					</table><p>The Kota Division of <a href="https://wcr.indianrailways.gov.in/" target="_blank" rel="noopener">West Central Railway</a> has invited bids to empanel agencies for the installation of 3.69 MW of grid-connected rooftop solar projects on a design, build, finance, operate, and transfer basis.</p>
<p>The successful bidder must also oversee the project’s operation and maintenance (O&amp;M) for 25 years.</p>
<p>The last date to submit the bids is August 10, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit ₹1.068 million (~$13,015)/MW of the quoted capacity as an earnest money deposit.</p>
<p>The successful bidder must furnish ₹1.602 million (~$19,522)/MW of the allotted capacity as a performance bank guarantee within 30 days of signing the power purchase agreement (PPA).</p>
<p>The projects will be developed under three categories based on capacities:</p>
<ol>
<li>&gt; 3 kW up to 10 kW</li>
<li>&gt; 10 kW and up to 100 kW</li>
<li>&gt; 100 kW and up to 500 kW</li>
</ol>
<p>The duration of empanelment will be one year from the letter of award.</p>
<p>West Central Railway will enter into a PPA for the implementation of rooftop solar projects at the tariff discovered for a specific range of capacity with the empanelled agency of the state.</p>
<p>The project must be completed within 240 days from the effective date of signing the PPA.</p>
<p>Bidders must have experience installing a minimum aggregate capacity of 200 kW of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor before the bid submission deadline.</p>
<p>Alternatively, they should have experience installing and commissioning a minimum aggregate capacity of 1,000 kW of grid-connected solar projects as a developer or EPC contractor in residential, industrial, commercial, or any other sector before the bid submission date.</p>
<p>Also, the average annual turnover of bidders during the last three financial years should be at least ₹15 million (~$182,793)/year.</p>
<p>Bidders should have a positive net worth in the last three financial years.</p>
<p>The solar modules to be used for the project should be from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>Recently, Central Railways <a href="https://www.mercomindia.com/railways-4-mw-rooftop-solar-maharashtra" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement grid-connected rooftop solar power projects of 4.105 MW capacity at various locations in Mumbai, Bhusawal, Nagpur, and Pune Divisions through public-private partnership and on a design, build, finance, operate, and transfer basis.</p>
<p>Earlier, West Central Railway had <a href="https://www.mercomindia.com/railways-empanelment-12-5-mw-rooftop-solar" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement rooftop solar projects of 12.5 MW at various locations in Jabalpur, Bhopal, and Kota zones.</p>

<p>The successful bidder must also take care of the project’s operation and maintenance (O&amp;M) for 25 years.</p>
<p>The projects will be developed through a public-private partnership.</p>
<p>The last date to submit the bids is July 6, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹1.068 million (~$13,006)/MW as an earnest money deposit. The successful bidder must furnish an amount equivalent to ₹1.602 million (~$19,502)/MW as a performance bank guarantee.</p>
<p>The projects will be developed under two categories based on capacities:</p>
<ul>
<li>Greater than 10 kW and up to 100 kW</li>
<li>Greater than 100 kW and up to 500 kW</li>
</ul>
<p>The duration of empanelment will be one year from the date of issuing the letter of award.</p>
<p>The project must be completed within 240 days of signing the power purchase agreement (PPA).</p>
<p>To be eligible, bidders should have experience in the successful installation of a minimum capacity of 200 kW of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor.</p>
<p>Alternatively, bidders should have experience in successfully installing and commissioning 1,000 kW of grid-connected solar projects as a developer or an EPC contractor in residential, social, industrial, commercial, government, or any other sector before the bid submission date.</p>
<p>Also, the average annual turnover of the bidder during the last three financial years should be at least ₹15 million (~$182,661) per year.</p>
<p>Additionally, the bidder should have a positive net worth during the last three financial years.</p>
<p>Railways has mandated that the use modules from the Approved List of Models and Manufacturers (ALM) issued by the Ministry of New and Renewable Energy (MNRE) for the project.</p>
<p>If the project is not completed within the stipulated time, the solar developer will have to pay Railways liquidity damages at the rate of 0.2% of the performance security for each day of delay, subject to a maximum of 20% of the performance security.</p>
<p>Recently, South Eastern Railway <a href="https://www.mercomindia.com/railways-invite-bids-for-projects-across-three-states" target="_blank" rel="noopener">invited</a> bids for the empanelment of agencies for setting up 13.54 MW of grid-connected rooftop solar photovoltaic (PV) projects in railway zones of Odisha, Jharkhand, and West Bengal through public-private partnerships.</p>

<p>The projects must be commissioned within 240 days of receiving the work order. The developers must also provide comprehensive operation and maintenance services for 25 years.</p>
<p>The last day to submit the bids is April 25, 2023. The bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹1.07 million (~$13,016)/ MW. The selected bidders must submit a performance security of ₹1.6 million (~$19,464)/ MW within 30 days of signing the power purchase agreement (PPA).</p>
<p>The successful bidders must provide a bid process management fee of ₹75,000 (~$912)/ MW of the awarded capacity within 30 days of signing the PPA.</p>
<p>The empanelment duration will be one year from the work order. Upon completion, the empanelment may be extended for another year based on agency performance and requests from West Central  Railway.</p>
<p>The generated solar power will be utilized solely through the net metering system by the Railways.</p>
<p>The successful bidder for each capacity and range for each state will be evaluated independently.</p>
<p>Bidders must have experience in successfully installing a minimum aggregate 200 kW capacity of grid-connected solar rooftop systems in Developer or engineering procurement and construction (EPC) mode before the bid submission deadline.</p>
<p>Bidders with experience in installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems in developer or EPC mode in any sector such as residential, social, industrial, commercial, government, or any other client can also submit bids.</p>
<p>They must have had an average turnover of ₹15 million (~$182,493) per year during the last three years. They should also have had a positive net worth in all the last three financial years.</p>
<p>The successful bidder must sign a PPA for 25 years with the railways.</p>
<p>Recently, South Eastern Railway <a href="https://www.mercomindia.com/railways-empanelment-rooftop-solar-two-states" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies for the implementation of rooftop solar projects of 2.3447 MW in Odisha and 1.4738 MW in Jharkhand.</p>
