operate mode.

The project entails operation and maintenance for 25 years.

Successful bidders must ensure that permits, licenses, insurance, and a no-objection certificate for grid connectivity for the project are in place.

They must synchronize the project with the grid and set up the BESS for a single cycle 3-hour discharge.

TNGECL will provide land to the successful bidders on a lease of ₹1 (~$0.011)/project site/year.

The project must be interconnected with the Tamil Nadu Transmission Corporation substations. The successful bidders must develop and bear the entire cost of transmission, including any other related infrastructure costs, up to the interconnection point.

The project must use modules from the Approved List of Models and Manufacturers List-I published by the Ministry of New and Renewable Energy.

The successful bidders must ensure a minimum annual capacity utilization factor of 21%.

The project must also ensure a minimum monthly energy supply during peak hours.

The BESS portion of the project must maintain an AC-to-AC round-trip efficiency of 85% each month.

The project must be commissioned within 12 months, with an extension of three months after incurring liquidated damages.

Successful bidders must have a net worth of ₹270 million (~$3.05 million) in the previous financial year.

Recently, TNGECL invited bids to set up seven standalone BESS projects with a total capacity of 375 MW/1,500 MWh.
