The U.S. has initiated an anti-circumvention inquiry to determine whether crystalline silicon solar cells and modules manufactured in Ethiopia and Vietnam using Chinese components are circumventing existing antidumping (AD) and countervailing duty (CVD) orders on Chinese solar products.
