Bihar Floats Consultancy Tender for 185 MW Solar Project with Battery Storage

Bihar State Power Generation Company (BSPGCL) has invited bids to select a consultant for owner’s engineer services for a 185 MW grid-connected solar project with a 254 MWh battery energy storage system (BESS) in Kajra village, Lakhisarai district.

The last day to submit the bids is January 22, 2024. Bids will be opened on the same day.

Bidders must submit a non-refundable tender fee of ₹10,000 (~$120) and an earnest money deposit of ₹226,000 (~$2,712).

Selected bidders must submit a 10% of the contract value as a contract performance guarantee.

The scope of services entails the evaluation and oversight in two distinct phases. In Phase A, during detailed design, the consultant must collaborate with BSPGCL and assess the project’s planning, design compliance, construction arrangements, and solar resource viability. The consultant must review battery use cases, project integration into the grid, and environmental considerations.

In Phase B, during project construction, testing, and commissioning, the consultant must closely monitor on-site project progress, ensuring adherence to contractual conditions, conducting factory inspections, and supervising critical tests. The consultant must also evaluate construction environmental, health, and safety standards and issue certificates of compliance, milestones, and project completion. The financial and economic model development and ongoing support throughout the project life cycle are integral components of the consultant’s responsibilities.

Bidders must possess a track record as owner’s engineer, project management consultant, lender’s engineer, or implementation support consultant, demonstrating successful completion of grid-connected solar projects in India.

The cumulative installed capacity of these projects should be at least 250 MW, with a minimum capacity requirement of 1 MW for each ground-mounted solar project. The consultant must have delivered a solar project of 100 MW or higher capacity or at least two projects, each with a capacity of 50 MW or above, in the past seven years.

Bidders must also have a background as owner’s engineer, project management consultant, lender’s engineer, or implementation support consultant, demonstrating successful completion of grid-connected BESS projects.

The combined installed capacity of these projects should be at least 10 MW/MWh, with a minimum capacity requirement of 3 MW/MWh for each BESS project. This experience should be within the last seven years, and it can be in India or overseas.

Bidders must have a minimum average annual turnover of ₹15 million (~$180,050) in the last three financial years. Bidders must have a positive net worth for all the last three financial years.

BSPGCL had invited the engineering, procurement, and construction for the same project in December 2023.
