MAHAPREIT Tenders 500 MW Rooftop Solar Projects in Five States

Mahatma Phule Renewable Energy and Infrastructure Technology (MAHAPREIT) has issued a request for proposal to implement 500 MW of rooftop solar projects at multiple locations in Maharashtra, Goa, Gujarat, Uttar Pradesh, and Andhra Pradesh. The tender has a 50% greenshoe option.
The projects are divided into the following categories:
- A1: For micro, small and medium enterprises (MSMEs) with 20 kW to 100 kW approved demand
- A2: For MSMEs with 101 kW to 250 kW approved demand
- A3: For MSMEs with 251 kW to 1,000 kW approved demand
- A4: For MSMEs with over 1,000 kW approved demand
Projects for each category will have a capacity of 125 MW.
The estimated average cost of the projects per MW is ₹37.5 million (~$434,402.25).
Bids must be submitted by July 15, 2025. Bids will be opened on July 16.
Bidders must submit a tender fee of ₹10,000 (~$115.84) + 18% GST.
Selected bidders must furnish a bid security amount of ₹225,000 (~$2,606.41). They must submit a performance bank guarantee on stamp paper for 0.25% of the guarantee amount or ₹25,000 (~$ 289.60), whichever is lower.
The scope of work entails the design, engineering, finance, supply, installation, testing, and commissioning of the solar projects. It also involves connecting the projects to the existing mains/ACDB and interfacing the internal electrical loads with the distribution licensee’s network and electrical loads.
Selected bidders must provide comprehensive operation and maintenance (O&M) services for 20 years. They must also conduct all the associated works for the project commissioning and O&M.
Only components from the Approved List of Models and Manufacturers must be used.
The projects must be completed within 12 months.
Bidders must either be a body corporate incorporated in India, a partnership firm, a limited liability partnership firm, or a registered sole proprietor.
Bidders applying under the A1 category must have designed, supplied, installed, and commissioned solar projects with a cumulative capacity of over 200 kW. They must have also completed similar work for at least one solar project with a capacity of over 20 kW.
Bidders applying under the A2 category must have designed, supplied, installed, and commissioned solar projects with over 500 kW cumulative capacity. They must have also completed similar works for at least one project with a minimum capacity of over 100 kW.
Bidders applying under the A3 category must have designed, supplied, installed, and commissioned solar projects with a cumulative capacity of over 1,000 kW. They must have also completed similar works for at least one project with a capacity of over 100 kW.
Bidders applying under the A4 category must have designed, supplied, installed, and commissioned solar projects with a cumulative capacity of over 2,000 kW. They must have also completed similar works for one project with an over 500 kW capacity and two projects with individual capacities of over 250 kW.
Projects under all categories must have been operational for at least one year.
Bidders must have executed projects of at least 30% of the tendered capacity.
Bidders must have a minimum net worth of ₹2.5 million (~$28,960.15)/MW. Alternatively, they must have an annual average turnover of ₹10 million (~$115,840.60)/MW over the last three years.
In October last year, MAHAPREIT invited bids for 30 MW of distributed grid-connected rooftop solar systems on government buildings in Goa.
