					</table><p>The Lucknow Solar Power Development Corporation (LSPDCL) has floated a tender seeking consultancy firms to establish a project management unit to assist in the implementation, execution, and monitoring of both operational and future solar power projects/solar parks.</p>
<p>The last date for submitting bids is April 18, 2024. Bids will be opened the next day.</p>
<p>LSPDCL was established in 2015 as a collaborative venture between the Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) and the Uttar Pradesh New and Renewable Energy Development Agency (<a href="https://upneda.org.in/" target="_blank" rel="noopener">UPNEDA</a>). Its primary aim is to strategize, develop, operate, and uphold solar parks in Uttar Pradesh.</p>
<p>The company has an operational solar power park asset portfolio totaling 365 MW and has received approval to establish two solar parks with a capacity of 110 MW each in Kanpur Dehat and Kanpur Nagar.</p>
<p>LSPDCL intends to develop 2-3 GW capacity solar parks/solar power projects. With these proposed and upcoming projects in mind, LSPDCL anticipates the need for an additional workforce to effectively monitor and implement both operational and forthcoming solar power projects/solar parks.</p>
<p>Bidders have to pay ₹29,500 (~$354.06) as the cost of the tender document and ₹1 million (~$12,002) as an earnest money deposit.</p>
<p>The allotted project management work must be completed in 26 months.</p>
<p>Bidders should have established a minimum of two long-term (at least two years) project management units or have experience in providing project management consultancy services with a team of at least two members on a retainer basis to central/state government agencies, state governments, utilities, smart city SPVs, regulatory commissions in the renewable energy or energy sector over the past six years.</p>
<p>The project management unit should have been operational for at least six months for ongoing assignments.</p>
<p>Bidders must demonstrate an average annual turnover of ₹250 million (~$3 million) in the power/renewable energy sector derived from professional/consultancy/advisory services in the financial years 2021, 2022, and 2023.</p>
<p>They should have maintained a positive net worth in these years.</p>
<p>Last year, the Lucknow Development Authority <a href="https://www.mercomindia.com/lucknow-bids-five-ev-charging-stations-city" target="_blank" rel="noopener">invited</a> bids to select operators to set up and maintain five public electric vehicle charging stations (50 charging points) at Janeshwar Mishra Park, Lohiya Park, and Jyotiba Phule Park.</p>

<p>The Lucknow event titled &#8216;Green Energy Business Conclave&#8217; will be co-hosted by the Uttar Pradesh New and Renewable Energy Development Agency (<a href="https://www.upneda.in/" target="_blank" rel="noopener">UPNEDA</a>) and the Indian Industries Association (<a href="https://www.iiaonline.in/" target="_blank" rel="noopener">IIA</a>).</p>
<p>Lucknow boasts the second-largest concentration of businesses in the state, emerging as a prominent hub for industry and logistics in Northern India. It is home to information technology, chemicals, machine tools, furniture, agro-based, and textile industries.</p>
<p>The state government aims to transition the region&#8217;s industries to solar, providing a cost-effective and environmentally friendly option.</p>
<p>Uttar Pradesh, the largest state in India, is undergoing a shift from primarily relying on agriculture to emerging as a flourishing industrial center. The state&#8217;s recent efforts in the industrial sector have resulted in a surge in the demand for power.</p>
<p>Due to its attractive incentive package, Uttar Pradesh has become increasingly appealing to solar open access developers and consumers, garnering heightened interest in the region.</p>
<p>The event aims to bring together large power consumers in the commercial &amp; industry segment and clean energy solution providers to discuss the transition process and options.</p>
<p>Registration for the event begins at 9:45 am, followed by the inaugural session. The first panel discussion, titled <strong>&#8220;Clean Energy-Harnessing the Green Route to Reducing Electricity Bills,&#8221;</strong> will be led by Dr. Sunit Tyagi, MD of <a href="https://insolare.com/" target="_blank" rel="noopener">Insolare</a>, Bharath Singh, Director – Sales Marketing and Operations (India &amp; MENA) at <a href="https://www.deyeinverter.com/" target="_blank" rel="noopener">Deye Inverters</a>, and Shah Masood Jafar, Regional Sales Head – North, Rooftops <a href="https://www.tatapowerrenewables.com/" target="_blank" rel="noopener">Tata Power Renewable Energy</a>.</p>
<p>The second panel discussion will explore <strong>&#8220;Clean Power Purchase- Switching to Renewable Energy through Open Access and Maximizing ROI,&#8221;</strong> featuring Deepika Mathur from <a href="https://www.ampyrenergy.com/" target="_blank" rel="noopener">Ampyr Energy</a>, Arvind Datt Semwal from <a href="https://www.adanisolar.com/" target="_blank" rel="noopener">Adani Solar</a>, and Prabhajit Kumar Sarkar, Founder and CEO of <a href="https://amperaenergy.in/" target="_blank" rel="noopener">Ampera Energy</a>.</p>
<p>Following the two discussions, Deye Inverter will present a case study to discuss the market realities and present state policy dynamics to the audience.</p>
<p>This will be followed by a session on <strong>&#8220;Attractive Financing Options – Easy and Affordable Green Loans&#8221;</strong> with financial experts, including Vikas Agarwal, Co-founder and CBO of <a href="https://creditfair.in/" target="_blank" rel="noopener">Credit Fair</a>, and Avinash Dwivedi, Deputy Zonal Head Lucknow at <a href="https://www.idbibank.in/" target="_blank" rel="noopener">IDBI Bank</a>.</p>
<p>The event will conclude with a session on bioenergy and biocoal conducted by IIA.</p>

Mercom Set to Host Second ‘C&I Clean Energy Meet 2024’ in Lucknow

					</table><p><a href="https://www.ldaonline.co.in/" target="_blank" rel="noopener">Lucknow Development Authority</a> has invited bids to select operators to set up and maintain five electric vehicle (EV) public charging stations (50 charging points) at Janeshwar Mishra Park, Lohiya Park, and Jyotiba Phule Park in Lucknow.</p>
<p>The last date to submit the bids online is September 18, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit 1% of the project’s estimated cost, which amounts to ₹575,000 (~$6,928) as an earnest money deposit.</p>
<p>The project’s estimated cost is ₹57.5 million (~$692,789).</p>
<p>The project must be completed within six months from the award of the contract work. The contract will be for ten years with a lock-in period of three years subsequent to the letter of acceptance of the notice of award.</p>
<p>The operator will install AC-type EV chargers for 4-wheelers and AC/DC-type chargers for 2-wheelers. A space for charging buses will also be included at the stations, subject to the availability of space and approach road. E-rickshaw charging will also be allowed at these stations.</p>
<p>Bidders should have a minimum experience of completing at least two assignments of a similar nature during the last five years or providing services for manufacturing parts and distribution for at least two similar works during the last five years.</p>
<p>They should have a solvency certificate issued by a bank or district magistrate, which should not be over three months older from the date of bid submission.</p>
<p>Bidders should have a positive net worth as of the last day of the previous financial year.</p>
<p>If the bidder fails to install the charging stations within six months from issuance of the letter of award, 0.5% of the estimated cost per week of delay, subject to a maximum of 10% of the estimated cost as liquidated damages, will apply.</p>
<p>The Lucknow Development Authority will not provide any subsidy for installing EV charging station infrastructure.</p>
<p>According to the tender documents, the agency will be allowed to procure power from open access from a group captive, third party, or power exchange, for which it will be liable to pay applicable charges.</p>
<p>In June this year, the Uttar Pradesh Power Corporation <a href="https://www.mercomindia.com/uttar-pradesh-bids-58-ev-charging-stations" target="_blank" rel="noopener">invited</a> bids to set up and operate 58 EV charging stations across all its 33/11 kV substations and DISCOMs in Noida, Greater Noida, Ghaziabad, Lucknow, Kanpur, Agra, Mathura, Varanasi, Ayodhya, Gorakhpur district areas.</p>
<p>Earlier, Uttar Pradesh <a href="https://www.mercomindia.com/uttar-pradesh-announces-incentives-ev-battery-manufacturing" target="_blank" rel="noopener">released</a> the ‘Electric Vehicle Manufacturing and Mobility Policy 2022,’ under which the first 2,000 charging stations will receive a capital subsidy of 20% or up to ₹500,000 (~$6,024) each on the eligible fixed capital investment. The first 1,000 swapping stations will receive a capital subsidy of 20% or up to ₹500,000 (~$6,024) each.</p>

Lucknow Invites Bids for Five EV Charging Stations Across the City

<p>The Uttar Pradesh Electricity Regulatory Commission (<a href="https://www.uperc.org/" target="_blank" rel="noopener">UPERC</a>) has approved net metering facility for a 2.4 MW grid-connected rooftop solar project at the Hindustan Aeronautics Limited (<a href="https://hal-india.co.in/" target="_blank" rel="noopener">HAL</a>) premises in Lucknow.</p>
<p><strong>Background</strong></p>
<p>The state-owned aerospace and defense company filed a petition with the Commission requesting a net metering facility for its 2.4 MW grid-connected rooftop solar project. According to net-metering regulations in Uttar Pradesh, the project capacity for a grid-connected rooftop solar project cannot exceed 1 MW.</p>
<p>In its January 23, 2018 order, the Commission had relaxed the provision for a 1 MW ceiling for the net metering facility for grid-connected solar projects.</p>
<p>In 2018, the Commission <a href="https://mercomindia.com/hal-grid-connected-rooftop-solar-lucknow/" target="_blank" rel="noopener">permitted</a> HAL to develop a 4 MW grid-connected rooftop solar project at its Lucknow premises. The project had to be developed under the Renewable Energy Service Company (RESCO) model on a net-metering basis as per the Ministry of New and Renewable Energy&#8217;s (<a href="https://mnre.gov.in/">MNRE</a>) mandate to implement rooftop solar projects on Central Public Sector Undertaking buildings.</p>
<p>HAL also signed a power purchase agreement (PPA) with Sudhir Power to install and operate the project.</p>
<p>However, Madhyanchal Vidyut Vitran Nigam Limited (<a href="http://www.mvvnl.in/" target="_blank" rel="noopener">MVVNL</a>) informed HAL about its inability to provide the net metering facility as it is not covered by the Commission&#8217;s order dated August 1, 2019.</p>
<p><strong>Commission&#8217;s analysis</strong></p>
<p>The Commission said that according to its order dated August 1, 2019, consumers who applied for net metering before the notification of the ‘Rooftop Solar PV Grid Interactive Systems Gross/Net Metering) Regulations, 2019’ are eligible for the facility.</p>
<p>Similarly, consumers who made payments for rooftop solar projects under the capital expenditure (CAPEX) model or signed PPAs with developers under the RESCO model and developers who placed purchase orders before the notification of the regulations are eligible for net metering.</p>
<p>In its analysis, the Commission also observed that HAL requested  MVVNL to provide net metering before the 2019 regulations were notified. It had also signed a PPA with Sudhir Power before the regulations came into force.</p>
<p>The Commission noted that HAL had also approached Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA). However, only 900 kW capacity was indicated in  UPNEDA&#8217;s list submitted to the Commission for approval due to some misunderstanding. After examining the documents submitted by HAL, UPNEDA informed the Commission that a net metering facility could be granted to HAL for its 2.4 MW rooftop solar project.</p>
<p>Examining these facts, the Commission directed MVVNL to provide the net metering facility to HAL.</p>
<p>The <a href="https://mercomindia.com/removal-net-metering-india-rooftop-solar/" target="_blank" rel="noopener">ceiling</a> of net metering which was 1 MW in most states, has been <a href="https://mercomindia.com/government-approves-net-metering-rooftop-solar/" target="_blank" rel="noopener">reduced</a> to 500 kW following the Ministry of Power’s new orders.  This rule has pushed most commercial and industrial (C&amp;I) consumers to go with <a href="https://mercomindia.com/ci-customers-solar-installations-net-metering/" target="_blank" rel="noopener">smaller</a> installations to avoid regulatory <a href="https://mercomindia.com/net-metering-drag-rooftop-solar-growth/" target="_blank" rel="noopener">hurdles</a>.</p>
<p>Exceptions are made in cases involving large government entities. In the cases of Southern Railway and Noida Metro Rail Corporation, <a href="https://mercomindia.com/uperc-noida-metro-install-rooftop-solar-net-metering/" target="_blank" rel="noopener">exceptions</a> were made when the state electricity regulators <a href="https://mercomindia.com/southern-railways-net-metering-rooftop-solar-project/" target="_blank" rel="noopener">approved</a> net metering for a 4 MW and 10 MW project, respectively. Last year, Uttarakhand Electricity Regulatory Commission <a href="https://mercomindia.com/mes-net-metering-solar-projects/" target="_blank" rel="noopener">allowed</a> Military Engineer Services’ branches at Roorkee and Dehradun to set up a 2 MW grid-connected rooftop solar system each under net metering mechanism as a one-time exception.</p>

Hindustan Aeronautics Secures Net Metering for a 2.4 MW Rooftop Solar Project

<p>To provide better transportation options and curb air pollution in the state, the government of Uttar Pradesh has decided to introduce 650 electric buses to the existing fleet in 13 districts of the state.</p>
<p>According to a senior official at the <a href="http://uputd.gov.in/" target="_blank" rel="noopener noreferrer">Uttar Pradesh Urban Transport Directorate</a>, the expected cost of land and construction of infrastructure for charging and parking sheds of electric buses is approximately ₹4 billion (~$55.56 million).</p>
<p>Out of the 650 battery-driven electric buses, 100 will be deployed in the following cities: Lucknow, Kanpur, and Agra followed by 50 buses each in Meerut, Varanasi, Prayagraj, Ghaziabad, and Mathura. Bareilly, Moradabad, Aligarh, and Jhansi will get 25 buses each. Operations of 25 electric buses each have also been proposed for Gorakhpur and Shahjahanpur.</p>
<p>Urban transport directorate, Lucknow, Ajit Singh told Mercom that the tender for 600 buses would be under the Faster Adoption and Manufacturing of (Hybrid) and Electric Vehicles (FAME-2) program of Department of Heavy Industries, and the tender for the remaining buses will be done by the state urban transport directorate.</p>
<p>The Uttar Pradesh government also plans to start the operation of 1,525 compressed natural gas (CNG) buses in 15 cities.</p>
<p>The Department of Heavy Industries had approved 40 electric buses for Lucknow under the FAME-1 program using the Capex model.</p>
<p>Meanwhile, the draft policy of the <a href="https://electricvehicles.in/wp-content/uploads/2019/08/Uttar-Pradesh-Electric-Vehicle-Policy-2019.pdf" target="_blank" rel="noopener noreferrer">Uttar Pradesh Electric Vehicles</a> Manufacturing Policy 2018, states that to promote intelligent mobility in public transportation, 1,000 EV buses will be introduced by the state by 2030, in phases. Nearly 25% of the total will be deployed in Phase I by 2020, the remaining 35% in Phase II by 2022, and the rest 40% in Phase III by 2030.</p>
<p>The state claims to be the third-largest beneficiary under the FAME program, with 16,038 electric vehicles on the road. However, the EVs mostly comprise <a href="https://mercomindia.com/uttar-pradesh-ev-manufacturing-policy/" target="_blank" rel="noopener noreferrer">two-wheelers</a> with a maximum power of 250 watts and below, followed by four-wheelers.</p>
<p>Also, an electric substation of 1,500 kVA has been constructed for charging of electric buses in Dubagga. Moreover, 12 chargers have been installed in Dubagga depot which can charge 24 electric buses at a time; six more chargers will be installed at different places in the city for new buses which are in the process of being introduced.</p>
<p>In a bid to promote clean energy, various state governments have acknowledged the importance of clean public transportation for a sustainable future. Many states have floated Expression of Interests (EoIs) in the recent past.</p>
<p>For instance, two weeks ago<a href="https://mercomindia.com/electric-buses-deployed-indian-cities/" target="_blank" rel="noopener noreferrer">, Mercom</a> had reported that the Ministry of Heavy Industry and Public Enterprises, Department of Heavy Industry, approved 5,595 electric buses to be deployed in 64 cities under the FAME-II program. These buses will run 4 billion kilometers during their contract period and are expected to save nearly 1.2 liters of fuel during the period.</p>
<p>In June 2019, the Andhra Pradesh State Road Transport Corporation (<a href="https://mercomindia.com/andhra-350-electric-buses/" target="_blank" rel="noopener noreferrer">APSRTC</a>) came up with a proposal to deploy 350 electric buses in five cities in the state. The estimated cost for the project is ₹7.64 billion (~$109.6 million).</p>
<p>The <a href="https://mercomindia.com/srinagar-30-ev-buses/" target="_blank" rel="noopener noreferrer">Jammu and Kashmir</a> government has also deployed 30 more electric buses in the state’s summer capital, Srinagar. Other states like <a href="https://mercomindia.com/kerala-tenders-1500-electric-buses/" target="_blank" rel="noopener noreferrer">Kerala</a>, <a href="https://mercomindia.com/tender-announced-100-electric-buses-in-goa/" target="_blank" rel="noopener noreferrer">Goa</a>, and <a href="https://mercomindia.com/delhi-tender-385-electric-buses-clusters/" target="_blank" rel="noopener noreferrer">Delhi</a> have also issued tenders for the procurement of electric buses in the recent past.</p>

Uttar Pradesh to Introduce 650 Electric Buses Across 13 Districts

<p>Sanjay Gandhi Post Graduate Institute of Medical Sciences (SGPGI) in Lucknow has installed 1.1 MW of solar projects which will help the institute save approximately ₹6 million (~$85,646.99) annually in energy expenditure. Out of the total capacity, 312 kW is a ground-mounted installation.</p>
<p>The project is part of the Solar Energy Corporation of India (SECI)’s 500 MW program to install solar rooftops atop government buildings. Under the program, <a href="https://cleanmaxsolar.com/" target="_blank" rel="noopener noreferrer">CleanMax Solar</a> was awarded 19.5 MW of capacity across six states, out of which 4.5 MW was in Uttar Pradesh.</p>
<p>The installation is expected to generate 15,29,000 kWh per annum and will reduce up to 1,440 tons of carbon dioxide every year, equivalent to planting 33,855 fully grown trees.</p>
<p>“With education institutes like SGPGI adopting solar and making considerable savings on their electricity bills, we hope more institutes in Lucknow will follow suit. CleanMax has installed more than 45 solar plants across India for educational institutions like IIT (BHU), Manipal Education and Medical Group, National Institute of Technology Karnataka (NITK), Pune University, Aligarh Muslim University, and many others”, said Andrew Hines, co-founder of CleanMax Solar.</p>
<p>Of late, with the help of government’s push, an increasing number of rooftop solar projects are being adopted by private as well as government-owned educational institutions across the country.</p>
<p><a href="https://mercomindia.com/amu-adds-rooftop-reaches-6-5-mw/" target="_blank" rel="noopener noreferrer">Recently</a>, Mercom reported that Aligarh Muslim University (AMU) had added a new grid-connected solar power project on its premises, taking the total installed solar capacity in the university to 6.5 MW. This rooftop project was also installed under <a href="http://seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>’s program. AMU has the largest solar power project among all academic institutions in the country.</p>
<p><a href="https://mercomindia.com/tripura-university-installs-500-kw-rooftop-solar-system/">Moreover</a>, Tripura University also installed rooftop solar systems totaling 500 kW at its premises, spread over multiple buildings at the university campus. This is the first university in northeast India to have installed a solar project of this scale.</p>
<p><a href="https://mercomindia.com/iit-indore-campus-422kw-rooftop-solar/" target="_blank" rel="noopener noreferrer">In December 2018</a>, Indian Institute of Technology (IIT) – Indore joined the league of green campuses in the country by installing 422 kW solar rooftop system in its premises. Around the <a href="https://mercomindia.com/jnu-installs-500-kw-rooftop-solar-system/" target="_blank" rel="noopener noreferrer">same time</a>, Jawaharlal Nehru University (JNU) also installed a 500 kW rooftop solar system to light up its classrooms. Mumbai’s St Xavier’s High School has also<a href="https://mercomindia.com/st-xaviers-school-mumbai-rooftop-solar/" target="_blank" rel="noopener noreferrer"> installed</a> a 35 kW rooftop solar system to save approximately ₹700,000 (~$9,726) every year on its electricity bill.</p>

Lucknow’s Sanjay Gandhi Medical Institute Installs 1.1 MW of Solar

<p>The Power Grid Corporation of India Limited (PGCIL) has commissioned the 400 kV DC Lucknow-Kanpur transmission line with associated bays in Lucknow.</p>
<p>The Indian Prime Minister, Shri Narendra Modi, dedicated the transmission line to the nation, stated a <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=165785" target="_blank" rel="noopener noreferrer">government release</a>. The transmission line has been constructed under the Northern Region Strengthening Program-XXXII and is expected to ensure continuous power supply to densely populated areas of Lucknow, Panki, Unnao and Kanpur.</p>
<p>The government release also stated, “The transmission line will also facilitate import of additional power to Uttar Pradesh from power surplus Eastern Region and North Eastern Region.”</p>
<p>The transmission line will pave way for imported power from solar-rich states like Rajasthan. Mercom <a href="https://mercomindia.com/seci-tenders-750-mw-solar-bhadla-solar-park-rajasthan-benchmark-tariff-rs-3-93-0-0590kwh/" target="_blank" rel="noopener noreferrer">previously reported</a> that the Solar Energy Corporation of India (SECI) tendered 750 MW of solar at the Bhadla Solar Park (Rajasthan) to supply cheaper solar power to Uttar Pradesh.</p>
