Bihar Issues Tender to Connect Non-Functional Off-Grid Rooftop Solar Projects to Grid

Bihar Renewable Energy Development Agency (BREDA) has invited bids to empanel bidders to connect non-functional off-grid solar power projects on government buildings to the grid.

The empaneled vendors must also provide five years of comprehensive operation and maintenance and synchronize the system with the grid and net metering wherever required.

The projects have been divided into four groups depending on their capacities:

  • Group A: 8 kW to 20 kW for a total capacity of 166 kW
  • Group B: 21 kW to 25 kW (2.318 MW)
  • Group C: 40 kW to 60 kW (300 kW)
  • Group D: 100 kW (300 kW)

The last day to submit the bids is December 21, 2023. Bids will be opened the next day.

Bidders must submit an earnest money deposit of ₹1.5 million (~$17,991).

Bidders should have cumulative experience executing solar projects with 350 kW capacity, including at least one single 100 kWp grid-connected rooftop solar project during the last five years.

They should have an average annual turnover of ₹50 million (~$599,659) during the last five years and a positive net worth as of the last year.

The projects’ declared annual capacity utilization factor should not be less than 19%.

Selected bidders must complete the commissioning of each project within 120 days from the date of issue of the work order. If the successful bidder fails to commission the awarded capacity within the stipulated timeframe, liquidated damages will be charged at the rate of 0.5 % of project cost delayed for a week or part thereof, subject to a maximum of 10%.

Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the project.

The modules used must be at least 200 Wp and should be warranted for their output peak watt capacity at not less than 90% at the end of 10 years and 80% at the end of 25 years.

Recently, Bihar State Power Generation Company invited bids to set up a 10 MW floating solar project on Phulwaria Dam under the renewable energy service company model.
