According to the <strong>Oman Electricity Transmission Company</strong>&#8216;s (<strong>OETC</strong>) Five-Year Annual Capability Statement (2026–2030), the solar projects will be located at the country’s Adam, Al Kamil Phase II, Thamrait, and Mahadha regions. The Adam Solar IPP is scheduled for commissioning in 2028, while the remaining projects are expected to be commissioned from 2029 onward. Oman is also setting up over 2 GW of wind projects through 2029. OETC expects the share of installed capacity from renewable energy to increase from 13.6% in 2026 to 45% by 2030.</p>
<p><strong>Oman</strong> <a href="https://renewablesnow.com/news/oman-awards-2-gw-pumped-hydro-500-mw-solar-projects-to-edf-led-group-1297268/" target="_blank" rel="noopener">awarded</a> contracts for a 2,000 MW pumped hydro energy storage project and a 500 MW solar project to a consortium led by <strong>EDF Power Solutions</strong> as part of its strategy to strengthen grid reliability and expand renewable energy capacity. Separately, the consortium signed a power purchase agreement for the 500 MW Al Kamil Solar project, with an investment of over OMR100 million (~$260 million). Oman also signed a memorandum of understanding for a 1 GW digital infrastructure platform supporting artificial intelligence and cloud services under Oman Vision 2040.</p>

<p><strong>GameChange Solar</strong> <a href="https://www.prnewswire.com/in/news-releases/gamechange-solar-wins-258-mwp-tracker-order-for-benban-solar-project-in-egypt-302714171.html" target="_blank" rel="noopener">secured</a> a contract to supply solar tracker systems for a 258 MW project at the Benban Solar Park in <strong>Egypt</strong>. The project, developed to power poultry production facilities operated by <strong>Karm Holding</strong>, uses a hybrid system that combines solar generation, battery storage, and diesel generators to ensure a stable, uninterrupted power supply for industrial operations. The first phase of the project, launched in 2020, established a contracted capacity of 3 MVA supported by 2.5 MW of solar generation. The second phase, scheduled for completion in 2026, will expand this capacity to 5.5 MVA and 4.5 MW.</p>

<p><strong>Oman</strong>’s <strong>Public Authority for Special Economic Zones and Free Zones</strong> (<strong>OPAZ</strong>) <a href="https://www.zawya.com/en/economy/gcc/oman-deal-signed-for-wind-turbine-plant-in-duqm-dfyz55x2" target="_blank" rel="noopener">signed</a> a usufruct agreement with <strong>Mawarid Turbine</strong> to establish a wind turbine manufacturing and assembly plant in the Special Economic Zone at the country’s town of Duqm. <strong>OPAZ </strong>also signed two additional agreements to install six wind turbines to generate the power required to operate the facility. The hybrid project will have a solar capacity of 120 kW and a 122 kWh battery storage system. Muhannad Jabbar al-Khazraji, Director General, Engineer at Al-Zawraa, stated that this project is the second such hybrid project implemented by the company for the Arab Oil Training Institute. <p>The <strong>European Bank for Reconstruction and Development</strong> <strong>(EBRD)</strong> <a href="https://www.ebrd.com/home/news-and-events/news/2025/174-2-million-to-infinity-power-holding-for-a-200-mw-wind-farm-i.html" target="_blank" rel="noopener">approved</a> a $74.1 million financing package for a 200 MW wind farm in Ras Ghareb, <strong>Egypt</strong>, jointly owned by <strong>Infinity Power</strong> and <strong>Masdar</strong>. <p><strong>Egypt</strong> and <strong>France</strong> <a href="https://www.arabnews.com/node/2596264/business-economy" target="_blank" rel="noopener">entered</a> into a €7 billion ($7.6 billion) agreement to develop a large-scale green hydrogen and ammonia production complex near Ras Shokeir on the Red Sea coast. <strong>EDF Renewables</strong> and <strong>Zero Waste</strong> will lead the project in partnership with Egypt&#8217;s General Authority for the Red Sea Ports and its New and Renewable Energy Authority. The project targets producing up to 1 million tons of green ammonia annually in three phases starting in 2029.</p>
<p><strong>Dubai Electricity and Water Authority</strong> <a href="https://www.mediaoffice.ae/en/news/2025/april/09-04/great-success-for-dewa-as-47-global-companies-express-interest-in-developing" target="_blank" rel="noopener">announced</a> that 47 international companies have been interested in developing the seventh phase of the <strong>Mohammed bin Rashid Al Maktoum Solar Park</strong>. Based on the independent power producer model, this phase will have a project exceeding 1,600 MW and a 1,000 MW battery storage system providing 6,000 MWh of storage capacity. This project is aimed at increasing the share of clean power in Dubai&#8217;s energy mix to 34%.</p>
<p><strong>Dubai&#8217;s Roads and Transport Authority</strong> (RTA) has <a href="https://filipinotimes.net/latest-news/2025/04/09/rta-installs-solar-panels-in-22-of-its-facilities-to-cut-carbon-footprint/" target="_blank" rel="noopener">installed</a> solar energy systems across 22 buildings and facilities. These installations are projected to generate approximately 32 million kWh of energy annually. The solar panels have been installed at bus depots, passenger bus stations, maintenance workshops, and metro depots. The solar systems were customized to meet the specific needs of each building and facility.</p>
<p><strong>Morocco</strong> will <a href="https://www.zawya.com/en/projects/utilities/morocco-to-build-giant-energy-storage-facility-ixu1xx8s" target="_blank" rel="noopener">construct</a> a 1,600 MW energy storage facility in its northwest region to support its expanding renewable energy program. Utilizing large-scale batteries, the project will supply power to the city of Kenitra and its surrounding areas. The <strong>National Office for Electricity and Drinking Water</strong> will invite bids for the facility&#8217;s design, operation, and long-term maintenance, with phased commissioning expected to begin in 2026.</p>


MENA Weekly Roundup: Iraq, US Sign Deals for 27 GW of Power Projects

<p><a href="https://www.qatarenergy.qa/en/Pages/vHome.aspx" target="_blank" rel="noopener">QatarEnergy</a>, a Qatar-based petroleum company, has signed an agreement with TotalEnergies to acquire a 50% stake in a 1.25 GW solar project under development in Iraq, pending regulatory approvals. TotalEnergies, a French oil and gas company, will retain the remaining 50% stake.</p>
<p>The solar project, which is part of the Gas Growth Integrated Project (GGIP), will incorporate about 2 million high-efficiency bifacial solar panels mounted on single-axis trackers.</p>
<p>The project will be developed in phases and is expected to reach commercial operation between 2025 and 2027. Once operational, the project will produce clean electricity that is enough to power approximately 350,000 households in the Basra region.</p>
<p>Commenting on this occasion, His Excellency Mr. Saad Sherida Al-Kaabi, the Minister of State for Energy Affairs, the President and CEO of QatarEnergy, said: “I am pleased to have concluded our entry into this very important project for Iraq’s energy sector, and look forward to working with our strategic partner, TotalEnergies, to progress it to fruition. <p>QatarEnergy joined the consortium to implement the GGIP in June 2023 with a 25% stake, while TotalEnergies and Iraq’s Basra Oil Company held the remaining 45% and 30% stakes, respectively.</p>
<p>According to Mercom’s 9M and Q3 2024 Solar Funding and M&amp;A <a href="https://cms.mercomindia.com/product/9m-and-q3-2024-solar-funding-and-ma-report/" target="_blank" rel="noopener">report</a>, 166 project acquisitions totaling 28.3 GW were transacted in 9M 2024 compared to the same number of project acquisitions totaling 31.6 GW in 9M 2023.</p>
<p>This month, Qcells, a utility-scale solar and energy storage project developer and solar EPC provider, announced the <a href="https://cms.mercomindia.com/qcells-sells-200-mw-ursa-solar-project/" target="_blank" rel="noopener">sale</a> of Ursa Solar Project (formerly known as Langdon Mills Solar), which has a total capacity of 200 MW, to We Energies, Wisconsin Public Service Corporation (WPS), and Madison Gas and Electric Company (MGE). The project is located in Colombia County, Wisconsin.</p>


QatarEnergy to Acquire 50% Stake in 1.25 GW Solar Project in Iraq

<p>Iraq’s Ministry of Electricity and the National Investment Commission (NIC) has invited bids for the construction of seven solar photovoltaic (PV) power projects with a total capacity of 755 MW to increase the production capacity and diversify the country’s energy sources. The entire capacity of 755 MW will be spread across seven solar PV parks in Iraq.</p>
<p>This is a global tender, and the projects will be developed on build own operate (BOO) basis. The bid submission deadline is June 30, 2019.</p>
<p>Out of the seven proposed projects, three will be developed in the Muthana province of Iraq. These are:</p>
<p><strong>Sawa-1</strong> solar PV project with a capacity of 30 MW</p>
<p><strong>Sawa- 2</strong> solar PV project with a capacity of 50 MW</p>
<p><strong>Khidhir</strong> solar PV project with a capacity of 50 MW</p>
<p>The Ministry of Electricity has also proposed Lskandariya solar PV project with a capacity of 225 MW to be located in Babil Province, Jissan solar PV project with a capacity of 50 MW to be located in Wassit Province, Karbala solar PV project with a capacity of 300 MW to be located in Karbala Province, and Al Diwania solar PV project with a capacity 50 MW to be located in Diwania province.</p>
<p>The Ministry of Electricity will provide the grid connectivity to the solar project developer under a transmission connection contract and lease out the land to solar PV project developer under a land lease contract. The ministry will also be the procurer of power generated from these solar projects.</p>
<p>The scope of work includes the design, financing, erection, engineering, supply, construction, testing, and commissioning of solar projects.</p>
<p>The ministry also expects these projects to employ around 1,300 people in Iraq and supply more than 250,000 households with critically needed electricity supply.</p>
<p>Iraq is following in the footsteps of neighboring Saudi Arabia which has turned to solar to fulfill its increasing energy demands.</p>
<p><a href="https://mercomindia.com/saudi-arabia-solar-tender-1-5-gw/" target="_blank" rel="noopener noreferrer">Recently</a>, Saudi Arabia’s Renewable Energy Project Development Office (REPDO), invited expressions of interest for seven greenfield solar PV projects with a combined potential capacity of 1.5 GW.</p>
<p>Last year, Mercom <a href="https://mercomindia.com/saudi-arabia-tender-3-gw-solar-800-mw-wind/" target="_blank" rel="noopener noreferrer">reported</a> that the Kingdom of Saudi Arabia planned to tender over 3 GW of grid-connected solar projects and 800 MW of wind projects to meet its increasing energy demands.</p>
<p>The kingdom recently <a href="https://mercomindia.com/argentina-saudi-arabia-agreement-isa/" target="_blank" rel="noopener noreferrer">signed the framework</a> agreement of the International Solar Alliance (<a href="https://isolaralliance.org/Index.aspx" target="_blank" rel="noopener noreferrer">ISA</a>), joining hands with India towards a common goal of sustainability.</p>
