					</table><p>Kerala State Electronics Development Corporation (<a href="https://www.keltron.org/index.php" target="_blank" rel="noopener">KELTRON</a>) has invited expressions of interest (EoI) to empanel engineering, procurement, and construction (EPC) contractors for installing solar power projects and solar streetlights on a turnkey basis in the state.</p>
<p>The selected contractors are required to undertake the project&#8217;s operation and maintenance (O&amp;M) for five years from the date of successful commissioning.</p>
<p>The validity of the empanelment will be for one year. Bidders must submit a tender fee of ₹1,000 (~$12.25) plus applicable goods and services tax (GST).</p>
<p>The last date to submit the bids online is December 2, 2022. They will be opened on December 5.</p>
<p>After the empanelment, KELTRON will conduct project-wise bidding amongst them to select EPC-cum-O&amp;M contractors for the development of any new solar projects.</p>
<p>The EPC-cum-O&amp;M contractors will be empaneled under two following categories:</p>
<p>Category I: Bidders will be required to set up solar systems up to 100 kW capacity or 50 solar streetlights.</p>
<p>Category II: Bidders will be required to set up solar systems above 100 kW capacity or 100 solar streetlights.</p>
<p>The bidders can choose to apply for either one or both categories.</p>
<p>According to the terms of the bid, the eligible participants must have an office in Kerala, which should be operational for the last three years. They should have at least one service center across the state of Kerala.</p>
<p>To be eligible for Category I, bidders should have successfully designed, supplied, erected, and commissioned grid-connected solar power projects of a cumulative installed capacity of 100 kW or higher in the last five financial years.</p>
<p>Out of this, at least one installed project should be of 10 kW or higher capacity at a single location and must be operational for at least six months before the bid submission date.</p>
<p>Further, the qualification criteria for streetlight EPC contractor requires experience in the successful design, supply, and commissioning of at least 50 solar streetlights or higher in the last five years.</p>
<p>Out of this, at least one installation should be of 20 streetlights or higher at a single location and must be in operation for at least six months before the bid opening date.</p>
<p>For Category II, bidders should have successfully designed, supplied, erected, and commissioned grid-connected solar power projects of a cumulative installed capacity of 250 kW or higher in the last five years.</p>
<p>Additionally, one of the installed projects should be of 50 kW or higher capacity at a single location. The project must be operational for at least six months prior to the bid submission date.</p>
<p>For solar streetlights under Category II, applicants should have successfully designed, supplied, and commissioned 100 or more solar streetlights in the last five financial years, out of which at least one installation should be of 50 or more streetlights at a single location. The streetlights must be operational for at least six months before the bid opening date.</p>
<p>The average annual turnover of bidders under both categories must be equal to or more than ₹10 million (~$122,300) during the last three financial years. Also, the net worth as of the last date of each of the previous three financial years should be positive.</p>
<p>Last November, KELTRON <a href="https://mercomindia.com/kerala-floats-tender-solar-systems/" target="_blank" rel="noopener">floated</a> a rate contract tender to empanel vendors to install and commission solar power projects.</p>

KELTRON Invites EoIs from Solar EPC Contractors for Projects in Kerala

<p>The Kerala State Electronics Development Corporation Limited (<a href="https://www.keltron.org/index.php" target="_blank" rel="noopener">KELTRON</a>) has floated a rate contract tender to empanel vendors to install and commission solar power projects.</p>
<p>The last date to submit bids is November 18, 2021. The bids will be opened the next day.</p>
<p>Bidders have to furnish ₹100,000 (~$1,345) as an earnest money deposit. The successful bidder has to provide ₹150,000 (~$2,017) as a performance security deposit.</p>
<p>The bidders should quote under five slabs, per watt solar capacity &#8211; 1 kW to 9 kW, 10 kW to 50 kW, 51 kW to 100 kW, 101 kW to 300 kW, and over 301 kW.</p>
<p>The scope of work includes the supply of materials, labor for installation and commissioning of off-grid and grid-connected solar projects.</p>
<p>To participate in the competitive bidding process, the bidder should have installed off-grid and grid-connected solar projects with a total capacity of 50 kW. Of this, one grid-connected solar system should be of at least 10 kW.</p>
<p>The bidder’s minimum annual turnover should be ₹2.5 million (~$33,626) for the last two financial years.</p>
<p>The successful bidder should provide delivery within two to three weeks from the date of the purchase order. In case of delayed delivery, liquidated damages will be applicable at 0.50% per week, subject to a maximum of 5% for delayed delivery and project completion.</p>
<p>KELTRON is an empaneled channel partner for both grid-connected and off-grid solar systems by the Ministry of New and Renewable Energy (MNRE). It is also recognized as an empaneld agency for grid-connected solar projects by the Agency for New and Renewable Energy Research &amp; Technology (ANERT).</p>
<p>The government of Kerala identified KELTRON as a nodal agency to implement solar power projects in the industries and local self-government departments. The solar division of KELTRON has so far executed 250 solar projects totaling 10 MW.</p>
<p>In June 2021, KELTRON <a href="https://mercomindia.com/keltron-floats-solar-modules-manufacturers/" target="_blank" rel="noopener">invited</a> bids to supply 1,604 multicrystalline solar modules of 330 W output for the 1 MW solar project at Ramakkalmedu in the Idukki district of Kerala.</p>

Kerala Floats Tender to Empanel Installers of Off-Grid and Grid-Connected Solar Systems

<p>The Kerala State Electronics Development Corporation Limited (<a href="http://www.keltron.org/index.php" target="_blank" rel="noopener">KELTRON</a>) has invited bids for the supply of 1,604 multicrystalline solar modules of 330 W output for the 1 MW solar project at Ramakkalmedu in the Idukki district of Kerala.</p>
<p>The last date to submit the bids online is July 2, 2021, and the bids will be opened on July 5.</p>
<p>Interested bidders will have to submit an amount of ₹110,000 (~$1,481) as the earnest money deposit. Also, the successful bidder should furnish bid security of 5% of the total contract amount within seven days from the issuance of the letter of award.</p>
<p>The successful bidder will have to provide a warranty of five years for the items supplied. Any faulty module during the warranty period have to be replaced with the module with the same rating or higher with the same dimension. The delivery of materials should take place within 20 days from the date of the purchase order.</p>
<p>If the bidder has a module rating of above 330 W, he can offer it to achieve the total capacity of 529 kW.</p>
<p>To participate in the bidding process, the bidder should have supplied a minimum of 800 kW multicrystalline solar modules of 330 kW output. Also, the bidder should have a minimum of two years of experience in supplying multicrystalline solar modules, and should not have been blacklisted by any state or government agencies.</p>
<p>KELTRON has specified that the proposed solar modules should have valid IEC 61215, IEC 61701, IEC 61730, and IEC 62804 certification, and the conversion efficiency should not be less than 17%.  The solar modules should perform satisfactorily in humidity up to 100% with temperatures between -40°C and +85°C. The predicted electrical degradation should be less than 10% at the end of ten years and less than 20% at the end of 25 years. The rated output power of any supplied module should have a tolerance of over 3% as per the Ministry of New and Renewable Energy standard specifications.</p>
<p>Only modules manufactured by RenewSys, PV PowerTech, Vikram Solar, LV Solar, Waaree Solar, and Mundra Solar will be accepted in the tender.</p>
<p>The bidder should have an average annual turnover of ₹9 million (~$121,205) in the last three financial years.</p>
<p>As per the tender document, the normal output of the solar modules should not be less than 90% at the end of ten years, and not less than 80% at the end of 25 years.</p>
<p>If the items are not delivered on time, the bidder will have to pay liquidated damages at 0.5% per week, subject to a maximum of 5% of the order value.</p>

KELTRON Floats Tender for Solar Modules from Select List of Manufacturers

<p>The Kerala State Electronics Development Corporation Limited (<a href="http://www.keltron.org/index.php" target="_blank" rel="noopener noreferrer">KELTRON</a>) has invited bids for the supply of solar panels (monocrystalline solar modules) for a 2 MW solar power project.</p>
<p>The last date to submit the bids is December 16, 2020, and the opening of bids will take place on December 17, 2020.</p>
<p>Interested bidders will have to submit an amount of ₹400,000 (~$5,426) as the earnest money deposit (EMD).</p>
<p>The delivery of the materials should take place within 30 days from the date of the purchase order.</p>
<p>To participate in the bidding process, the bidder should have at least three years of experience in the supply of monocrystalline solar modules. The bidder should specify the wattage of the panel, whether it is 380/390 Wp, and quote per watt rate only. The bidder should have supplied a minimum of 1.5 MW of solar PV modules in the current financial year, out of which a single order should have been of at least 1 MW of solar modules.</p>
<p>As per the tender documents, the proposed solar modules should have a minimum of 72 cells and efficiency not less than 14-18% and must have been tested and approved by one of the International Electrotechnical Commission’s (IEC) authorized test centers. The solar modules should be of an approved Indian brand only and qualify under the domestic content requirement (DCR) norms and testing requirements fixed by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener noreferrer">MNRE</a>).</p>
<p>In the financial criteria, the bidder’s average annual turnover should be at least ₹50 million (~$678,317) in the last three financial years. The bidder should offer a five-year product warranty, and the standard output of the modules at the end of ten years should not less than 90%, and at the end of 25 years, not less than 80%.</p>
<p>In September, KELTRON <a href="https://mercomindia.com/keltron-seeks-monocrystalline-modules/" target="_blank" rel="noopener noreferrer">invited</a> bids from original equipment manufacturers for the supply of solar panels (monocrystalline solar modules) for a 2 MW solar power project. The tender was floated for the supply of 6,500 solar modules.</p>

<p>The Kerala State Electronics Development Corporation Limited (<a href="http://www.keltron.org/" target="_blank" rel="noopener noreferrer">KELTRON</a>) has invited bids from original equipment manufacturers (OEMs) for the supply of solar panels (monocrystalline solar modules) for a 2 MW solar power project.</p>
<p>The last date for the submission of bids is October 05, 2020, and the opening of bids will take place on October 06, 2020. Interested bidders will have to submit an amount of ₹400,000 (~$5,437) as the earnest money deposit (EMD).</p>
<p>The total number of modules to be supplied is 6,500, and the delivery of the materials should take place within 30 days from the date of the purchase order. Bidder must be a solar PV module manufacturer in India.</p>
<p>To take part in the bidding process, the bidder should have supplied 1.5 MW of solar modules in the current financial year, out of which a single order should have at least 1 MW of solar modules. The modules to be used in the project should be 330W, and the efficiency should not be less than 14-18%. The solar modules should be of an approved Indian brand and qualify for the domestic content requirement (DCR) norms. The bidder should have a minimum of three years of experience in the supply of monocrystalline solar modules.</p>
<p>As per the tender document, the solar modules to be used in the system must be warranted for their output peak watt capacity, which should not be less than 90% at the end of ten years and 80% at the end of 25 years.</p>
<p>Regarding the financial criteria, the average annual turnover of the bidder should be ₹50 million (~$679,649) in the last three financial years.</p>
<p>In January this year, KELTRON <a href="https://mercomindia.com/kerala-tenders-monocrystalline-polycrystalline-solar-modules/" target="_blank" rel="noopener noreferrer">floated</a> a tender for 196,000 monocrystalline and 196,000 polycrystalline solar modules on a per watt basis. The scope of work included the supply of solar panels on a per watt basis (for monocrystalline and polycrystalline modules separately).</p>
<p>Earlier, KELTRON also <a href="https://mercomindia.com/kerala-tender-monocrystalline-perc-solar-modules/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the supply of 360W monocrystalline passivated emitter and rear contact (PERC) solar modules at its production center in Karakulam. The tender had invited bids for the supply of 282 solar modules.</p>

<p>The Kerala State Electronics Development Corporation Limited (<a href="http://www.keltron.org/" target="_blank" rel="noopener noreferrer">KELTRON)</a> has floated a short-term expression of interest (EoI) for the empanelment of agencies and engineering, procurement, and construction (EPC) contractors to install grid-interactive hybrid rooftop solar projects at different offices across the state of Karnataka.</p>
<p>The rooftop solar systems will be installed on a turnkey basis. The last date for the submission of bids is May 30, 2020, while the date for the opening of technical bids has been scheduled for June 3, 2020.</p>
<p>To be eligible, the bidder should have previously executed hybrid projects in India. The prospective bidder should have an office in Karnataka, and the branch should be operational for the last seven years. Further, the bidder should have at least 15 service centers across Karnataka. Local manufacturers and vendors will be preferred for this tender, KELTRON added.</p>
<p>KELTRON has also specified that only crystalline silicon cell PV modules of 300Wp or higher capacity will be used in the project. The manufacturer should provide at least five years’ warranty for the solar modules. For the hybrid inverters, the maker should be empaneled with BESCOM.</p>
<p>Besides this, the original equipment manufacturers (OEMs) should have installed hybrid inverter projects of a cumulative 2.5 MW capacity in any government organization during the past five years. The interested bidders should have an annual turnover of minimum ₹400 million (~$5.2 million) in the last three financial years.</p>
<p>The tender document further states that the grid-interactive hybrid solar PV power projects will consist of solar PV modules with a hybrid inverter with an inbuilt maximum power point tracking (MPPT). It should have the provision to export excess power to the grid under net metering and also have the option of blocking the export. The connectivity will be as per the Bangalore Electricity Supply Company Limited (<a href="http://bescom.org/" target="_blank" rel="noopener noreferrer">BESCOM</a>) guidelines.</p>

<p>The proposed grid-interactive hybrid rooftop solar system will consist of solar photovoltaic array, module mounting structure, battery bank, hybrid solar inverter, earth kits, interconnecting cables, and civil works.</p>
<p>The successful bidder must ensure that PV modules, metallic structures, cables, hybrid solar inverters, and other parts used in the SPV power projects conform to the Bureau of Indian Standards (BIS) or the International Electrotechnical Commission (<a href="https://www.iec.ch/" target="_blank" rel="noopener noreferrer">IEC</a>).</p>
<p>In March 2020, BESCOM also <a href="https://mercomindia.com/bengaluru-empanel-agencies-30-mw-rooftop-solar-systems/">invited</a> expressions of interest for empaneled agencies to install 30 MW of rooftop solar projects in Bangalore. These projects will be developed on the rooftops of residential buildings, group housing societies, and residential welfare associations in the BESCOM jurisdiction under the net metering program.</p>
<p>According to Mercom’s recently released <a href="https://mercomindia.com/product/q1-2020-india-solar-market-update/" target="_blank" rel="noopener noreferrer">&#8211; Q1 2020 India Solar Market Update,</a> Karnataka accounts for approximately 230 MW of rooftop solar capacity against the target capacity of 2.4 GW by 2022.</p>
<p>In December last year, the KERC had <a href="https://mercomindia.com/solar-installers-up-in-arms-against-karnataka-new-rooftop-order/" target="_blank" rel="noopener noreferrer">issued</a> an order which proposes various business models for rooftop solar. But the order <a href="https://mercomindia.com/solar-installers-up-in-arms-against-karnataka-new-rooftop-order/" target="_blank" rel="noopener noreferrer">hasn’t gone down</a> well with the rooftop solar installers.</p>

KELTRON Issues Expressions of Interest for Hybrid Rooftop Solar Projects in Karnataka

<p>The Kerala State Electronics Development Corporation Limited (<a href="http://www.keltron.org/" target="_blank" rel="noopener noreferrer">KELTRON</a>) has floated a tender for 196,000 monocrystalline and 196,000 polycrystalline solar modules on a per watt basis.</p>
<p>The scope of work includes the supply of solar panels on per watt basis (for monocrystalline and polycrystalline modules separately) in the following capacity bands as given below:</p>
<ul>
<li>From 1 to 50.99 kW</li>
<li>From 51 to 100.99 kW</li>
<li>From 101 to 999.99 kW</li>
<li>Equal to or above 1 MW</li>

<p>Interested bidders will have to submit an amount of ₹2,000 (~$28.03) as the earnest money deposit (EMD), and the last date for the submission of bids is January 10, 2020.</p>
<p>The supply should be completed within 2-3 weeks after the confirmation of the purchase orders.</p>
<p>For the eligibility criteria, the bidder should be an original equipment manufacturer (OEM) or an authorized distributor of Adani made solar panels in the state, having an annual turnover of ₹100 million (~$1.4 million) in the last financial year and should have supplied at least 10 MW of solar panels to date.</p>
<p>Also, the bidder should have a registered office in Kerala to provide immediate service support at any time without delay.</p>
<p>The cell type for the monocrystalline solar panels should be mono passivated emitter, and rear contact (PERC) cells and the cell efficiency of the mono PERC cells should be greater than 20%. The designed nominal power output at the end of 10 years should not be less than 90% and, at the end of 25 years, should not be less than 80%.</p>
<p>The efficiency of the polycrystalline modules should be greater than 19%.</p>
<p>An interesting specification in the tender is that the cells used in both the monocrystalline and polycrystalline solar modules have to be “Adani” made. Government tenders do not typically mandate products to be made from a particular supplier.</p>
<p>Recently, the Rajasthan Electronics and Instruments Limited <a href="http://www.reiljp.com/HindiWeb/indexH.html" target="_blank" rel="noopener noreferrer">(REIL</a>), a government-owned manufacturer of electronic products, <a href="https://mercomindia.com/reil-bids-multicrystalline-solar-cells/" target="_blank" rel="noopener noreferrer">invited</a> bids from Indian manufacturers for the supply of multi-crystalline silicon solar cells. The last date for the submission of bids is January 6, 2020.</p>
<p>Earlier, KELTRON <a href="https://mercomindia.com/kerala-tender-monocrystalline-perc-solar-modules/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the supply of 360 W monocrystalline PERC solar modules at its production center in Karakulam. Kerala Tenders for ‘Adani Made’ Monocrystalline and Polycrystalline Solar Modules

<p>The Kerala State Electronics Development Corporation Limited (KELTRON) has floated a tender for the supply of 360 W monocrystalline passivated emitter and rear contact (PERC) solar modules at its production center in Karakulam.</p>
<p>The tender has invited bids to supply 282 of these solar modules. Interested bidders are expected to pay an earnest money deposit of ₹30,000 (~$420). The last date for the submission of bids is December 14, 2019.</p>
<p>The tender stated that the bidders must be a registered public sector unit, company, or firm in the country with at least three years of experience in supplying solar modules, including at least 80 kW of polycrystalline solar modules in the last financial year.</p>
<p>They are also expected to have an average turnover of at least ₹2.5 million (~$35,067) in the last three financial years to be eligible to take part in the competitive bidding process. The tender added that the production and supply must be done within 30 days of obtaining clearance from KELTRON.</p>
<p>The modules must come with a 5-year warranty, and their normal output must not be lower than 90% at the end of 10 years, and 80% at the end of 25 years.</p>
<p>The tender states that KELTRON may grant an extension in case the timely completion of the work is delayed by force majeure (unforeseeable circumstances) beyond the contractor’s control.</p>
<p><a href="https://mercomindia.com/mono-perc-modules-india/" target="_blank" rel="noopener noreferrer">Monocrystalline PERC</a> modules are more efficient and can help reduce land, and other balance of system (BoS) costs for the developers, leading to higher returns.</p>
<p>In an <a href="https://mercomindia.com/indian-solar-market-mono-perc/" target="_blank" rel="noopener noreferrer">in-depth report,</a> Mercom analyzed if the Indian solar market is ready to transition to mono PERC cell technology. The consensus in the solar industry is that it is gradually shifting towards monocrystalline cell technology from the more common multi-crystalline cells and modules.</p>
<p>Earlier, Mercom reported government-owned electronics manufacturer and supplier, Bharat Electronics Limited (BEL) <a href="https://mercomindia.com/bharat-electronics-bidders-procure-monocrystalline-solar/" target="_blank" rel="noopener noreferrer">issued</a> a request for quotation for the procurement of 798,430 monocrystalline silicon solar cells. The government undertaking has mandated that these solar cells must be manufactured in India.</p>
<p><a href="https://mercomindia.com/reil-tenders-solar-cells-module/" target="_blank" rel="noopener noreferrer">Recently</a>, Rajasthan Electronics and Instruments Limited, another government-owned manufacturer of electronic products, issued three separate notices inviting tenders for rate contracts for the procurement of 4.5 W solar cells, 4.6 W solar cells, and module mounting structures.</p>

Kerala Issues Tender for 282 Monocrystalline PERC Solar Modules

<p>The Kerala State Electronics Development Corporation (<a href="http://www.keltron.org/" target="_blank" rel="noopener">KELTRON</a>) has issued tender to set up a 3 MW grid-connected solar photovoltaic (PV) project at Naval Station Ezhimala, located in Kannur district. The bid-submission deadline is February 08, 2019.</p>
<p>This is an engineering procurement construction (EPC) tender and the successful bidder will have 50 days from the issue of letter of award (LoA) of the contract to complete the work order.</p>
<p>The scope of work includes the testing of the site, design, engineering, supply, and installation of the 3 MW solar PV project.</p>
<p>Of late, the establishments owned or controlled by Indian defense organizations and departments have been increasingly turning to solar PV technology to cut down power costs.</p>
<p><a href="https://mercomindia.com/mes-tenders-3-mw-solar-project-ezhimala-kerala/" target="_blank" rel="noopener">In the past</a>, the Military Engineering Services (MES) had announced a similar tender for a 3 MW solar project to be developed at Ezhimala in Kerala. The estimated cost of the project was ₹225 million (~$3.487 million).</p>
<p><a href="https://mercomindia.com/military-engineering-services-tenders-2-mw-solar-jodhpur/" target="_blank" rel="noopener">In 2017,</a> MES had also tendered a 2 MW solar project to be developed at Jodhpur in Rajasthan. The project was developed for the GE Army Utility at Jodhpur.</p>
<p>Mercom <a href="https://mercomindia.com/military-engineering-services-tenders-2-mw-solar/" target="_blank" rel="noopener">previously reported</a> that the MES tendered a 1 MW project to be developed at Binnaguri Cantonment and another 1MW to be developed at 5 BRD AFS in Sulur.</p>
<p>Apart from these, it also tendered 6 MW of solar to be developed at various military stations in <a href="https://mercomindia.com/jun-15-2017-military-engineering-services-tenders-6-mw-solar-bathinda-punjab/" target="_blank" rel="noopener">Punjab</a> and another <a href="https://mercomindia.com/military-engineering-services-tenders-2-mw-solar-project-cme-pune/" target="_blank" rel="noopener">2 MW solar project</a> to be developed at the College of Military Engineering, Pune.</p>
<p><a href="https://mercomindia.com/seci-tender-3-mw-solar-battery-energy-storage/" target="_blank" rel="noopener">In July 2018</a>, the Solar Energy Corporation of India (SECI) on behalf of Military Engineer Services, a construction agency under the Ministry of Defense, had also come up with a tender for the development of two 1.5 MW (AC) solar power projects with Battery Energy Storage System at Tangtse and Durbuk in Leh district of Jammu &amp; Kashmir.</p>
<p><a href="https://mercomindia.com/seci-tenders-5-mw-solar-project-kanpur-defence-vgf-program/" target="_blank" rel="noopener">Then, in July 2017</a>, SECI had tendered a 5 MW solar project to be developed at the Ordnance Factory in Kanpur, Uttar Pradesh.</p>
