Romania Launches Third CfD Auction for 290 MW of Onshore Wind Projects

Romania’s Ministry of Energy has launched the third contracts for difference (CfD) auction for 290 MW of onshore wind energy projects.

Bids must be submitted by November 14, 2025. The successful bidders will be announced on December 3.

The maximum strike price for the auction has been set at €80 (~$93.13) per MWh.

Successful bidders or special purpose vehicles set up by them must provide a performance bond of €75,000 (~$87,307.50)/MW.

The projects must be commissioned within 36 months from the signing of the CfD contract.

The third CfD auction, which will grant operating aid for new onshore wind energy projects, is part of Romania’s broader effort to accelerate renewable energy deployment and ensure price stability for clean power producers.

Both bidders and their proposed projects must comply with the technical eligibility criteria. They must also indicate the proposed installed capacity in megawatts and specify the target commissioning date.

The total estimated budget for the state aid program amounts to €3 billion (~$3.49 billion). C.N.T.E.E. Transelectrica, the designated CfD program operator, will evaluate the financing applications.

The European Commission had approved €3 billion (~$3.49 billion) last year for Romania’s aid program.

In August this year, Romania’s Ministry of Energy awarded 2,751 MW of solar and wind projects under the second CfD auction. Following the analysis of financial offers, 49 applicants were declared winners. Twenty-six bidders were awarded solar projects with a total capacity of 1,488 MW at a tariff of €40.35 (~$47.21)/MWh. The auction was for a capacity of 3,472 MW, comprising 2,000 MW of onshore wind and 1,472 MW of solar energy projects.

The first CfD auction was launched in September 2024 for 500 MW of solar and 1 GW of wind capacity.

In February, Romania awarded a 15-year CfD to Norway-based renewable energy solutions provider Scatec for a 190 MW project as part of the country’s 5 GW CfD program.
