A significant portion of the total approved loans, amounting to ₹1.37 trillion (~$16.46 billion), accounted for the renewable energy sector, showcasing a substantial YoY growth of 538.79%.</p>
<p><a href="https://www.mercomindia.com/railway-rooftop-solar-three-states/" target="_blank" rel="noopener"><strong>South Eastern Railway has invited bids to empanel agencies for setting up 8.383 MW of grid-connected rooftop solar power projects in Odisha, Jharkhand, and West Bengal</strong></a> through public-private partnerships on a design, build, finance, operate, and transfer basis. The projects would be developed in two capacity ranges— (i) above 10 kW and up to 50 kW, and (ii) above 50 kW and up to 100 kW. The last day to submit bids is April 30, 2024. Bids will be opened on the same day.</p>
<p><a href="https://www.mercomindia.com/sjvn-green-jv-assam-discom-renewable-projects/" target="_blank" rel="noopener"><strong>SJVN Green Energy (SGEL) has signed a joint venture and shareholders agreement with Assam Power Distribution Company (APDCL) to execute renewable energy projects/parks</strong></a> within the APDCL or SJVN jurisdiction areas and on a pan-India basis. SGEL will hold 51% of the ownership of the new JV company, while APDCL will own the remaining 49%. SJVN has frequently collaborated with APDCL to encourage renewable energy project development within the state.</p>
<p><a href="https://www.mercomindia.com/eu-india-battery-recycling-collaboration/" target="_blank" rel="noopener"><strong>The European Union and India have announced a matchmaking platform to foster collaboration among startups working towards battery recycling technologies for electric vehicles</strong></a> in both regions. Expressions of Interest have been invited (EoI) for a matchmaking event between European and Indian Small and medium-sized enterprises and startups in the sector. The EoIs have to be submitted between April 9 and 30, 2024. The matchmaking event has been tentatively scheduled for June 20.</p>
<p><a href="https://www.mercomindia.com/cerc-draft-regulations-rldc-charges/" target="_blank" rel="noopener"><strong>The Central Electricity Regulatory Commission has issued draft regulations to determine fees and charges to be collected by Regional Load Despatch Centres</strong></a> from the generating companies, distribution companies, bulk consumers, inter-state transmission licensees, buyers, sellers, and inter-state trading licensees, settlement nodal agency and any other users. The proposed regulations are named Central Electricity Regulatory Commission (Fees and Charges of Regional Load Despatch Center and other related matters) Regulations, 2024. Stakeholders can submit their comments and suggestions by May 6, 2024.</p>

The state has witnessed a dramatic increase in open access solar from 3 MW in the second quarter (Q2) of 2023 to 28 MW in Q3 2023, according to Q3 2023 Mercom India Solar Open Access Market Report. By the end of September 2023, Chhattisgarh’s cumulative open access solar capacity reached 380.7 MW, making it the ninth highest in the country, accounting for 3.5% of the country’s total. The state’s recent policy adjustments, particularly certain exemptions for open access, have decisively boosted Chhattisgarh’s overall solar capacity.</p>
<p><a href="https://www.mercomindia.com/mes-balance-work-1-mw-rooftop-solar" target="_blank" rel="noopener"><strong>Military Engineer Services has floated a tender to complete the balance work of 1 MW rooftop solar systems at the Air Force Station in Nagpur.</strong></a> The project should be completed within two months of receiving the work order. Selected bidders must also oversee the project’s comprehensive maintenance for five years. The project’s estimated cost is ₹9.7 million (~$117,026). The last day to submit the bids is February 1, 2024. Bids will be opened on February 8. Bidders must submit an earnest money deposit of ₹170,500 (~$2,057).</p>
<p><a href="https://www.mercomindia.com/bhel-tender-5-mw-solar-haridwar" target="_blank" rel="noopener"><strong>Bharat Heavy Electricals (BHEL) has invited bids from project developers to set up a 5 MW ground-mounted solar power project at its Ranipur facility in Haridwar</strong></a> on a build, own, operate, and maintain basis. The scope of work includes developing, constructing, synchronizing, commissioning, operating, and maintaining the solar project. It also includes setting up the evacuation network up to the BHEL substation. The selected bidder must sign a 25-year power purchase agreement with BHEL.</p>
<p><a href="https://www.mercomindia.com/upneda-tender-mini-grid-solar" target="_blank" rel="noopener"><strong>Uttar Pradesh New &amp; Renewable Energy Development Agency has invited bids for a five-year operation and maintenance contract for 2.921 MW of mini-grid and decentralized distributed generation (DDG) solar power projects installed on a revenue model basis.</strong></a> The projects include 16 mini-grids with a combined capacity of 2.332 MW and 30 DDG solar projects of 580 kW. The last day to submit the bids is January 29, 2024. Bids will be opened the next day. Bidders must submit a tender fee of ₹11,800 (~$142) and an earnest money deposit of ₹25,000 (~$300).</p>
<p><a href="https://www.mercomindia.com/india-lithium-exploration-pact-argentina" target="_blank" rel="noopener"><strong>Khanij Bidesh India has signed an agreement with the Argentina-based mining company Catamarca Minera Y Energetica Sociedad Del Estado</strong></a> for the exploration and development of five lithium brine blocks as the South Asian nation looks to secure a supply of the soft metal used in batteries of everything from electric vehicles to smartphones. The government claimed this to be the first-ever lithium exploration and mining project by a government company of India and aims to bring in technical &amp; operational experience for brine-type lithium exploration, exploitation, and extraction.</p>
<p><a href="https://www.mercomindia.com/railways-1-24-mw-rooftop-solar-bihar" target="_blank" rel="noopener"><strong>Sonpur Division of East Central Railway has invited bids for state-wise empanelment of agencies to implement 1.24 MW grid-connected rooftop solar power projects</strong></a> at its electric loco shed in Barauni Junction through public-private partnership and on a design, build, finance, operate, and transfer basis. The projects would be developed in two capacity ranges— (i) above 10 kW and up to 100 kW for a total of 140 kW, and (ii) above 100 kW and up to 500 kW, totaling 1,100 kW. Bidders can quote for one or all the capacities.</p>
<p><a href="https://www.mercomindia.com/delhi-transport-bids-deploy-public-e-scooters" target="_blank" rel="noopener"><strong>The Delhi Transport Department has issued a request for proposals to select service providers to deploy 1,000 high-speed and 2,000 low-speed public electric scooters to bridge the last-mile connectivity issue for public transport in the Dwarka sub-city.</strong></a> The last date to submit the bids is February 15, 2024. Bids will be opened on the same day. Bidders must submit an earnest money deposit of ₹4 million (~$48,216). The first successful bidder (L1) must submit a performance bank guarantee of ₹6 million (~$72,307), whereas the second successful bidder (L2) must submit ₹4 million (~$48,216).</p>
<p><a href="https://www.mercomindia.com/state-bank-india-250-million-green-bonds" target="_blank" rel="noopener"><strong>State Bank of India has issued $250 million senior, unsecured, green floating rate notes through private placement facilitated by its London branch, set to mature on December 29, 2028.</strong></a> The bond, issued on a floating rate of 1.20% above the secured overnight financing rate, was listed on the Global Securities Market of the India International Exchange. The bond issuance is part of SBI’s $10 billion medium-term note program. The proceeds of the issuance will be allocated towards eligible green projects in accordance with the bank’s environmental, social, and governance financing framework.</p>
<p><a href="https://www.mercomindia.com/mahindra-ontario-teachers-renewable-invit" target="_blank" rel="noopener"><strong>Mahindra Group and Ontario Teachers’ Pension Plan Board have announced an Infrastructure Investment Trust, dubbed Sustainable Energy Infra Trust (SEIT),</strong></a> with an initial capital raise of ₹13.65 billion ($165 million) to advance the renewable energy sector in India. The initial offer was subscribed by global and Indian investors, including the Asian Infrastructure Investment Bank, as SEIT made its debut on the National Stock Exchange of India. The companies claimed the trust is the largest of its kind, holding about 1.54 GW of operational renewable power assets.</p>

					</table><p><a href="https://er.indianrailways.gov.in/view_section.jsp?fontColor=black&amp;backgroundColor=LIGHTSTEELBLUE&amp;lang=0&amp;id=0,1,291,354" target="_blank" rel="noopener">The Howrah Division</a> of Eastern Railway has invited bids to install 1 MW of rooftop solar projects without battery backup at stations in the Howrah- Khana and Howrah-Bardhhaman line sections in West Bengal.</p>
<p>The last date for the submission of bids is April 3, 2023. Bids will be opened on the same day.</p>
<p>The scope of work includes the engineering, design, procurement, erection, installation, testing, and commissioning of rooftop solar systems. The selected project developer will also operate and maintain the systems for 25 years after commissioning.</p>
<p>The project will be awarded to the bidder quoting the lowest tariff with no escalation for 25 years.</p>
<p>Bidders must remit ₹10,000 (~$122. They must also submit 2% of the estimated project cost as a bid security.</p>
<p>Bidders should demonstrate their technical capacity and experience by showing that they have commissioned at least one solar project with a minimum value of 35% of the contracted capacity during the last three financial years.</p>
<p>The total contract amount received or paid in the last three financial years should be at least 150% of the estimated project cost.</p>
<p>In February, the South Eastern Railway <a href="https://mercomindia.com/railways-issues-tender-rooftop-solar-in-west-bengal/" target="_blank" rel="noopener">issued</a> a tender for the empanelment of developers to implement grid-connected rooftop solar projects of various capacities in West Bengal through the public-private partnership mode.</p>
<p>The Danapur railway division of the East Central Railway <a href="https://mercomindia.com/railways-empanel-3-mw-rooftop-solar-systems/" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement 3.252 MW of grid-connected rooftop solar projects in Bihar and Uttar Pradesh.</p>
<p>Last December, Minister of Railways Ashwini Vaishnav informed the Lok Sabha that Indian Railways will work towards <a href="https://mercomindia.com/wrap-up-indian-railways-net-zero-carbon-emissions-2030/" target="_blank" rel="noopener">achieving </a>net-zero carbon emissions by 2030 and is committed to 100% electrification of the broad gauge railway network.</p>
<p>In November last year, the Western Railway <a href="https://mercomindia.com/daily-news-wrap-up-western-railways-saves-going-solar/" target="_blank" rel="noopener">announced</a> it had saved ₹30 million (~$362,902) on energy bills during the financial year 2021-22 by installing 6.6 MW of solar power projects across 97 railway stations and 3.92 MW of solar power projects at 46 railway office buildings.</p>

					</table><p>The <a href="https://er.indianrailways.gov.in/" target="_blank" rel="noopener">Eastern Railway</a> has invited bids to install 1.9 MW of grid-connected rooftop solar systems across multiple sites in the Sealdah Division of West Bengal.</p>
<p>The project’s estimated cost is ₹67.42 million (~$814,472) and must be completed within 12 months of receiving the work order.</p>
<p>Bids must be submitted by January 24, 2023, and they will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹487,100 (~$5,884).</p>
<p>The scope of work includes conducting a survey, designing, fabricating, supplying, installing, testing, and commissioning 38 units of 50 kW grid-connected rooftop solar systems for three-phase 50 kW power with voltage ranging from 200V to 1,000V.</p>
<p>The minimum installed capacity in any location must be 10 kW.</p>
<p>The selected developers must also provide materials and accessories for the solar system, including string inverters, module mounting structures, cables, earthing, and junction boxes.</p>
<p>Developers must guarantee that the solar modules will be free of defects and failures for at least the first five years from commissioning.</p>
<p>Bidders must have completed three similar projects, each costing at least 30% of the tendered project cost, two similar projects, each costing at least 40% of the project cost, or one similar project costing at least 60% of the project cost in the last seven years.</p>
<p>Work experience certificates issued by government organizations or publicly listed companies with an average annual turnover of at least ₹5 billion (~$60.4 million) in the last three financial years will be considered for the tender.</p>
<p>The company must also be listed on the National Stock Exchange or BSE and incorporated at least five years before the tender closing date.</p>
<p>In December last year, Minister of Railways Ashwini Vaishnav informed the Lok Sabha that Indian Railways will work towards <a href="https://mercomindia.com/wrap-up-indian-railways-net-zero-carbon-emissions-2030/" target="_blank" rel="noopener">achieving </a>net-zero carbon emissions by 2030 and is committed to 100% electrification of the broad gauge railway network.</p>
<p>Until October 2022, Railways had commissioned around 142 MW of solar capacity on rooftops and vacant land.</p>

Railways Issues Tender for 1.9 MW Rooftop Solar Projects in West Bengal

<p>The Indian Railways Organization for Alternative Fuels (IROAF) tendered a total of 1,125 kW of rooftop solar to be set up on trailer railway coaches. The bid-submission deadline is July 10, 2017.</p>
<p>The entire capacity will comprise solar PV systems of 4.5 KW capacity, each set up on the tops of 250 trailer railway coaches. The scope of work includes, design, supply, installation, testing and commissioning of the project. The successful bidder will have to account for 110V/120A lithium battery bank with other accessories.</p>
<p>The estimated project cost is Rs.291.6 million (~$4.52 million) and the project completion time frame is 18 months from the date of issue of letter of award. The IROAF has regulated that the bidder will a provide comprehensive warranty for material and service including repair/rectification of any defect in solar PV system(s) for a period of five years from the date of successful completion of work.</p>
<p>According to Mercom’s <em>India Solar Project Tracker</em>, the project was initially tendered in March 2017.</p>

IROAF Tenders 1,125 kW of Solar to be Set up on Railway Coaches

<p>Central Electronics Limited (CEL) tendered 3.22 MW of grid-connected rooftop solar to be installed at railway workshops under Northern Railway across Indian states. The bid-submission deadline is May 26, 2017.</p>
<p>The CEL <a href="http://www.celindia.co.in/drupal7/sites/default/files/IV-V-VI-VII-VIII-CORRIGENDUMS-25-04-2017.pdf" target="_blank" rel="noopener noreferrer">stated</a>, these projects will be developed under the RESCO model and the project completion timeframe is nine months. The CEL has also made a detailed project report for the tendered capacity.</p>
<p>The scope of work includes, site survey, design, engineering, manufacture, supply, storage, civil work, erection, testing and commissioning of the grid-connected rooftop Solar PV Project. The successful bidder will also provide operation and maintenance of the projects for a 25-year period.</p>
<p>According to Mercom’s <em>India Solar Project Tracker</em>, the 3.22 MW was initially tendered in March 2017.</p>
<p>Mercom <a href="https://mercomindia.com/central-electronics-limited-invites-expression-interest-form-strategic-alliance-module-manufacturing-india/" target="_blank" rel="noopener noreferrer">previously reported</a>, the CEL invited an expression of interest (EoI) for a strategic alliance to manufacture flexible solar PV modules in India and had also <a href="https://mercomindia.com/central-electronics-limited-tenders-100-mw-grid-connected-rooftop-solar/" target="_blank" rel="noopener noreferrer">tendered</a> 100 MW of grid-connected rooftop solar under the Domestic Content Requirement (DCR) category, to be installed on office buildings and railway stations under zonal railways, in January.</p>
