Oil India Limited (OIL), a Government of India enterprise, has called for expressions of interest to empanel consultants for pre-feasibility reports (PFR), detailed project reports (DPR), and project management consultancy (PMC) services for the development of 100 MW ground-mounted solar or floating solar power projects and wind power projects.

The last date to submit the bids is June 27, 2023. Bids will be opened on the same day.

The empanelment will be valid for two years.

As a PMC, the selected consultant will serve as an extension of OIL and will provide advice and guidance on all significant matters related to the project. The PMC’s responsibility will also include ensuring that the project is completed within the specified time and cost while delivering high-quality results.

The consultants should have successfully completed projects of at least 100 MW capacity each within the last seven years.

Additionally, the referenced projects or jobs considered for qualification must involve various aspects such as PFR and DPR preparation, design, review, engineering, procurement, project management, construction management (including fabrication, transportation, installation, hook-up, testing, pre-commissioning, start-up, commissioning), and PGTR (performance guarantee & test run).

The average annual financial turnover of the bidders for the past three accounting years should be at least ₹30 million (~$363,429).

The applicant’s net worth should be positive for the previous audited year.

OIL’s renewable energy portfolio stands at 188.1 MW, with 174.1 MW of wind projects distributed across Rajasthan, Gujrat, and Madhya Pradesh and two solar power projects of 14 MW capacity in Jaisalmer, Rajasthan.

In April last year, OIL commissioned the country’s only pure green hydrogen pilot plant with an installed capacity of 10 kilograms per day at its Jorhat Pump Station in Assam.
