					</table><p><strong><a href="https://www.mercomindia.com/haryana-regulator-notifies-green-open-access-regulations" target="_blank" rel="noopener">Consumers in Haryana with a contracted demand or sanctioned load of at least 100 kW will be eligible for Green Energy Open Access, with no limit on the power supply for captive consumers,</a></strong> according to the state’s Green Energy Open Access Regulations, 2023. The Haryana Electricity Regulatory Commission recently issued the regulations in line with the Union government’s green energy open access rules introduced last year. To be eligible, consumers must commit to a minimum of twelve time blocks of 15-minute intervals per day and cannot change the amount of power consumed during open access.</p>
<p><a href="https://www.mercomindia.com/sjvn-float-renewable-energy-tenders" target="_blank" rel="noopener"><strong>The Ministry of New and Renewable Energy (MNRE) has designated SJVN Limited as the implementing agency responsible for floating tenders for renewable energy projects.</strong></a> It will also act as the intermediary procurer of power. SJVN will work with other agencies, such as SECI, NTPC, and NHPC, to float tenders and open bids to avoid concurrent bids. SJVN will also ensure that tenders will be floated according to standard bidding guidelines issued by the government and MNRE’s instructions for renewable energy tenders.</p>

<p><strong><a href="https://www.mercomindia.com/avaada-raises-1-billion-from-brookfield-for-green-hydrogen-foray" target="_blank" rel="noopener">Avaada Group has raised $1.07 billion from Brookfield Renewable to support its green hydrogen and green ammonia projects in India.</a></strong> The funding is part of the company’s ongoing plan to raise $1.3 billion. The funding will be made from the Brookfield Global Transition Fund. To support its growth and release debt obligations, Avaada will receive an additional investment of $68 million from Global Power Synergy Public Company Limited. The company is also in advanced talks with potential investors to secure an additional $200 million in funding.</p>
<p><strong><a href="https://www.mercomindia.com/reduced-npas-help-ireda-jump-in-q3-profit-at-31-million" target="_blank" rel="noopener">Government-owned lender Indian Renewable Energy Development Agency (IREDA) posted a profit of ₹2.54 billion (~$31 million) for the fourth quarter (Q3) of the financial year (FY) 2022-23, a jump of 12% year-over-year (YoY).</a></strong> The growth in profit is attributable to a sharp fall in IREDA’s non-performing assets, which have seen a decline to 1.66% in FY 2022-23 from 3.12% in FY 2021-22, which translates to a significant reduction of 47% in percentage terms on a year-on-year basis.</p>
<p><strong><a href="https://www.mercomindia.com/nextera-profit-q1-2023-renewable-capacity-addition" target="_blank" rel="noopener">U.S.-based energy firm NextEra Energy posted a profit of $2.09 billion for the first quarter (Q1) of the financial year (FY) 2023 against a loss of $451 million in Q1 FY 2022.</a></strong> NextEra Energy is a holding company for a regulated retail utility (the combined Florida Power &amp; Light (FPL) and Gulf Power that together have about six million customer accounts and an unregulated generation subsidiary, NextEra Energy Resources. FPL’s total owned and operated solar portfolio stood at 4,600 MW by the end of Q1. NextEra Energy Resources posted a profit of $1.44 billion for Q1 against a net loss of $1.5 billion in the same quarter a year ago.</p>

					</table><p><a href="https://tuscoltd.co.in/" target="_blank" rel="noopener">TUSCO</a>, a joint venture (JV) between <a href="https://thdc.co.in/" target="_blank" rel="noopener">THDC India</a> and Uttar Pradesh New and Renewable Development Agency (<a href="http://upneda.org.in/" target="_blank" rel="noopener">UPNEDA</a>), has invited bids to appoint a consultant to prepare pre-feasibility and detailed project reports (DPR) for the development of floating solar power projects in Uttar Pradesh.</p>
<p>The last date for the submission of the bids is January 30, 2023, and the bids will be opened on the next day.</p>
<p>TUSCO has set the estimated cost of the service at ₹34.2 million (~$415,919).</p>
<p>Bidders have to submit an earnest money deposit (EMD) of ₹343,000 (~$4,171). Medium and Small Enterprises are exempt from paying the EMD.</p>
<p>Bidders must submit a performance bank guarantee for an amount equivalent to 3% of the total contract price. They must submit a performance security equivalent to 3% of the total contract price within 30 days of the issue of the letter of award.</p>
<p>The scope of work includes preparations of reports comprising technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans related to the setting of the floating solar projects.</p>
<p>For the pre-feasibility report, apart from assessing all the dam reservoir sites in Uttar Pradesh, the consultant must provide the costing estimate of the development of the project at each dam and the likely range of tariffs.</p>
<p>For each reservoir, the consultant is required to undertake single-beam and multi-beam bathymetry surveys of floating solar plant equivalent, geophysical surveys, geotechnical studies, topographic surveys, and energy yield assessments.</p>
<p>The winning consultant must collect and review historical water levels including maximum water levels, full reservoir levels, and minimum draw-down level, along with assessing the design of the area, elevation, and the capacity curve of the reservoir available with the owner or regulator of the water body.</p>
<p>For DPR, the selected consultant must study the solar market trends which include the global and national scenario of solar power projects, either ground-mounted or floating, along with their market share and new initiatives in solar technologies if any.</p>
<p>The scope of work also includes the preparation of the Environment &amp; Social Impact Assessment for the proposed dam reservoir sites.</p>
<p>The average annual turnover of the bidders during the last three financial years should not be less than ₹10 million (~$121,613). Their net worth must be equal to paid-up capital during the financial year 2021-22.</p>
<p>Bidders must have prepared at least two pre-feasibility reports or DPRs of grid-connected floating solar projects or parks with an installed capacity of not less than 50 MW.</p>
<p>Additionally, they must also have a minimum experience of 10 years in planning, design, development, and implementation of solar parks or grid-connected floating solar projects of 100 MW.</p>
<p>Earlier this year, TUSCO <a href="https://mercomindia.com/daily-news-wrap-up-tusco-signs-advisory-solar-projects/" target="_blank" rel="noopener">signed</a> an advisory mandate with the International Finance Corporation to develop 600 MW of solar power projects in Uttar Pradesh.</p>

TUSCO Invites Bids from Consultants for Floating Solar Projects

					</table><p>Atal Indore City Transport Service (<a href="https://www.citybusindore.com/" target="_blank" rel="noopener">AICTSL</a>), a special purpose vehicle operating the city’s public transport, has invited bids to select an agency for establishing, operating, and maintaining (O&amp;M) 47 solar integrated electric vehicle (EV) charging stations in the city.</p>
<p>The EV charging stations are to be set up within six months of signing the contract. They would be established on a design, build, finance, operate, and transfer mode for 12 years.</p>
<p>The charging stations are to be developed under two categories. Category A includes ten charging stations for electric four-wheelers, and category B includes 37 charging stations for electric two and three-wheelers.</p>
<p>The last date for submission of the bids is October 20, 2022. Bids will be opened the next day.</p>
<p>Bidders must furnish an earnest money deposit of ₹423,000 (~$5,251).</p>
<p>Bidders must pay construction and O&amp;M performance security of ₹20,000 (~$247.85) for each charging station under category B and ₹40,000 (~$495.8) for every charging station under Category A.</p>
<p>AICTSL has recommended sites where the charging stations are to be set up.</p>
<p>Bidders should have designed, procured, and installed a minimum of 30 EV charging stations for any state or public sector undertaking or central and other government bodies on the public-private partnership model. These stations must be operational at the time of issuing the tender.</p>
<p>Bidders must also have installed 1 MW rooftop or ground-mounted solar on CAPEX (capital expenditure) mode in any state, PSU, or government bodies.</p>
<p>Bidders should have fully certified EVSE (electric vehicle supply equipment) from the Automotive Research Association of India (ARAI) of at least one DC fast charger (60 kW or 90 kW or combo) and at least one AC charger (AC001 or AC type 2 7.5kW/ 22kW). The chargers installed across all sites must be ARAI certified.</p>
<p>The average turnover of the bidders must be ₹150 million (~$1.85 million) in the last three financial years. Their worth must be ₹15 million (~$185,904) as on March 31, 2022.</p>
<p>The selected agency must pay the quarterly license fees per charging station to AICTSL. The first payment would be 40% of the yearly quoted amount to be paid after the construction is completed. The second would be 30% of the yearly quoted amount five months after the first payment of the year, and the remaining 30% must be paid four months after the second payment.</p>
<p>In August, Satna Municipal Corporation in Madhya Pradesh (MP) <a href="https://mercomindia.com/bids-invited-10-ev-charging-stations-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids to set up ten charging stations for EVs at various locations in the city.</p>
<p>Early this year, the Ministry of Power <a href="https://mercomindia.com/ministry-of-power-guidelines-ev-charging-infrastructure/" target="_blank" rel="noopener">issued</a> the revised ‘Charging Infrastructure for Electric Vehicles (EVs) Guidelines’ to accelerate the e-mobility transition in the country.</p>

Bids Invited to Set Up 47 Solar EV Charging Stations in Indore

<p>German Federal Network Agency <a href="https://www.bundesnetzagentur.de/EN/Areas/Energy/Companies/RenewableEnergy/Facts_Figures_EEG/Register_data_tariffs/EEG_registerdata_payments_node.html" target="_blank" rel="noopener noreferrer">Bundesnetzagentur</a> has published the auction results for solar and onshore wind projects.</p>
<p>The agency announced that its tender for 96.4 MW of solar projects was oversubscribed and received 87 bids for about 393.3 MW of projects. The agency would award a total of 30 bids for around 103.1 MW of projects. Bids for these projects ranged between €0.049 (~$0.058)/kWh and 0.054 (~$0.063)/kWh.</p>
<p>It noted that these prices were lower than those discovered in the preliminary round. There were seven winning bids for projects in cultivable land and grassland areas of Bavaria. Nine bids were excluded from the competitive bidding process.</p>

<p>The Bundesnetzagentur also said that it received 89 bids for 768.9 MW for its tender for 825.5 MW of onshore wind power projects. Bids for these projects ranged from €0.056 (~$0.066)/kWh to 0.062 (~$0.073)/kWh.</p>
<p>A total of 23 projects for 108.5 MW capacity were awarded in the Schleswig-Holstein region, while 18 projects totaling 234.8 MW were awarded in the Lower Saxony region, the agency said. It said that three bids were excluded from the competitive bidding process for these projects.</p>
<p>The German government recently announced its <a href="https://mercomindia.com/germany-new-climate-action-plan/" target="_blank" rel="noopener noreferrer">plans</a> to enhance the country’s cumulative capacity of solar from the current 52 GW to 83 GW in 2026 and 100 GW in 2030. The country also intends to expand its cumulative capacity for onshore wind projects from the current 54 GW to 65 GW in 2026 and 71 GW in 2030.</p>
<p>The government’s renewable expansion path by 2030 will be soon included in the legislation to help it achieve its targets by 2030. The federal government would now target annual solar tenders of nearly 1.9 to 2 GW capacity, onshore wind between 2.9 and 5.8 GW, along with nearly 500 MW of biomass energy.</p>
<p>Earlier, Mercom <a href="https://mercomindia.com/germany-adds-2-4-gw-of-solar/" target="_blank" rel="noopener noreferrer">reported</a> that Germany’s cumulative capacity at the end of July stood at 51.98 GW.</p>

Germany’s Solar Tender Oversubscribed, Lowest Tariff Dips to €0.049/kWh

<p><a href="http://www.nhpcindia.com/home.aspx" target="_blank" rel="noopener noreferrer">NHPC Limited</a> has invited expressions of interest (EOIs) to empanel agencies for leasing 3,000 acres of land to set up 600 MW of solar power projects in the state of Rajasthan.</p>
<p>Interested bidders are expected to make an earnest money deposit (EMD) of ₹2 million (~$26,760). The last date for the submission of EOI is September 5, 2020, for online submissions, and September 9, 2020, for offline submissions.</p>
<p>The scope of work includes making arrangements for 3,000 acres of continuous, flat land at a single location in acrid regions of the state (preferably Jodhpur, Jaisalmer, Jalore, Bikaner, or any adjoining districts) on lease for 27 years. The EoI documents said that the nearest interstate transmission system (ISTS) connected substation should not be more than 35 km from the site.</p>
<p>The selected agency is required to obtain all clearances for setting up 600 MW of solar projects in this land. The agency is expected to provide the land along with all statutory clearances within six months from the date of issue of the letter of award (LoA). The agency is also required to conduct public hearings in the area as and when required and follow up with the state government when needed</p>
<p>To be eligible to participate in the competitive bidding process, the applicant must be the owner of at least 50% of the required land. Alternatively, they should have obtained consent from the concerned parties for providing at least 50% of the area on lease at the time of submission of bids. The applicant must submit notarized documentary evidence in support of this.</p>
<p>Recently, the national hydro generator had said that it had <a href="https://mercomindia.com/nhpc-diversifies-solar-power-business/" target="_blank" rel="noopener noreferrer">decided</a> to diversify the company’s business to include solar power projects, adding that it would act as an intermediary procurer through solar power developers.</p>
<p>Last year, the government-owned hydropower generator had <a href="https://mercomindia.com/nhpc-tender-solar-projects-tariff-ceiling/" target="_blank" rel="noopener noreferrer">issued</a> the tender inviting bids for 2 GW of solar power projects. The projects were expected to be connected to the ISTS network. Modules for projects under this tender were allowed to be imported under the open category. The projects could be set up anywhere in the country.</p>
<p>According to <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener noreferrer">Mercom India’s  Solar Project Tracker</a>, NHPC Limited, currently has 50 MW of solar projects in operation in Tamil Nadu. The projects were successfully commissioned in Theni and Dindigul districts of the state.</p>

NHPC to Empanel Agencies to Lease Land for 600 MW of Solar Projects in Rajasthan

<p>The Rajasthan Electronics and Instruments Limited (<a href="http://www.reiljp.com/HindiWeb/indexH.html" target="_blank" rel="noopener noreferrer">REIL</a>), a public-sector enterprise operating in the electronics, information technology, and renewable energy segment, has floated an expression of interest (EoI) to empanel agencies to help with setting up electric vehicle (EV) charging stations in the state.</p>
<p>REIL is currently in the process of installing 270 EV charging stations in six cities and four national highways under the FAME I program. It also plans to set up 1,000 more EV charging stations in over 70 cities across the country.</p>

<p>The scope of the work includes identifying the locations, development, installation, operation, and maintenance of the EV charging stations and the associated infrastructure for all segments of electric vehicles as per requirements.</p>
<p>The agencies also have to provide operate monitor the EV charging stations on a centralized mobile app and digital payment gateway for REIL. Up to 50% of the investment should also be arranged to procure chargers under the Department of Heavy Industry (DHI) grant in different cities.</p>
<p>Funds for the development of upstream electrical infrastructure for installation of the EV charging station such as transformer, ring main unit (RMU), cabling, load enhancement, new electrical connection from DISCOM, and recurring expenses such as data charges, maintenance, manpower for operation should be brought in by the agency. The agency can recover the investment brought in from the revenue sharing business model. The applicable business model will be adopted on mutually agreed terms &amp; conditions with REIL.</p>
<p>The tender did not specify a bid security amount or earnest money deposit (EMD) to be paid, but it stated that bid processing fees and bid security or EMD are exempted for medium and small enterprise (MSEs) vendors and developers.</p>
<p>To be eligible to take part in the competitive bidding process, applicants must have successfully executed at least one public charging station with a minimum capacity of 30 kW, of which at least one is 15 kW.</p>
<p>As the country is gearing up for an EV transformation, an increasing number of agencies have issued tenders for EV chargers.</p>
<p>REIL said that it has already installed three solar hybrid EV charging stations in Jaipur and 200 EV charging stations in Delhi, Jaipur, and Chandigarh.</p>
<p>Previously, Mercom <a href="https://mercomindia.com/reil-tender-270-ev-charging-stations/" target="_blank" rel="noopener noreferrer">reported</a> that REIL issued a tender to set up 270 electric vehicles charging equipment across various locations in the country.</p>
<p>Most recently, the REIL <a href="https://mercomindia.com/reil-bids-multicrystalline-solar-cells/" target="_blank" rel="noopener noreferrer">invited</a> bids from Indian manufacturers to supply multi-crystalline silicon solar cells. The tender was floated for 500,000 multi-crystalline solar cells of 4.5 W, 500,000 multi-crystalline solar cells of 4.6 W, and 300,000 multi-crystalline solar cells of 4.67 W. The tender, however, adds that the actual tender quantity might increase or decrease in line with REIL’s requirements.</p>
