					</table><p>Romania’s <a href="https://energie.gov.ro/" target="_blank" rel="noopener">Ministry of Energy</a> has launched the third contracts for difference (CfD) auction for 290 MW of onshore wind energy projects.</p>
<p>Bids must be submitted by November 14, 2025. The successful bidders will be announced on December 3.</p>
<p>The maximum strike price for the auction has been set at €80 (~$93.13) per MWh.</p>
<p>Successful bidders or special purpose vehicles set up by them must provide a performance bond of €75,000 (~$87,307.50)/MW.</p>
<p>The projects must be commissioned within 36 months from the signing of the CfD contract.</p>
<p>The third CfD auction, which will grant operating aid for new onshore wind energy projects, is part of Romania’s broader effort to accelerate renewable energy deployment and ensure price stability for clean power producers.</p>
<p>Both bidders and their proposed projects must comply with the technical eligibility criteria. They must also indicate the proposed installed capacity in megawatts and specify the target commissioning date.</p>
<p>The total estimated budget for the state aid program amounts to €3 billion (~$3.49 billion). C.N.T.E.E. Transelectrica, the designated CfD program operator, will evaluate the financing applications.</p>
<p>The European Commission had approved €3 billion (~$3.49 billion) last year for Romania’s aid program.</p>
<p>In August this year, Romania’s Ministry of Energy <a href="https://www.mercomindia.com/romania-awards-second-renewables-auction" target="_blank" rel="noopener">awarded</a> 2,751 MW of solar and wind projects under the second CfD auction. Following the analysis of financial offers, 49 applicants were declared winners. Twenty-six bidders were awarded solar projects with a total capacity of 1,488 MW at a tariff of €40.35 (~$47.21)/MWh. The auction was for a capacity of 3,472 MW, comprising 2,000 MW of onshore wind and 1,472 MW of solar energy projects.</p>
<p>The first CfD auction was launched in September 2024 for 500 MW of solar and 1 GW of wind capacity.</p>
<p>In February, Romania <a href="https://www.mercomindia.com/scatec-net-loss-q4" target="_blank" rel="noopener">awarded</a> a 15-year CfD to Norway-based renewable energy solutions provider Scatec for a 190 MW project as part of the country’s 5 GW CfD program.</p>

					</table><p>Romania’s <a href="https://energie.gov.ro/" target="_blank" rel="noopener">Ministry of Energy</a> has awarded 2,751 MW of solar and wind projects under the latest Contracts for Difference (CfD) auction.</p>
<p>Following the analysis of financial offers, 49 applicants were declared winners. Twenty-six bidders were awarded solar projects with a total capacity of 1,488 MW at a tariff of €40.35 (~$47.21)/MWh. In comparison, 23 bidders were awarded onshore wind projects, with a total capacity of 1,263 MW for a tariff of €73.89 (~$86.45)/MWh.</p>
<p>Of the total 91 offers submitted for both technologies, 83 were declared eligible for the financial evaluation stage. The bids received were 1,263 MW for onshore wind and 3,160 MW for solar.</p>
<p>The tender was <a href="https://www.mercomindia.com/romania-announces-auction-for-3-4-gw-solar-and-wind-projects/" target="_blank" rel="noopener">issued</a> in May this year.</p>
<p>“In this auction round, we attracted investments for 2,751 MW of clean and cheap energy, 37% more than the target of 2,000 MW assumed through the National Recovery and Resilience Plan, and at prices up to 50% lower than the maximum allowed,” said Bogdan Ivan, Minister of Energy.</p>
<p>The evaluation procedure for this round took place between July 11 and August 12, 2025.</p>
<p>CfD is a support mechanism through which electricity producers are guaranteed a stable price (strike price) for the energy produced. This mechanism helps stimulate investments in new renewable capacity and ensure long-term market stability.</p>
<p>Each winning bidder will sign the power purchase agreement with the Electricity and Natural Gas Market Operator “Opcom” SA, at the strike price proposed in the offer.</p>
<p>The Ministry of Energy, together with the CfD program operator, CNTEE Transelectrica SA, oversees the state aid program in the form of CfD, intended to support electricity production from onshore wind energy and solar energy.</p>

					</table><p>The Romanian <a href="https://energie.gov.ro/" target="_blank" rel="noopener">Ministry of Energy</a> has announced the second auction under the State Aid Scheme through contracts for difference (CfD) to increase renewable energy production from onshore wind and solar sources.</p>
<p>The auction is for a capacity of 3,472 MW, with 2,000 MW for onshore wind and 1,472 MW for solar energy projects. The maximum strike prices are set at €80 (~$89.72)/MWh for wind and €73 (~$81.87)/MWh for solar projects.</p>
<p>The first CfD auction was launched in September 2024, including 500 MW of solar and 1 GW of wind capacity. The current auction was issued after the success of the first round, which allocated 432 MW of solar capacity.</p>
<p>Bids must be submitted by June 15, 2025. The auction results will be published on July 30.</p>
<p>The Ministry is removing the 25% cap on the maximum capacity awarded per applicant to allow bidders to scale their projects and encourage a more competitive strike price.</p>
<p>There are no restrictions on the quoted capacity in megawatts. Therefore, any applicant can submit multiple bids and obtain CfD for the capacity offered.</p>
<p>To reduce the risk of losing a marginal bid for a large capacity, the existing rules cap marginal bids at 120%.</p>
<p>Sebastian Burduja, Minister of Energy, said, “Our objective is clear: more renewable energy, better prices for consumers, and consolidated energy independence, in parallel with all our efforts to increase storage capacity.” He expressed confidence in Romania’s renewable energy future.</p>

<p>Europe’s solar installations <a href="https://www.mercomindia.com/global-solar-installations-hit-a-record-597-mw-in-2024-report" target="_blank" rel="noopener">increased</a> by 15% in 2024, according to a report by SolarPower Europe. Global solar installations hit a record high of 597 GW in 2024, a 33% increase year-over-year from 2023.</p>


Romania Announces Auction for 3.4 GW Solar and Wind Projects

<p><a href="https://ruseriosolar.com/" target="_blank" rel="noopener">Ruserio Solar</a>, a special purpose vehicle of the Dhamija Group, has invited expressions of interest (EoIs) from contractors for the engineering, procurement, and construction (EPC) of a 113 MW solar power project in the Bucsani district of Romania.</p>
<p>The successful bidder will also have to take care of the operation and maintenance activities of the project.</p>
<p>The last date to submit the bids is March 31, 2022. Early development works for the project will start from April 15, and the PPA negotiation will be concluded by May 1. The EPC and O&amp;M selection will take place on September 2.</p>
<p>The project&#8217;s commercial operation date is scheduled for April 30, 2024.</p>
<p>The project will involve signing the power purchase agreement (PPA) with the offtaker and power trading at the Romania gas and electricity market operator.</p>
<p>Only bifacial modules with an efficiency of 25.9% will be used for the project. The potential vendors of the modules include Jinko, Trina Solar, LONGi, and Risen Solar.</p>
<p>Inverters with maximum AC output power of 6.25 MW are slated to be used with 98.7% efficiency in the project. ABB, SMA Solar, and Sungrow are the possible vendors considered for the project.</p>
<p>The project is proposed to be connected to the national transport PowerGrid through a 400 kV substation connected in an in-out configuration to one of the two powerlines in the vicinity owned by Transelectrica.</p>
<p>All the materials and equipment used for constructing the project substation and connection powerline should be manufactured by well-established international or Romanian manufacturers. They should comply with the European and Romanian norms and regulations.</p>
<p>By Romanian legislation, the design and execution of electrical installations on Romanian territory must be performed by companies approved by the Energy Romanian Authority.</p>
<p>In line with its key strategic objectives &#8211; energy sector&#8217;s sustainability, energy security, and green energy generation, Romania has a total installed renewable energy capacity of 20.61 GW, with solar accounting for 28%, as of 2019.</p>
<p>Recently, Econergy Renewable Energy, an independent power producer, <a href="https://mercomindia.com/project-finance-brief-econergy-secures-funding/" target="_blank" rel="noopener">secured</a> €200 million (~$227 million) for its Romanian and Polish solar projects through joint ventures with Phoenix Insurance and RGreen Invest. The loan will be used for solar projects in Romania and Poland that are expected to start construction in 2022.</p>
