					</table><p>Mahatma Phule Renewable Energy and Infrastructure Technology (<a href="https://mahapreit.in/" target="_blank" rel="noopener">MAHAPREIT</a>) has invited bids for the discovery of tariffs and selection of project developers to implement 400 MW grid-connected rooftop solar systems under the renewable energy service company model in Maharashtra.</p>
<p>The last date for the submission of bids is April 2, 2024. Bids will be opened the next day.</p>
<p>The scope of the work includes design, engineering, supply, finance, installing, testing, and commissioning grid-connected rooftop solar systems. Successful bidders will have to provide comprehensive operation and maintenance (O&amp;M) services for 20 years.</p>
<p>Bidders must submit a non-refundable tender fee of ₹ $10,000 (~$ $119.96) + 18% GST.</p>
<p>Bidders must submit bids for one or more project categories:</p>
<ul>
<li>Project Category A1: This category pertains to MSMEs with approved demand ranging from 20 kW to 100 kW, with an estimated capacity of 100,000 kW.</li>
<li>Project Category A2: MSMEs falling under this category have approved demand ranging from 101 kW to 250 kW, contributing to a total estimated capacity of 100,000 kW.</li>
<li>Project Category A3: MSMEs in this category have approved demand ranging from 251 kW to 1000 kW, with an estimated capacity of 100,000 kW.</li>
<li>Project Category A4: This category encompasses MSMEs with approved demand exceeding 1000 kW, with an estimated capacity of 100,000 kW.</li>
</ul>
<p>The project seeks to cover a capacity of 400,000 kW across these categories.</p>
<p>For Category A1 (20 kW—100 kW), bidders should have experience designing, supplying, installing, and commissioning grid-connected solar power projects with a cumulative capacity exceeding 200 kW.</p>
<p>These projects and systems must have been commissioned and operational for at least one year. Additionally, bidders should have experience in similar work for at least one grid-connected solar power project with a minimum capacity exceeding 20 kW.</p>
<p>In Category A2 (101 kW—250 kW), bidders should have experience designing, supplying, installing, and commissioning grid-connected solar PV power plants with a cumulative capacity exceeding 500 kW.</p>
<p>These installations must have been operational for at least one year. Bidders should have experience in similar projects involving at least one grid-connected solar power project with an individual capacity exceeding 100 kW.</p>
<p>Under Category A3 (251 kW—1000 kW), bidders should have experience designing, supplying, installing, and commissioning grid-connected solar PV power plants with a cumulative capacity exceeding 1000 kW.</p>
<p>These installations should have been operational for at least one year. Bidders should have experience in similar projects involving at least two grid-connected solar PV power plants with individual capacities exceeding 100 kW.</p>
<p>For Category A4 (1,000 kW and above), bidders should have experience designing, supplying, installing, and commissioning grid-connected solar power projects with a cumulative capacity exceeding 2000 kW.</p>
<p>These installations must have been operational for at least one year. Bidders should have experience in similar projects involving at least one grid-connected solar power project with an individual capacity exceeding 500 kW and two such projects with individual capacities exceeding 250 kW.</p>
<p>Bidders should have a minimum net worth of ₹2.5 million (~$29,989)/MW or a turnover of ₹10 million (~$119,958)/MW of connected rooftop solar projects for the respective project category.</p>
<p>Earlier, MAHAPREIT had <a href="https://www.mercomindia.com/maharashtra-consultancy-tender-10-mw-of-distributed-solar" target="_blank" rel="noopener">invited</a> bids to empanel consultants to develop 10 MW of distributed solar power projects under the Mukhyamantri Saur Krishi Vahini Yojana.</p>

					</table><p>Mahatma Phule Renewable Energy and Infrastructure Technology (<a href="https://mahapreit.in/">MAHAPREIT</a>), a subsidiary of Mahatma Phule Backward Class Development Corporation (<a href="https://sjsa.maharashtra.gov.in/en/mahatma-phule-backward-class-development-corporation-ltd">MPBCDCL</a>), has invited bids from prospective empanelment agencies to set up 350 electric vehicle (EV) charging stations in Maharashtra.</p>
<p>The bidders must pay an earnest money deposit of ₹50,000 (~$600) and a non-refundable registration charge of ₹50,000 (~$600) plus 18% GST.</p>
<p>The bids are due on April 12, 2024, and open on the same day. The period of empanelment for the agencies is for two years.</p>
<p>MAHAPREIT plans to set up the charging stations in the municipal corporation areas of Thane, Mira &#8211; Bhayander, Chandrapur, and across railway stations that fall under the Konkan Railways.</p>
<p>The systems can be installed with one 144 kW charger, which has two 60 kW fast DC chargers (with charging time of 40-50 minutes preferably for four-wheelers) and three 10 kW slow AC chargers (charging time 4-5 hours for two, three and four-wheelers).</p>
<p>Bidders are also free to install any charger other than those specified in the tender, subject to compliance with technical &amp; safety standards laid down by the Central Electricity Authority (<a href="https://cea.nic.in/?lang=en">CEA</a>).</p>
<p>The scope of the work consists of installing 350 charging stations, carrying out operation and maintenance, and providing charging services to end users. Bidders will also have to incur electricity charges. They are tasked with developing a suitable software application to enable advanced remote or online booking of charging slots for EV owners in real-time.</p>
<p>The bidder shall have to earmark a space of 100 square feet at the location to set up battery swapping stations, which can be installed in the future. The bidder shall deploy backward-class beneficiaries of MPBCDC for the operation &amp; maintenance of the EV charging stations.</p>
<p>Bidders must have set up at least ten public EV charging stations in the last five years. They should have an average annual turnover of ₹30 million ($361,445) in the last five financial years and have demonstrated only positive net worth.</p>
<p>MPBCDC beneficiaries or any startup unit of Scheduled Caste beneficiaries will have to provide valid caste, domicile, and incorporation certificates.</p>
<p>Last October, Maharashtra State Road Transport Corporation <a href="https://www.mercomindia.com/maharashtra-transport-ev-charging-stations">floated</a> tenders for installing 11 EV charging stations around railway and bus depots.</p>
<p>According to the Ministry of Heavy Industries, 8,738 public EV charging stations were <a href="https://mercomindia.com/8738-public-ev-charging-stations-june-minister">operational</a> in the country as of June 2023.</p>

<p>The scope of work includes preparing detailed project reports for 30 MW rooftop solar projects on government buildings and installing electric vehicle (EV) charging stations at 30 locations across Goa. The work must be completed within 12 months.</p>
<p>The last date for submitting bids is April 3, 2024. Bids will be opened on the same day.</p>
<p>The successful bidder will conduct site surveys, design the systems, estimate project costs, and assess financial feasibility.</p>
<p>Additionally, the consultant will be required to provide bid advisory services, including finalizing project specifications, preparing bid documents, and assisting in the bid evaluation process. The agency will also oversee project management, compliance management, performance testing, and commissioning of renewable energy systems.</p>
<p>Bidders must submit ₹10,000 (~$122) plus 18% GST as the cost of the bid document and an earnest money deposit of ₹250,000 (~$3,000).</p>
<p>Bidders must have an average annual turnover of ₹25 million (~$ 300,000) with a positive net worth during the preceding three financial years.</p>
<p>Firms must have undertaken projects of similar nature and scale and possess expertise in engineering, policy, and business knowledge related to decentralized solar power plants and EV charging infrastructure. They should also have an established presence in Goa, with staff well-versed in local languages like Konkani and Marathi.</p>
<p>The chosen bidder cannot employ individuals previously under contract and who had worked for MAHAPREIT.</p>
<p>Additionally, the chosen bidder cannot subcontract or outsource any aspect of the specified work to an agency designated by MAHAPREIT, nor can it sublet the assigned tasks. Failure to disclose such affiliations may result in the termination of the agency.</p>
<p>Earlier this month, the Goa Energy Development Agency <a href="https://www.mercomindia.com/goa-bids-30-mw-rooftop-solar" target="_blank" rel="noopener">invited</a> bids to commission 30 MW of rooftop solar projects on government buildings through the renewable energy service company model.</p>
<p>In his budget announcement in March 2023, the state’s chief minister <a href="https://www.mercomindia.com/goas-budget-green-hydrogen-ammonia-facilities" target="_blank" rel="noopener">proposed</a> installing 25-30 MW of solar power projects on all government buildings, stadiums, sports complexes, market complexes, and educational institutions.</p>

<p>Additionally, bidders are liable to pay ₹50,000 (~$601.98) as a retention security deposit.</p>
<p>The chosen bidder is prohibited from utilizing individuals who were previously under contract and had worked for MAHAPREIT.</p>
<p>Additionally, the chosen bidder is not allowed to subcontract or outsource any aspect of the specified work to an agency designated by MAHAPREIT, nor can it sublet the assigned tasks. Failure to disclose such affiliations may result in the termination of the agency.</p>
<p>Bidders must have experience in implementing solar projects or providing project monitoring consultancy for solar projects with a cumulative capacity of at least 1,500 kW. This should include a single project with a minimum capacity of 600 kW.</p>
<p>They should have a track record in executing solar projects or offering project management consultancy for solar projects related to water supply schemes in rural areas of Maharashtra.</p>
<p>Bidders must demonstrate experience in collaborating with government departments for distributed solar projects in the context of rural water supply.</p>
<p>They should have an average annual turnover of at least ₹20 million (~$240,791) in any three years from financial year (FY)18-19 to FY22-23 and a positive net worth. They must submit a turnover and net worth certificate signed by a statutory or certified chartered accountant.</p>
<p>The bidders&#8217; technical team must include at least one member with a professional degree (BE/BTECH) in fields such as mechanical engineering, electrical engineering, energy systems, and solar engineering.</p>

<p>The successful bidder must also oversee the project’s operation and maintenance for five years.</p>
<p>The capacity of individual projects should range from 2 MW to 10 MW.</p>
<p>The project must be completed within a year of receiving the award letter.</p>
<p>The last date to submit the bids is September 26, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit ₹450,000 (~$5,444)/MW as an earnest money deposit. The successful bidder must submit an unconditional bank guarantee equivalent to 5% of the engineering, procurement, and construction (EPC) cost within ten days of the notification of the award.</p>
<p>To be eligible, bidders should have designed, supplied, constructed, erected, and commissioned grid-connected solar power projects of a cumulative installed capacity of 100 MW or higher capacity, out of which at least one project must be of 30 MW or higher capacity.</p>
<p>The reference project of 30 MW or higher capacity should have been operational for at least three months before the issuance of the notice inviting tender.</p>
<p>The net worth of the bidder for the last three financial years should be at least ₹4.2 billion (~$50.81 million).</p>
<p>Also, the bidder should submit a declaration from the proposed vendors for material and equipment along with their credentials for the items, including but not limited to solar modules, MMS structure, DC cables, string monitoring system, inverters, and transformers for the capacity for which the bidder is bidding for.</p>
<p>MAHAPREIT has mandated the use of solar modules from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>According to the tender documents, the solar modules should have a minimum efficiency of 20% under standard testing conditions. The modules should perform satisfactorily with ambient temperatures between &#8211; 10°C &amp; +60°C and withstand gusts up to 150 Km/h on the panel&#8217;s surface.</p>
<p>Further, any bidder from a country that shares a land border with India will be eligible to bid in this tender only if the bidder is registered with the competent authority.</p>
<p>Last month, MAHAPREIT <a href="https://www.mercomindia.com/maharashtra-bids-50-mw-grid-connected-solar-projects" target="_blank" rel="noopener">invited</a> bids for installing and commissioning 50 MW of grid-connected solar power projects along with the associated transmission lines up to the interconnection point in the Sangli district of Maharashtra.</p>

Maharashtra Floats Tender for 100 MW Distributed Solar Power Projects

					</table><p>Mahatma Phule Renewable Energy and Infrastructure Technology (<a href="https://mahapreit.in/" target="_blank" rel="noopener">MAHAPREIT</a>) has invited bids to empanel agencies for two years to set up 310 electric vehicle charging stations (EVCS) in Maharashtra.</p>
<p>The last date for the submission of bids is August 31, 2023. Bids will be opened the same day.</p>
<p>The specific distribution of charging stations is as follows: 15 charging stations for <a href="https://www.mbmc.gov.in/" target="_blank" rel="noopener">Mira-Bhayandar Municipal Corporation</a>, 30 for <a href="https://thanecity.gov.in/tmc/CitizenHome.html" target="_blank" rel="noopener">Thane Municipal Corporation</a>, 5 for <a href="https://www.cmcchandrapur.com/pages/home.php" target="_blank" rel="noopener">Chandrapur Municipal Corporation</a>, 20 for <a href="https://www.nmcnagpur.gov.in/" target="_blank" rel="noopener">Nagpur Municipal Corporation</a>, 10 for <a href="https://konkanrailway.com/" target="_blank" rel="noopener">Konkan Railway</a>, 100 for the National Highways Authority of India (<a href="https://nhai.gov.in/#/" target="_blank" rel="noopener">NHAI</a>), and 110 for the Goa Energy Development Agency (<a href="https://www.goa.gov.in/department/goa-energy-development-agency-geda/" target="_blank" rel="noopener">GEDA</a>), with an additional 20 charging stations for other unspecified locations.</p>
<p>MAHAPREIT will secure the land locations from government organizations. The agreed-upon land rights will span ten years, and there is a potential for an extension of an additional five years.</p>
<p>Bidders must submit an earnest money deposit (EMD) of ₹50,000 (~$600).</p>
<p>The technical specifications for the EV chargers are as follows:</p>
<p>The Fast Chargers should have a capacity of 50 kW and operate on Direct Current (DC). It is designed primarily for 4-wheelers and offers 40-50 minutes of charging time. Each charging kiosk should be equipped with two charging guns, enabling simultaneous charging for multiple vehicles.</p>
<p>The Slow Chargers should boast a capacity of 10 kW and operate on Alternating Current (AC). This charger is suitable for 2-wheelers, 3-wheelers, and 4-wheelers. The charging process with the slow charger takes approximately 4-5 hours. Each kiosk for slow charging will be equipped with three charging guns, each with a capacity of 3.3 kW.</p>
<p>Another option is to install all these systems on a single 144 kW charger, comprising two 60 kW fast chargers and three 10 kW slow chargers.</p>
<p>However, if there are technological advancements, the bidder can install different chargers as long as they meet the technical and safety standards set by the Central Electricity Authority (<a href="https://cea.nic.in/?lang=en" target="_blank" rel="noopener">CEA</a>).</p>
<p>The bidders will be responsible for covering the electricity costs with the distribution company.</p>
<p>They must also offer a suitable software application for convenient real-time booking of EV charging slots.</p>
<p>Additionally, a designated area of 100 square feet must be allocated at the specified site for the potential future installation of battery swapping stations.</p>
<p>The bidder will receive revenue from EV charging services offered to consumers after MAHAPREIT&#8217;s facilitation charges are deducted.</p>
<p>Bidders should have established at least ten public EV charging stations in the past five years.</p>
<p>They should have an average annual turnover of ₹30 million (~$360,251) in the last five fiscal years and a positive net worth in the most recent fiscal year.</p>
<p>India has <a href="https://www.mercomindia.com/8738-public-ev-charging-stations-june-minister" target="_blank" rel="noopener">installed</a> 8,738 operational public electric vehicle charging stations, as of June 30, 2023, according to the Bureau of Energy Efficiency and the Ministry of Power data. The Minister of State for Heavy Industries, Krishan Pal Gurjar, shared the information in a written response to a question in the Rajya Sabha.</p>
<p>EV sales in India <a href="https://www.mercomindia.com/electric-vehicle-sales-q2-2023" target="_blank" rel="noopener">reached</a> 371,340 units in the second quarter of 2023, a year-over-year increase of 66% compared to 223,293 units sold in the same period last year.</p>
<p>Recently, MAHAPREIT also <a href="https://www.mercomindia.com/maharashtra-bids-50-mw-grid-connected-solar-projects" target="_blank" rel="noopener">invited</a> bids for installing and commissioning 50 MW of grid-connected solar power projects along with the associated transmission lines up to the interconnection point in the Sangli district of Maharashtra.</p>

					</table><p>Mahatma Phule Renewable Energy and Infrastructure Technology (<a href="https://mahapreit.in/" target="_blank" rel="noopener">MAHAPREIT</a>) has invited bids for the installation and commissioning of 50 MW of grid-connected solar power projects along with the associated transmission lines up to the point of interconnection in the Sangli district of Maharashtra.</p>
<p>The successful bidder will also have to take care of the project’s operation and maintenance (O&amp;M) for five years.</p>
<p>The projects will be developed in the Sangli district&#8217;s Kundalpur, Tisangi, Rajuri, and Ghatnandre villages.</p>
<p>The scope of work includes the design, engineering, supply, erection, testing, and commissioning of 50 MW of grid-connected solar power projects along with a switchyard and power evacuation system up to the state transmission utility substation for the allocated capacity.</p>
<p>The last date to submit the bids is August 21, 2023. Bids will be opened on the same day.</p>
<p>The project must be completed within 380 days from the date of the letter of award.</p>
<p>Bidders must submit ₹450,000 (~$5,488) as an earnest money deposit. Within 28 days from the letter of award, the successful bidder must furnish a contract performance cum security guarantee for an amount equivalent to 3% of the total contract value.</p>
<p>Bidders should have designed, supplied, erected, and commissioned grid-connected solar power projects with a cumulative installed capacity of 25 MW or above, out of which one project must have been of 20 MW or higher capacity. The reference project of 20 MW or higher capacity must have been operational for at least three months before the date of the notice inviting tender.</p>
<p>The cumulative turnover of the bidders for the last three financial years should be at least ₹2.1 billion (~$25.61 million).</p>
<p>The net worth of the bidders during the last financial year should be positive.</p>
<p>MAHAPREIT has mandated the use of solar modules from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>In January this year, MAHAPRIET <a href="https://www.mercomindia.com/maharashtra-consultancy-tender-10-mw-of-distributed-solar" target="_blank" rel="noopener">invited</a> bids to empanel consultants to develop 10 MW of distributed solar power projects under the Mukhyamantri Saur Krishi Vahini Yojana.</p>

<p>The last date to submit the bids online is January 24, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹200,000 (~$2,417) as an earnest money deposit. The successful bidder will have to furnish 5% of the contract value as a performance bank guarantee.</p>
<p>The contract agreement will be for two years. The successful bidder will have to sign an empanelment agreement with the MAHAPREIT within 15 days from the letter of award.</p>
<p>Bidders should be experienced in professional consultancy services for distributed solar projects of up to 10 MW for any central or state government department or private organization for a minimum of three assignments in the last five financial years.</p>
<p>They should also have experience in liaisoning with distribution companies and regulatory bodies.</p>
<p>The average annual turnover of bidders should be at least ₹1 million (~$12,087) in any three of the last five financial years. The net worth of bidders should also be positive during this time.</p>
<p>MAHAPREIT stated that bidders will be liable for any consequence of errors and omissions arising from any negligence on their part to the extent of 10% of the contract value.</p>
<p>For any delay attributable to the consultant, beyond the scheduled date of completion of various activities as per the agreed schedule, the consultant will have to pay liquidated at 0.5% per week of delay, subject to a maximum of 10% of the contract value.</p>

Maharashtra Floats Consultancy Tender for 10 MW of Distributed Solar Projects

<p>Mahatma Phule Renewable Energy and Infrastructure Technology (<a href="https://mahapreit.in/" target="_blank" rel="noopener">MAHAPREIT</a>) has invited bids to set up a 1 MW green hydrogen plant with the associated ecosystem on a build, own, and operate (BOO) basis in Maharashtra.</p>
<p>The scope of work includes the design, engineering, fabrication, packing, forwarding, supply, transportation, handling, unloading, construction, erection, commissioning, testing, and training in line with the specifications provided in the document.</p>
<p>The last date to submit the bids is June 17, 2022. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹1 million (~$12,880) as an earnest money deposit.</p>
<p>The project must be completed within three months.</p>
<p>To be eligible, bidders should be manufacturers or channel partners of the manufacturer or developers of the Proton Exchange Membrane (PEM) electrolyzer, PEM stack, Anion Exchange Membrane (AEM), and alkaline electrolyzer-based hydrogen generation system. Such a hydrogen generation system of at least 40 kW as a single unit should have been in operation for at least six months before the bid due date.</p>
<p>Alternatively, bidders should have executed or developed industrial projects as engineering, procurement, and construction (EPC) contractors or EPC management consultants in hydrogen generation plant, metal, oil &amp; gas, chemical, petrochemical, hydrocarbon, or fertilizer sectors during the last seven years.</p>
<p>The cumulative value of such projects should be ₹100 million (~$1.29 million) or more, with the individual value of such a project under a single contract not less than ₹20 million (~$257,600). The reference project should be in operation for at least six months before the bid due date.</p>
<p>Bidders should have a Joint undertaking with a manufacturer who meets the technical criteria for supplying PEM, AEM, alkaline electrolyzer, and stack. The bidder and manufacturer must sign an undertaking to complete the contract successfully.</p>
<p>The bidders’ minimum annual turnover in any one of the three preceding financial years should be ₹50 million (~$644,000). Their net worth should be positive during the last financial year.</p>
<p>The minimum working capital of the bidders, as per the audited annual financial statement of the last financial year, should be ₹20 million (~$257,600).</p>
<p>Recently, NTPC Renewable Energy <a href="https://mercomindia.com/ntpc-invites-bids-from-electrolyzer-technology-providers/" target="_blank" rel="noopener">issued</a> a notice for upcoming invitations for bids to select electrolyzer technology providers to participate in green hydrogen tenders for two years. The selected providers will be required to support NTPC in bids for various tenders with either PEM technology-based projects of 400 MW or other non-PEM technology-based projects of 600 MW.</p>
<p>Earlier, in line with the National Hydrogen Mission launched last year, the Ministry of Power <a href="https://mercomindia.com/new-green-hydrogen-policy-step-net-zero-emissions/" target="_blank" rel="noopener">announced</a> a ‘Green Hydrogen Policy’ to help India meet the production target of 5 million tons of green hydrogen by 2030 and the related development of renewable energy capacity.</p>
