Andhra Pradesh Issues EPC Tender for 233 MW Rooftop Solar Projects

The New and Renewable Energy Development Corporation of Andhra Pradesh (NREDCAP) has issued a request for selection (RfS) of engineering, procurement, and construction (EPC) contractors to develop 233.33 MW of grid-connected rooftop solar systems under PM Surya Ghar: Muft Bijli Yojana.

The project aims to install rooftop solar projects of up to 2 kW each for 116,663 Scheduled Caste and Scheduled Tribe consumers across Andhra Pradesh.

Bids must be submitted by December 15, 2025. Bids will be opened on December 16.

Bidders must furnish an earnest money deposit of ₹100,000 (~$1,128)/MW and a bid processing fee of ₹25,000 (~$282) plus applicable taxes.

Successful bidders must submit a performance bank guarantee of 5% of the total awarded contract value, valid for 76 months.

The scope of work includes site surveys, design, engineering, supply, installation, testing, and commissioning of rooftop systems, conducting civil/structural, electrical, and general works, including piping and cabling, for the projects, and mandatory five-year operation and maintenance.

The work also includes ensuring grid connectivity approvals, documentation, and the provision of data acquisition systems.

Bidders must be registered or empaneled with distribution companies, NREDCAP, or the Ministry of New and Renewable Energy through the PM Surya Ghar portal.

Bidders must have experience over the last five years in grid-connected or off-grid solar projects or solar pumps, meeting defined capacity thresholds based on the category and quoted capacity, ranging from 2 MW to 20 MW.

Bidders must have an average annual turnover of ₹10 million (~$112,781)/MW for general category divisions and ₹5 million (~$56,390)/MW for local category clusters across any three of the last five financial years. The net worth of the bidders must not be negative in any of the past three financial years.

The projects must be completed within six months.

The project components must be compliant with domestic content requirements.

Liquidated damages apply to delays, including encashment of the performance bank guarantee for delays beyond the scheduled commissioning date for up to six months, and penalties of ₹500 (~$5.64)/kW per day for excess operation and maintenance downtime.

In July this year, NREDCAP issued a request for selection to implement 1,198.21 MW of grid-connected rooftop solar projects for 599,105 scheduled caste and scheduled tribe consumers under the PM Surya Ghar: Muft Bijli Yojana.
