West Bengal Invites Bids for 1.5 MW Rooftop Solar Project

The West Bengal Green Energy Development Corporation (WBGEDCL) has issued a tender for a 1.5 MW grid-connected rooftop solar project at Kalyani Layer Farm, Kalyani, Nadia district, West Bengal.

Bids must be submitted by September 19, 2025. Bids will be opened on September 22.

The estimated cost of the project is ₹93.8 million (~$1.09 million).

Bidders must furnish an earnest money deposit of ₹1.87 million (~$21,744.19), and a tender document fee of ₹10,000 (~$116.28) plus 18% GST.

The successful bidder must submit a performance bank guarantee equal to 10% of the value of the letter of award. An additional performance security of 10% is applicable if the bid value is less than or equal to 80% of the estimated cost.

The scope of work encompasses design, manufacturing, testing, supply, commissioning, and reliability testing of the rooftop solar project as well as operation and maintenance for five years.

Bidders must have completed at least one solar project of 500 kW or more for a government or public sector entity in the last five years. They must have executed one project with a value of 40% of the estimated cost, two projects each worth 30%, or one ongoing project that is at least 80% completed.

Bidders must demonstrate a minimum average annual turnover of at least 30% of the estimated cost over the past three years and working capital of at least 30% of the project cost or equivalent bank credit.

The project must be completed within 120 days from the date of site handover.

Liquidated damages of 0.5% of the contract value are applicable for every week of delay in completing the work, with a cap of 5% of the contract price.

The modules must comply with the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers.

Recently, the West Bengal Renewable Energy Development Agency issued a request for proposal to set up rooftop solar projects with a cumulative capacity of 10 MW across multiple districts in the state.
