Keltron Invites Bids for 1.5 MW Rooftop Solar Project in West Bengal

Keltron Equipment Complex, a unit of the Kerala State Electronics Development Corporation (KSEDCL), has invited bids to set up a 1.5 MW rooftop solar project at the Kalyani Layer Farm under the West Bengal Livestock Development Corporation (WBLDCL).

The last date to submit bids is November 15, 2025. Bids will be opened on November 17.

Bidders must submit an earnest money deposit of ₹800,000 (~$9 million) and a performance bank guarantee amounting to 5% of the contract value.

They must also submit a tender document fee of ₹25,000 (~$282.05).

The scope of work encompasses the design, engineering, manufacture/procurement, as well as the commissioning of the project on a turnkey basis.

The project also includes comprehensive maintenance for five years.

The successful bidder must assist WBLDCL in establishing net metering arrangements with the distribution company.

Bidders must also provide a warranty for the complete system for 60 months.

The solar modules must be guaranteed to perform at a minimum of 90% of their rated power output for the first 10 years and 80% of their rated power output for the remaining period.

Successful bidders must pay rental charges for the SIM/telephone bill to cover web connectivity for transferring data related to the web-based remote monitoring system (RMS).  They must also pay the rental charges for the RMS server for storing and accessing the data until the defect liability period is over.

The project must use modules from the Approved List of Models and Manufacturers.

The project must be completed within 100 days from the date of site handover. If the successful bidder fails to complete the project within the prescribed or extended timeframe, it must pay liquidated damages equivalent to 0.5% of the contract value for every week of delay.

The liquidated damages may be imposed up to 5% of the contract value.

Successful bidders must be empanelled with KSEDCL.

They must submit proof of a work order along with their bids, and no government organization must have blacklisted them.

They must have a positive net worth in the last three financial years.

In September 2025, Keltron invited bids for the expression of interest to empanel an implementation partner for solar projects in West Bengal.
