					</table><p>Tata Power Delhi Distribution (<a href="https://www.tatapower-ddl.com/" target="_blank" rel="noopener">Tata Power-DDL</a>) has invited bids for procurement of up to 300 MW of round-the-clock (RTC) renewable power (non-solar) under a short-term arrangement for the period from August 16, 2022, to October 31, 2022, and April 1, 2023, to June 30, 2023, for meeting its renewable purchase obligation (RPO) targets.</p>
<p>The last date to submit the bids is August 2, 2022. Bids will be opened on the same day.</p>
<p>Bidders should submit an amount equivalent to ₹30,000 (~$376)/MW per month on an RTC basis as an earnest money deposit.</p>
<p>The successful bidder should furnish a contract performance guarantee within seven days from the selection date of successful bidders for an amount equivalent to ₹200,000 (~$2,506)/MW per month of the contract period.</p>
<p>The successful bidders would be required to apply for short-term open access on behalf of Tata Power-DDL so that separate short-term open access charges up to the delivery point are not to be billed to Tata Power-DDL nor payable by the bidder.</p>
<p>Tata Power-DDL reserves the right to increase the supply quantum by 20% if there is a shortfall in the total quantity of power to be procured or if the same is required otherwise.</p>
<p>The power supply may be offered from one or more sources subject to the condition that offers from each source should not be less than 1 MW (minimum bid capacity).</p>

<p>The quantity of power offered by the bidder should be firm power for the dates mentioned in the table above.</p>
<p>If the bidder is a trader, they should submit a copy of executed power purchase agreement (PPA) with the generator or an equivalent arrangement for supply of power and a copy letter of authorization from the generator.</p>
<p>The successful bidder should apply for booking the open access transmission corridor on behalf of Tata Power-DDL to the regional load despatch center (RLDC) in line with applicable short-term open access regulations.</p>
<p>The successful bidder should be fully responsible for filing the open-access application before the nodal RLDC and coordinating with the relevant RLDC or state load despatch center (SLDC) to get the timely booking of the open access corridor.</p>
<p>The distribution company (DISCOM) has further stated that the certificate confirming the renewable status of the power from the appropriate authority should be furnished by the supplier monthly along with bills.</p>
<p>A rebate of 2% will be applicable on payment of the energy bill within the due date of payment. No rebate will be applicable on payment of open access bills.</p>
<p>A surcharge of 1.25% per month will be applied on all payments outstanding for more than 30 days beyond the due date.</p>
<p>Both parties should ensure that actual scheduling does not deviate by more than 15% of the contracted power monthly.</p>
<p>If the deviation from the procurer side is more than 15% of contracted energy for which open access has been allocated every month, the procurer will pay compensation to the successful bidder at 20% of tariff per kWh for the shortfall over the permitted deviation of 15% while continuing to pay open access charges as per the contract.</p>
<p>The same holds true for the successful bidder.</p>
<p>Tata Power-DDL will provide a revolving Letter of Credit equivalent to 100% of the weekly energy corresponding to the contracted capacity at the tariff indicated in the Letter of Award.</p>
<p>In 2020, Tata Power-DDL <a href="https://mercomindia.com/tata-power-procure-non-solar-renewable-short-term-basis/" target="_blank" rel="noopener">issued</a> a request for proposal for procuring up to 150 MW of renewable (non-solar) power on a short-term basis for meeting its RPO targets.</p>

Tata Power to Procure 300 MW of Non-Solar Renewable Power Under Short-Term Open Access

<p>Here are some noteworthy cleantech announcements of the day from around the world:</p>
<p><strong>Global energy player ENGIE has </strong><a href="https://www.prnewswire.com/in/news-releases/engie-commissions-200-mw-solar-power-plant-in-gujarat-808368521.html" target="_blank" rel="noopener"><strong>commissioned</strong></a><strong> a 200 MWac solar project at Raghanesda Solar Park, Gujarat. </strong>The project was won under a tender process run by Gujarat Urja Vikas Nigam, and the power purchase agreement for 25 years was signed in August 2019. The implementation support agreement was signed in October 2019 with Gujarat Power Corporation Limited. Modules were sourced from Jinko and LONGi, and string inverters were procured from Huawei. Sterling &amp; Wilson was the balance of plant contractor and will also be the O&amp;M provider for this project for five years. The project will generate close to 546 GWh of electricity, offsetting 387,056 tons of CO2 emissions annually. The project was completed in 14 months.</p>
<p><strong>A group of U.S. solar manufacturers has </strong><a href="https://www.wiley.law/pressrelease-Wiley-Represents-American-Solar-Coalition-in-Filing-Petitions-to-Combat-Illegal-and-Unfair-Circumvention-of-Trade-Remedies-on-Chinese-Solar-Cells-and-Modules" target="_blank" rel="noopener"><strong>filed</strong></a><strong> petitions requesting federal investigations into Chinese firms circumventing tariffs by manufacturing in other countries. </strong>Chinese firms dominate the manufacture of photovoltaic panels, which is a multi-step process often done in separate factories located in different provinces or even countries, including Malaysia, Vietnam, and Thailand. Several Chinese companies have opened plants in other nations for the last stage assembling of solar modules in recent years. The petitions argue that this creates an obvious route to circumvent U.S. tariffs against Chinese solar products. The group is asking for the extension of tariffs to cover products from factories built by Chinese companies in Southeast Asian countries.</p>
<p><strong>Siemens and Tata Power Delhi Distribution jointly </strong><a href="https://press.siemens.com/in/en/pressrelease/siemens-and-tata-power-ddl-partner-smart-metering-technologies" target="_blank" rel="noopener"><strong>announced</strong></a><strong> the successful deployment of smart metering technology for over 200,000 smart meters in North Delhi. </strong>Siemens installed and commissioned the EnergyIP Meter Data Management System, which accurately collects electricity meter data, leading to increased visibility of the consumer network and reduction in carbon emissions. Smart meter implementation will help the consumers to monitor their real-time power consumption and adopt better energy management. It will also enable faster outage management.</p>
<p><strong>Electric bus manufacturer Olectra Greentech and Evey Trans Private have </strong><a href="https://www.bseindia.com/xml-data/corpfiling/AttachLive/3891f2c9-0dbb-43af-b176-c93bd3d25009.pdf" target="_blank" rel="noopener"><strong>received</strong></a><strong> the letter of award from Gujarat State Road Transport Corporation for 50 electric buses. </strong>The order is to supply an additional 50 electric buses on a Gross Cost Contract/OPEX model basis for ten years. The buses are to be delivered over 12 months. The company will also undertake the maintenance of these buses during the contract period. Gujarat&#8217;s EV bus fleet has risen to 1,350 with the new addition.</p>
<p><strong>Ready-to-assemble furniture giant IKEA </strong><a href="https://www.ingka.com/news/sweden-first-ikea-market-to-start-offering-electricity-from-wind-and-solar-through-stromma-service/" target="_blank" rel="noopener"><strong>offers</strong></a><strong> a clean energy subscription service in Sweden, allowing customers to buy renewable electricity from solar and wind parks to power their homes. </strong>Customers will be able to track their energy usage in an app. Those who have purchased IKEA&#8217;s solar panels will be able to sell excess energy back to IKEA. The subscription service, Stromma, is only available in Sweden.</p>

Daily News Wrap-Up: ENGIE Commissions a 200 MW Solar Project in Gujarat

<p>Tata Power Delhi Distribution Limited (<a href="https://www.tatapower-ddl.com/" target="_blank" rel="noopener noreferrer">TPDDL</a>) announced that it installed 200,000 smart meters across its consumer segments. It supplies electricity to a population of seven million in North Delhi, with 1.7 million registered consumers.</p>
<p>Tata Power Delhi Distribution is a joint venture between the Government of the National Capital Territory of Delhi and Tata Power Company Limited.</p>
<p>The distribution company (DISCOM) said that it had installed these smart meters in its domestic, industrial, and commercial segments under its advanced metering infrastructure (AMI) projects with radiofrequency canopy network. It noted that it was working with <a href="https://www.landisgyr.com/" target="_blank" rel="noopener noreferrer">Landis+Gyr</a>, a smart metering and smart grid solutions provider, and <a href="https://new.siemens.com/global/en.html" target="_blank" rel="noopener noreferrer">Siemens</a>.</p>
<p>The DISCOM further added that it has been able to raise around 350,000 bills with actual readings instead of provisional ones during the lockdown and that it has avoided over 150,000 visits per month to consumers’ premises in this period.</p>
<p>“The installation of smart meters is proving to be of great help during the ongoing pandemic as it provides a win-win platform for both the utility and the consumers through very tangible benefits such as remote meter reading, improving billing and collection efficiency, curbing power theft, reducing aggregate technical &amp; commercial losses, incentivizing energy conservation and facilitating easy bill payments,” said Ganesh Srinivasan, CEO, Tata Power-DDL.</p>
<p>Mercom recently <a href="https://mercomindia.com/now-time-smart-meters-india/" target="_blank" rel="noopener noreferrer">reported</a> on how smart meters would be the much-needed solution to most of the Indian power sector’s problems. They require minimal direct human interaction and have other widespread benefits that will be felt across the entire power value chain. Given the fact that social distancing is the new normal, there is no better time to implement smart meters than now.</p>
<p>A little earlier, the Energy Efficiency Services Limited <a href="https://mercomindia.com/eesl-installs-smart-meters-discoms-covid-crisis/" target="_blank" rel="noopener noreferrer">announced</a> that it had installed over 1.2 million smart meters in India to date under the Ministry of Power’s smart meter national program. The MoP’s public sector undertaking also said that it enabled DISCOMs to generate a billing efficiency of 95% through the use of its smart meters during the lockdown. The EESL report showed that all states where smart meters were installed had good results, with an average increase in the billing of nearly 25%. In the New Delhi Municipal Council (NDMC) area of the national capital, with a billing efficiency of over 99%, revenue has gone up by ₹500 (~$7) per month per meter.</p>
<p>Smart meters can also help consumers monitor and regulate their consumption so they can save money on power bills. The increase in revenue can help DISCOMs <a href="https://mercomindia.com/government-ailing-power-discoms-coronavirus/" target="_blank" rel="noopener noreferrer">clear</a> their dues to generators on time, as well. Smart meters have far-reaching benefits within the entire power sector.</p>

Tata Power Installs 200,000 Smart Meters in the National Capital

<p>Tata Power Delhi Distribution Limited (TPDDL), a power distribution company (DISCOM), will be installing 2,50,000 smart meters in North and Northwest Delhi by end 2018.</p>
<p>The 2,50,000 smart meters will be installed under the first phase of its Advanced Metering Infrastructure (AMI) project and will cost around ₹1 billion (~$15.6 million). The communication canopy infrastructure will be in place by the end of December 2017 and the smart meters will be available from February to March 2018. Installation will be complete by the end of 2018.</p>
<p>The first phase of the project is being implemented in partnership with the global energy management pioneer Landis+Gyr. Phase I will include installing 50,000 three phase meters and 2,00,000 single phase meters.</p>
<p>The TPDDL is working on &#8220;the largest&#8221; smart metering project in the country, which will enable improved operational efficiency and benefit its consumers in Delhi, said Praveer Sinha, CEO, and MD TPDDL.</p>
<p>The TPDDL plans to install 1,80,000 smart meters in Delhi over the next seven to eight years. The estimated cost is ₹20 billion (~$312 million) for the entire project.</p>
<p>The second phase of the implementation will include 5,00,000 single phase meters and 50,000 three phase meters is scheduled to begin in April 2019.</p>
<p>&#8220;It is the largest project in the country and will have several benefits for consumers, such as sharing their power consumption pattern. It will also include meter tampering and power theft deterrents, and ensure better service,&#8221; said Mr. Sinha.</p>
<p>The company will bear the whole cost of the smart meters, with no added cost to consumers for installation of smart meters.</p>
<p>Smart meters are electronic devices that establish two-way communication between the consumer and the power utility by sending power consumption information at regular intervals.</p>
