RfP Issued to Select Bidder to Develop, Maintain Solar Thermal Hybrid Systems

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a Request for Proposal (RfP) to standardize rates for the design, supply, installation, commissioning, and maintenance of solar thermal hybrid systems for five years.

The winning bidder will have to manage the hybrid system for existing air conditioners and new installations on a turnkey basis, along with associated electrical and civil works.

Bidders must submit a bid security of ₹20,000 (~$241.6).

The last date for the submission of bids is November 17, 2022. Bids will be opened on November 21.

The selected bidder must submit 5% of the contract value as Performance Bank Guarantee within seven days of receiving the order.

The successful bidder must also register with MPUVNL by paying a one-time fee of ₹25,000 (~$302).

Bidders must have worked with government organizations for at least a year.

Bidders must be experienced in designing, engineering, supplying, installing, testing, commissioning, and maintaining at least two similar works in the last five years.

They must be indigenous manufacturers and/or suppliers of solar thermal panels with IEC certification and should have a test report from an IEC-accredited test center.

Bidders should have implemented one similar work worth ₹2.5 million (~$30,210) or two similar works totaling ₹1.5 million (~$18,130.6) or three similar works amounting to ₹1 million (~$12,087).

Their net worth must not be less than ₹5 million (~$60,429.4) in the last financial year.

The technology and proposed devices should enhance the efficiency of consumer systems by a minimum of 30% of baseline consumption determined and agreed upon between the successful bidder and the consumer.

The successful bidder must manage all design and engineering, procurement and supply of equipment and materials, testing at manufacturers’ works, inspection, packing and forwarding, supply, receipt, unloading, and storage at the site, preparation of the site, reclamation work, associated civil works, services, permits, licenses, installation and incidentals, and insurance.

Recently, MPUVNL invited bids to install and commission 15 MW of grid-connected rooftop solar systems under the renewable energy service company model at various locations in the state.
