					</table><p>Larsen and Toubro (<a href="https://www.larsentoubro.com/" target="_blank" rel="noopener">L&amp;T</a>) has won the engineering procurement and construction (EPC) contract for the Solar Energy Corporation of India’s (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) 100 MW floating solar power project to be set up at Getalsud Dam in Ranchi, Jharkhand.</p>
<p>The scope of work will include the design, engineering, supply, construction, erection, testing, and commissioning of the project. The company will also be responsible for the project’s operation and maintenance (O&amp;M) for five years.</p>
<p>L&amp;T quoted a total contract price of ₹6.06 billion (~$73.13 million) to win the contract. The price comprises ₹5.9 billion (~$71.19 million) for the EPC price, including all taxes and duties, and ₹157.6 million (~$1.90 million) for the O&amp;M price, including the GST for five years.</p>
<p>The EPC contract awarded to L&amp;T has a deemed export benefit component comprising of the Basic Customs Duty (BCD) component on modules and inverters amounting to ₹812.02 million (~$9.80 million) excluding GST on BCD value or ₹924.08 million (~$11.15 million) including GST on BCD value. The exemption was granted to L&amp;T in line with the declaration they had submitted under the Deemed Export benefit and Against Project Authority Certificate provided by SECI.</p>
<p>The project is tendered through International Competitive Bidding and funded by the World Bank. Therefore, it was treated as a Deemed Export and exempted from BCD for the imported supply of the goods against “Project Authority Certificate (PAC).”</p>
<p>SECI had <a href="https://www.mercomindia.com/seci-epc-tender-floating-solar-jharkhand" target="_blank" rel="noopener">floated</a> the EPC tender for the project back in February 2022.</p>
<p>In September 2023, the Jharkhand State Electricity Regulatory Commission <a href="https://www.mercomindia.com/jharkhand-discom-procure-power-100-mw-floating-solar" target="_blank" rel="noopener">allowed</a> the Jharkhand Bijli Vitran Nigam (JBVNL) to procure 100 MW of power from this floating solar project to fulfill its renewable purchase obligation.</p>
<p>The Commission added that JBVNL should procure power from the project at a ceiling price of ₹3.50 (~$0.042)/kWh or lower.</p>
<p>SECI will have to file a petition for tariff determination after the project is commissioned.</p>
<p>JBVNL, in its petition, emphasized that the project would receive a ‘must Run’ designation, exempt from merit order dispatch by the JBVNL. Power from the project would be injected at a single point into the state transmission utility of Jharkhand Urja Sancharan Nigam at the interconnection point.</p>

L&T Wins ₹6.06 Billion EPC Contract for SECI’s 100 MW Floating Solar Project

					</table><p>Central Mine Planning &amp; Design Institute (<a href="https://www.cmpdi.co.in/en" target="_blank" rel="noopener">CMPDI</a>), a subsidiary of <a href="https://www.coalindia.in/" target="_blank" rel="noopener">Coal India</a>, has invited bids for the construction of 6.25 MW of grid-connected solar project along with its operation and maintenance for five years.</p>
<p>The project will be commissioned for <a href="https://www.centralcoalfields.in/hindi/ind/indexh.php" target="_blank" rel="noopener">Central Coalfields</a> at various locations in Kathara in Bokaro, Jharkhand.</p>
<p>The selected developer will be responsible for designing, erecting, testing, and commissioning a 3 MW solar project at Jarangdih old coal mine overburden (OB) dump site; a 1.5 MW solar project behind the Russian colony site; a 1.25 MW solar project at the old regional store, Jarangdih site; and a 0.5 MW project at CPP (coal preparation plant) colony site in Bokaro.</p>
<p>The last date for submission of the bids is August 31, 2023. Bids will be opened on the next day.</p>
<p>The project&#8217;s estimated value is ₹450.87 million (~$5.45 million).</p>
<p>Bidders must submit an earnest money deposit of ₹5 million (~$60,399). The successful bidders must submit a performance security equivalent to 5% of the contract amount, to be submitted within 21 days of receiving the award letter.</p>
<p>The scope of work includes designing, engineering, supplying, constructing, on-site storage, civil works, permits, licenses, and insurance for the project.</p>
<p>The projects must be commissioned within 240 days of receiving the award letter.</p>
<p>The selected bidder must ensure that the solar modules used in the project come with a minimum of 32.5% DC overloading. The bidder must arrange a Supervisory Control and Data Acquisition system for the project for remote monitoring.</p>
<p>The bidder must use string inverters of suitable capacity for each project.</p>
<p>The selected bidder must construct a control or substation building at each of the four locations with a minimum plinth area as specified in the tender document.</p>
<p>The modules used for the project must be included in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>To be eligible, bidders must have in the last seven years completed three similar works, each costing not less than 20% of the estimated project cost, or two similar works, each costing not less than25% of the estimated project cost, or one similar work costing not less than 40% of the estimated project cost.</p>
<p>The project must have been in operation for at least the last six months before the bid opening date.</p>
<p>The average annual turnover of the bidders during the last three years must be at least 30% of the estimated tendered project cost.</p>
<p>Bidders must submit the certificate of possessing adequate working capital, i.e., at least 20% of the annualized value or estimated value, whichever is less of this project, including access to lines of credit and availability of other financial resources to meet the requirement.</p>
<p>Earlier this month, CMPDI <a href="https://www.mercomindia.com/coal-india-solar-project-in-jharkhand" target="_blank" rel="noopener">invited</a> bids to implement a grid-connected 8.5 MW solar project for Central Coalfields.</p>

CMPDI Issues Tender to Develop 6.25 MW Solar Projects in Jharkhand

<p>The Central Electricity Authority (CEA) has released the second part of its 19<sup>th</sup> Electric Power Survey (EPS), which forecasts the power consumption across 20 cities in India.</p>
<p>The forecast is vital for the power sector to meet the future requirement of various segments and assess electricity demand on a medium and long-term basis. So far, 18 such surveys have been conducted. The 19th EPS Committee, constituted by the CEA in June 2015, carried out EPS of 45 mega-cities as well.</p>
<p>The 20 cities covered in the part-II of the survey include- <strong>Agra, Aurangabad, Bengaluru, Gangtok, Hyderabad, Jammu, Jodhpur, Kanpur, Kolkata, Kota, Lucknow, Mumbai, Nagpur, Srinagar, Port Blair, Pune, Ranchi, Surat, Varanasi &amp; Vishakhapatnam. </strong></p>
<p>According to the report, Mumbai leads the energy requirement with 21,977 Million Units (MU) of energy demand in 2019-2020. The city’s need is expected to rise by 2.37% in 2024-2025 to 24,709 MU.</p>
<p>Hyderabad comes second on the list with 21,799 MU. The city’s requirement will rise by 6.63% in 2024-2025 to 30,054 MU, which is significantly higher than Mumbai.</p>
<p>This prediction is based on the compound annual growth rate (<strong>CAGR</strong>) that is used to measure the average yearly growth over a period of time.</p>

<p>Interestingly, Ranchi’s energy requirement in terms of CAGR is higher than Hyderabad at 6.81% in 2029-2030, albeit Ranchi’s current energy demand is only 1,986 MU and is expected to rise to 3,836 MU in the next decade.</p>
<p>The report also forecasts the transmission and distribution (T&amp;D) loss each city will face in the next ten years. Vishakhapatnam had the lowest T&amp;D losses in 2019-2020 at 3.80%, which is likely to remain flat throughout the decade.</p>
<p>Meanwhile, Srinagar suffered the highest T&amp;D loss in 2019 at 48%, which is expected to drop to 28% by 2029-2030.</p>

<p>CEA’s latest Load Generation Balance Report (<a href="https://mercomindia.com/india-see-energy-surplus-cea/" target="_blank" rel="noopener noreferrer">LGBR</a>) showed that India is likely to have an energy surplus of 2.7% and a peak surplus of 9.1% for the year 2020-21. The latest LGBR report anticipates that the Northern, Western, Southern, and North-eastern regions will see surplus energy generation of 4.7%, 3.3%, 2.2%, and 2.8%, respectively, in 2020-21.</p>
<p>Notably, between April and June 2020 (Q2), nearly 15.7 billion units of electricity were <a href="https://mercomindia.com/india-solar-generation-increased/" target="_blank" rel="noopener noreferrer">generated</a> from solar-based sources, according to data from the CEA, a 26% increase compared to the same period last year.</p>

Hyderabad’s Energy Requirement in 2025 Could be Higher Than Mumbai’s: CEA Report

<p>The <a href="http://jreda.com/" target="_blank" rel="noopener noreferrer">Jharkhand Renewable Energy Development Agency</a> (JREDA) has reissued its tender for 2 MW of grid-connected canal-top solar power projects at Sikidiri Canal in Ranchi.</p>
<p>The last date for the submission of bids is September 11, 2019. Earlier, the bid-submission deadline was <a href="https://mercomindia.com/jharkhand-epc-tender-2-mw-canal-top-solar/" target="_blank" rel="noopener noreferrer">February 11, 2019</a>.</p>
<p>“The tender received a very low response due to which it has been reissued,” said an official from JREDA.</p>
<p>The general scope of work for the 2 MW canal-top solar PV power project involves the design, engineering, procurement, supply, and construction (EPC) of the grid-connected canal-top solar project, along with the testing, commissioning, and evacuation of a 33 kV solar power substation.  The bidder should be aware that the capacity utilization factor (CUF) should be considered with an AC capacity of 2 MW, and the power should be evacuated at 33 kV voltage level. A metering point should also be included at the solar power substation.</p>
<p>The work also involves the development of a 33 kV switchyard capacity for a minimum of 2 MW of solar evacuation at the generation substation. However, the transmission line from solar project switchyard to the pooling substation will be developed by the <a href="https://www.jbvnl.co.in/" target="_blank" rel="noopener noreferrer">Jharkhand Bijli Vitran Nigam Limited</a> (JBVNL).</p>
<p>The successful bidder will also be responsible for the operation and maintenance of the project for ten years.</p>
<p>The estimated cost of the project is ₹150.7 million (~$2.1 million), and the work needs to be completed within six months. The date for the technical bid is scheduled for September 13, 2019.</p>
<p>Interested bidders need to pay a sum of ₹3.14 million (~$42,126) as the earnest money deposit (EMD).</p>
<p>Interested bidders should have prior experience in the design, supply, installation, and commissioning of solar photovoltaic-based grid-connected power projects of a cumulative installed capacity of 10 MW or above in or outside India.</p>
<p>The bidders should be able to submit the list of projects commissioned along with their work order, the commissioning certificates, and the certificate stating the project’s operation timeline.</p>
<p>According to the JREDA, the financial criteria for the bidders state that their average annual turnover for the last three financial years should be at least ₹50 million (~$698,839).</p>
<p>The canal bank and canal top solar project programs were launched in the financial year 2014-15. Under this program, solar projects have been commissioned in different states including Gujarat, Karnataka, Kerala, Andhra Pradesh, Punjab, Uttarakhand, Uttar Pradesh, and West Bengal.</p>
<p>In a bid to promote these installations, the Ministry of New and Renewable Energy (<a href="http://mnre.gov.in/" target="_blank" rel="noopener noreferrer">MNRE</a>) is also providing a subsidy of ₹30 million (~$0.45 million)/MW of installed capacity for canal bank projects and a subsidy of ₹1.5 million (~$0.22 million)/MW of installed capacity for canal top projects.</p>
<p>In July, <a href="https://mercomindia.com/shivamogga-smart-city-tender-solar-tunga-canal/" target="_blank" rel="noopener noreferrer">Mercom</a> reported that Shivamogga Smart City Limited in Karnataka also issued a Request for Proposal for the construction of 25 MW of solar power projects. The SSCL will develop the solar power project on top of the Tunga canal that passes through Shivamogga city.</p>
<p><a href="https://mercomindia.com/haryana-developers-16-mw-canal-top-solar/" target="_blank" rel="noopener noreferrer">Earlier this year</a>, Haryana Power Generation Corporation had invited an expression of interest to set up 16 MW of canal top solar projects at WYC Hydel Power Station at Bhudkalan, in Yamuna Nagar.</p>

Jharkhand Reissues 2 MW Solar Canal-Top Tender Amid Lukewarm Response

<p>The Jharkhand Renewable Energy Development Agency (<a href="http://www.jreda.com/" target="_blank" rel="noopener">JREDA</a>) is looking for an engineering procurement construction (EPC) firm to set up a canal top solar project in Ranchi. The state agency has issued a tender to set up 2 MW of grid-connected canal top solar project at Sikidiri Canal in Sikidiri village of the state.</p>
<p>The bid-submission deadline is February 11, 2019, and the estimated project cost is ₹164.4 million (~$2.3 million). The successful EPC contractor will have six months from the award of contract to commission the 2 MW grid-connected solar PV canal top project.</p>
<p>The scope of work includes the design and EPC of the grid-connected canal-top solar PV project. The successful EPC contractor will also be responsible for providing operation and maintenance services for 10 years for the grid-connected solar PV canal top project.</p>
<p>Implementing agencies are catching up on canal top solar installations. <a href="https://mercomindia.com/haryana-developers-16-mw-canal-top-solar/" target="_blank" rel="noopener">Recently</a>, the Haryana Power Generation Corporation Limited invited an expression of interest to set up 16 MW of canal top solar PV projects at WYC Hydel Power Station at Bhudkalan in Yamuna Nagar.</p>
<p><a href="https://mercomindia.com/uttar-pradesh-tender-100mw-canal-top-solar-projects/" target="_blank" rel="noopener">Last year</a>, the Irrigation and Water Resource Department in the state of Uttar Pradesh issued a tender to develop 100 MW of grid-connected canal top solar PV projects under public private partnership model.</p>
<p>The canal bank and canal top solar project program was launched in the financial year 2014-15. Under this program, solar projects have been commissioned in eight different states (50 MW of canal banks and 50 MW of canal tops), including Gujarat, Karnataka, Kerala, Andhra Pradesh, Punjab, Uttarakhand, Uttar Pradesh, and West Bengal. Project capacities range from a minimum of 1 MW to a maximum of 10 MW.</p>

Jharkhand Announces EPC Tender for a 2 MW Canal Top Solar Project

<p>Jharkhand has adopted an e-mobility program in partnership with the Energy Efficiency Services Limited (<a href="https://www.eeslindia.org/" target="_blank" rel="noopener">EESL</a>). The Jharkhand Bijli Vitran Nigam Limited (JBVNL) has signed an agreement with EESL for the deployment of 50 electric vehicles (EVs) at various JBVNL offices in Ranchi.</p>
<p>In the first batch, 20 EVs will be handed over to JBVNL, followed by 30 in the next two weeks. Creating a robust supporting infrastructure is equally crucial for promotion of e-mobility and thus 12 charging stations have also been set up at four offices of JBVNL, including their corporate office in Ranchi.</p>
<p>With this development, the state has begun its transition towards a reduced carbon footprint and a more sustainable, greener and cleaner future. It also marks Jharkhand’s participation in India’s e-mobility goal of 30 percent fleet electrification by 2030. Several stakeholders across the nation are already implementing programs across different facets of the electric mobility sector with more expected to join the effort.</p>
<p>With these 50 cars, JBVNL is expected to save over 1.20 lakh liters of fuel every year and it will also lead to a reduction of over 1,400 tons of carbon dioxide annually. In addition to this, JBVNL will make monetary savings in maintenance as the operating cost is one-fourth in comparison to an internal combustion engine.</p>
<p>Jharkhand Chief Minister, Shri Raghubar Das, said in a media statement, “Electric mobility is an attractive, sustainable and profitable solution to mitigate climate change and the threat to public health caused by vehicular emission. Today’s event is an important milestone for ushering in an era of clean, green and future-oriented technologies in Jharkhand. We are glad to join the government of India’s mission of rapid adoption of e-mobility in the country and we would like to see our state at the forefront of this revolution.”</p>
<p>Saurabh Kumar, Managing Director, EESL also said, “The implementation of this project will result in increased awareness among various sectors about the advantages that electric vehicles offer. We will continue to implement energy efficiency schemes in Jharkhand by working closely with the state government.  The signing of this agreement is a significant milestone towards our effort.  We are glad to provide EVs to JBVNL and be a part of the state’s transition to e-mobility.”</p>
<p>EESL has received an encouraging response from central government departments and across states. So far, agreements have been signed with central and state government departments in Delhi, Maharashtra, Andhra Pradesh, and Telangana. EESL is in advance negotiations with other state governments across India.</p>
<p>Towards enabling the Indian government’s e-mobility vision, EESL first plans to replace the government’s 500,000 conventional internal combustion engine (ICE) cars with electric variants. EESL has also established charging infrastructure across all states where EVs are being deployed.</p>
<p><a href="https://mercomindia.com/e-mobility-program-launch/" target="_blank" rel="noopener">Mercom previously reported</a> that in line with the central government’s vision of achieving 100 percent e-mobility by <a href="https://mercomindia.com/100-percent-evs-2030-can-create-300-billion-market-ev-batteries-india/" target="_blank" rel="noopener">2030</a>, National E-Mobility Program has been launched in the country. India is now <a href="https://mercomindia.com/india-plans-deploy-seven-million-electric-vehicles-2020/" target="_blank" rel="noopener">targeting</a> the deployment of 5 million to 7 million electric vehicles across the country by 2020 under the revised National Electric Mobility Mission Plan (NEMMP) 2020, released in August 2017.</p>
<p>EESL is one of the government organizations at the forefront implementing clean energy initiatives in the country, especially energy efficiency initiatives.</p>
