TCIL Issues Tender for Engineering Consultancy Services for Solar Projects in Bodoland, Assam

The Telecommunications Consultants India Limited (TCIL), a government of India owned engineering and consultancy company established under the Department of Telecommunications, has issued a tender inviting bidders to provide comprehensive planning and engineering consultancy services to set up solar power projects in the Bodoland Territorial Council (BTC) Areas in Assam.

The last date for bid submission is September 2, 2019.

The estimated cost for the construction work is ₹500 million (~$7 million) and ₹8.7 million (~$122,812) for consultancy works. The bidder is required to submit ₹1,00,000 (~$1,404) as earnest money deposit (EMD) and the stipulated time for the completion of the project is 18 months.

The successful bidder needs to submit a performance guarantee of 10% of the value of tender within ten days of issuing a Letter of Intent (LOI).

The scope of work includes providing comprehensive architectural and engineering consultancy services including survey, soil investigations, planning, design, drawings, estimation, specifications preparation of financial model and reports required for seeking approvals from concerned agencies for completion of projects.

The work also includes preparation of a detailed bill of quantity (BoQ) for the project and detailed specifications of all activities and items including the make and model number wherever applicable.

According to TCIL, the eligibility criteria specifies that the bidders should have an experience for completing similar projects or should have handled at least one, two or three similar projects each valuing not less than 80%, 50% or 40% of the estimated cost of construction works, respectively.

To bid for the tender, either the director, partner or the proprietor of the company should be registered with the council of Architecture, India and should have a minimum experience of ten years after obtaining the architectural degree.

Further, the bidder should have a positive net worth and should not have incurred any loss in the last three financial years ending on March 31, 2018.

Participation through a consortium is not permitted in this bid.

Only this week, Assam Energy Development Agency (AEDA) floated a tender for setting up 8 MW of rooftop solar photovoltaic (PV) projects with the net metering facility.

In 2018, Mercom had reported that TCIL issued a tender for providing engineering consultancy services for setting up of rooftop solar power project in Bodoland Territorial Council Area in Assam.
