					</table><p>The <a href="https://indianrailways.gov.in/" target="_blank" rel="noopener">Ministry of Railways</a> has invited bids for setting up 2.9 MW rooftop solar projects across various stations, service buildings, residential complexes, and level crossing gates in the Delhi Division.</p>
<p>The projects’ advertised value is ₹180.7 million (~$204,790.56).</p>
<p>Bids must be submitted by November 4, 2025. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹1.05 million (~$11,832.91).</p>
<p>The scope of work includes the complete design, supply, installation, testing, and commissioning of on-grid solar systems.</p>
<p>These systems must be equipped with solar modules, mild steel hot-dipped galvanized mounting structures, suitable power conditioning units, array and main junction boxes, AC and DC distribution boards with switchgear, armored power and control cables, remote data monitoring systems, earthing systems, and lightning and surge protection.</p>
<p>The scope also involves providing comprehensive annual maintenance for five years after the warranty period.</p>
<p>Only modules complying with the Approved List of Models and Manufacturers must be used for the project.</p>
<p>The systems must be installed within 12 months.</p>
<p>Bidders must have completed any of the following works:</p>
<ul>
<li>Three similar works, worth at least 30% of the advertised value</li>
<li>Two similar works, worth at least 40% of the advertised value</li>
<li>One similar work, worth at least 60% of the advertised value</li>
</ul>
<p>Similar works are defined as design, supply, installation, testing, and commissioning for solar projects or solar hybrid systems of 50 kW or above.</p>
<p>Bidders must have an average annual contractual turnover of at least V/N or V (whichever is less), where V is the tender’s advertised value, and N is the number of years prescribed for project completion.</p>
<p>Recently, the Ministry of Railways <a href="https://www.mercomindia.com/railways-floats-tender-for-1-7-mw-rooftop-solar-projects-in-assam" target="_blank" rel="noopener">invited</a> bids to set up 1,733 kW grid-connected rooftop solar projects on its service and residential buildings at the Goshala and Nambari areas in Guwahati, Assam.</p>

					</table><p>The <a href="https://indianrailways.gov.in/" target="_blank" rel="noopener">Ministry of Railways</a> has invited bids to set up 1,733 kW grid-connected rooftop solar projects on its service and residential buildings at the Goshala and Nambari areas in Guwahati, Assam.</p>
<p>The projects’ expected cost/advertised value is ₹106.85 million (~$1.2 million).</p>
<p>Bids must be submitted by October 28, 2025. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹684,300 (~$7,706.47).</p>
<p>Selected bidders must submit a performance guarantee of 5% of the original contract value.</p>
<p>The scope of work entails the design, supply, installation, testing, and commissioning of the solar projects. It also involves annual and comprehensive services for five years.</p>
<p>The solar projects will utilize two sets of modules, with capacities ranging from 10 kW to 100 kW and 100 kW to 500 kW.</p>
<p>The modules must use Mono PERC crystalline solar cell models approved by the Ministry of New and Renewable Energy.</p>
<p>Selected bidders must install steel structures for the solar systems’ additional mounting arrangement. They must also set up a 50 mm wide and 3 m long earthing set of galvanized iron (GI) of Class A quality with a 40&#215;6 mm GI strip for the earth mat.</p>
<p>Successful bidders must install floor/pedestal-mounted indoor-type modular single-door enclosures. They must also install a spike lightning arrestor with a copper metal rod with a minimum of 25.2 mm diameter and 1445 mm length, with five spikes and a base plate of 8.5&#215;8.5 cm.</p>
<p>For installations in the residential area, selected bidders must install high-quality, durable aluminum roofing sheets.</p>
<p>The projects must be completed within 180 days.</p>
<p>Bidders must have a minimum average annual contractual turnover of V/N or V, whichever is less, over the last three financial years. Here, V stands for the tender’s value, and N stands for the completion period in years.</p>
<p>Bidders must have completed or substantially completed any of the following works during the last seven years:</p>
<ul>
<li>Three similar works, each costing at least 30% of the tender&#8217;s advertised value</li>
<li>Two similar works, each costing at least 40% of the tender&#8217;s advertised value</li>
<li>One similar work, costing at least 60% of the tender’s advertised value</li>
</ul>

<p>The project will generate and supply solar energy to Thivim TSS at 25 kV, single phase, 50Hz, along with the required protection system through a public-private partnership on a design, build, finance, operate, and transfer basis for 25 years.</p>
<p>The last date to submit the bids is November 29, 2024. Bids will be opened the same day.</p>
<p>The project will be completed within 180 days.</p>
<p>Bidders must submit an earnest money deposit of ₹1.65 million (~$19,624).</p>
<p>Bidders should have experience in completing on-grid or off-grid solar projects with a minimum cumulative capacity of 1 MW during the last seven years. Work experience certificates from government / semi-government / public sector undertakings / public listed companies / private individuals will be considered.</p>
<p>The bidders’ average annual group financial turnover should be ₹300 million (~$3.56 million) during the last three financial years ending March 31, 2024.</p>
<p>In June, the Ministry of Railways <a href="https://www.mercomindia.com/railways-issues-empanelment-tender-for-rooftop-solar-projects-in-rajasthan" target="_blank" rel="noopener">issued</a> a request for qualification to empanel agencies to implement rooftop solar projects in Rajasthan. The scope of work included the design, procurement, erection of civil and structural works, installation, testing, and commissioning of the solar projects.</p>
<p>The Samastipur division of East Central Railway in Bihar <a href="https://www.mercomindia.com/railway-10-mw-solar-projects-bihar" target="_blank" rel="noopener">invited</a> bids to install 10 MW of ground-mounted solar power projects at various locations on a design, build, finance, operate, and transfer basis.</p>
<p>In January, REMC Limited <a href="https://www.mercomindia.com/railways-695-mw-rtc-renewable-power" target="_blank" rel="noopener">invited</a> bids to procure 695 MW of round-the-clock power from grid-connected renewable energy projects with or without storage to operate in tandem with two solar projects of 500 MW and 195 MW.</p>

<p>The scope of work includes the design, procurement, erection of civil and structural works, installation, testing, and commissioning of the solar projects. The successful bidders must operate and maintain the projects for 25 years.</p>
<p>The last date to submit the bids is July 16, 2024. Bids will be opened on the same day.</p>
<p>There will be no financial assistance from the Ministry of New &amp; Renewable Energy or the Railways.</p>
<p>The bid document costs ₹34,810 (~$416.8) inclusive of GST. Micro &amp; Small Enterprises with valid Udyog Adahar certificates are exempt from the fee.</p>
<p>Bidders must pay an earnest money deposit of ₹1.07 million (~$12,812) per MW and performance security of ₹1.6 million (~$19,158) per MW. The performance security should be submitted to the Zonal Railways within 30 days of signing the power purchase agreement(PPA).</p>
<p>The average turnover of the bidders during the last three financial years should be ₹15 million (~$179,643) per year. Bidders must have had a positive net worth.</p>
<p>The bidder&#8217;s parent company will also be considered if it holds a minimum 26% share in the bidding company.</p>
<p>Successful bidders should pay a bid process management fee of ₹75,000 (~$898.4) per MW of the awarded capacity within 30 days of signing the PPA.</p>
<p>One agency for each solar capacity and range will be selected to implement the projects. The two solar PV capacities and ranges are (i) &gt;10-100 kW (ii) &gt;100-500 kW.</p>
<p>The duration of the empanelment will be one year from the issuance date of the Letter of Award. The empanelment may be extended by one year based on the agency&#8217;s performance and request from Zonal Railways.</p>
<p>Bidders should have installed a minimum aggregate capacity of 200 kW grid-connected rooftop solar projects as developers or in the EPC mode before the bid submission.</p>
<p>They should have installed and commissioned a minimum aggregate of 1,000 kW capacity of grid-connected solar projects as developers or in the EPC mode in the residential, social, industrial, commercial, and government sectors.</p>

<p>The projects are to be developed in two capacity ranges: i) more than 10 kW and up to 100 kW, and ii) more than 100 kW and up to 500 kW.</p>
<p>The scope of work includes the engineering, design, procurement, erection, installation, testing, and commissioning of rooftop solar systems. The selected project developer will also operate and maintain the systems for 25 years after commissioning.</p>
<p>The last date to submit the bids is March 20, 2023. Bids will be opened on the same day.</p>
<p>The projects will be developed on a design-build-finance-operate and transfer basis. The South Eastern Railways will sign a 25-year power purchase agreement with the selected project developer.</p>
<p>Bidders must submit a bid document fee of ₹34,810 (~$421.07) and an earnest money deposit of ₹1.07 million (~$12,943)/MW.</p>
<p>The successful bidders must submit a performance bank guarantee of ₹1.60 million (~$19,354)/MW within 30 days of signing the power purchase agreement.</p>
<p>Bidders must have installed a minimum of 200 kW aggregate capacity of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor.</p>
<p>Alternatively, bidders must have experience installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems as a developer or EPC contractor in any sector – residential, social, industrial, commercial, and government &#8212; before the bid submission deadline.</p>
<p>Bidders must have an average annual turnover of ₹15 million (~$181,451) and a positive net worth during the last three financial years.</p>
<p>The empanelment duration will be one year from the issue of the letter of award, which could be extended for another year based on performance.</p>
<p>The developers are required to install the projects within 240 days of signing the PPA.</p>
<p>The Railways will use the generated solar power through the net metering system.</p>
<p>The modules to be used in this project must be listed in the Approved List of Models &amp; Manufacturers published by the Ministry of New and Renewable Energy.</p>
<p>Solar adoption by the Indian Railways has been on the rise in the last couple of years.</p>
<p>In November last year, the Western Railways of India <a href="https://mercomindia.com/daily-news-wrap-up-western-railways-saves-going-solar/" target="_blank" rel="noopener">announced</a> it had saved ₹30 million (~$362,902) on energy bills during the financial year 2021-22 by installing 6.6 MW of solar power projects across 97 railway stations and 3.92 MW of solar power projects at 46 railway office buildings.</p>
<p>Earlier this month, the Danapur railway division of the East Central Railway <a href="https://mercomindia.com/railways-empanel-3-mw-rooftop-solar-systems/" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement 3.252 MW of grid-connected rooftop solar projects in Bihar and Uttar Pradesh.</p>

Railways Issues Empanelment Tender for Rooftop Solar Systems in West Bengal

<p>The Ministry of Railways (<a href="https://indianrailways.gov.in/" target="_blank" rel="noopener">MoR</a>) has issued two tenders inviting bids to set up a 1,160 kW grid-connected solar project for Konkan Railways and rooftop solar installations on seven railway stations in the Bangalore Division of South Western Railway.</p>
<p><strong>Konkan Railway Tender</strong></p>
<p>The scope of work for the Konkan Railway tender includes supply, installation, testing, commissioning of an on-grid solar power plant of roughly 1,160 kWp capacity. The project will generate and supply solar energy to railway installations through public-private partnership (PPP) on a design, build, finance, operate, and transfer (DBFOT) basis for 25 years.</p>
<p>The solar project will power office buildings, railway stations, and other establishments on the Konkan Railway route in Maharashtra, Goa, and Karnataka. The project must be completed within 300 months from the date of issue of the letter of award (LoA).</p>
<p>The last date to submit bids is November 8, 2021.</p>
<p><strong>Bangalore Division of South Western Railway</strong></p>
<p>The Bangalore Division of South Western Railway has invited bids to install rooftop solar projects in the range of 10 kW and 17 kW on railway stations.</p>
<p>The last date to submit bids is November 2, 2021. The project must be completed within four months from the date of issuing the LoA.</p>
<p>The bidder must have received contractual payments to the tune of at least 150% of the advertised value of the tender in the last three financial years (FYs) and the current FY up to the date of opening of tender.</p>
<p>The bidder must have completed any of the following during the last seven years:</p>
<ul>
<li>Three similar works each costing not less than the amount equal to 30% of the advertised value of the tender</li>
<li>Or two similar works, each costing not less than the amount equal to 40% of the advertised value of the tender</li>
<li>Or one similar work, each costing not less than the amount equal to 60% of the advertised value of the tender.</li>
</ul>
<p>Similar works include supplying, installing, testing, and commissioning a solar power generating system of at least 5kW capacity.</p>
<p>According to a recent report published by <a href="https://climatetrends.in/" target="_blank" rel="noopener">Climate Trends </a>and <a href="https://www.ridingsunbeams.org/" target="_blank" rel="noopener">Riding Sunbeams, </a>one in four trains of the <a href="https://indianrailways.gov.in/" target="_blank" rel="noopener">Indian Railways</a> could be <a href="https://mercomindia.com/solar-energy-could-power-trains/" target="_blank" rel="noopener">powered</a> by solar power.</p>
<p>Meanwhile, the Railway Energy Management Company Limited (<a href="https://www.remcltd.com/" target="_blank" rel="noopener">REMCL</a>), a joint venture of the Indian Railways and <a href="https://rites.com/" target="_blank" rel="noopener">RITES Limited</a>, <a href="https://mercomindia.com/railways-tender-consultants-solar/" target="_blank" rel="noopener">issued</a> a notice inviting tender to enroll agencies or consultants to set up solar projects. These consultants will conduct surveys, prepare feasibility and detailed project reports for solar photovoltaic projects in various Indian states.</p>
