Bihar issues the draft regulations for the deviation settlement mechanism for 2025

ACME Cleantech Solutions won Solar Energy Corporation of India’s (SECI) auction to supply 100,000 tons per annum of green ammonia under the Strategic Interventions for Green Hydrogen Transition program (Mode-2A-Tranche-I). ACME quoted a tariff of ₹54.73 (~$0.628)/kg to win the auction. The tariff discovered is slightly higher than the previous tariff of ₹51.89 (~$0.593)/kg won by ACME. The green ammonia will be supplied to the Indian Farmers Fertiliser Cooperative in Kandla, Gujarat, for ten years.

The Bihar Electricity Regulatory Commission issued the draft regulations for the deviation settlement mechanism. The regulations apply to all intra-state and grid-connected entities in Bihar, including distribution licensees and deemed distribution licensees. It will also apply to open access consumers (both partial and full) connected to the intra-state transmission system (InSTS). The renewable energy generation stations connected to these InSTS must have at least 5 MW of exportable capacity.

In an interview on the sidelines of the Mercom India Renewables Summit 2025 held in New Delhi on July 24 and 25, 2025, Bhupendra Singh Rawat, CEO at Dhash PV Technologies, noted that despite ample domestic capacity, cheap imports still account for a large share of the solar component market due to price gaps. He called for the immediate implementation of BIS standards for solar cables and junction boxes to curb imports and strengthen India’s solar component ecosystem.

Underscoring its long-term commitment to reducing its carbon footprint and advancing clean energy adoption in the healthcare sector, Aster DM Healthcare has commissioned an 8.5 MW ground-mounted solar project in Kasargod, Kerala. The project, executed by U-Solar Clean Energy Solutions, is expected to generate 14.03 million units of clean electricity annually, offsetting nearly 11,590 tons of carbon dioxide emissions each year. This initiative, according to U-Solar, marks Kerala’s first group captive solar project. Aster DM Healthcare is an integrated healthcare provider operating multiple hospitals, clinics, pharmacies, and labs across India and the Gulf Cooperation Council region.

Terra Clean, a wholly owned subsidiary of Indian Oil Corporation, issued a request for proposal for the land aggregation of an interstate transmission system (ISTS)-connected 300 MW solar project in Morena, Madhya Pradesh. The project site is in the vicinity of the 220 kV Morena ISTS substation. The tender also includes a greenshoe option for an additional 300 MW capacity. Bids must be submitted by September 10, 2025. Bids will be opened on the same day. The scope of work includes land aggregation and related works to enable the development of solar projects near the identified ISTS substation. The projects must be completed within nine months of the date of issuance of the commencement order.

SJVN Green Energy (SGEL), a wholly owned subsidiary of SJVN, invited bids for engineering procurement and construction of 500 MW solar projects near the 220 kV Bikaner-IV substation at Ambaran, in Rajasthan. SGEL signed a power purchase agreement with Punjab State Power Corporation for the supply of 1,000 MW of solar power from grid-connected projects. The tendered capacity is part of this PPA. Bids must be submitted by September 12, 2025. Bids will be opened on the same day. The scope of work includes the design, engineering, manufacturing, procurement, testing, transportation, supply, installation, and commissioning of the solar projects. It also covers identifying and acquiring the project land and transferring its ownership or sub-lease in favor of SGEL.

SECI issued a request for proposal for the development of a 600 MW/1,200 MWh standalone battery energy storage system (BESS) project in Kolimigundla in Nandyal district, Andhra Pradesh. The BESS will be interconnected with the Kurnool-3 substation under the interstate transmission network. Bids must be submitted by September 22, 2025. Bids will be opened on September 25. The scope of work includes the design, engineering, procurement, supply, testing, civil works, installation, erection, commissioning, and performance demonstration of the balance of system components with comprehensive operations and maintenance (O&M) for five years.

Solar module manufacturer Vikram Solar’s initial public offering (IPO) was oversubscribed 54.63 times at the end of the bidding window on August 21, 2025. The price band was set at ₹315 (~$3.6) to ₹332 (~$3.6) per equity share with a face value of ₹10 (~$0.11). The IPO saw bids for 2.47 billion shares, exceeding the 45 million shares on offer. Qualified institutional buyers led the demand, with a subscription rate of 142.9, followed by non-institutional investors at 50.9 and retail individual investors at 7.65. The employees’ portion was oversubscribed 4.84 times. The shares will likely be listed on BSE and NSE on August 26, 2025.
