					</table><p>The Asansol Division of <a href="https://er.indianrailways.gov.in/index.jsp" target="_blank" rel="noopener">Eastern Railway</a> in West Bengal has invited bids from solar developers to install 1 MW grid-connected rooftop solar projects on a design, build, finance, operate, and transfer basis.</p>
<p>The last date to submit the bids is April 18, 2024. Bids open on the same day.</p>
<p>The scope of work includes designing, building, financing, operating, and long–term maintenance and transfer of roof-mounted solar projects at selected locations of Eastern Railways. The project will generate and supply power to the Asansol division.</p>
<p>Bidders must pay a bid processing management fee of ₹75,000 ($899) and ₹34,810 ($417) as the bid document fee.</p>
<p>They must also furnish ₹1.07 million ($12,836)/MW as an earnest money deposit. The successful bidder must submit a performance bank guarantee of ₹1.6 million (~$19,194) /MW of the allotted capacity within 30 days of signing the power purchase agreement.</p>
<p>During the first year of operations, the solar developer will have to provide a minimum capital utilization facility (CUF) of 15% for general category states &amp; 13.5% for special category states.</p>
<p>The project will be awarded to the bidder quoting the lowest fixed tariff with no escalation clause for 25 years.</p>
<p>The successful bidder will sign a power purchase agreement for 25 years. The projects installed under the tender will not be eligible for any central financial assistance from the Ministry of New and Renewable Energy or Railways.</p>
<p>Bidders must have experience installing a minimum aggregate 200 kW capacity of grid-connected rooftop solar systems in developer or engineering, procurement, and construction mode.</p>
<p>Bidders with experience installing and commissioning a minimum aggregate capacity of 1,000 kW of any grid-connected systems across residential, social, industrial, commercial, and government sectors are eligible to participate in this tender.</p>
<p>The average annual turnover of the bidders should be ₹15 million (~$179,941). They should have a positive net worth during the last three financial years.</p>
<p>Last December, the Eastern Railways <a href="https://www.mercomindia.com/railways-invites-rooftop-solar-project-howrah" target="_blank" rel="noopener">invited</a> bids to install a 1.125 MW grid-connected rooftop solar project at its Howrah division in West Bengal.</p>
<p>It had also <a href="https://www.mercomindia.com/eastern-railways-solar-projects-in-west-bengal" target="_blank" rel="noopener">floated</a> a tender for 3 MW ground-mounted solar power projects in the Kanchrapara railway station.</p>

Bids will be opened on January 23. Bidders must submit ₹300,000 (~$3,597) as a bid processing fee and an earnest money deposit (EMD) of ₹100 million (~$1.2 million). Selected bidders must remit ₹250 million (~$3 million) as a performance bank guarantee. PSPCL will provide the land to set up the project on lease rent of ₹1 (~$0.012) per acre per annum.</p>
<p><a href="https://www.mercomindia.com/indigrid-institutional-placement-shares" target="_blank" rel="noopener"><strong>Power sector Infrastructure Investment Trust (InvIT), IndiGrid, raised ₹6.7 billion  ($80.35 million) through the institutional placement of shares, bringing the total to ₹10.7 billion (~$128.32 million) in the financial year 2023-24.</strong></a> In September, the company had raised ₹4 billion ($47.96 million) via institutional placement of shares. In the first half of the fiscal year, IndiGrid acquired Virescent Renewable Energy Trust for ₹40 billion ($479.71 million). VRET is a renewable energy InvIT with 16 operational solar projects and a cumulative capacity of 538 MW.</p>
<p><a href="https://www.mercomindia.com/bihar-off-grid-rooftop-solar" target="_blank" rel="noopener"><strong>Bihar Renewable Energy Development Agency invited bids to empanel bidders to connect non-functional off-grid solar power projects on government buildings to the grid.</strong></a> The empaneled vendors must also provide five years of comprehensive operation and maintenance and synchronize the system with the grid and net metering wherever required. The last day to submit the bids is December 21, 2023. Bids will be opened the next day. Bidders must submit an earnest money deposit of ₹1.5 million (~$17,991).</p>
<p><a href="https://www.mercomindia.com/eastern-railways-solar-projects-in-west-bengal" target="_blank" rel="noopener"><strong>Eastern Railways has invited bids to implement 3 MW ground-mounted solar power projects, without battery backup, at various locations within the Kanchrapara railway workshop</strong></a> in the officer’s colony area in West Bengal. The last date for the submission of bids is January 4, 2023. Bids will be opened the same day. The scope of the work involves designing, drafting, supplying, installing, testing, commissioning, and connecting the solar power project to the grid. This includes all electrical components, associated equipment, and required civil works at the Kanchrapara workshop.</p>
<p><a href="https://www.mercomindia.com/thdc-issues-solar-projects-in-maharashtra" target="_blank" rel="noopener"><strong>THDC India issued a request for proposals from consultants and expert agencies to create a feasibility report to set up floating solar power projects on reservoirs in the Godavari Marathwada region of Maharashtra.</strong></a> The last date for submission of bids is December 26, 2023. Bids will be opened on the same day. Bidders must submit an EMD of ₹123,000 (~$1,474.9). For bidders registered as micro and small enterprises in India, the EMD will not be applicable.</p>
<p><a href="https://www.mercomindia.com/railways-bids-rooftop-solar-projects-in-jaipur" target="_blank" rel="noopener"><strong>The Jaipur Division of North Western Railways has floated a tender to empanel agencies to implement 1 MW rooftop solar power projects on a design, build, finance, operate, and transfer basis</strong></a>. The last date for the submission of bids is December 29, 2023. Bids will be opened on the same day. The project aims to produce and distribute power through rooftop solar systems, where the selected project developer will be accountable for the design, engineering, procurement, construction, erection (including civil and structural works), installation, testing, and commissioning of the solar systems.</p>
<p><a href="https://www.mercomindia.com/rec-215-million-loan-kfw-reform-indian-discoms" target="_blank" rel="noopener"><strong>Public infrastructure finance company REC Limited signed a €200 million (~$215 million) loan agreement with German bank KfW.</strong></a> The loan will be used to undertake reforms in India’s distribution sector. Under the Indo-German Development Cooperation, this marks REC’s sixth line of credit. REC has set a target of achieving a green finance portfolio totaling ₹3 trillion (~$36 billion) by FY 2023. In addition to backing conventional renewable projects, the company has also financed technologies such as hybrid power, pumped storage, electric vehicles, solar modules, and wind turbine manufacturing.</p>

<p>The scope of the work involves designing, drafting, supplying, installing, testing, commissioning, and connecting the solar power project to the grid.</p>
<p>This includes all electrical components, associated equipment, and required civil works at the Kanchrapara workshop. The total project area spans 87,770 square meters, positioned in the South-East direction.</p>
<p>The total advertised cost of the project, including supply and installation, testing, and commissioning of all plants and machinery, is ₹123.1 million (~$1.4 million).</p>
<p>Bidders are required to provide an earnest money deposit amounting to ₹765,500 (~$9,181). The stipulated timeframe for the completion of the project is 12 months.</p>
<p>They should have completed or substantially completed any of the following categories of work(s) within the last seven years, up to the end of the month preceding the one in which the tender is issued:</p>
<ul>
<li>Three similar works, each costing no less than 30% of the advertised value of the tender.</li>
<li>Two similar works, each costing no less than 40% of the advertised value of the tender.</li>
<li>One similar work costing no less than 60% of the advertised value of the tender.</li>
</ul>
<p>For composite work route (e.g., those involving multiple distinct components like civil engineering, electrical, etc., and major bridges with substructure and superstructure), the bidder must have successfully completed or substantially completed any of the following categories of work(s) during the last seven years:</p>
<ul>
<li>Three similar works costing no less than 30% of the advertised value of each tender component.</li>
<li>Two similar works, each costing no less than 40% of the advertised value of each tender component.</li>
<li>One similar work costing no less than 60% of the advertised value of each tender component.</li>
</ul>
<p>Bidders must have a minimum average annual contractual turnover of V/N or &#8216;V,&#8217; whichever is less. Here, V represents the advertised value of the tender in crores of rupees, and N is the number of years prescribed for the completion of the work for which bids have been invited.</p>
<p>The average annual contractual turnover is calculated as the average of &#8220;total contractual payments&#8221; in the previous three financial years.</p>

<p><a href="https://www.mercomindia.com/rajasthan-tariff-kusum-component-c" target="_blank" rel="noopener"><strong>Rajasthan Electricity Regulatory Commission has approved a ceiling tariff of ₹3.55 (~$0.043)/ kWh for solar power projects to be set up under Component C of the Pradhan Mantri Kisan Urja</strong></a> Suraksha evam Utthaan Mahabhiyan program for feeder-level polarization. The Commission directed distribution companies (DISCOMs) to apply the specified ceiling tariff in their upcoming bids. However, before each future bidding, DISCOMs should consistently assess market conditions.</p>
<p><a href="https://www.mercomindia.com/odisha-6-5-mw-rooftop-solar-projects" target="_blank" rel="noopener"><strong>Odisha Renewable Energy Development Agency has invited bids to install 6.462 MW of rooftop solar power projects on government buildings in Odisha under the Renewable Energy Service</strong></a> Company Model with a net metering or virtual net metering facility. The last day to submit the bids is December 22, 2023. Bids will be opened on December 28. The systems should be installed within six months of signing the tripartite agreement. The installers must oversee the projects’ operation and maintenance for 25 years.</p>
<p><a href="https://www.mercomindia.com/jobs-energy-sector-grow-2022" target="_blank" rel="noopener"><strong>The International Energy Agency’s recent World Energy Employment report found that investments in clean energy technologies drove demand for new workers in every region of the</strong></a> world. However, a shortage of skilled labor has emerged as a key barrier to ramping up activity. The report found that global energy employment rose to 67 million people in 2022, a 3.2 million increase from pre-pandemic levels.</p>

Sembcorp Energy (Shanghai) Holding is set to acquire 100% of the share capital in Qinzhou Yuanneng Wind Power. The move involves an equity consideration of approximately $130 million. Qinzhou Yuanneng owns and operates 200 MW of wind assets in Guangxi, China.</p>

<p>Alternatively, they should have a history of installing and commissioning a minimum total capacity of 1 MW in any grid-connected system, irrespective of the sector (residential, social, industrial, commercial, or government), either as a developer or an EPC provider.</p>
<p>Bidders should have an average annual turnover of ₹15 million (~$179,969) and have a positive net worth in the last three financial years.</p>
<p>In case a parent company is involved, the eligibility criteria of the parent company will be considered for determining the bidder&#8217;s eligibility, provided that the parent company holds a minimum of 26% shares in the bidding company.</p>
<p>In February, the South Eastern Railway <a href="https://mercomindia.com/railways-issues-tender-rooftop-solar-in-west-bengal/" target="_blank" rel="noopener">issued</a> a tender for the empanelment of developers to implement grid-connected rooftop solar projects of various capacities in West Bengal through the public-private partnership mode.</p>
<p>The Danapur railway division of the East Central Railway <a href="https://mercomindia.com/railways-empanel-3-mw-rooftop-solar-systems/" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement 3.252 MW of grid-connected rooftop solar projects in Bihar and Uttar Pradesh.</p>

Eastern Railways Floats Tender for 2 MW Rooftop Solar Projects in Kolkata

					</table><p><a href="https://er.indianrailways.gov.in/view_section.jsp?fontColor=black&amp;backgroundColor=LIGHTSTEELBLUE&amp;lang=0&amp;id=0,1,291,354" target="_blank" rel="noopener">The Howrah Division</a> of Eastern Railway has invited bids for the design and supply of a 2.2 MW on-grid rooftop solar project, without battery backup.</p>
<p>The last date for the submission of bids is March 6, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to furnish an earnest money deposit of ₹ 653,000 (~$7,895).</p>
<p>The project has to be completed within 6 months of receiving the work order.</p>
<p>The equipment used in the project should be in accordance with the &#8220;Make in India” policy.</p>
<p>Bidders must have completed three similar works costing not less than the amount equal to 30% of the value of the tender, two similar works costing not less than 40% of the tender value, or at least one similar work costing not less than 60% of the tender value, during the last seven years.</p>
<p>Similar work refers to the design, supply, installation, connection, testing, and commissioning of rooftop/shed top/ water surface/vacant land based on-grid/off-grid/hybrid solar system with associated work.</p>
<p>Bidders must have a minimum average annual turnover of V/N or V whichever is less where V is the advertised value of the tender and N is the number of years prescribed for the completion of work.</p>
<p>The average annual turnover will be calculated as an average of total contractual payments in the previous three financial years.</p>
<p>The South Eastern Railway has <a href="https://mercomindia.com/railways-issues-tender-rooftop-solar-in-west-bengal/" target="_blank" rel="noopener">issued</a> a tender for the empanelment of developers to implement grid-connected rooftop solar projects of various capacities in West Bengal through the public-private partnership mode.</p>
<p>In November last year, the Western Railway <a href="https://mercomindia.com/daily-news-wrap-up-western-railways-saves-going-solar/" target="_blank" rel="noopener">announced</a> it had saved ₹30 million (~$362,902) on energy bills during the financial year 2021-22 by installing 6.6 MW of solar power projects across 97 railway stations and 3.92 MW of solar power projects at 46 railway office buildings.</p>
