					</table>The Ministry of New and Renewable Energy <a href="https://www.mercomindia.com/solar-cell-capacity-under-almm-list-ii-grows-to-31-76-gw" target="_blank" rel="noopener">updated</a> the ALMM List-II for solar cells, adding Avaada Electro as a new manufacturer and expanding Fujiyama Power Systems’ approved manufacturing capacity. As per the MNRE ALMM List-II update dated July 22, 2026, the total ALMM-listed domestic solar cell manufacturing capacity is 31.76 GW.
The Maharashtra Electricity Regulatory Commission <a href="https://www.mercomindia.com/merc-clears-tariff-for-adani-electricitys-750-mw-renewable-power-procurement" target="_blank" rel="noopener">adopted</a> a weighted-average levelized tariff of ₹6.38 (~$0.066)/kWh for procuring 750 MW of round-the-clock (RTC) power from grid-connected renewable energy projects, complemented by power from other sources. The procurement will be undertaken by Adani Electricity Mumbai Distribution under a 10-year power purchase agreement with Powerpulse Trading Solutions.
In an interview on the sidelines of the Mercom India Renewables Summit <a href="https://www.mercomindia.com/solar-policy-consistency-key-investors-confidence-in-india-interview" target="_blank" rel="noopener">held</a> in New Delhi on July 1 and 2, Hardip Singh, Chief Operating Officer at Grew Solar, said the Approved List of Models and Manufacturers (ALMM) requirement for cells was a welcome step, as was the one for ingots and wafers that will come into force in 2028. He also spoke about Grew Solar’s reverse merger with one of its group companies and plans to go public within this year.
Recognizing the benefits of rooftop solar, packaging materials and solutions company Uflex <a href="https://www.mercomindia.com/rooftop-solar-gives-packaging-company-uflex-a-cost-cutting-edge" target="_blank" rel="noopener">installed</a> a 2,909 kW system at its facility in Dharwad, Karnataka, to reduce its electricity costs.
GAIL (India) <a href="https://www.mercomindia.com/gail-tenders-600-mw-solar-plus-550-mwh-battery-storage-project" target="_blank" rel="noopener">issued</a> a tender to set up a 600 MW solar project integrated with a 275 MW/550 MWh battery energy storage system at the Tusco Jhansi Solar Park in Uttar Pradesh. Bids must be submitted by August 20, 2026. Bids will be opened on the following day.
In the calendar year 2025, 119 GW of solar modules and over 9 GW of solar cell manufacturing capacity were <a href="https://mercomindia.com/india-added-119-gw-solar-module-and-9-gw-cell-capacity-in-2025" target="_blank" rel="noopener">added</a> in the country, according to Mercom India’s State of Solar PV Manufacturing in India 2026 report. Buoyed by large utility-scale project pipelines, residential rooftop targets and ambitious government schemes, India’s solar sector is brimming with opportunities for manufacturers, product suppliers, developers and distributors.
Independent power producer JSW Energy <a href="https://www.mercomindia.com/jsw-energys-q1-fy-2027-profit-falls-36-yoy-on-higher-finance-costs" target="_blank" rel="noopener">reported</a> consolidated revenue of ₹54.37 billion (~$564.59 million) in the first quarter of the financial year 2027, remaining largely flat from ₹54.11 billion (~$561.89 million) in the corresponding quarter of the previous year.
Global markets for air conditioners have <a href="https://www.mercomindia.com/indias-ac-efficiency-norms-improve-but-lag-behind-world-leader-japan" target="_blank" rel="noopener">expanded</a> rapidly in recent years. Annual AC unit shipments are now 25% higher than they were five years ago, driven largely by growth in emerging and developing economies, according to the International Energy Agency. In 2024, amid exceptional heatwaves, global AC shipments reached 200 million units. That year, shipments grew by about 10% in India, the Middle East, the U.S. and Europe, and by 40% or more in Latin America and Africa.

					</table>The Approved List of Models and Manufacturers (ALMM) mandate for solar cells, which came into effect on June 1, 2026, is one of the most widely discussed topics in India’s renewable energy industry today. In an interview on the sidelines of the Mercom India Renewables Summit held in New Delhi on July 1 and 2, Hardip Singh, Chief Operating Officer at <a href="https://thegrewsolar.com/" target="_blank" rel="noopener">Grew Solar</a>, said the ALMM requirement for cells was a welcome step, as was the one for ingots and wafers that will come into force in 2028. He also spoke about Grew Solar’s reverse merger with one of its group companies and plans to go public within this year. 
Excerpts from the interview: 
The Approved List of Models and Manufacturers List-II mandate for solar cells is currently one of the biggest topics in the solar industry. With domestic cell manufacturing still lagging module capacity, how do you see the industry evolving? 
The current gap is largely because many manufacturers expected the implementation to be postponed. That assumption wasn&#8217;t entirely unreasonable because ALMM for modules had been extended multiple times before finally being enforced. 
The government announced ALMM for cells well in advance, giving manufacturers sufficient time to prepare. However, unlike module manufacturing, setting up cell manufacturing requires significantly higher capital investment, more complex infrastructure, reliable power and water supply, environmental clearances, and handling of chemicals and gases. 
These are normal growing pains for any country trying to build a self-reliant manufacturing ecosystem. The government has also announced ALMM List-III for ingots and wafers from 2028, giving the industry another two years to prepare. 
Do you believe the implementation should have been postponed? 
No. The government had provided adequate notice. Several manufacturers planned accordingly and have already established capacity. Those who assumed another extension delayed their investments. That created the current gap. 
Moreover, there is still a substantial pipeline of non-ALMM projects. Around 70-80 GW of bid-out projects remain, with nearly 40 GW already backed by signed power purchase agreements. These projects will continue to require non-ALMM modules over the next 18 months, giving manufacturers sufficient business during the transition. 
Do you expect a shortage of solar cells during the transition? 
I don&#8217;t think so. Today, demand is primarily coming from PM-KUSUM and PM Surya Ghar programs. Utility-scale and retail demand for ALMM-compliant products will increase gradually rather than overnight.  
Over the next six months, I expect roughly 70% of demand to remain for non-ALMM products and about 30% for ALMM-compliant products. By 2027-28, those proportions may reverse, but there will still be a sizeable market for non-ALMM modules. 
Grew Solar manufactures both modules and cells. Will your cell production be used internally or will it also be sold in the market? 
Our cell production line has recently become operational. We have applied for ALMM listing and expect approval within the next few weeks. Only after that can we begin commercial sales. 
Currently, our module manufacturing capacity is 6.5 GW, while our cell capacity is 8 GW. We are also developing an 8 GW ingot and wafer facility for which land acquisition has started. Unless we expand module manufacturing further, we will have surplus cell capacity available for sale. 
Can you elaborate on your ingot and wafer manufacturing plans? 
We are establishing an 8 GW ingot and wafer manufacturing facility. The project is already in an advanced planning stage. Since ALMM List-III comes into effect from June 2028, our objective is to have the first phase of about 3 GW operational by March 2028. 
What are your export plans for modules? 
We are actively pursuing export opportunities. We&#8217;ve participated in major international exhibitions such as RE+ in the U.S. and Intersolar Europe in Munich. 
The U.S. remains an attractive market, although recent tariff measures and geopolitical developments have slowed momentum. We expect opportunities to improve once trade agreements are finalized. Europe is also seeking alternatives to Chinese suppliers, which could create opportunities for Indian manufacturers. 
Given the increasing protectionist policies in the U.S., does it still remain an attractive market? 
Yes. Although the U.S. is encouraging domestic manufacturing, demand there continues to grow rapidly. Some Indian companies have established manufacturing facilities in the U.S., but I don&#8217;t believe domestic production alone will be sufficient to meet future demand as renewable deployment accelerates. 
How challenging is it to establish manufacturing facilities overseas, particularly in the U.S.? 
The U.S. offers several incentives, but there are also significant challenges. Labor costs are high, utilities are expensive, and regulatory requirements are very different. At present, we have no plans to establish overseas manufacturing. Our focus remains on manufacturing from India. 
From a regulatory and reforms perspective, what changes do you expect from the government to help companies like yours to grow?  
I have always been an advocate for policy consistency. If you don&#8217;t have policy consistency, you don&#8217;t inspire investor confidence. That (policy inconsistency) was why Indian manufacturers were not initially receiving investments for module manufacturing because the ALMM implementation timeline was repeatedly extended. I think the government also realized this and ensured that ALMM for cells came into effect as announced. 
Now that ALMM for cells has come into effect, ALMM-III for ingots and wafers is also unlikely to be deferred. So people have started working on it, which is good for the country and supports our sustainability goals and self-reliance.  
The most important requirement is policy consistency. Investors need the confidence that government policies will be implemented as announced. 
How easy or difficult is it for companies like yours to get access to capital? Some of the companies in the renewable energy sector are going in for IPOs. Do you have any plans to go public?  
We have already announced a reverse merger with one of our group&#8217;s listed companies. We expect Grew Solar to become a listed company by the end of this calendar year. 
As far as investment is concerned, policy certainty is critical. Investors primarily seek stable returns, and consistent policy implementation gives them the confidence to invest. 
Do you think India’s renewable energy targets should extend beyond 2030? 
Absolutely. The 500 GW renewable energy target for 2030 is only an intermediate milestone. India has already announced a net-zero target for 2070. 
One estimate suggests India will require around 3,000 GW of renewable energy by 2050 to achieve net zero by 2070. Solar demand will continue growing rapidly, driven not only by utility-scale projects but also by green hydrogen, electric vehicles, and other electrification initiatives. 
Have these emerging demand drivers influenced Gru Solar&#8217;s expansion plans? 
Yes. Our expansion strategy already factors in growing demand from green hydrogen, electric mobility, and other sectors. Hydrogen adoption, in particular, is progressing faster than many people anticipated. We believe these emerging applications will significantly increase long-term demand for solar manufacturing.

Solar Policy Consistency Key to Investors’ Confidence in India: Interview

					</table>India’s solar cell manufacturing industry is entering a decisive phase as the domestic market adjusts to the implementation of the Approved List of Models and Manufacturers (ALMM) List-II mandate.
Industry leaders said India’s success under ALMM List-II will depend on cost competitiveness, investment in research and development, skilled manpower, and deeper integration across the solar value chain.
At a panel discussion “Building a Globally Competitive Solar Cell Manufacturing Ecosystem” at the <a href="https://www.mercomindia.com/event/mercom-india-renewables-summit-2026/agenda">Mercom India Renewables Summit 2026, </a>industry experts said India’s module manufacturing capacity has expanded well beyond the demand. The session was moderated by Sishir Garemella, Head of International Business Development at <a href="https://scorecard.pvel.com/" target="_blank" rel="noopener">Kiwa PVEL</a>.
As of March 2026, India had 30.8 GW of operational solar cell manufacturing capacity, with more than 270 GW in the pipeline, including announced and under-development projects. TOPCon technology accounts for 85% of the upcoming pipeline.
Suhas Donthi, President and CEO at <a href="https://emmvee.com/" target="_blank" rel="noopener">Emmvee Group</a>, said module manufacturing capacity exceeded domestic demand by more than three-and-a-half times in the financial year 2026. However, he said the situation is different for cells, as the market is still adjusting to ALMM List-II.
Addressing concerns about cell shortage, the panelists said that a large portion of utility-scale projects that were bid out before August 2025 remain exempt from ALMM List-II until completion. Such projects can take up to three years to execute due to land, connectivity, and infrastructure challenges.
The immediate additional demand from ALMM List-II is expected to come largely from the commercial and industrial segment.
Donthi cautioned against assuming that India is facing a domestic cell shortage, noting that the policy had been in force for only a month and the market was still settling.
No Overcapacity Concerns
According to Mercom India, about 32% of the 270 GW cell manufacturing pipeline is expected to be commissioned in 2027. However, panelists said India is unlikely to face immediate overcapacity despite the large number of capacity announcements.
Harsh Vardhan Govil, Chief Operating Officer of Solar Manufacturing at <a href="https://www.sael.co/" target="_blank" rel="noopener">SAEL</a>, said overcapacity is not expected in the cell manufacturing segment because executing solar cell facilities takes time.
Of the roughly 30 GW of current cell capacity, only around 10 GW is TOPCon. This leaves room for more advanced cell capacity and provides significant headroom for growth.
Prashant Mathur, Chief Executive Officer at <a href="https://saatvikgroup.com/">Saatvik Green Energy</a>, said India has enough room for cell manufacturing capacity to grow to 70-80 GW. He added that the overall solar market could reach 80-100 GW annually over the next few years.
He said the country still has a large pipeline of non-DCR and ALMM-exempt projects under implementation. This gives module manufacturers time to upgrade and enter cell manufacturing.
Panelists said the next stage of industry evolution will shift from cells to wafers and ingots. Manufacturers must begin planning for upstream integration now, as policy timelines for localization are already approaching.
Cell Quality Still Evolving
As India’s solar cell manufacturing sector rises to meet demand under ALMM List-II, concerns remain about the quality of domestic solar cells compared with imported ones.
Panelists said Indian cell quality is still evolving and is not yet on par with Chinese manufacturers&#8217;. However, they described the current quality as workable.
Mathur said the quality and efficiency of Indian cells will improve as the domestic ecosystem develops, workers are trained, and manufacturers gain operational experience.
He compared the current stage of Indian cell manufacturing to the earlier evolution of India’s module manufacturing industry, in which the quality and price gap with Chinese manufacturers narrowed over time.
Manpower Shortage 
Panelists identified skilled manpower as one of the biggest challenges for India’s cell manufacturing ambitions.
Hardip Singh, COO at <a href="https://thegrewsolar.com/">Grew Solar</a>, said India does not yet have enough formal academic or technical training programs dedicated to solar cell manufacturing. Some institutions have started offering solar manufacturing courses, but these efforts remain limited and insufficient.
Singh said the industry must work with academia, technical institutes, and skill development centers to build a qualified workforce for cell manufacturing.
To address the skills gap, he said Grew Solar partnered with Chinese companies setting up solar cell facilities to train the local workforce.
Donthi said manufacturers cannot simply borrow talent from equipment suppliers. They must build internal capabilities to operate, improve, and optimize cell lines.
He identified talent creation, technology selection, and process mastery as the key drivers of successful cell manufacturing.
R&amp;D Gap Must be Addressed
Panelists said India must invest more in research and development to become globally competitive.
Singh said India’s R&amp;D gap with China is evident in solar patents. He said India has only a few hundred solar-related patents, while China has tens of thousands.
He said India is still focused on catching up with existing technologies, while China continues moving to the next generation.
Panelists said backward integration is becoming a natural and necessary outcome for India’s solar manufacturing industry.
Govil said only integrated manufacturers are likely to survive in the long run. He added that module manufacturers need to look beyond modules and cells and develop a broader manufacturing ecosystem.
He said that India is not paying enough attention to developing domestic materials, equipment, and ancillary manufacturing capabilities. Investors are announcing cell and module capacities, but India is not building the supporting ecosystem at the required scale.
Govil said India lacks strong basic research and innovation infrastructure for solar manufacturing. The country must develop equipment, processes, and people capable of handling more complex manufacturing technologies.
Without this, India will struggle to compete outside its protected domestic market, he said.
Cost Competitiveness 
Panelists stressed that backward integration alone is not enough. Companies must also become cost competitive.
They said domestic suppliers must lower costs. Otherwise, manufacturers will continue to prefer imports wherever duties do not make them uneconomical.
Govil said cost competitiveness is the central issue for Indian solar manufacturing.
He said India is currently able to survive largely because the domestic market is protected by government policy. However, manufacturers cannot access global markets unless they compete with China on cost and quality.
According to him, export opportunities in the U.S. have emerged partly due to restrictions on Chinese products. However, long-term global competitiveness will require more than geopolitical advantages.
Singh said solar manufacturing must become cost-competitive but expecting India to reach global cost competitiveness within two or three years is unrealistic.
He said India may not be able to match China’s pricing immediately, but it can become a credible China+1 manufacturing base by delivering quality products at reasonable prices.
Global buyers are increasingly looking for alternatives to China, he added. India can capture this opportunity by improving quality, strengthening supply chains, and offering competitive pricing.
Donthi said scale and integration can provide advantages but may not fully offset pricing distortions in the global solar value chain.
He said several materials in the solar value chain are sold at negative margins globally. Many costs, including the cost of capital and returns required for rapidly changing technologies, are also not fully reflected in prices.
However, manufacturers in India are answerable to capital markets and investors, especially listed companies, while competitors in other markets may operate under different financial conditions.
Donthi said duties alone have not been sufficient globally to create a level playing field. India’s basic customs duty did not fully address the issue, while ALMM has been more effective in driving domestic manufacturing.
China-Dependent Supply Chain
Module manufacturers said India continues to depend on China for equipment, technology updates, and many materials. Domestic ancillary suppliers are emerging, but their products often remain more expensive than Chinese alternatives.
Mathur said most manufacturers continue to evaluate Chinese equipment because it is cost-effective and widely used. However, alternatives are available outside China, and companies are also considering them to reduce geopolitical and supply chain risks.
He added that unless China restricts technology exports, many manufacturers are likely to continue procuring equipment from Chinese suppliers.
Module manufacturers expect 2026 to be a year of realignment.
Mathur said the real momentum from utility-scale demand is likely to emerge from April or May 2027.
Govil said incremental cell capacity is expected to enter the market this year and it could double next year.

Skilling, R&D, Cost Competitiveness Key to India’s Solar Cell Manufacturing Growth

					</table>Gujarat-based <a href="https://thegrewsolar.com/" target="_blank" rel="noopener">GREW Solar</a> has secured a repeat order worth approximately ₹5 billion from a domestic independent power producer for the supply of M10R TOPCon solar modules.
These high-efficiency modules will be deployed across several upcoming utility-scale solar projects in India.
The company operates a 6.5 GW solar module manufacturing plant in Dudu, Rajasthan, with plans to scale to 11 GW, and is setting up an 8 GW solar cell and ingot-wafer facility in Narmadapuram, Madhya Pradesh.
Recently, the company <a href="https://www.mercomindia.com/grew-solar-raises-%E2%82%B910-5-billion-to-expand-cell-capacity-in-madhya-pradesh" target="_blank" rel="noopener">raised</a> ₹10.5 billion (~$118.4 million) in a new funding round led by Bay Capital Investment to expand manufacturing capacity at the Dudu facility and its upcoming plant in Madhya Pradesh. GREW manufactures high-efficiency N-type TOPCon solar modules on G12R and M10R technologies, designed for reliable performance across utility, commercial, industrial, and rooftop projects.
In its first year of operations, following its 2022 inception, GREW Solar commissioned 1.2 GW of solar module manufacturing capacity at Dudu. It launched M10 modules of up to 550 Wp during the same period. By 2025, the company scaled its operational capacity to 3 GW and began delivering high-efficiency M10 TOPCon modules of up to 590 Wp.
Last December, GREW Solar <a href="https://www.mercomindia.com/grew-solar-to-supply-modules-for-ntpcs-1-46-gw-solar-projects" target="_blank" rel="noopener">secured</a> a contract valued at over ₹20.28 billion (~$225.82 million) from NTPC Renewable Energy (NREL) to supply high-efficiency solar modules with an approximate capacity of 1,464.5 MW for power projects across Uttar Pradesh.
The company secured the order after winning NREL’s <a href="https://www.mercomindia.com/ntpc-rel-issues-module-supply-tender-for-1-gw-solar-projects" target="_blank" rel="noopener">auction</a> for the supply of crystalline bifacial modules for its upcoming solar projects in Lalitpur and Chitrakoot districts of Uttar Pradesh, with a total capacity of 1 GW.

					</table>Solar module manufacturer <a href="https://thegrewsolar.com/" target="_blank" rel="noopener">GREW Solar</a> has raised ₹10.5 billion (~$118.4 million) in a new funding round led by Bay Capital Investment to expand manufacturing capacity at its Dudu facility in Rajasthan and its upcoming plant in Madhya Pradesh.
The Dudu facility is being expanded to 11 GW. It also includes an in-house research and development laboratory.
The latest fundraise <a href="https://www.mercomindia.com/module-manufacturer-grew-solar-secures-%E2%82%B93-billion-to-expand-capacity" target="_blank" rel="noopener">follows</a> an earlier funding round of ₹3 billion (~$33.8 million) led by GeeCee Holdings.
The company said the fresh capital will be used to strengthen ongoing operations, support strategic expansion initiatives, and accelerate its transition into a fully integrated solar manufacturer.
A significant portion of the funds will be deployed to expand its solar cell manufacturing facility, increasing total cell manufacturing capacity from the planned 3 GW to 8 GW by the end of 2026.
GREW Solar commissioned 1.2 GW of solar module manufacturing capacity at Dudu in its first year of operations, following its 2022 inception.
It launched M10 modules of up to 550 Wp during the same period. By 2025, the company scaled its operational capacity to 3 GW and began delivering high-efficiency M10 TOPCon modules of up to 590 Wp.
GREW Solar also plans to establish an initial 3 GW solar cell manufacturing facility in Narmadapuram, Madhya Pradesh. This facility will subsequently be expanded to 8 GW by the end of 2026, enabling backward integration into solar cell production.

The company’s operational solar module capacity stands at 3 GW, comprising its high-efficiency M10 TOPCon modules of up to 590 W. It is expanding its module manufacturing plant in Dudu, Rajasthan, to 11 GW. The facility will include a state-of-the-art research and development laboratory to support innovation in solar technology and sustainable manufacturing practices.

India added 11.3 GW of solar modules and 2 GW of cell manufacturing capacity in the first half of 2024, according to Mercom’s, <a href="https://www.mercomindia.com/product/state-solar-manufacturing-india-1h-2024" target="_blank" rel="noopener">State of Solar PV Manufacturing in India 1H 2024</a> report. The capacity additions were driven by a robust solar project pipeline of 132.7 GW planned between 2024 and 2026 and the reinstatement of the Approved List of Models and Manufacturers order in April 2024. As of June 2024, India’s cumulative solar module manufacturing capacity reached 77.2 GW, while solar cell capacity totaled 7.6 GW.
