India’s cumulative solar open access capacity reached 27.9 GW in September 2025, with Maharashtra contributing about 17%, the second-largest share after Karnataka, according to Mercom’s Q3 2025 Solar Open Access Market Report. Despite this strong base, Maharashtra has struggled due to regulatory uncertainty, leading developers and commercial and industrial consumers to scale back investments due to energy banking limits, adverse time-of-day tariffs, and open access charges. The quarterly installations in Q3 fell to 165 MW, an 80% quarter-over-quarter and 43% year-over-year decline.
GIMS Energy and Schnell Energy Equipment won NTPC Vidyut Vyapar Nigam’s (NVVN) auction to set up 3.45 MW of rooftop solar projects across three districts of the Andaman and Nicobar Islands. GIMS Energy won 2.1 MW, and Schnell Energy Equipment won 1.38 MW. NVVN floated the tender in May 2025. The buildings covered under the tender fall under the departments of Police, Agriculture, the Andaman and Nicobar Islands Integrated Development Corporation, and Animal Husbandry and Veterinary Services.
The Ministry of Power reported that 47.6 million smart meters have been installed across the country so far under various programs as of November 15, 2025, while 203.3 million meters have been approved under the Revamped Distribution Sector Scheme (RDSS) based on proposals submitted by the states. Bihar, with 8 million smart meters, Maharashtra (7.39 million), and Uttar Pradesh (6.5 million) are the top three states that have installed the most smart meters. Minister of State for Power Shripad Yesso Naik told Parliament that smart metering under RDSS is being implemented through the public-private partnership model in total expenditure mode, in which the advanced metering infrastructure service provider supplies, maintains, and operates the metering system.
The Tamil Nadu Electricity Regulatory Commission approved Tamil Nadu Green Energy Corporation’s (TNGECL) purchase of 1,000 MWh of power from battery energy storage systems (BESS) located at six substations of Tamil Nadu Transmission Corporation. TNGECL had approached the Commission seeking approval to procure power from a utility-scale standalone BESS. Tamil Nadu has experienced rising renewable penetration and significant variability from its wind and solar installations. The petitioner contended that this has increased the stress on thermal generators and complicated grid management.
The Energy and Resources Institute issued two tenders to set up 12.5 MW/25 MWh and 43 MW/86 MWh BESS at the 33/11 kV Shivalik Grid Station and the 66/11 kV G5 Matiala, G7 Dwarka, and Goyla Khurd Grid Stations, respectively, in Delhi. Bids for both projects must be submitted by December 30, 2025. Bids will be opened on January 1, 2026. The tenders were issued on behalf of BSES Rajdhani.
Hubballi Electricity Supply Company invited bids to set up 108 MW grid-connected solar projects in five districts of Karnataka under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan – Component C. The last date to submit bids is December 16, 2025. Bids will be opened on December 17. The scope of work includes the design, supply, survey, installation, testing, and commissioning of the projects to solarize selected agri-feeders at the substation level within HESCOM jurisdiction. It also entails operations and maintenance for 25 years from the commercial operation date.
The clean energy arm of the Aditya Birla Group, Aditya Birla Renewables (ABRen) secured an investment commitment of ₹20 billion (~$222.37 million) from Global Infrastructure Partners (GIP), a part of BlackRock, with a greenshoe option to invest an additional ₹10 billion (~$111.18 million). The proposed investment by GIP will be made through one or more preferential issues of shares on a private placement basis. The shares to be issued will comprise compulsory convertible preference shares and equity shares. GIP will have the option to invest an additional ₹10 billion (~$111.18 million) in the form of equity shares, pro rata to its shareholding in ABRen.
THDC India (THDCIL) commissioned a total capacity of 750 MW out of its 1 GW variable-speed pumped storage project (PSP) at Tehri in Uttarakhand to full capacity. The company recently commissioned its third 250 MW unit. The fourth unit is under construction. According to THDCIL, the project is India’s first variable PSP and the largest one implemented by any central public sector enterprise. Variable-speed PSPs are an advanced form of PSP that use variable-speed motor-generator units to inject power based on grid demand.
Solar solutions company Onix Solar Energy, a subsidiary of Onix Renewable received an order worth ₹1.48 billion (~$16.54 million), from Vikran Engineering to supply 193,550 of 620 Wp non-Domestic Content Requirement TOPCon solar modules. Onix Solar will execute the order within three months of the receipt of the date of manufacturing clearance from Vikran Engineering. In June this year, Onix Renewable offered ₹264 (~$3) per share to acquire 1.6 million equity shares of Onix Solar Energy for approximately ₹429 million (~$5 million).
