					</table>Larsen and Toubro Renewables (L&amp;T) <a href="https://www.mercomindia.com/lt-bags-epc-contract-for-116-mw-241-mwh-solar-plus-battery-storage-project" target="_blank" rel="noopener">won</a> Bihar State Power Generation Company’s auction for the engineering, procurement, and construction of a 116 MW solar power project integrated with a 241 MWh battery energy storage system (BESS) in Kajra, Lakhisarai district, Bihar. The project’s estimated cost is ₹10.64 billion (~$123.39 million). It must be completed within 18 months. L&amp;T must ensure that it delivers a maximum power of 50.5 MWh for four hours.
India’s renewable energy landscape is <a href="https://www.mercomindia.com/ai-forecasting-and-market-tools-power-dynamic-energy-dispatch-interview" target="_blank" rel="noopener">undergoing</a> a shift, with standalone, vanilla power projects giving way to hybrid projects that combine energy storage systems to ensure a round-the-clock and firm power supply, as well as grid stability. The sector is also navigating issues related to land acquisition, regulatory hurdles, and a power transmission infrastructure shortage. Speaking with Mercom India, Amit Jain, CEO and Country Manager for India, MD Renewables and Batteries India, and South-East Asia at Engie, discussed how his company is navigating this complex landscape and ensuring timely project completion.
The Meghalaya State Electricity Regulatory Commission <a href="https://www.mercomindia.com/meghalaya-notifies-new-dsm-regulations-2025-to-enforce-grid-discipline" target="_blank" rel="noopener">notified</a> the “Intra-State Deviation Settlement Mechanism (DSM) and Related Matters Regulations, 2025” applicable across the entire state. The regulations aim to establish a structured commercial framework to manage deviations from the scheduled electricity injections or drawal by grid-connected entities. These rules align with the Central Electricity Regulatory Commission’s DSM Regulations, 2024, and aim to ensure grid reliability, frequency discipline, and equitable penalization of deviation-related imbalances.
The Odisha Electricity Regulatory Commission <a href="https://www.mercomindia.com/odisha-electricity-regulator-issues-draft-deviation-settlement-guidelines" target="_blank" rel="noopener">issued</a> the draft Intrastate Deviation Settlement Mechanism and Related Matters Regulations, 2025, to establish a commercial mechanism to ensure grid users’ adherence to scheduled electricity drawal and injection, and maintain grid security and stability. These regulations will apply to electricity sellers and buyers who use the intrastate transmission or distribution system through open access. The deviation settlement mechanism under these regulations applies to all sellers with an installed generating capacity of 100 kW or more who schedule their power through the state load dispatch center.
The Chhattisgarh State Electricity Regulatory Commission <a href="https://www.mercomindia.com/chhattisgarh-proposes-rpo-norms-for-distributed-energy-and-storage" target="_blank" rel="noopener">issued</a> the draft Renewable Purchase Obligation (RPO) and REC Framework Implementation (Second Amendment) Regulations, 2025, proposing sweeping changes to the state’s renewable energy procurement norms. The amendments introduce new RPO categories, revised multi-year obligation trajectories, mandatory compliance by captive fossil fuel-based cogeneration users, and an energy storage obligation applicable to all obligated entities. These amendments follow major national policy shifts, including the Ministry of Power’s notifications dated October 20, 2023, and April 16, 2025, as well as the Appellate Tribunal for Electricity judgment in February 2024, which mandated RPO compliance for all captive users, including those using fossil fuel-based cogeneration.
The Kerala State Electricity Regulatory Commission <a href="https://www.mercomindia.com/kerala-electricity-regulator-approves-tariff-for-500-mwh-bess-project" target="_blank" rel="noopener">approved</a> a tariff of ₹441,000 (~$5,053)/MW/month for Kerala State Electricity Board‘s (KSEB) 125 MW/500 MWh battery energy storage system project at the Mylatti substation in Kasargod. The Commission adopted the discovered tariff quoted by JSW Neo Energy and approved a trading margin of ₹0.07 (~$0.0008)/kWh to be paid to the Solar Energy Corporation of India (SECI). The Commission also sanctioned the battery energy storage sale agreement signed between the SECI and KSEB. The trading margin must explicitly include the cost of providing payment security to the developer.
Jodhpur Vidyut Vitran Nigam <a href="https://www.mercomindia.com/jodhpur-discom-invites-price-bids-for-8-mw-solar-power-projects" target="_blank" rel="noopener">invited</a> price bids for commissioning 8 MW of solar projects along with its associated transmission lines and remote monitoring system under component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan. This tender covers four 2 MW projects in Kaliberi, Uchiyara, and Mogra Gumti and is open only to already empaneled bidders. The ceiling tariff is set at ₹3.04 (~$0.0348)/kWh.
Telecommunication Consultants India <a href="https://www.mercomindia.com/tcil-floats-tender-for-5-mw-rooftop-solar-projects-in-mauritius" target="_blank" rel="noopener">invited</a> expressions of interest to develop 5 MW rooftop solar power projects on public buildings in the Republic of Mauritius and Rodrigues. The scope of work covers the supply, pre-installation works, installation of the mounting structure and solar modules, cabling works, testing, and commissioning of the projects.
GAIL (India), a central public sector undertaking, and Rajasthan Rajya Vidyut Utpadan Nigam <a href="https://www.mercomindia.com/gail-ruvnl-joint-venture-to-develop-renewable-energy-projects" target="_blank" rel="noopener">entered</a> a joint venture agreement for the development of large-scale renewable energy projects and the transfer of existing gas-based power assets in Rajasthan. The joint venture company will target developing approximately 750 MW of solar and 250 MW of wind capacity. The renewable energy projects are expected to be bundled with the existing gas-based power output to ensure efficient and complementary power generation. Under the agreement, two gas-based power plants, one of 330 MW capacity at Dholpur and another of 270.5 MW capacity at Ramgarh, will be transferred to the joint venture company.
Independent power producer JSW Energy <a href="https://www.mercomindia.com/jsw-energy-reports-78-yoy-rise-in-revenue-in-q1-fy-2026" target="_blank" rel="noopener">reported</a> a revenue of ₹54.11 billion (~$620.58 million) in the first quarter (Q1) of the financial year (FY) 2026, an increase of 78% year-over-year (YoY) from ₹30.43 billion (~$349.01 million). The rise in revenue was due to a combination of strategic acquisitions, capacity expansions, and higher generation across the thermal and renewable segments. Over the last 12 months, JSW Energy added more than 3 GW of renewable energy capacity. Renewable energy generation rose by 54% YoY, contributing 4,990 million units (MUs) in Q1 FY 2026 compared to 3,242 MUs in Q1 FY 2025.
Solar module and cell manufacturer Premier Energies <a href="https://www.mercomindia.com/full-scale-solar-module-plant-operations-drive-premier-energies-profit-up" target="_blank" rel="noopener">reported</a> a net profit of ₹3.08 billion (~$36.94 million) in the Q1 FY 2026, a 55% YoY rise from ₹1.98 billion (~$23.78 million). The company’s income rose 12.03% to ₹18.7 billion (~$224.33 million) from ₹16.68 billion (~$191.4 million) in the same quarter of the previous year.  The company attributed the strong quarterly performance to full-scale operations at its new 1.2 GW tunnel oxide passivated contact cell and 1.4 GW module manufacturing facilities in Hyderabad, which were commissioned in June and May 2025, respectively. Capacity utilization for cell lines stood at 94% while module lines operated at 77%.
U.S.-based energy storage solutions provider Eos Energy Enterprises <a href="https://www.mercomindia.com/eos-misses-analyst-expectations-despite-record-revenues-in-q2-2025" target="_blank" rel="noopener">reported</a> a record quarterly revenue of $15.2 million in Q2 of 2025, a 1,597% increase YoY driven by increased production volumes. However, it still missed analysts’ expectations by $9.71 million. The company reported a loss per share of $0.37, missing the analysts’ estimate by $0.25. It posted an earnings before interest, taxes, depreciation, and amortization loss of $51.6 million compared to a loss of $29.1 million in the corresponding quarter last year. Eos reported a net loss of $222.9 million compared to a net loss of $28.2 million in Q2 2024.

					</table>The Meghalaya State Electricity Regulatory Commission (<a href="https://mserc.gov.in/" target="_blank" rel="noopener">MSERC</a>) has notified the “Intra-State Deviation Settlement Mechanism (DSM) and Related Matters Regulations, 2025” applicable across the entire state.
The regulations aim to establish a structured commercial framework to manage deviations from the scheduled electricity injections or drawal by grid-connected entities. These rules <a href="https://www.mercomindia.com/cerc-draft-deviation-settlement-regulations" target="_blank" rel="noopener">align</a> with the Central Electricity Regulatory Commission’s (<a href="https://cercind.gov.in/" target="_blank" rel="noopener">CERC</a>) DSM Regulations, 2024, and aim to ensure grid reliability, frequency discipline, and equitable penalization of deviation-related imbalances.
Applicability and Scope 
The regulations apply to all grid-connected entities involved in intrastate electricity transactions. This includes conventional fuel-based generating stations owned by the Meghalaya Power Generation Corporation (MePGCL), other state generators, captive generating projects, renewable energy stations exceeding 5 MW capacity, and those participating through traders or exchanges in long, medium, or short-term contracts.
Distribution licensees within Meghalaya, open access consumers, and captive users drawing power through the state grid also fall under the DSM mechanism’s scope.
Computation of Deviation
Deviation for each 15-minute time block will be calculated as the difference between actual and scheduled generation or drawal. For general sellers, deviation will be measured both in MW and percentage terms, using the formula: deviation (in %) = 100 × (Actual – Scheduled)/Scheduled.
For wind and solar generators, deviation will be calculated against available capacity, and from April 1, 2026, it will be based on a hybrid method involving a Commission-notified (expected generation based on real-time operational potential) of available capacity plus the remaining scheduled generation.
For buyers, deviation will be computed in a similar manner as 100 × (Actual – Scheduled)/Scheduled.
The financial impact of deviation will be structured around the normal rate defined under Regulation 7 of CERC’s DSM Regulations, 2024. Charges for sellers and buyers will be determined by deviation quantum and prevailing grid frequency.
General sellers will be penalized up to 200% of the reference rate based on the deviation bands and frequency zones. In particular, over-injection during high-frequency conditions will receive lower payments, while under-injection during low-frequency conditions will attract higher penalties.
Category-wise Deviation Charges for Sellers and Buyers 
Run-of-river hydropower projects are paid at the reference rate for deviations of up to 15% and penalized up to 110% of the reference rate for higher under-injection. Wind and solar projects are categorised with VLwS(1) and VLwS(2) deviation thresholds.
Until March 2026, solar/hybrid generators are permitted 10% deviation at full payment, 10% to 15% at 90% rate, and no payment beyond that; wind is permitted 15% and 15% to 20% deviation at similar rates.
From April 2026, thresholds will tighten to 5% to 10% for solar and 10% to 15% for wind, with deviations beyond VLwS(2) attracting no payment for over-injection and a 200% penalty for under-injection.
Energy storage systems (ESS), including standalone or pumped hydro, will be treated on par with general sellers. Overdrawal during charging will be considered under-injection. Wind and solar plus ESS hybrid systems follow wind-solar category rules for injection and ESS rules for drawal. Infirm power from trial runs is not compensated, except for thermal plants during initial trial runs, capped at ₹2.86 (~$0.033)/kWh.
Startup and shutdown power is paid at the reference rate, contract rate, or the average clearing price of the day-ahead market (DAM), if applicable.
For buyers, deviation penalties are structured across VLB(1) to VLB(3) tiers. Normal buyers are allowed up to 10% or 100 MW deviation under VLB(1), while buyers under 400 MW or in renewable energy-rich states are allowed wider bands. Buyer underdrawals can earn incentives of up to 90% of the normal rate based on frequency, and overdrawals will attract penalties of up to 200% of the normal rate.

Scheduling, Despatch, and Energy Accounting
Scheduling will be governed by the Meghalaya State Grid Code, CERC IEGC 2023, and the State Open Access Regulations, 2012. Sellers must declare daily capacity in 15-minute time blocks, and buyers must submit requirements accordingly.
The state load dispatch center (SLDC) will finalize schedules and issue dispatch instructions that are binding. Schedule revisions will be permitted on the day of operation.
In energy accounting, single supply consumers (SSC) with excess drawal, pay deviation charges. For SSCs with under-drawal, the charges will be settled via the DSM mechanism.
Settlement, DSM Account, and Financial Provisions
The SLDC will prepare and issue the State Deviation Settlement Mechanism Account (SDSMA) monthly. Bills must be issued within five working days of the month-end, with payment due within seven days. Delay in payment will attract an interest of 0.04% per day. SLDCs must disburse collected deviation charges within two days of receipt.
For repeat defaulters, the Commission mandates the submission of a letter of credit (LC) equivalent to 110% of average DSM dues for the preceding quarter. This limit can be increased if the deviation dues rise above 50%. SLDC can encash the LC and initiate proceedings against payment defaults.
Surplus of up to 90% from the DSM Pool Account will be used for grid reliability, operator training, and infrastructure upgrades, with prior Commission approval.

Meghalaya Notifies New DSM Regulations 2025 to Enforce Grid Discipline

					</table>The Meghalaya State Electricity Regulatory Commission (<a href="https://mserc.gov.in/" target="_blank" rel="noopener">MSERC</a>) has allowed <a href="https://www.dalmiacement.com/" target="_blank" rel="noopener">Dalmia Cement</a> to offset its renewable purchase obligation (RPO) with the power generated from its waste heat recovery boiler (WHRB).
Additionally, the Commission exempted Dalmia Cement from meeting its RPO target as long as the power generated and consumed from its WHRB exceeds the required RPO target.
Background
Dalmia Cement’s cement factory in Meghalaya is powered by a 25 MW thermal power plant located on its premises. The company is also installing a 5.6 MW WHRB to generate electricity from the waste heat produced during cement manufacturing.
Dalmia Cement has so far always satisfied its RPO by purchasing either renewable energy (solar and non-solar) or renewable energy certificates (REC).
The company is currently installing a WHRB and requested permission to fulfill its RPO using its electricity, as it is classified as a cogeneration power plant according to the Electricity Act.
The petitioner pointed out that Appellate Tribunal for Electricity and various state commissions have granted exemptions or allowed set-offs against the RPO requirement for obligated entities that consume power generated by WHRB.
Dalmia Cement argued that for RPO obligations, cogeneration plants should be treated the same as renewable energy plants. It claimed that obligated entities that generate electricity through waste heat recovery for their use and consumption are not required to fulfill RPO obligations as long as the generation from the waste heat recovery plant exceeds the total RPO needed by the company.
Meghalaya New and Renewable Energy Development Agency agreed to allow the company to offset its RPO with the electricity generated by its WHRB as long as all applicable regulations and laws are followed.
Commission’s Analysis
The Commission was convinced of the genuineness of the matter and relaxed the provisions of its RPO regulations to allow Dalmia Cement to offset its RPO with the power generated from its WHRB and extend the RPO exemption under the condition specified in the petition.
The respondent in the case, Director of Meghalaya New &amp; Renewable Energy Development Agency, submitted its recommendation in favor of Dalmia Cement.
Last December, the Odisha Electricity Regulatory Commission <a href="https://mercomindia.com/consumer-captive-cogeneration-exempted-rpo/" target="_blank" rel="noopener">exempted</a> Dalmia Cement from RPO when its consumption from its cogeneration sources is higher than its RPO.

Meghalaya Regulator Exempts Captive Cogeneration Consumer from RPO Compliance

Meghalaya New and Renewable Energy Development Agency (<a href="http://mnreda.gov.in/" target="_blank" rel="noopener noreferrer">MNREDA</a>) has issued a tender for 3 MW grid-connected solar rooftop projects under the net metering arrangement.
The tender has been floated under the central financial assistance (CFA) program.
Apart from the installation and commissioning, the successful bidders will also be responsible for the operation and maintenance of the project for five years. Out of the total capacity of 3 MW, MNREDA has decided to reserve 500 kW under the CAPEX (capital expenditure) model.
The project should be completed within 120 days. The last date for the submission of bids is November 20, 2019, and the technical bids will be opened on November 21, 2019.
The earnest money deposit (EMD) for the tender is ₹590 (~$8.31)/kW for new entrepreneurs and ₹1,180 (~$16.62)/kW for regular vendors. The tender further specifies that new entrepreneurs applying under this category will be required to meet the financial eligibility criteria proportionate to a minimum capacity of 50 kW. These new entrepreneurs will not be required to submit any financial proposals and merely have to agree to match the lowest quote within seven days of the opening of the financial bid. Moreover, no consortium will be allowed to bid under the open category.
Bidders should have designed, supplied, installed, and commissioned a cumulative capacity of at least 100 kW of rooftop projects, which should have been commissioned at least six months before techno-commercial bid opening. Moreover, the bidder should have a minimum net worth of ₹15,000 ($212)/kW of bidding capacity as per its latest audited accounts.
As per the document, the solar power generated may be utilized for captive consumption by the MNREDA, and the surplus power will be fed to the grid as per the grid connectivity specified in Meghalaya State Electricity Regulatory Commission (<a href="http://mserc.gov.in/" target="_blank" rel="noopener noreferrer">MSERC</a>).

As per the new regulations, MSERC would impose deviation charges on project developers and procurers for under as well as over the injection of power into the grid.
The growth in the residential rooftop solar segment has been slow, especially in states like Meghalaya. To address this, the MNRE recently <a href="https://mercomindia.com/mnre-solar-rooftop-program-guidelines/" target="_blank" rel="noopener noreferrer">issued</a> operational guidelines to implement the second phase of its grid-connected rooftop solar photovoltaic program. Under the program, 4,000 MW of grid-connected rooftop solar projects in the residential sector would be set up with CFA for which DISCOMs and its local offices will be the nodal points for the implementation of the program.

Meghalaya Floats Tender for 3 MW of Rooftop Solar Projects with Net Metering

The Meghalaya State Electricity Regulatory Commission (<a href="http://mserc.gov.in/" target="_blank" rel="noopener">MSERC</a>) has issued new regulations for the forecasting, scheduling, and deviation settlement for solar and wind energy generation in the state.
The commercial arrangements specified in these regulations and the related provisions regarding deviation charges and penalties will come into effect six months after the publication of the regulations in the official gazette.
According to the new regulations, MSERC would impose the deviation charges on project developers and procurers for under as well as over injection of power into the grid. The regulations would apply to all the wind and solar energy generators having a minimum capacity of 1 MW connected to the intra-state transmission system. This would also apply to those who are connected through pooling sub-stations and are using the power generated for self-consumption or sale within or outside the state of Meghalaya.
Every pooling station and stand-alone generator with installed capacity of 5 MW or above will have a special energy meter (SEM) capable of recording the energy in 15- minute time blocks (see chart below).

According to the regulations, wind and solar project developers will be required to appoint a qualified coordinating agency (QCA) for meter reading, data collection, and communication. The QCA would also ensure coordination with the distribution companies (DISCOMs), the state load dispatch centers (SLDCs) and other agencies, as well oversee the settlement of deviation charges.
For the sale or self-consumption of power within the state of Meghalaya, if the actual injected generation of a stand-alone generator or the aggregate of such generation at a pooling sub-station differs from the scheduled generation, the deviation charge for the excess or shortfall will be payable by the QCA to the state deviation settlement mechanism (DSM) pool.
Deviations with respect to interstate and intrastate transactions will be accounted separately at each pooling substation. The SLDC will provide separate energy and DSM accounts for interstate and intrastate transactions to the QCA. The QCA will settle the deviation charges with the concerned generators.

Meghalaya Issues Regulations for Deviation Settlement of Solar and Wind Projects

The Meghalaya State Electricity Regulatory Commission (<a href="http://mserc.gov.in/" target="_blank" rel="noopener">MSERC</a>) has issued new regulations for Renewable Energy Purchase Obligation (RPO) and its compliance. These regulations will apply to the state of Meghalaya and will come into force from the date of publication in the Official Gazette of Meghalaya.
These regulations will apply to all distribution licensees (DISCOMs), captive users, and open access consumers in Meghalaya. The RPO specified in this regulation will be valid up to March 31, 2021.
MSERC has fixed 0.75 percent solar RPO and 3.25 percent non-solar RPO for the financial year (FY) 2018-19. Moreover, it has fixed 1 percent as solar RPO and 4 percent as non-solar RPO for FY 2019-20. MSERC has also fixed 1.25 percent solar RPO and 4.75 percent non-solar RPO for FY 2020-21.
RPO will be applicable on the total consumption of electricity by an obligated entity, excluding consumption from hydro.
Key Highlights

<li>In case of DISCOM being an obligated entity, the RPO target percentage will be applicable on the energy input.</li>
<li>In case of any other obligated entity, the RPO target percentage will be applicable on the actual electricity consumption (excluding consumption supplied by DISCOM) recorded at the consumption point.</li>
<li>All obligated entities must register themselves with RPO compliance and monitoring web tool and furnish requisite information to state agency.</li>
<li>Electricity consumed by an obligated entity from grid‐connected rooftop solar photovoltaic (PV) system will qualify towards compliance of its solar RPO.</li>
<li>Electricity generated by any non‐obligated entity from grid‐connected rooftop solar PV system will qualify towards meeting the solar RPO of the DISCOM. In such cases, the DISCOM must install solar generation meter at an appropriate location to measure the energy generated from such a system.</li>
<li>The Meghalaya Non‐Conventional and Rural Energy Development Agency Commission (MNREDA) is the state agency for accreditation and recommending the renewable energy projects for registration with central agency.</li>
<li>If the obligated entity does not fulfill its RPO during any year and does not purchase adequate certificate for meeting the shortfalls, the MSERC will direct the obligated entity to deposit the amount into a separate RPO fund.</li>
<li>The MNREDA will inform of such shortfall if any a month prior to close of the year.</li>
<li>The penalty enforced by MSERC on the obligated entity will not be a pass through in the Aggregate Revenue Requirement (ARR) in case the obligated entity is a DISCOM.</li>
<li>In case of difficulty in complying with the RPO due to non‐availability of certificates, the obligated entity can approach the MSERC for carry forward of compliance requirement to the next year.</li>
<li>Renewable energy generating sources will have priority for open access and connectivity with distribution system or transmission system.</li>
</ul>
In the current regulations, the MSERC has drastically increased the RPO percentages. Per the earlier MSERC RPO regulations, solar RPO was 0.41 percent and non-solar 1.09 percent for FY 2015-16, 0.42 percent and 1.58 percent for FY 2016-17 and 0.43 percent and 2.07 percent for FY 2017-18.

This will lead to heightened electricity demand in the state. The current regulations will ensure that a sizeable portion of new electricity generation capacity addition in the state will be renewables.
