Telangana Issues Empanelment Tender for Residential Rooftop Solar Projects

The Telangana State Renewable Energy Development Corporation Limited (TSREDCO) has floated an empanelment tender for 1-10 kW capacity of residential rooftop solar projects.

The rooftop solar systems will be installed on residential buildings at various locations in Telangana under the capital expenditure (CAPEX) model. The projects will be developed under the rate contract program, and the contract will also include comprehensive maintenance services for five years.

The scope of work covers the design, supply, installation, commissioning, maintenance, and operation of grid-connected rooftop projects under net metering as per the technical specifications.

The last date to submit the bids is November 25, 2020, and the pre-bid meeting will take place on November 18, 2020.

Interested bidders will have to submit an amount of ₹500,000 (~$6,736) as the earnest money deposit (EMD).

To participate in the competitive bidding process, the bidder should be a registered supplier of solar modules with TSREDCO and should have the requisite experience in design, supply, installation, testing, and commissioning of grid-connected solar projects in the last three years.

As per the tender document, the beneficiary will have the option of installing the rooftop system through any of the empanelled vendors at the net central financial assistance (CFA) amount i.e. making payment to the vendors deducting the eligible CFA amount. The vendor will claim the CFA from the implementing agency. The residential sector’s CFA will be permissible only if the beneficiary uses domestically manufactured solar panels (using domestic manufactured solar cells).

The entire work involving the supply, installation, and commissioning of each grid-connected solar rooftop power project should be completed within 30 to 90 days from the date of the issuance of the work order by TSREDCO.

The total solar array capacity should not be less than allocated capacity (kWp) and should comprise solar crystalline modules of a minimum 250Wp. Modules with a capacity of less than 250 watts will not be accepted.

In another tender, TSREDCO also invited bids for the empanelment and implementation of 11-500 kW capacity grid-connected rooftop solar power projects on residential buildings at various locations in Telangana under the rate contract program. The contract will be developed under the CAPEX model, and it will also include comprehensive maintenance for five years.

The last date to submit the bids for this tender is also November 25, 2020, and the pre-bid meeting will take place on November 18, 2020. The EMD amount payable by interested bidders remains the same as the above tender.

The validity of empanelment and the price accepted will be valid up to October 31, 2021, or the new benchmark rate disclosed by the Ministry of New and Renewable Energy (MNRE), whichever is earlier.  The eligibility criteria remain the same for this tender.

According to Mercom’s India Solar Tender Tracker, Telangana has so far issued tenders for 1.5 GW of solar projects in the state. In August last year, TSREDCO had floated a tender for 1-1,000 kW of grid-connected rooftop solar power projects. The projects were to be installed at multiple government establishments across Telangana.

Earlier, Mercom reported that TSREDCO had invited bids from interested entities for setting up 123 projects at different locations of the Telangana Social Welfare Residential Education Institute Society Schools or Institutions under CAPEX model under its net metering program. The cumulative capacity of all the projects amounted to 5.4 MW.
