					</table><p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGCL</a>) has invited bids to commission 564 MW of grid-connected distributed solar power projects in the jurisdictions of South and North Bihar Power Distribution Companies under Component-C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) Program.</p>
<p>The scope of work also involves constructing the 11 kV line to connect the projects with substations and provide a remote monitoring system. The successful bidders must also oversee the projects’ operation and maintenance for  25 years.</p>
<p>The project’s estimated cost is ₹35 million (~$419,938)/ MW.</p>
<p>The last day to submit the bids is April 5, 2023. Bids will be opened on the same day.</p>
<p>Bidders must furnish an ₹100,000 (~$1,199)/ MW as earnest money deposit.</p>
<p>Selected bidders must furnish a performance bank guarantee of ₹100,000 (~$1,199)/ MW.</p>
<p>The projects should be commissioned within 18 months of signing the power purchase agreement.</p>
<p>Bidders must identify 100% of the required land at the time of bid submission.</p>
<p>Developers will receive central financial assistance at 30% of the estimated project cost. Additionally, the state government will offer an extra financial assistance of ₹4.5 million (~$53,996)/ MW.</p>
<p>Bidders must propose a technology that is already widely used commercially. Additionally, the bidder must have at least one operational project using this technology for a minimum of one year, with a capacity of no less than 1 MW.</p>
<p>Bidders should have a minimum net worth of ₹10.5 million (~$125,981)/ MW as of the last day of the previous financial year.</p>
<p>Modules used should be included in the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers.</p>
<p>The developers must submit the authorization or domestic content requirement certificates for the solar cells used in these modules.</p>
<p>The declared annual capacity utilization factor must be not less than 19%.</p>
<p>Recently, BSPGCL <a href="https://www.mercomindia.com/bihar-floating-solar-durgawati-dam" target="_blank" rel="noopener">invited</a> bids to set up a 10 MW grid-connected floating solar project under the renewable energy service company model over the reservoir of Durgawati Dam.</p>

Bihar DISCOM Invites Bids for 564 MW Solar Projects Under KUSUM

					</table><p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGC</a>) has invited bids to procure power from a grid-connected ground-mounted solar power project with a raised structure over a pond and a capacity of 2 to 10 MW.</p>
<p>The scope of work includes setting up the grid-connected solar PV project, including the transmission network up to the interconnection or delivery point. The maintenance cost of the high-tension line and other charges from the project will be borne by the developer.</p>
<p>The projects with a minimum capacity of 2 MW and in multiple of 1 MW, maximum up to 10 MW, must be installed as ground-mounted and with a raised structure over the ground. It will be constructed under RESCO mode on a private pond.</p>
<p>Manmade ponds that have water available for eight to nine months a year are expected to be useful for installing ground-mounted solar power projects with raised structures. This also ensures that fisheries and allied activities can be carried out under it.</p>
<p>The last date to submit the bids is March 5, 2024.</p>
<p>Bidders must quote a minimum of 2 MW and a maximum capacity of 10 MW.</p>
<p>They must submit a bid security of ₹500,000/MW (~$6,024).</p>
<p>Selected bidders must submit a performance bank guarantee of ₹3 million/MW ($36,144) within 30 days of issuance of the letter of intent or before signing the power purchase agreement, whichever is earlier.</p>
<p>The developer must obtain all the approvals, permits, and clearances. State power distribution companies will enter into a power purchase agreement with the developer to purchase power for 25 years.</p>
<p>Bidders will also have to maintain an annual Capacity Utilization Factor, which should not be less than 19%.</p>
<p>The developer will be tasked with acquiring a pond to set up the project and must also ensure that there is water for 10 to 11 months a year.</p>
<p>Only commercially established and operational technologies can be used to minimize the technological risk and to achieve timely commissioning of the project. Part commissioning of the project will not be allowed.</p>
<p>Bidders must have commissioned solar photovoltaic-based grid-connected power projects of a cumulative installed capacity of 2 MW. They must also furnish proof of having supplied solar modules of a minimum capacity of 2 MW or above for on-grid solar power projects.</p>
<p>Bidders must have proof of positive growth in the financial year and a minimum average annual turnover of ₹30 million ($361,445) during the last three financial years.</p>
<p>Last November, BSPGC <a href="https://www.mercomindia.com/bihar-10-mw-floating-solar-project" target="_blank" rel="noopener">invited</a> bids to set up a 10 MW floating solar project in Phulwaria Dam.</p>
<p>Earlier this year, it also <a href="https://www.mercomindia.com/bihar-consultancy-tender-solar-battery" target="_blank" rel="noopener">floated</a> a tender for a 185 MW grid-connected solar project with a 254 MWh battery energy storage system.</p>

The scope of work also includes design, testing, and commissioning, as well as other activities such as rooftop strength testing, water arrangements, electricity provisions, security measures, transportation logistics, and the assessment of potential capacity needed to establish solar projects.</p>
<p><a href="https://www.mercomindia.com/discoms-atc-losses-drop-15-41-fy23" target="_blank" rel="noopener"><strong>The Aggregate Technical and Commercial losses of DISCOM decreased to 15.41% in the financial year (FY) 2022-23 from 17% in FY 2021-22, the Ministry of Power highlighted in its year-end review</strong></a><strong>.</strong> The Ministry attributed the improvement to the various measures taken under the Revamped Distribution Sector Scheme. The program was introduced to help DISCOMs improve their operational efficiencies and financial sustainability by providing result-linked financial assistance to DISCOMs who achieve the basic minimum benchmarks and meet the pre-qualifying criteria.</p>
<p><strong><a href="https://www.mercomindia.com/telangana-invites-rooftop-solar-projects" target="_blank" rel="noopener">The Telangana State Renewable Energy Development Corporation (TSREDCO) has invited proposals for the design, supply, installation, and commissioning of grid-connected rooftop solar projects with</a></strong> a combined capacity of 1.08 MW. The projects will have to utilize Mono PERC solar modules. Additionally, TSREDCO has invited proposals for a rooftop hybrid power project with a capacity of 40 kW, also using Mono PERC solar modules. The last date for the submission of bids is January 8, 2024. Bids will be opened on January 9.</p>
<p><strong><a href="https://www.mercomindia.com/upneda-om-tender-mini-grid-projects" target="_blank" rel="noopener">Uttar Pradesh New &amp; Renewable Energy Development Agency has invited bids for a five-year operation and maintenance contract for 2.89 MW of mini-grid and decentralized distributed</a></strong> generation solar projects installed on a revenue model basis. The projects include 16 mini-grids with a combined capacity of 2,332 kW and 27 DDG solar projects of 559.4 kW. The last day to submit the bids is January 9, 2024. Bids will be opened the next day. Bidders must submit a tender fee of ₹11,800 (~$141) and an earnest money deposit of ₹25,000 (~$300).</p>
<p><strong><a href="https://www.mercomindia.com/seci-disbursements-november-2023" target="_blank" rel="noopener">The Solar Energy Corporation of India (SECI) paid solar and wind power producers ₹9.07 billion (~$108.9 million) for the energy purchased in November 2023.</a> </strong>The disbursement reflected a decline of 9% from October but increased by 15% on a year-over-year basis. In November, disbursements to solar and wind developers constituted 96.5% of the total payments. The nodal agency disbursed a total of ₹9.4 billion (~$112.8 million) during the month. SECI disbursed ₹134.5 million (~$1.6 million) to compensate a contractor involved in the execution of the agency’s project by Tata Power Solar Systems.</p>
<p><strong><a href="https://www.mercomindia.com/himachal-restricts-departments-buying-diesel-petrol-vehicles" target="_blank" rel="noopener">The state government of Himachal Pradesh has directed all state departments to stop buying diesel or petroleum vehicles and promote the adoption of electric vehicles (EVs) on a large scale.</a></strong> The departments will be able to purchase petrol or diesel vehicles only after the approval of the state cabinet on a case-by-case basis. The initiative is in line with the state’s pledge for a Clean and Green Himachal announced by Chief Minister Sukhvinder Singh Sukhu in his first budget speech.</p>
<p><strong><a href="https://www.mercomindia.com/discoms-owe-december-2023" target="_blank" rel="noopener">Distribution companies owed power generators ₹655.95 billion (~$7.87 billion) in total dues for the monthly billing cycle in December 2023.</a> </strong>The current outstanding dues, excluding the latest monthly dues, are ₹321.31 billion (~$3.85 billion). <p>Selected bidders must submit a 10% of the contract value as a contract performance guarantee.</p>
<p>The scope of services entails the evaluation and oversight in two distinct phases. In Phase A, during detailed design, the consultant must collaborate with BSPGCL and assess the project&#8217;s planning, design compliance, construction arrangements, and solar resource viability. The consultant must review battery use cases, project integration into the grid, and environmental considerations.</p>
<p>In Phase B, during project construction, testing, and commissioning, the consultant must closely monitor on-site project progress, ensuring adherence to contractual conditions, conducting factory inspections, and supervising critical tests. The consultant must also evaluate construction environmental, health, and safety standards and issue certificates of compliance, milestones, and project completion. The financial and economic model development and ongoing support throughout the project life cycle are integral components of the consultant&#8217;s responsibilities.</p>
<p>Bidders must possess a track record as owner’s engineer, project management consultant, lender’s engineer, or implementation support consultant, demonstrating successful completion of grid-connected solar projects in India.</p>
<p>The cumulative installed capacity of these projects should be at least 250 MW, with a minimum capacity requirement of 1 MW for each ground-mounted solar project. The consultant must have delivered a solar project of 100 MW or higher capacity or at least two projects, each with a capacity of 50 MW or above, in the past seven years.</p>
<p>Bidders must also have a background as owner’s engineer, project management consultant, lender’s engineer, or implementation support consultant, demonstrating successful completion of grid-connected BESS projects.</p>
<p>The combined installed capacity of these projects should be at least 10 MW/MWh, with a minimum capacity requirement of 3 MW/MWh for each BESS project. This experience should be within the last seven years, and it can be in India or overseas.</p>
<p>Bidders must have a minimum average annual turnover of ₹15 million (~$180,050) in the last three financial years. Bidders must have a positive net worth for all the last three financial years.</p>
<p>BSPGCL had <a href="https://www.mercomindia.com/bihar-invites-solar-project-with-battery-storage/" target="_blank" rel="noopener">invited</a> the engineering, procurement, and construction for the same project in December 2023.</p>

<p>The scope of work includes surveying, design, engineering, procurement, supply, installation, erection, construction, and commissioning of the project on a turnkey engineering, procurement, and construction (EPC) basis.</p>
<p>The battery energy storage system must be set up to deliver a maximum power of 45.4 MW for 4 hours.</p>
<p>Out of total solar power generation, 80% of power must be directly injected/evacuated to the grid, and 20% of power will be used for the purpose of BESS charging.</p>
<p>The selected contractor will also be responsible for a ten-year operation and maintenance (O&amp;M) commitment.</p>
<p>The last date for the submission of bids is January 4, 2024. Bids will be opened the same day.</p>
<p>Bidders must submit a non-refundable tender fee of ₹29,500 (~$355.3) and an earnest money deposit of ₹182.6 million (~$2.1 million).</p>
<p>The selected bidder is required to submit a performance bank guarantee cum O&amp;M bank guarantee as 10% of the EPC contract price, inclusive of all taxes and GST, for the first year of O&amp;M.</p>
<p>Subsequently, the bidder should submit the O&amp;M Bank Guarantee as 5% of the EPC contract price, inclusive of all taxes and GST, from the start of the second year of O&amp;M, with a validity of nine years within 30 days from the commencement of the second year of the O&amp;M period.</p>
<p>The selected developer must commission the project within 18 months of receiving the letter of award.</p>
<p>BSPGCL retains the sole discretion to engage a project management consultancy (PMC) or third-party inspection agency (TPI) for comprehensive inspections throughout the project&#8217;s lifecycle, covering procurement, fabrication, installation, hook-up, quality, execution, commissioning, and operation and maintenance.</p>
<p>The bidder should have experience designing, supplying, and overseeing the erection or commissioning of solar photo voltaic (SPV) grid-connected power projects. The cumulative capacity of these projects should be 250 MW within the last ten years.</p>
<p>The bidder should meet one of the following criteria:</p>
<ul>
<li>At least one project of 150 MW capacity or higher.</li>
<li>At least two projects, each of 110 MW capacity or higher.</li>
<li>At least three projects, each of 75 MW capacity or higher.</li>
</ul>
<p>Additionally, they must have experience in completing or currently undertaking the design, engineering, procurement, testing, and commissioning of grid-connected BESS projects with individual capacities of 5 MW/MWh or above.</p>
<p>Alternatively, the bidder should own and operate a manufacturing facility for lithium-ion or superior battery technologies with a capacity of 500 MWh or more, operational at the time of bidding.</p>
<p>The reference grid-connected solar power project and BESS may be located at the same or different sites. The reference project&#8217;s minimum capacity must have been in successful operation for at least 12 months before the bid opening date.</p>
<p>The bidder must demonstrate a cumulative turnover of at least ₹13.5 billion (~$162.5 million) over the past three financial years.</p>
<p>The bidder&#8217;s net worth for the last financial year should be positive, determined by the formula: Net Worth = (Equity + Reserves) – (Revaluation reserves + intangible assets + miscellaneous expenses not written off + carried forward losses).</p>

Bihar Invites Bids for 185 MW Solar Project with 254 MWh Battery Storage

					</table><p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGCL</a>) has invited bids to set up a 10 MW floating solar project on Phulwaria Dam under the renewable energy service company model.</p>
<p>The last day to submit the bids is December 15, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit a bid security of ₹12 million (~$144,021). Selected bidders must submit ₹3 million (~$36,006)/ MW as a performance bank guarantee within 30 days of issuance of the letter of intent or before signing the power purchase agreement, whichever is earlier.</p>
<p>The scope of work includes setting up a floating solar project, including the transmission network up to the delivery point. The developer must obtain all the approvals, permits, and clearances. State power distribution companies will enter into a power purchase agreement with the developer to purchase power for 25 years.</p>
<p>Bidders should have commissioned solar projects of 5 MW cumulatively with at least one project of 1 MW.</p>
<p>They should have a minimum average annual turnover of ₹300 million (~$3.6 million) during the previous three financial years.</p>
<p>Bidders should have a positive net worth as of the last date of the previous financial year.</p>
<p>Only commercially established and operational technologies can be used to minimize the technology risk and to achieve the timely commissioning of the projects.</p>
<p>The projects’ declared annual capacity utilization factor (CUF) should not be less than 19%. The successful bidder must maintain generation to achieve annual CUF within + 10% and -15% of the declared value until the end of ten years from the commercial operation date, subject to the annual CUF remaining a minimum of 15% and within +10% and – 20% of the declared value of the annual CUF after that until the end of the PPA duration of 25 years.</p>
<p>Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the project.</p>
<p>The modules used should be Mono PERC and be warranted for their output peak watt capacity at not less than 90% at the end of 10 years and 80% at the end of 25 years.</p>
<p>The modules must be warranted for at least 10 years for material defects and workmanship failures.</p>

Bihar Invites Bids to Commission 10 MW Floating Solar Project

<p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGCL</a>) has issued a request for proposal (RfP) to select consultants to develop 200 to 250 MW solar power projects with battery energy storage systems at Kajra and Pirpainti in Bihar.</p>
<p>The last day to submit the bids is May 25, 2022. The bids will be opened on May 27.</p>
<p>Bidders must pay ₹10,590 (~$140) towards the cost of bidding documents and the tender fee.</p>
<p>Bidders must submit an earnest money deposit of ₹100,000 (~$1,313). The successful bidder must submit a contract performance guarantee of 10% of the contract value on or before the time of execution of the agreement.</p>
<p>The scope of work is divided into two phases. In the first phase, the consultant must prepare a feasibility report and detailed project report for Kajra and Pirpainti separately. In the second phase, they must provide vendor and contractual support in bidding process management to BSPGCL.</p>
<p>Bidders must have experience providing consultancy services in India for at least ten years. They must have provided consultancy services for a minimum of three completed grid-connected ground-mounted solar power projects of capacities not less than 50 MW in the last five years. The experience must also include consultancy services for a minimum of one completed grid-connected battery energy storage solution of at least 5 MWh capacity in a single order in the last five years.</p>
<p>Bidders must have a minimum average annual turnover of at least ₹500 million (~$6.56 million) per annum during the last three financial years ending on March 31, 2021. They must also have a positive net worth for the all the last three financial years ending on March 31, 2021.</p>
<p>If the successful bidder fails to complete the work within the specified period, liquidated damages will be levied at the rate of 0.5 % of the total contract value of the work for every fortnight or part thereof. The total amount of such liquidated damages will not exceed 10% of the total contract value as awarded.</p>
<p>In March, the Ministry of Power <a href="https://mercomindia.com/bess-power-procure-guidelines/" target="_blank" rel="noopener">issued</a> guidelines to procure and utilize battery energy storage systems as part of the generation, transmission, and distribution assets, along with ancillary services. The guidelines aim to facilitate the growth of the battery storage sector and help establish a uniform framework for all the stakeholders.</p>
