Eastern Railway Invites Bids for 3 MW Solar Projects in West Bengal

Eastern Railway has invited bids to implement 3 MW ground-mounted solar power projects, without battery backup, at various locations within the Kanchrapara railway workshop in the officer’s colony area in West Bengal.

The last date for the submission of bids is January 4, 2023. Bids will be opened the same day.

The scope of the work involves designing, drafting, supplying, installing, testing, commissioning, and connecting the solar power project to the grid.

This includes all electrical components, associated equipment, and required civil works at the Kanchrapara workshop. The total project area spans 87,770 square meters, positioned in the South-East direction.

The total advertised cost of the project, including supply and installation, testing, and commissioning of all plants and machinery, is ₹123.1 million (~$1.4 million).

Bidders are required to provide an earnest money deposit amounting to ₹765,500 (~$9,181). The stipulated timeframe for the completion of the project is 12 months.

They should have completed or substantially completed any of the following categories of work(s) within the last seven years, up to the end of the month preceding the one in which the tender is issued:

  • Three similar works, each costing no less than 30% of the advertised value of the tender.
  • Two similar works, each costing no less than 40% of the advertised value of the tender.
  • One similar work costing no less than 60% of the advertised value of the tender.

For composite work route (e.g., those involving multiple distinct components like civil engineering, electrical, etc., and major bridges with substructure and superstructure), the bidder must have successfully completed or substantially completed any of the following categories of work(s) during the last seven years:

  • Three similar works costing no less than 30% of the advertised value of each tender component.
  • Two similar works, each costing no less than 40% of the advertised value of each tender component.
  • One similar work costing no less than 60% of the advertised value of each tender component.

Bidders must have a minimum average annual contractual turnover of V/N or ‘V,’ whichever is less. Here, V represents the advertised value of the tender in crores of rupees, and N is the number of years prescribed for the completion of the work for which bids have been invited.

The average annual contractual turnover is calculated as the average of “total contractual payments” in the previous three financial years.

The Jaipur Division of North Western Railways recently floated a tender to empanel agencies to implement 1 MW rooftop solar power projects on a design, build, finance, operate, and transfer basis.
