Terra Clean Issues Land Aggregation Tender for 300 MW Solar Project

Terra Clean, a wholly owned subsidiary of Indian Oil Corporation, has issued a request for proposal (RfP) for the land aggregation of an interstate transmission system (ISTS)-connected 300 MW solar project in Morena, Madhya Pradesh.
The project site is located in the vicinity of the 220 kV Morena ISTS substation.
The tender also includes a greenshoe option for an additional 300 MW capacity.
Bids must be submitted by September 10, 2025. Bids will be opened on the same day.
Bidders must submit an earnest money deposit (EMD) of ₹853,134 (~$9,920.16), which can be submitted through a bank guarantee.
The scope of work includes land aggregation and related works to enable the development of solar projects near the identified ISTS substation.
The projects must be completed within nine months of the date of issuance of the commencement order.
Bidders must have experience in land aggregation for solar, wind, or hybrid projects with a cumulative capacity of at least 20 MW, including one project of at least 10 MW, or land aggregation of at least 70 acres for industrial, logistics, warehousing, or renewable projects with one project of at least 35 acres.
Bidders must have a positive net worth of at least 100% of paid-up share capital, with individual companies maintaining at least 75% of this amount. The minimum annual turnover requirement is ₹203.5 million (~$2.37 million) in any of the last five financial years
In February this year, Terra Clean invited bids for land, power evacuation, and balance of plant package for a 275 MW wind project.
In May, Indian Oil approved an additional equity investment of ₹10.86 billion (~$129.44 million) in Terra Clean to to develop 4.3 GW of renewable energy capacity. This decision adds to the previously approved 1 GW capacity. Terra Clean was incorporated on March 15, 2023.
