West Bengal Invites Bids for O&M of 8 MW Rooftop Solar Projects

West Bengal State Electricity Distribution Company (WBSEDCL) has invited bids for the operation and maintenance (O&M) of 8.4 MW of rooftop solar projects on buildings owned by WBSEDCL/West Bengal State Electricity Transmission Company for five years.
The deadline to submit bids is March 30, 2026. Bids will be opened on April 2.
The project’s contract value and the earnest money deposit required to be submitted by bidders for the respective package are as follows:
The scope of work includes surveying existing rooftop solar projects and submitting health reports for the solar systems.
It also encompasses cleaning solar panels and checking or repairing electrical connections and components in the AC/DC system between the solar panels and the AC distribution board.
Successful bidders must ensure that the projects remain shadow-free, perform preventive maintenance on inverters and energy meters, and maintain spare parts availability.
They must ensure that any system breakdown is restored within 72 hours.
The projects must achieve a minimum guaranteed generation of 900-1,000 units annually in the first year. This guaranteed generation will decrease by 0.8% each subsequent year.
Bidders must have supplied, installed, and commissioned grid-connected solar power projects or solar pumps with a cumulative capacity of at least 500 kW under any government department, government-owned company, government organization, government institution, or private industries. These projects must have been operational for at least one year, with each solar project or solar pump of at least 5 kW.
Alternatively, they must have operationalized solar projects/solar pumps with a total capacity of at least 500 kWp under any government department, government-owned company, government organization, government institution, or private industry. Each project should be operational for at least one year and must be of at least 5 kW.
They may also have operated or maintained at least one 33/11 kV substation, along with associated 33 kV and 11 kV overhead lines and underground cables, for any government department, government-owned company, government organization, or government institution in the last three years. The substation must have been operational for at least 12 months before the bid submission start date.
Bidders must have a positive net worth over the last three financial years.
They must have a minimum annual turnover of 30% of the contract value in the last three financial years and working capital equivalent to 30% of the project value in the last financial year.
Last year, the West Bengal Power Development Corporation invited bids for the O&M of 2.6 MW rooftop solar power projects at Bakreshwar Thermal Power Station in Birbhum, West Bengal.
In February 2026, the West Bengal Green Energy Development Corporation issued three tenders to set up grid-connected rooftop solar projects with battery energy storage systems, totaling 3 MW, at government poultry farms in the districts of Coochbehar, Malda, and Nadia.
