					</table><p><a href="https://www.ntpc.co.in/" target="_blank" rel="noopener">NTPC</a> has invited bids for the appointment of a financial advisor for a 50 MW solar power project in Sampur, Sri Lanka.</p>
<p>Trincomalee Power Company (TPCL), a 50:50 joint venture between NTPC and Ceylon Electricity Board (<a href="https://www.ceb.lk/" target="_blank" rel="noopener">CEB</a>), Sri Lanka, is developing a 50 MW solar project that is extendable to 135 MW in Sampur in two phases.</p>
<p>The first phase of work includes the development of a 50 MW solar project on a build-own-operate basis and a 38 km transmission line on an annuity payment basis. For the project, TPCL is expected to submit a techno-commercial bid proposal to CEB along with a vetted financial model prepared by a financial advisor.</p>
<p>The scope of work of the selected financial advisor will include financial modeling, advisory on investment risk and their mitigation, advisory on taxation, regulation in respect to investment and setting of solar power plant in Sri Lanka.</p>
<p>They will also have to prepare and submit the Strategic Development Project application and provide opinions and advice on transaction documents for the Sampur Solar Project.</p>
<p>The last date to submit the bids is February 21, 2024. Bids will be opened on the same day at 5 pm.</p>
<p>Bidders must submit a bid security amount of ₹100,000 (~$1,206).</p>
<p>Micro and Small Enterprises) registered with the Udyam Registration Portal will be issued the bid documents free of cost and shall be exempted from paying bid security.</p>
<p>The selected bidder must provide an irrevocable contract performance guarantee in the form of a bank guarantee of value equivalent to 10% of the total contract price within 30 days after the date of issue of the Letter of Award.</p>
<p>Indian laws will govern the consultancy work under the tender for the time being in force, and Delhi courts alone will have jurisdiction on all matters arising under the contract.</p>
<p>Bidders should quote the lump sum price for the entire scope of services as per the scope of work.</p>
<p>In November 2023, the CEB, under the Ministry of Power and Energy, Sri Lanka, <a href="https://www.mercomindia.com/sri-lanka-200-mw-floating-solar-projects" target="_blank" rel="noopener">issued</a> an expression of interest for constructing two 100 MW floating solar power projects on the Samanalawewa reservoir in the Ratnapura district.</p>
<p>In February 2023, Adani Green Energy, the renewable energy arm of Adani Group, was <a href="https://www.mercomindia.com/sri-lanka-awards-wind-power-projects-adani-green" target="_blank" rel="noopener">awarded</a> the letter of approval for two wind energy projects to be developed in the Mannar and Ponneryn areas of northern Sri Lanka. The two projects were to receive a total investment of $442 million.</p>

					</table><p>The Ceylon Electricity Board (<a href="https://www.ceb.lk/" target="_blank" rel="noopener">CEB</a>) under the Ministry of Power and Energy, Sri Lanka, has issued an Expression of Interest (EoI) for constructing two 100 MW floating solar power projects on the Samanalawewa reservoir in the Ratnapura district.</p>
<p>The last date for the submission of proposals is December 13, 2023.</p>
<p>The project scope involves constructing two 100 MW floating solar power projects and transmission facilities up to the interconnection point to the national grid. The power purchase agreement with CEB will span 20 years with early system connection, and each bidder will be limited to one 100 MW proposal.</p>
<p>The EOI does not specify financial guarantee details.</p>
<p>Eligibility for the bidders includes the following key points:</p>
<ul>
<li>Legal recognition as entities, such as registered companies or government-owned organizations.</li>
<li>Registration in the project jurisdiction and demonstrated financial stability with a positive net worth.</li>
<li>Possession of relevant technical expertise and project-specific experience.</li>
<li>Compliance with national laws, including environmental, safety, and quality standards, and securing all required approvals, licenses, permits, and certificates, as mandated by the National Environmental (Amended) Act, No. 47 of 1980, and relevant provincial statutes.</li>
<li>Confirmation of no conflicts of interest, adherence to submission guidelines, and provision of required insurance and financial guarantees.</li>
</ul>
<p>The evaluation of the technical proposal takes into account certain other key factors, such as the bidder’s experience in similar projects and their ability to provide reliable power. It also considers the expected timeline for project implementation and grid connection.</p>
<p>The project will emphasize the efficient utilization of the Samanalawewa Reservoir, allowing it to serve as a dual-purpose energy resource—sustaining hydroelectric power generation during peak hours while harnessing solar energy to meet daytime energy demands.</p>
<p>Earlier this year, Adani Green Energy <a href="https://www.mercomindia.com/sri-lanka-awards-wind-power-projects-adani-green" target="_blank" rel="noopener">secured</a> approval for two wind energy projects in northern Sri Lanka with a combined investment of $442 million. These projects, one with a capacity of 250 MW in Mannar and the other with 100 MW in Pooneryn, are scheduled to be connected to the national grid by 2025.</p>
<p>Last year, CEB <a href="https://www.mercomindia.com/bids-30-mw-ground-mounted-floating-solar-sri-lanka" target="_blank" rel="noopener">sought</a> bids for 30 MW of solar projects in Sri Lanka with a 20-year operational period, a 10-month completion timeline from PPA signing, requiring LKR3 million (~$9,167)/MW proposal security deposit, and LKR22 million (~$67,226) performance deposit within 30 days of award.</p>

					</table><p>Ceylon Electricity Board (<a href="https://ceb.lk/" target="_blank" rel="noopener">CEB</a>) has invited bids to set up 30 MW of ground-mounted and floating solar projects of 1 MW-5 MW capacity on a build, own, and operate basis in Sri Lanka with an operational period of 20 years.</p>
<p>The last date to submit the bids is October 27, 2022.</p>
<p>The project must be completed within ten months from the signing of the power purchase agreement (PPA).</p>
<p>Bidders should submit LKR3 million (~$8,289)/MW as a proposal security deposit. The successful bidder should furnish LKR22 million (~$60,786) as a performance security deposit within 30 days of the letter of award.</p>
<p>Bidders or their affiliate companies should not have been blacklisted or suspended by CEB or any government agency in Sri Lanka, whether as an individual contractor or corporation or as a joint venture or consortium member.</p>
<p>Within the project&#8217;s scope, the project developer will be required to assess the environmental impacts of the proposed solar power projects and obtain all environmental clearances and approvals from the authorities as per Central Environmental Authority guidelines.</p>
<p>Solar modules to be used for the project should comply with the relevant international standards (IEC 61215, IEC 61730, or the latest available equivalent standards). Inverters should also comply with international standards (IEEE 1547:2003/UL 1741, IEC 62109).</p>
<p>The technology proposed for the project should have demonstrated success in countries with a similar level of technological development and infrastructure support as in Sri Lanka.</p>
<p>The equipment offered should be new and unused. All equipment and project design must conform to CEB regulations applied to any power project connected to the Sri Lankan power system as stipulated in the &#8216;CEB Guide for Grid Interconnection of Embedded Generators, Sri Lanka (2000).&#8217;</p>
<p>The project company should procure land with an extent of 3 acres/MW for solar power projects. For higher capacities, the required land extent should be based on the above ratio.</p>
<p>Last June, India <a href="https://mercomindia.com/daily-news-wrap-up-india-2/" target="_blank" rel="noopener">extended</a> a Line of Credit of $100 million to Sri Lanka to finance projects in the solar sector. An agreement in this regard was signed between the Sri Lankan government and the Export-Import (Exim) Bank of India.</p>
<p>Earlier, Sri Lanka <a href="https://mercomindia.com/sri-lanka-plans-solar-project-2/" target="_blank" rel="noopener">approved</a> a proposal by the Ministry of Energy (to develop the 100 MW Siyabalanduwa solar power project through private sector investment.</p>

Bids Invited for 30 MW of Ground-Mounted and Floating Solar Projects in Sri Lanka

<p>Sri Lanka will develop 28 small solar power projects in its north-central and eastern regions.</p>
<p>The proposal was recently approved by the Cabinet of Ministers who gave consent to the development of 28 solar power projects from 28 investors in the island nation.</p>
<p>The tariff for power generated from these projects has been set at LKR 12.84 (~$0.072) to LKR 15.93(~$0.089)/kWh. The state power utility, Ceylon Electricity Board, will purchase the power from these solar projects.</p>
<p><a href="https://mercomindia.com/sri-lanka-arbitration-hybrid-project/" target="_blank" rel="noopener">Earlier</a>, Mercom reported that KLS Energy Lanka, a subsidiary of Malaysian renewable energy producer, Energy Sdn Bhd filed an arbitration against the Sri Lankan government.</p>
<p>The arbitration under BIT Malaysia – Sri Lanka 1982 was filed over the cancellation of a $150 million wind-solar hybrid power project by the Sri Lankan government. The Ceylon Electricity Board had approved the project to build the hybrid power project in Jaffna in 2008 and signed a 20-year power purchase agreement with KLS Energy Lanka.</p>
<p>Sri Lanka has seen a flurry of investment in the renewables sector.</p>
<p><a href="https://mercomindia.com/sri-lanka-arbitration-hybrid-project/" target="_blank" rel="noopener">In October 2018</a>, Mercom reported that Ceylon Electricity Board (CEB), <a href="http://www.treasury.gov.lk/" target="_blank" rel="noopener">Sri Lanka</a> will receive ₹2,529 million (~$34.41 million) from the French Agency for Development (AFD). This will be utilized by CEB to implement Tranche II of the green power development and energy efficiency improvement investment program.</p>
<p>Ceylon Electricity Board has an ambitious capital investment plan for the next ten years to maintain 100 percent electrification while improving supply quality and reliability.</p>
<p><a href="https://mercomindia.com/sri-lanka-50-million-db-rooftop-solar/" target="_blank" rel="noopener">Earlier</a>, the Ministry of Finance and Mass Media in Sri Lanka announced that it has agreed with the Asian Development Bank wherein the bank will loan the country $50 million to help develop rooftop solar projects.</p>
<p><a href="https://mercomindia.com/japanese-company-sri-lanka-first-solar-manufacture-unit/" target="_blank" rel="noopener">In June 2018</a>, Japanese Sri Lanka Friendship (JSF) Corporation, a board of investment company, announced to start manufacturing solar panels at Katunayake in Sri Lanka.</p>
<p>Sri Lanka wants to install 200 MW of solar projects by 2020 and 1,000 MW by 2025.</p>

Sri Lanka to Develop 28 Small Solar Power Projects

<p>The Asian Development Bank (ADB) has agreed to provide a $200 million loan with a sovereign guarantee to the Ceylon Electricity Board to develop the first 100 MW wind park in Sri Lanka. The ADB’s board of directors approved the loan on October 24, 2017.</p>
<p>The proposed wind farm will be developed on Mannar Island in the Northern Province of Sri Lanka. The total cost of the project is estimated at $256.7 million, out of which the Ceylon Electricity Board will provide $56.7 million.</p>
<p>The project is set to establish procedures that will enable the Ceylon Electricity Board – the agency responsible for implementing and executing the project – to act as a wind park developer and attract the private sector to future wind power generation projects. The procedures will include establishing cost benchmarks and conducting competitive bidding for future wind power projects, as well as managing the flow of intermittent wind energy through the power system.</p>
<p>“The new wind power generation project will not only provide access to a clean and reliable power supply in Sri Lanka, but it will also create an environment for further wind power development through future public-private partnerships,” said Mukhtor Khamudkhanov, principal energy specialist with ADB.</p>
<p>“Diversifying the country’s power generation through clean, renewable energy sources will improve the country’s energy security and environment,” added Khamudkhanov.</p>
<p>Sri Lanka boosted its national electrification to more than 99 percent in 2016, but the power sector is still struggling to meet the growing demand for affordable and reliable electricity. With the share of thermal (coal and oil-fired) power still accounting for two-thirds of power generation in 2016, there is an urgent need to develop new clean energy sources such as wind and solar energy, reduce losses in the system, and boost energy efficiency.</p>
<p>With the approval of the $200 million loan, in 2017, the ADB has approved loans to the tune of $250 million for renewable energy in Sri Lanka. The ADB in <a href="https://mercomindia.com/adb-provide-50-million-loan-develop-50-mw-rooftop-solar-sri-lanka/" target="_blank" rel="noopener">September</a> approved another $50 million loan to help fund rooftop solar power generation systems in Sri Lanka.</p>
