					</table><p>Haryana Renewable Energy Development Agency (<a href="https://hareda.gov.in/" target="_blank" rel="noopener">HAREDA</a>) has invited bids to empanel vendors on an annual rate contract basis to set up a tentative aggregate of 8.4 MW of grid-connected rooftop solar projects with a net metering facility at various locations in the state.</p>
<p>The projects are to be installed without any battery bank and are expected to cost approximately ₹319.5 million (~$3.85 million).</p>
<p>The last date to submit the bids is March 11, 2024. Bids will be opened on the same day.</p>
<p>The scope of work design, supply, erection, testing, and commissioning of the projects with comprehensive operation and maintenance for seven years, including supply of solar generation and bi-directional meter.</p>
<p>The tender proposes to install 150 rooftop solar systems of 1 kW to 10 kW capacity, 110 systems with 11 kW to 50 kW capacity, 10 systems with 51 kW to 100 kW, and 20 systems with 101 kW to 500 kW capacity.</p>
<p>Bidders can bid for the entire capacity. Bids for the partial capacity of a single group will not be accepted under the tender.</p>
<p>Projects with 1 kW to 100 kW capacities must be commissioned within three months of receiving the work order, and projects with 101 kW to 500 kW capacities must be commissioned within four months of receiving the work order.</p>
<p>Bidders must pay a tender fee of ₹5,000 (~$60.32), an e-service fee of ₹1,000 (~$12.06), and an earnest money deposit of ₹200,000 (~$2,413).</p>
<p>Haryana-based manufacturing Micro and Small Enterprises, Khadi Village Industries Unit, Startups, or First-Generation Entrepreneurs will be exempted from the tender fee and earnest money deposit.</p>
<p>Bidders must be manufacturers of solar cells/modules or system integrators.</p>
<p>Only domestically manufactured solar modules with domestically manufactured solar cells can be used for these projects. The tender has specified the requirement for crystalline silicon solar cells with Bureau of Indian Standards (BIS) certification for IS 14286 and IS 61730 (Part I, Part II).</p>
<p>The modules must be from the Ministry of New and Renewable Energy’s latest Approved List of Models and Manufacturers order.</p>
<p>The solar inverters must be tested from the MNRE-approved test centers, National Accreditation Board for Testing and Calibration Laboratories, BIS, or International Electrotechnical Commission accredited testing-calibration laboratories.</p>
<p>International test houses should have approved imported inverter/micro inverter/power conditioning units.</p>
<p>Bidders should have completed the supply, installation, and commissioning of grid-connected rooftop solar projects of minimum 3.36 MW cumulative capacity for any state or central government agency/department/organization/autonomous body or private sector duly verified from April 1, 2019, to the closing date of the bid.</p>
<p>They must have a minimum average annual turnover of ₹100.8 million (~$1.22 million) and a positive net worth in the last three financial years.</p>
<p>Recently, Himachal Pradesh Energy Development Agency <a href="https://www.mercomindia.com/himachal-pradesh-floats-rooftop-solar-projects" target="_blank" rel="noopener">invited</a> bids to empanel vendors for the rate contract to design, manufacture, supply, erect, test, and commission rooftop solar power projects of capacities ranging from 1 kW to 500 kW under the net metering and net billing program.</p>

					</table><p>Jharkhand Renewable Energy Development Agency (<a href="https://www.jreda.com/" target="_blank" rel="noopener">JREDA</a>) has invited bids for a rate contract to install and commission 3 MW of grid-connected rooftop solar systems of various capacities with and without battery packs on government buildings in the state.</p>
<p>The successful bidder will also have to take care of the operation and maintenance of the project for five years.</p>
<p>The last date to submit the bids online is November 21, 2022. Bids will be opened on November 23.</p>
<p>The project&#8217;s estimated cost is ₹240 million (~$2.89 million).</p>
<p>Bidders will have to submit ₹208,000 (~$2,511) as an earnest money deposit (EMD) for the lot size of 100 kW. Bidders quoting for higher capacities are required to submit EMD in the same proportion. Successful bidders will have to submit a security deposit at 10% of the allotted work order value on or before 15 days from the date of issuance of the work order.</p>
<p>Also, the successful bidder will have to furnish an amount equivalent to 5% of the allotted work order, valid for five years, on or before the release of payment for the installation.</p>
<p>The projects have been grouped into the following categories:</p>

The battery packs must be of 4.8 Ampere Hours (AH)/Wp.</p>
<p>To be eligible, bidders should have previously executed three similar works, each equal to the maximum capacity under individual categories or one similar work equal to the maximum capacity under the category for any government organization or public sector undertaking in the last seven years.</p>
<p>Bidders from micro and small enterprises (MSEs) of Jharkhand should have previously executed two similar works, each equal to the maximum capacity under each category, or one similar work equal to the maximum capacity under the category for any government organization or public sector undertaking in the last seven years.</p>
<p>The average annual financial turnover of bidders during the last three financial years should be at least 30% of the estimated cost of the bid capacity during the last three financial years.</p>
<p>For MSEs, bidders should have an average annual turnover of 10% of the bid capacity during the last three financial years.</p>
<p>Bidders should have a positive net worth on the last day of the previous financial year.</p>
<p>The solar modules to be used for the project should have a warranty of 25 years.</p>
<p>The select contractor must install the rooftop solar systems within 120 days of the agreement signing. If they fail to complete the project on time, they will be liable to pay JREDA liquidated damages at 1% per week, subject to a maximum of 15% of the work value delayed beyond the contract period.</p>
<p>In September last year, JREDA <a href="https://mercomindia.com/bids-5-mw-rooftop-solar-government-buildings-jharkhand/" target="_blank" rel="noopener">invited</a> bids to install and commission 5 MW of grid-connected rooftop solar projects of various capacities on government buildings in the state.</p>
<p>Earlier, JREDA had <a href="https://mercomindia.com/tender-empanel-installers-5-mw-rooftop-jharkhand/" target="_blank" rel="noopener">invited</a> bids to empanel agencies to identify rooftops, design, install, and commission 5 MW of grid-connected residential rooftop solar systems of various capacities in Giridih city of Jharkhand.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, Jharkhand has issued tenders for 108 MW capacity of rooftop solar systems to date.</p>

Bids Invited for 3 MW of Rooftop Solar Systems on Government Buildings in Jharkhand

<p>Tamil Nadu Energy Development Agency (<a href="https://teda.in/" target="_blank" rel="noopener">TEDA</a>) has issued a notice inviting tender (NIT) for a rate contract for installing 10 MW of grid-connected rooftop solar systems atop various government buildings in Tamil Nadu.</p>
<p>The project must be completed within 90 days of securing permission from the officials to carry out the works. The successful bidders must provide five years of operation and maintenance (O&amp;M) services.</p>
<p>Bidders must pay a non-refundable tender processing fee of ₹10,000 (~$131). They must also furnish an earnest money deposit of ₹1 million (~$13,100).</p>
<p>The last day to submit the bids is May 25, 2022. The bids will be opened on the same day.</p>
<p>Successful bidders must remit 5% of the total project cost as a security deposit within 15 days from the issue of the letter of acceptance.</p>
<p>Bidders must have an average annual turnover of ₹5 million (~$65,465) in the last three financial years ending 2020-21. Bidders must also have a positive net worth in the last three financial years.</p>
<p>Bidders must have designed, supplied, installed, and maintained grid-connected rooftop solar systems of 10 kW and above, having a cumulative capacity of 500 kW spread across India during the last five years ending 2020-21. The works must have been executed under state nodal agencies, government organizations, and public sector undertakings.</p>
<p>If delivery is delayed, liquidity damages of 1% will be charged on the unfinished quantity per week or part thereof, subject to a maximum of 10% of the contract price.</p>
<p>Only modules listed in the Ministry of New and Renewable Energy’s list of models and module manufacturers under the Approved List of Models and Manufacturers (ALMM) regulation can be used. The modules must carry a warranty of a minimum of 25 years. The modules must be warranted for their output peak watt capacity, which must not be less than 90% at the end of 10 years and 80% at the end of 25 years.</p>
<p>The comprehensive maintenance charge (CMC) for five years is fixed at 10% of the project cost at a 2% escalation per year. The maintenance must include replacing all parts or components found defective due to manufacturing defects or wear and tear, free of cost. If the module is not functional, it should be repaired, restored, or replaced within seven days. If the successful bidder fails to restore the project to good working condition within seven days, a penalty of ₹500 per day of the breakdown period beyond seven days will be levied.</p>
<p>TEDA has <a href="https://mercomindia.com/empanelment-tender-12-mw-rooftop-tamil-nadu/" target="_blank" rel="noopener">issued</a> a notice inviting tender to empanel vendors to install 12 MW of grid-connected residential rooftop solar systems in Tamil Nadu.</p>

Bids Invited to Install 10 MW of Rooftop Solar on Government Buildings in Tamil Nadu

<p>Rajasthan Electronics and Instruments Limited (<a href="http://www.reiljp.com/default.aspx" target="_blank" rel="noopener">REIL</a>), a joint venture between the government of India and the government of Rajasthan, has invited bids for rate contract manufacturing of 10,000 polycrystalline solar modules of wattage capacity greater than 330 Wp made from 72 polycrystalline solar cells.</p>
<p>The last date to submit the bids is November 8, 2021. Bids will be opened on November 9.</p>
<p>The tender is open for only Indian module manufacturers, and the bidder should specify that the cells have been procured from an Indian manufacturer or a foreign manufacturer.</p>
<p>The total quantity is to be supplied within three months from the date of the issuance of the purchase order.</p>
<p>The successful bidder will have to furnish an amount of 5% of the contract value as the performance bank guarantee.</p>
<p>The solar modules must be free of cracks, air bubbles, cuts, patches, spots, marks, mechanical damage, or color and pattern mismatches.</p>
<p>The successful bidder should provide a warranty of five years and six months from the date of supply against any manufacturing defect. The peak watt capacity of the solar modules should not be less than 90% at the end of ten years and 80% at the end of 25 years.</p>
<p>REIL has stated that the modules should perform satisfactorily with ambient temperatures between -10°C and +85°C and should withstand gusts up to 170 Km/hour on the panel&#8217;s surface. Each solar module should be checked for conformity with the International Electrotechnical Commission (IEC) standards, and no negative power tolerance will be accepted.</p>
<p>The interconnected cells should be laminated in vacuum to withstand adverse environmental conditions.</p>
<p>The bidder should have a minimum of 20 MW per annum of in-house module manufacturing capacity, and the modules should be manufactured at the vendor&#8217;s facility. The vendor should have manufactured and supplied 3 MW of solar modules during the last year.</p>
<p>The vendor should have manufactured solar modules using indigenous or imported cells, which must have been used in projects in successful operation for at least 24 months as on the last day of the previous financial year. A performance certificate or letter from the client is required to support the claim.</p>
<p>A manufacturer&#8217;s test report and a quality certificate must accompany all consignments indicating compliance with the required specification.</p>
<p>As per the tender document, 20% of the tendered quantity has been earmarked for micro and small enterprise (MSE) suppliers. Out of the 20%, 4% has been allocated for procurement from MSEs owned by Scheduled Caste and Scheduled Tribe entrepreneurs.</p>
<p>An MSE vendor quoting within the price band of L1 (lowest bid) +15% will be allowed to supply the portion of the requirement subject to the acceptance of the L1 price.  In the case of more than one such MSE vendor, the supply will be shared proportionately.</p>
<p>Recently, REIL <a href="https://mercomindia.com/rajasthan-electronics-invites-bids-solar-modules-2/" target="_blank" rel="noopener">invited</a> bids to procure 7,000 solar modules of minimum 380 W made from 72 monocrystalline solar cells.</p>
<p>Earlier, REIL had <a href="https://mercomindia.com/rajasthan-electronics-issues-tender/" target="_blank" rel="noopener">issued</a> a rate contract tender for 8,000 monocrystalline or polycrystalline solar modules of 160W, 320W, 325W, and 340W.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, REIL has issued tenders to procure 116,610 solar modules to date.</p>

Rate Contract Tender Issued for Manufacturing 10,000 Polycrystalline Solar Modules

<p>The Agency for New and Renewable Energy Research and Technology (<a href="https://www.anert.gov.in/" target="_blank" rel="noopener noreferrer">ANERT</a>) has invited bids from empanelled agencies for the rate contract of 10 MW of solar power projects.</p>
<p>&#8220;The tender has been floated for both ground-mounted and rooftop solar projects initiated by ANERT across Kerala,&#8221; an ANERT official told Mercom. The solar systems would vary between 1 kW and 10 kW based on the conditions and specifications incorporated in the tender.</p>
<p>The last date to submit the bids is October 20, 2020. Interested bidders will have to submit an amount of ₹500,000 (~$6,849) as the earnest money deposit (EMD).</p>
<p>The contract will also include a warranty for five years. As per the document, the projects should be commissioned within three months.As per the tender document, the rate quoted by the bidder should be all-inclusive, including the delivery of materials at the locations to be specified, and the cost of materials and labor for the civil works, installation, and commissioning, warranties, net metering, remote monitoring facility, insurance, GST, and all other expenses.</p>
<p>During the bidding process, the price quoted should include the initial cost of supply, installation and commissioning, and support during the warranty period of five years.  The bidder&#8217;s average annual turnover should be ₹20 million (~$273,976) in the last three financial years.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener noreferrer">India Solar Tender Tracker</a>, ANERT has so far floated nearly 16.61 MW of solar tenders.</p>
<p>In July this year, it <a href="https://mercomindia.com/anert-floats-dcr-tender-solar-kerala/" target="_blank" rel="noopener noreferrer">issued</a> a request for selection for 6 MW of grid-connected ground-mounted solar systems in Palakkad, Kerala. The projects are to be installed at Moongilmada village in Chittoor Taluk, Palakkad district, along with power evacuation facilities for the 110 kV substation at Kozhinjampara.</p>
<p>Last year, ANERT had <a href="https://mercomindia.com/anert-tender-off-grid-solar-kerala/" target="_blank" rel="noopener noreferrer">issued</a> a tender for 10 MW of off-grid solar power projects at public institutions across 14 districts in Kerala. The scope of the work included the supply, installation, and commissioning of the off-grid solar power projects with battery banks and load sharing.</p>
