Rajasthan Electronics and Instruments (REIL) has invited bids for rate contracts to set up 1.35 MW of grid-connected rooftop solar projects on government buildings in Uttar Pradesh.

The last date to submit bids is June 11, 2025. Bids will be opened June 12.

Bidders must submit an earnest money deposit of ₹999,000 (~$11,631.8) and a performance guarantee of 10% of the contract amount.

They must also submit a tender fee of ₹1,000 (~$11.64).

The rate contract has been estimated at ₹49.95 million (~$581,588), and the ceiling limit at ₹37,000 (~$430.8)/kWh.

The scope of work covers survey, design, supply, engineering, erection, testing, and commissioning of the projects.

It also covers operation and maintenance (O&M) for 10 years. O&M rates will be 10% of the total cost.

Selected bidders are responsible for preliminary visual assessment of the roof, water arrangements, electricity, security, and determining optimal capacity for setting up the projects.

They must make arrangements for materials, manpower, scaffolding materials, machinery, transportation, loading/unloading, packaging and unpackaging, and safe storage of materials.

The solar modules used must have a minimum capacity of 540 Wp and meet a minimum efficiency of 21%.

The projects must be equipped with a remote monitoring system.

Successful bidders must ensure a minimum capacity utilisation factor (CUF) of 17%. They must maintain a minimum performance ratio of 75%.

Bidders must pay a penalty of ₹5 (~0.058)/kWh for the shortfall in performance ratio and annual CUF.

Bidders must have completed at least one of the following:

• Three similar works amounting to at least 40% of the estimated cost (₹19.9 million (~$231,704))
• Two similar works amounting to at least 50% of the estimated cost (₹24.97 million (~$290,736))
• One similar work amounting to at least 80% of the estimated cost (₹39.96 million (~$465,270))

Bidders must have a minimum annual turnover of at least ₹14.98 million (~$174,418) in the last three financial years.

In May 2025. REIL invited bids for rate contracts to implement 1 MW of grid-connected rooftop solar systems on government buildings in Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, Daman and Diu, Maharashtra, Goa, and Chhattisgarh.

In April 2025, it invited bids for rate contracts to develop 1.14 MW grid-connected rooftop solar projects on government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Puducherry, and Lakshadweep.
