Rajasthan Issues Consultancy Tender for 31.6 GW Solar Parks

Rajasthan Rajya Vidyut Utpadan Nigam (RVUNL) has issued requests for proposals (RfP) to prepare feasibility-cum-detailed project reports (DPRs) for developing solar parks with a cumulative capacity of 31.6 GW across six locations in Rajasthan.
The details for the projects’ locations, as well as the earnest money deposit and the bid processing fee, are as follows:
Bidders must submit a tender fee of ₹11,800 (~$133.96).
Bids must be submitted by September 8, 2025. Bids will be opened on September 9.
As part of preparing the DPRs, selected bidders must carry out the following tasks:
- Topographic and geotechnical investigation of the land allotted to RVUN
- Feasibility report with various business models /options/strategy/route for investment for techno-commercial viability of the park. This report must consider available land, basic infrastructure, evacuation possibilities, the future power market scenario, and government regulations. Selected bidders must assess the capacity of each solar park
- Reports based on the selected feasibility options and finer input data on engineering and other parameters. The DPRs must comprise technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans for setting up the solar parks. The reports must meet the requirements of all financial institutions, and governmental and regulatory bodies
Bidders must have provided DPR consultancy services. These services must have included feasibility reports, geotechnical investigation, and optimization of plot sizing and layout for developing a large-scale renewable energy park with a minimum cumulatively capacity of 500 MW in the last seven years. Of this capacity, bidders must have completed work for at least 200 MW in a single assignment.
Bidders must possess the required licensed software for evaluating energy estimation. They must have adequate skilled manpower with sufficient experience to complete the scope of work.
The manpower must include a team leader/project manager/project co-coordinator, civil engineers, electrical engineers, transmission engineers, personnel experienced in regulatory, power evacuation, and grid-related matters, and financial and investment analysts.
Bidders must have a minimum annual turnover of ₹7.2 million (~$81,725.4) in the last three financial years. They must also have a positive net worth.
In July this year, RVUNL invited bids from consultants to design land banks to develop 34 GW of solar parks on government land.
