					</table><p>The West Bengal Electricity Regulatory Commission (<a href="https://www.wberc.gov.in/" target="_blank" rel="noopener">WBERC</a>) has granted CESC approval to procure 600 MW of wind-solar hybrid power through tariff-based competitive bidding.</p>
<p>The Commission held that the proposed long-term procurement was justified by CESC’s future power supply requirements, renewable compliance obligations, and the need to manage peak demand more efficiently.</p>
<p><strong>Background</strong></p>
<p>CESC filed the application seeking approval to initiate a competitive bidding process for procuring 600 MW of wind solar hybrid power on a build-own-operate basis. The application was filed as part of CESC’s long-term power procurement planning and aimed to address both its renewable purchase obligations and its growing system-level challenges during peak demand hours.</p>
<p>CESC submitted that it is obligated to meet renewable energy targets under the renewable energy regulations notified by the Commission.</p>
<p>It also referred to the notification <a href="https://www.mercomindia.com/government-issues-rco-compliance-regime-for-designated-consumers" target="_blank" rel="noopener">issued</a> by the Ministry of Power in September 2025, which mandates minimum renewable consumption obligations for distribution licensees. According to CESC, the availability of renewable energy sources remains inadequate to meet these obligations, necessitating long-term procurement.</p>
<p>The petitioner highlighted significant variation in its demand profile, with peak demand reaching approximately 2,728 MW and minimum demand about 500 MW. It stated that it frequently faces shortages during peak hours and must rely on short-term power markets, where prices are high, and supply is uncertain.</p>
<p>CESC pointed out that its success rate in procuring power from the short-term market during evening peak hours had been particularly low over the past three years. Earlier attempts to procure renewable power through short-term competitive bidding for the period from 2024 to 2027 did not attract any response from developers.</p>
<p>CESC argued that procuring wind-solar hybrid power would help smoothen generation patterns, reduce dependence on volatile market purchases, and provide a more reliable source of renewable energy.</p>
<p><strong>Commission’s analysis </strong></p>
<p>The Commission observed that CESC’s proposal was aligned with the broader policy objective of increasing renewable energy procurement while ensuring system reliability. It noted that wind-solar hybrid projects offer greater generation stability than standalone renewable sources and are therefore suitable for addressing peak demand challenges.</p>
<p>The regulator considered CESC’s demand profile and its reliance on short-term market purchases during peak hours, which often exposes consumers to higher costs. Long-term procurement of hybrid renewable power could help reduce such exposure while contributing to compliance with renewable purchase and consumption obligations.</p>
<p>The Commission also examined the proposed bidding framework and found that the salient features, such as the capacity, minimum capacity utilization factor, wind-to-solar ratio, project commissioning timeline, delivery point, and power purchase agreement tenure, were consistent with the applicable central government guidelines. Accordingly, the Commission allowed CESC to proceed with the tariff-based competitive bidding process for the procurement of 600 MW of wind-solar hybrid power.</p>
<p>The Commission further made it clear that any deviation from the approved framework would require prior regulatory consent and that the executed power purchase agreements would be subject to separate approval upon completion of the bidding process.</p>

WBERC Approves CESC’s Proposal to Procure 600 MW Wind-Solar Hybrid Power

					</table><p>The Madhya Pradesh Electricity Regulatory Commission (<a href="https://mperc.in/" target="_blank" rel="noopener">MPERC</a>) has withdrawn 65 suo motu petitions initiated against various obligated entities for non-compliance with renewable purchase obligation (RPO) targets.</p>
<p>This move follows a notification issued by the Ministry of Power <a href="https://www.mercomindia.com/government-issues-rco-compliance-regime-for-designated-consumers" target="_blank" rel="noopener">introducing</a> the renewable consumption obligation (RCO) framework that replaces state-level RPO mechanisms across India.</p>
<p>Previously, MPERC had taken suo motu cognizance of several obligated entities ranging from distribution companies to open access consumers for failure to meet their RPO obligations under the existing Madhya Pradesh Electricity Regulatory Commission (Renewable Purchase Obligation and Compliance) Regulations.</p>
<p>In August, the Commission issued show-cause notices to 65 such entities, seeking explanations and evidence of compliance for renewable energy procurement shortfalls. The entities were directed to respond within a stipulated time or face potential regulatory penalties.</p>
<p>However, the Ministry of Power’s RCO notification marked a major policy transformation, harmonizing renewable consumption targets across all states and mandating that national RCO norms will henceforth govern RPO targets and compliance.</p>
<p>This effectively eliminates the need for state-level RPO enforcement proceedings, as central compliance will be tracked uniformly across India.</p>
<p>In its final order, MPERC observed that with the RCO framework now in effect, its earlier show-cause notices issued under the state’s RPO regulations had become redundant. The Commission therefore dropped all suo motu petitions, withdrew the notices, and clarified that any future renewable compliance will fall under the scope of the Ministry of Power’s RCO mechanism.</p>

MPERC Drops RPO Default Cases After Power Ministry’s Notification

					</table><p>The Central Electricity Regulatory Commission (<a href="https://cercind.gov.in/" target="_blank" rel="noopener">CERC</a>) has proposed that designated entities, including electricity distribution licensees, open access consumers, and captive consumers, can fulfill their renewable consumption obligation (RCO) through payment of the buyout price specified by it.</p>
<p>The buyout price for the financial year (FY) 2024-25 will be set at ₹245 (~$2.79)/MWh, which is about 5% above the weighted average REC price for the year computed from transactions on power exchanges and via trading licensees.</p>
<p>The buyout price for a financial year will be 105% of the weighted average REC price. By April 30 of every financial year up to FY 2029-30, the National Load Despatch Centre will publish the weighted average price of REC and the buyout price for the previous financial year.</p>
<p>Stakeholders can submit their comments and suggestions by November 21, 2025.</p>
<p>The buyout price is the newly proposed means by the CERC to meet RCO, along with the existing method of consuming renewable electricity directly or through an energy storage system and purchasing or self-generating renewable energy certificates (REC).</p>
<p>The buyout price will reflect the green attribute cost and electricity component cost separately in an unbundled form. The obligated entity seeking to adopt a buyout price would pay this price, which would represent a green attribute equivalent to the REC price. In addition, such an obligated entity will have to meet its energy requirements by purchasing the electricity separately.</p>
<p>The sum received through the buyout mechanism will be credited to the Central Energy Conservation Fund under a separate head, from which 75% of the amount will be transferred to the respective state energy conservation funds.</p>
<p>These sums will be utilized to support the development of specified renewable energy sources and storage capacities, thereby increasing the share of non-fossil fuel energy in the overall energy mix. The government will specify the mechanism for utilizing these sums to support the development of such non-fossil fuel capacities.</p>
<p>CERC has noted that the two existing options clearly lead to investment and, in turn, the establishment of renewable energy capacities, making them the preferred options for RCO compliance. It is only when either of these two options is exhausted that the designated consumers should lean on buyout price payment for RCO compliance.</p>
<p>CERC recently <a href="https://www.mercomindia.com/cerc-proposes-amendments-boost-renewable-energy-certificates-trading/" target="_blank" rel="noopener">issued</a> draft amendments to the REC Regulations proposing clearer eligibility criteria for captive projects. They establish a new timetable for REC applications, update the methodology for certificate multipliers, and address RECs under virtual power purchase agreements.</p>

CERC Proposes ₹245/MWh as Buyout Price Under Renewable Consumption Obligation

					</table><p>The <a href="https://tnerc.tn.gov.in/Regulation.aspx" target="_blank" rel="noopener">Tamil Nadu Electricity Regulatory Commission</a> has set a target of meeting 43.33% of its energy requirements from renewable sources by the financial year (FY) 2030.</p>

<p><strong>Wind  component </strong></p>
<p>The wind renewable energy component must be met through energy produced from wind projects commissioned after March 31, 2024.</p>
<p><strong>Hydro component</strong></p>
<p>The hydro renewable energy component must be met from hydropower projects, including pump storage projects and small hydro projects commissioned after March 31, 2024.</p>
<p>It may also be met from the free power provided to the state or power distribution licensee (DISCOM) from hydro power projects commissioned after March 31, 2024, or from hydro power projects located outside India, as approved by the central government on a case-by-case basis.</p>
<p><strong>Distributed renewable energy component</strong></p>
<p>The distributed renewable energy component must be met only through energy generated from projects that are less than 10 MW and should include solar installations under all configurations, such as net metering and gross metering, and other renewable energy sources as notified by the Commission from time to time.</p>
<p>Compliance will ordinarily be considered in terms of energy in kWh. If the designated consumer cannot provide generation data, the reported capacity will be adjusted to reflect distributed renewable energy generation using a multiplier of 4 kWh/kW/day.</p>
<p>If the generation data of prosumer installations is not available to the distribution companies (DISCOM), the generated units will be calculated using a multiplier of 4 kWh/day for the renewable purchase obligation (RPO) counting by the DISCOM.</p>
<p><strong>Other renewable energy component</strong></p>
<p>Other renewable energy may be met through energy produced from any renewable energy power project other than those of wind, hydro, and distributed renewable energy.</p>
<p>Any shortfall in meeting the stipulated wind renewable energy consumption in a particular year may be met with hydro renewable energy that is in excess of that energy component for that year, and vice versa.</p>
<p>The excess energy consumption from wind and hydro renewable energy sources can be considered part of other renewable energy.</p>
<p>Any excess energy generated from other renewable energy sources can be utilized to offset the shortfall in achieving the stipulated wind or hydro renewable energy consumption targets.</p>
<p>Open access consumers or captive power consumers should fulfill their obligation as per the specified total renewable energy target, irrespective of the non-fossil fuel source. The Bureau of Energy Efficiency or a state-designated agency will enforce the applicable provisions of the Energy Conservation Act 2001, including the minimum share of consumption of non-fossil sources by designated consumers.</p>
<p>The specified renewable energy consumption targets should be met either directly or through certificates in accordance with the Central Electricity Regulatory Commission Terms and Conditions for Renewable Energy Certificates for Renewable Energy Generation Regulations 2022 and amendments issued from time to time.</p>
<p>Any shortfall in specified renewable energy consumption targets will be treated as non-compliance, and the consequence of default will be as per Regulation 9.</p>
<p>Tamil Nadu State Load Despatch Center or Tamil Nadu Green Energy Corporation should maintain data related to compliance of renewable energy utilization by the obligated entities and submit a report to the Commission quarterly as per the format communicated by the Commission from time to time.</p>
<p><strong>Amendment to Regulation 4 </strong></p>
<p>The Commission said that the renewable consumption obligation (RCO) <a href="https://www.mercomindia.com/power-ministry-revises-rpo-targets" target="_blank" rel="noopener">notified</a> by the Ministry of Power will apply to the obligated entities and designated consumers. However, the Commission may revise the RPO or RPO percentage and conditions, either on its own or on the recommendation of the state agency or DISCOM, considering state-specific issues. In such cases, the RPO or RCO prescribed by the Commission will prevail over the RCO prescribed by the Ministry of Power.</p>
<p><strong>Amendment to Regulation 9</strong></p>
<p>Through the amendment, the Commission allows an obligated entity to request permission to carry forward the compliance requirement to the next year in case of bona fide difficulty owing to the non-availability of certificates for consideration on merit.</p>
<p>The earlier clause stated that any obligated entity or designated consumer failing to comply with the obligation to purchase or consume the required percentage of power from renewable energy sources, or to purchase renewable energy certificates, would be liable for a penalty as decided by the Commission.</p>

Tamil Nadu Sets Renewable Purchase and Consumption Target of 43% by FY 2030

					</table><p>India <a href="https://www.mercomindia.com/india-adds-44-gw-of-solar-module-capacity-in-1h-2025">added</a> 44.2 GW of solar module capacity and 7.5 GW of solar cell capacity in the first half (1H) of 2025, according to the recently released Mercom India research report, “State of Solar PV Manufacturing in India 1H 2025.” The manufacturing capacity additions in 1H 2025 were primarily driven by strong demand from the large-scale solar project pipeline of 186 GW between 2025 and 2027. The module manufacturing capacity also increased due to the 2030 solar installation targets and policy-driven domestic demand for solar modules that comply with the Approved List of Models and Manufacturers. Indian manufacturers currently have 182 GW of solar module capacity and 86 GW of cell capacity under construction, expected to be commissioned by 2027.</p>
<p>The DGTR <a href="https://www.mercomindia.com/india-slaps-30-antidumping-duty-on-solar-cell-imports-from-china" target="_blank" rel="noopener">imposed</a> antidumping duties up to 30% on imports of solar cells, whether or not assembled into modules, originating in or exported from China for three years. The duty imposition follows the conclusion of the antidumping investigation initiated by DGTR in December 2024. The investigation was initiated following a joint application filed by FS India Solar Ventures, Jupiter International, RenewSys India, Tata Power Solar, and TP Solar. The probe was conducted for the period between April 1, 2023, and March 31, 2024. The injury period was between 2020 and 2021.</p>
<p>The Ministry of Power <a href="https://www.mercomindia.com/government-issues-rco-compliance-regime-for-designated-consumers" target="_blank" rel="noopener">prescribed</a> a renewable energy consumption obligation (RCO) for designated consumers to achieve a 43.33% target by the financial year 2030. The regulation specifies a minimum share of renewable energy consumption for electricity distribution licensees, open access consumers, and captive users. The target of 43.33% RCO by FY 2030 comprises 3.48% from wind energy, 1.33% from hydro energy, 4.5% from distributed renewable energy, and 34.02% from other renewable energy sources.</p>
<p>DGTR <a href="https://www.mercomindia.com/india-opens-antidumping-investigation-probe-into-solar-encapsulant-imports" target="_blank" rel="noopener">initiated</a> an investigation into the alleged dumping of solar encapsulants exported and originating from South Korea, Thailand, and Vietnam. The investigation is in response to a complaint filed by RenewSys India, which alleges that the encapsulants dumped into India from the three countries are identical to those produced by the domestic industry. The investigation will assess the consequent material injury to the domestic industry to determine the existence, degree, and effect of alleged dumping and to recommend the amount of dumping duty, which, if levied, would be adequate to remove the injury to the Indian industry.</p>
<p>The Ministry of New and Renewable Energy <a href="https://www.mercomindia.com/mnre-issues-draft-guidelines-for-storage-battery-testing-and-approval" target="_blank" rel="noopener">issued</a> draft guidelines for series approval of storage batteries for compulsory registration with the Bureau of Indian Standards under the Solar Systems, Devices, and Component Goods Order 2025. The guidelines aim to facilitate manufacturers and test laboratories in developing a series of products for approving product families. The framework applies to lead-acid batteries, lithium-ion batteries for portable and industrial applications, as well as nickel-based batteries. The reference standard for testing, sampling, and pass criteria is IS 16270:2023, which covers secondary cells and batteries for solar applications, general requirements, and testing methods.</p>
<p>The Gujarat Electricity Regulatory Commission <a href="https://www.mercomindia.com/gerc-allows-361-day-commissioning-relief-to-wind-energy-project" target="_blank" rel="noopener">granted</a> a 361-day extension to a wind energy developer to complete the power evacuation infrastructure for its 70 MW wind-solar hybrid power project. It also exempted the company from financial liabilities, including the encashment of the bank guarantee. The petition was filed after the wind energy developer, Shivman Wind Energy, faced delays in approvals, right-of-way agitation, and supply chain bottlenecks that affected the scheduled commercial operation date.</p>
<p>Hyderabad-based integrated solar cell and module manufacturing company Premier Energies <a href="https://www.mercomindia.com/premier-energies-secures-solar-orders-worth-%E2%82%B920-million-in-benin#:~:text=Premier%20Energies%20will%20install%20750,and%20650%20solar%20water%20heaters." target="_blank" rel="noopener">won</a> contracts worth $19.95 million to supply and install solar systems in Benin, West Africa. Premier Energies will install 750 rooftop solar systems at designated socio-community facilities, including district police stations, educational institutions, health centers, and special border surveillance units. It will also install more than 4,400 high-efficiency solar streetlights and 650 solar water heaters. These solar projects are part of the Benin government’s national initiative to expand access to reliable and sustainable clean energy.</p>
<p>National Buildings Construction Corporation <a href="https://mercomindia.com/nbcc-invites-bids-for-4-mw-rooftop-solar-project-at-bokaro-steel-plant" target="_blank" rel="noopener">floated</a> an engineering, procurement, and construction tender to set up a 4 MW grid-connected rooftop solar power project at the Bokaro Steel Plant in Jharkhand. Bids must be submitted on October 13, 2025. Bids will be opened on the same day. The scope of work encompasses the design, engineering, procurement, installation, testing, and commissioning of the solar project across various sheds and buildings at the Bokaro Steel Plant. It also includes providing operation and maintenance services for five years.</p>
<p>Adani Green Energy <a href="https://www.mercomindia.com/adani-green-operationalizes-408-mw-renewable-energy-projects-in-gujarat" target="_blank" rel="noopener">operationalized</a> an aggregate of 408.1 MW of renewable energy projects through its step-down subsidiaries at Khavda, Gujarat. Adani Green Energy has operationalized an aggregate of 408.1 MW of renewable energy projects through its step-down subsidiaries at Khavda, Gujarat. The company’s total operational renewable energy generation capacity increased to 16,486.1 MW after the commissioning of these projects. Adani Green has targeted reaching an operational capacity of 30 GW by 2029.</p>
<p>Solar energy solutions company Rays Power Infra <a href="https://www.mercomindia.com/rays-power-infra-to-tap-capital-market-with-%E2%82%B911-5-billion-public-issue" target="_blank" rel="noopener">filed</a> a draft red herring prospectus with the market regulator, Securities and Exchange Board of India, for an ₹11.5 billion (~$129.5 million) initial public offering (IPO) of shares. The IPO will consist of a fresh issue of ₹9 billion (~$101.33 million) worth of shares, and an offer for sale of ₹2.5 billion (~$28.14 million) by the company’s promoters and shareholders. The net proceeds of the fresh issue will be used to fund the development of a 1.5 GW n-type TOPCon G12R solar cell manufacturing plant at Narmadapuram, Madhya Pradesh, by its subsidiary Rays Green Energy, as well as to meet incremental working capital needs and general corporate requirements.</p>
<p>Over 3.5 million Americans were <a href="https://www.mercomindia.com/clean-energy-jobs-in-us-touch-3-5-million-in-2024-report" target="_blank" rel="noopener">employed</a> in clean energy occupations across renewable energy generation, battery and storage, energy efficiency, biofuels, grid modernization, and clean vehicle industries at the end of 2024, according to the Clean Jobs America report by E2. Clean energy jobs grew 2.8% in 2024, adding nearly 95,697 new jobs, outpacing the rest of the U.S.’s employment rate by three times. On a per-capita basis, clean energy jobs account for a significant share of the workforce nationwide, with an average of more than 2,200 jobs per 100,000 workers. The clean energy sector accounted for 8% of all new energy jobs added in 2024.</p>

					</table><p>The Ministry of Power (<a href="https://powermin.gov.in/" target="_blank" rel="noopener">MoP</a>) has prescribed a renewable energy consumption obligation (RCO) for designated consumers to achieve a 43.33% target by the financial year 2030.</p>
<p>The regulation specifies a minimum share of renewable energy consumption for electricity distribution licensees, open access consumers, and captive users.</p>
<p>The target of 43.33% RCO by FY 2030 comprises 3.48% from wind energy, 1.33% from hydro energy, 4.5% from distributed renewable energy (DRE), and 34.02% from other renewable energy sources.</p>

<p>For hilly and North-Eastern states and union territories, including Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Himachal Pradesh, Uttarakhand, Jammu and Kashmir, and Ladakh, the distributed renewable energy (DRE) obligation will be at 50% of the specified RCO levels.</p>
<p>For distribution licensees catering exclusively to urban consumers, the DRE obligation will be 75% of the specified RCO level.</p>
<p>The balance share of the DRE component for these states and union territories will be adjusted under the “other renewable energy” component obligation.</p>
<p>The wind energy obligation must be met through power generated from wind projects commissioned after March 31, 2024.</p>
<p>Similarly, the hydro energy obligation must be met through power generated from hydro projects commissioned after March 31, 2024. The RCO obligation requirement can also be met through the free power allotted to states or distribution licensees from such projects.</p>
<p>In addition, the RCO obligation can be met from hydro power projects located outside India on a case-by-case basis.</p>
<p>The DRE obligation must be met from renewable energy projects with a capacity of up to 10 MW. These projects can include solar installations of all configurations, such as net metering, gross metering, virtual net metering, group net metering, and behind-the-meter systems, as well as any other renewable energy sources notified by the Central Government.</p>
<p>The RCO obligation under the other renewable energy component can be met from renewable energy projects other than wind and hydro projects commissioned after March 31, 2024. It must also not include projects included under the DRE obligation component.</p>
<p>The hydro power projects included under the other renewable energy obligation component must be commissioned before April 1, 2024. It can also include projects co-firing biomass pellets and charcoals produced from municipal solid waste.</p>
<p>The shortfalls in RCO under wind, hydro, and other renewable energy can also be met through surpluses from other obligation components.</p>
<p>Surpluses from other RCO components cannot meet the DRE component&#8217;s requirements; however, surpluses from DRE can be used to offset the shortfall in other RCO components.</p>
<p><strong>Open Access Consumers</strong></p>
<p>Open access consumers and captive users identified as designated consumers can meet their total RCO from any renewable energy source.</p>
<p>For open access consumers, the obligation will include power consumption at the point of drawal from the grid.</p>
<p>For captive users, the RCO will apply to electricity generated and self-consumed, excluding auxiliary consumption.  The RCO will exclude 50% of the electricity generated and self-consumed from fossil fuel-based cogeneration power projects, as well as 50% of the fossil fuel-based electricity consumed in aluminum smelters.</p>
<p>The RCO can also be fulfilled by consuming power through an energy storage system.</p>
<p>Alternatively, RCO can also be met by purchasing or through self-generated renewable energy certificates (RECs) issued under the Central Electricity Regulatory Commission’s (CERC) regulations.</p>
<p>It can also be met by RECs acquired through Virtual Power Purchase Agreements.</p>
<p>The RCO can be met by paying the buyout price determined by the CERC.</p>
<p>The payment received through the buyout mechanism must be credited to the Central Energy Conservation Fund, and 75% of the fund must be transferred to the state energy conservation fund.</p>
<p>The fund will support the development of specified renewable energy sources and storage capacities.</p>
<p>Compliance with the RCO under the DRE obligation will be measured in kilowatt-hours (kWh) units. If generation data is unavailable, the reported capacity will be converted into energy generation using a multiplier of 4 kWh per kilowatt per day.</p>
<p><strong>Distribution Licensees</strong></p>
<p>For distribution licensees classified as designated consumers, the RCO will be calculated based on the total electricity supplied to consumers within the distribution licensee&#8217;s service area.</p>
<p>The calculation will exclude power consumed by open access users sourcing electricity from outside the distribution licensee, as well as electricity generated and captive consumption of power.</p>
<p>The RCO compliance for multiple designated consumers under common control will be considered on an aggregate basis, at the holding company level as defined in the Companies Act, 2013, or at the level of a cooperative society registered under the relevant Co-operative Societies Act.</p>
<p>Designated consumers must submit their certified energy accounts for the year 2024–2025 by October 31, 2025, and by July 31 for each subsequent year.</p>
<p>Any shortfalls in meeting the RCO after the purchase of RECs or payment of the buyout price must be reported in a compliance report by March 31, 2026, for the 2024–2025 year, and by December 31 for the following year.</p>
<p>In March 2025, MoP <a href="https://www.mercomindia.com/government-proposes-flexibility-in-renewable-energy-consumption-obligation" target="_blank" rel="noopener">proposed</a> amendments to refine the regulatory framework governing renewable energy consumption by designated consumers, including electricity distribution licensees, open access consumers, and captive users. The Bureau of Energy Efficiency will oversee the compliance and submit periodic reports to the government.</p>
