					</table><p><a href="https://www.envision-energy.in/" target="_blank" rel="noopener">Envision Energy India</a> has secured a 300 MW order from <a href="https://upcrenewables.com/" target="_blank" rel="noopener">UPC Renewables India</a> for the supply of 60 units of EN 182 wind turbine generators (WTGs), each with a capacity of 5 MW, for upcoming wind energy projects in Karnataka.</p>
<p>The turbines, equipped with a 182-metre rotor diameter and a 140-metre hub height, are designed to operate efficiently in the state’s wind conditions. Envision said definitive agreements for the first 20 turbines have been completed, covering 100 MW of contracted capacity.</p>
<p>These turbines are scheduled for delivery early next year and will supply power under a contract signed by UPC Renewables with SJVN.</p>
<p>The wind turbines will be installed in Bijapur, Karnataka, where the project aims to harness monsoonal wind patterns and favorable site conditions. The 60 turbines are expected to generate around 900 million units of renewable electricity annually.</p>
<p>Envision stated that its 5 MW turbine platform offers an enhanced annual energy output of over 40% compared to the 3.3 MW platform currently prevalent in India. This additional output is targeted at achieving a lower levelized cost of energy while also requiring fewer land parcels, and addressing right-of-way acquisition challenges seen in large-scale wind projects.</p>
<p>Envision Energy has invested ₹5 billion (~$56 million) to establish a manufacturing base supporting 3 GW of annual nacelle and hub production capacity in Pune and blade manufacturing in Trichy.</p>
<p>It has manufactured over 4,000 MW of wind turbines to date, commissioned more than 1,600 MW of wind projects, and holds an awarded order portfolio of over 13 GW from 26 independent power producer customers.</p>
<p>Globally, the company has 70 GW of installed wind capacity, manages 568 GW of energy assets, and has 15 GWh of energy storage orders.</p>
<p>In October this year, Envision <a href="https://www.mercomindia.com/envision-wins-wind-turbine-generator-order-evren" target="_blank" rel="noopener">signed</a> an agreement with Evren to supply around 152 wind turbine generators of its EN 156/3.3 MW turbine platform, totaling 501.6 MW.</p>
<p>In the same month, it <a href="https://www.mercomindia.com/envision-to-supply-wind-turbine-generators-for-serenticas-560-mw-wind-project" target="_blank" rel="noopener">won</a> an order to supply wind turbine generators for Serentica Renewables‘ 560 MW wind project in India.</p>

					</table><p>Despite growing demand from energy-intensive industrial sectors, solar open access projects are not seeing much traction in Telangana due to a lack of policy clarity.</p>
<p>Open access developers say that consumers can save up to ₹5 (~$0.06)/kWh under the captive model, while under the third-party open access model, the savings could be about ₹1 (~$0.01)/kWh.</p>
<p>At a recent Mercom India <a href="https://www.mercomindia.com/event/c-and-i-clean-energy-meet-2025-hyderabad" target="_blank" rel="noopener">C&amp;I Clean Energy Meet</a> session titled <strong>‘Clean Power Purchase – Switching To Renewable Energy And Optimizing Savings’</strong> in Hyderabad, project developers discussed the reasons for lower adoption, the viability of different types of open access models, and the feasibility of adding battery energy storage with solar.</p>
<p>Developers claim that policy uncertainty has led to a significant disparity in the market for green energy open access in Telangana and Andhra Pradesh.</p>
<p>Yogish HN, Vice President at <a href="https://enerparc.in/" target="_blank" rel="noopener">Enerparc Energy,</a> said Telangana has added only 16 MW of open access in the last two years due to policy uncertainty. “On the other hand, Andhra Pradesh has added around 500 MW to 600 MW of solar projects.”</p>
<p>He added that Telangana’s new clean energy policy has drawn considerable interest from consumers and developers, but high cross-subsidy charges and banking costs continue to affect consumers.</p>
<p>Yogish stated that in Telangana, there is a growing demand from the IT sector, data centers, pharma, food, and textiles. However, developers like Enerparc are in a “wait and watch” mode due to policy uncertainty.</p>
<p>He added that executing captive or group captive projects is also a challenge in Telangana. Applications for such projects are being received, but approvals are delayed. “Utilities see open access projects as competition. Currently, rooftop solar is the only immediate option, or consumers can buy renewable energy certificates to go green,” said Yogish.</p>
<p>According to Rahul Makahaniya, Chief Marketing Officer at <a href="https://www.soleosenergy.com/" target="_blank" rel="noopener">Soleos Solar Energy</a>, out of 100 customers, 60 choose green energy open access for cost savings, and 30 due to regulatory pressures, such as renewable purchase obligations. “However, 10% choose solar because their customers demand it.”</p>
<p>Panelists said that the new clean energy policy from Telangana will mandate 35% to 40% of power procurement from renewable sources.</p>
<p><strong>Load Profiling</strong></p>
<p>Vikram Malkotia, Vice President (Project Development and C&amp;I) at <a href="https://upcrenewables.com/" target="_blank" rel="noopener">UPC Renewables India</a>, said consumers must understand the open access market, want competitive renewable energy, and be willing to navigate regulatory hurdles.</p>
<p>Explaining the process of setting up a green open access project, Malkotia said the process starts with load profiling. “We ideally ask a 15-minute load profile, but at least they must have a time-of-the-day-based load profile.”</p>
<p>The threshold for qualifying for green energy open access is above 100 kW. He added that to opt for open access, consumers need to decide the tenure of power procurement, ranging from short-term, five-year, and 25-year, and select the project model.</p>
<p>Panelists said that Telangana consumers prefer rooftop solar because net metering is allowed up to 1 MW, making it easy to invest in. If demand is higher, consumers opt for behind-the-meter projects, which allow them to consume locally but not export to the grid.</p>
<p>Yogish added that Enerparc analyzes the load profile of 15-minute slots over the last 12 months and suggests the optimal mix.</p>
<p><strong>Savings </strong></p>
<p>Consumers can save on power costs by gaining a lower landed cost against an average grid tariff of ₹8 (~$0.09)/kWh.</p>
<p>Makahaniya said that the savings would depend on the type of open access model. “For captive projects, consumers can save up to ₹5 (~$0.06)/kWh.” The payback for such projects ranges between two and a half to three years.</p>
<p>He added that under the group captive model, consumers can procure power at a landed cost of ₹4.75 (~$0.05)/kWh with savings ranging from ₹3 (~$0.03)/kWh to ₹3.5 (~$0.04)/kWh.</p>
<p>While the group captive projects mandate a cumulative equity investment of up to 26%, developers say that consumers can expect a return on investment within 12 months.</p>
<p>He explained that under the third-party open access model, consumers can obtain power at a landed tariff of ₹6.5 (~$0.07)/kWh to ₹7 (~$0.08)/kWh, providing a saving of ₹1 (~$0.01)/kWh.</p>
<p><strong>BESS Viability</strong></p>
<p>Bundling of battery energy storage systems (BESS) is not viable in Telangana, and the market needs to wait for large-scale deployment.</p>
<p>Makahaniya said that the batteries become viable when there is a policy constraint for power banking. “In Telangana, banking is allowed up to 30% with an 8% banking charge. The battery will only be viable when the costs go down.”</p>
<p>“Currently, if you add a BESS to an existing solar project, it adds ₹2.5 (~$0.03)/kWh to ₹3.5 (~$0.04)/kWh to the project.”</p>
<p>Makahaniya said BESS is currently viable in the C&amp;I sector, particularly with a high nighttime tariff.</p>

Policy Uncertainty a Barrier for Solar Open Access in Telangana

<p>The report covers market share and ranking across India&#8217;s solar supply chain and provides the most accurate and comprehensive coverage of India&#8217;s solar industry leaders. The 2023 report captured notable shifts in market share rankings compared to the previous year.</p>
<p>Adani Green Energy led the utility-scale solar developer&#8217;s list, accounting for 28.9% of the yearly capacity additions. UPC Renewables and Tata Power ranked second and third, accounting for 11.6% and 9.2% of the annual installations in 2023. GSECL and Rising Sun Energy (Yinson Holdings) rounded off the top five, contributing 9.1% and 7.3% to capacity additions.</p>
<p>The top five utility-scale project developers accounted for almost 66% of the market share.</p>

<p>Adani Green Energy added 525 MW of solar capacity as a part of a 700 MW wind-solar hybrid power project in Jaisalmer, Rajasthan. In December 2023, the company <a href="https://www.mercomindia.com/adani-green-secures-follow-on-funding-1-3-billion" target="_blank" rel="noopener">secure</a>d a follow-on funding of $1.36 billion and enhanced its construction financing pool to $ 3 billion to fund a 2,167 MW renewable energy park in Khavda, Gujarat. During the same month, it <a href="https://www.mercomindia.com/adani-ppa-8-gw-manufacturing-linked-solar-seci" target="_blank" rel="noopener">signed</a> a power purchase agreement with Solar Energy Corporation of India (SECI) for the remaining 1,799 MW of an  8 GW auction it won in 2020.</p>
<p>UPC Renewables commissioned 300 MW of utility-scale solar projects awarded by SECI as part of Phase VI of ISTS-connected projects in Khandwa, Madhya Pradesh.</p>
<p>Tata Power commissioned a 110 MW solar power project in Bikaner, Rajasthan. The project supplies green power to the Kerala State Electricity Board. In November 2023,  the company <a href="https://www.mercomindia.com/acme-juniper-tata-winners-sjvn-auction" target="_blank" rel="noopener">won</a> 200 MW as a part of SJVN&#8217;s 1.5 GW Firm and Dispatchable Renewable Energy Project auction at a tariff ₹ 4.38 (~$ 0.0526)/kWh. The award includes an additional greenshoe capacity of 260 MW, bringing the total contracted capacity to 460 MW.</p>
<p>In July 2023, GSECL commissioned 131 MW of utility-scale solar projects in various districts of Gujarat. Rising Sun Energy commissioned a 190 MW project <a href="https://www.mercomindia.com/rising-sun-project-rajasthan-nokh-solar-park" target="_blank" rel="noopener">awarded</a> by NTPC in Nokh Solar Park in Rajasthan.</p>
<p>In CY 2023, India <a href="https://www.mercomindia.com/plagued-by-project-delays-plummet-by-44-in-2023" target="_blank" rel="noopener">added</a> 7.5 GW of solar energy capacity, down 44.1% from 13.4 GW in 2022, according to Mercom India&#8217;s <a href="https://www.mercomindia.com/product/q4-2023-india-solar-market-update" target="_blank" rel="noopener">Q4 &amp; Annual 2023 India Solar Market Update</a>.</p>
<p>India&#8217;s cumulative installed solar capacity reached 72 GW by December 2023, with large-scale (including open access) solar projects making up 85.4% of the overall installations.</p>

<p>JSW, Sunsure, and UPC Renewables quoted the lowest tariff of ₹2.56 (~$0.0310)/kWh to win 700 MW, 300 MW, and 250 MW, respectively.</p>
<p>NTPC Renewable won 250 MW out of the 600 MW quoted capacity at ₹2.57 (~$0.0311)/kWh.</p>
<p>The other participants were Jade Hybren (Mahindra), Datta Power Infra, ReNew Solar Power, Solarcraft Power India 8 (BluPine Energy), TEQ Green Power XXI (O2 Power) and Apraava Energy.</p>

<p>SECI had <a href="https://www.mercomindia.com/seci-invites-bids-for-connected-solar-project" target="_blank" rel="noopener">floated</a> the tender for the projects in December 2023.</p>
<p>The selected developers are free to choose the location for the projects and must ensure that they are connected to the ISTS, encompassing the transmission network extending up to the interconnection/delivery point.</p>
<p>The scope of work will also include identifying suitable land, installing and owning the project, and securing connectivity and requisite approvals for interconnection with the ISTS network/State Transmission Utility (STU) or intra-state transmission system (InSTS) network, as applicable, to supply power to SECI.</p>
<p>The developer may locate the project in the same state as the buying entity for STU interconnection.</p>
<p>If the buying entity is situated in the same state as the project, the project developer may opt to interconnect the project at the STU or InSTS substation, adhering to the minimum voltage level as per the applicable state regulations.</p>
<p>SECI has mandated that the stated or adjusted annual Capacity Utilization Factor (CUF) of the projects must not fall below 17%.</p>
<p>The developer must attain an annual CUF within the range of +10% and -15% of the declared value throughout the initial ten years. This is contingent upon maintaining a minimum annual CUF of 15%.</p>
<p>Subsequently, from the 11th year until the conclusion of the power purchase agreement term of 25 years, the annual CUF should be within +10% and -20% of the declared value.</p>
<p>In January 2024, SECI <a href="https://www.mercomindia.com/seci-tender-1-5-gw-ists-solar" target="_blank" rel="noopener">invited</a> bids to set up 1,500 MW ISTS-connected solar power projects in India under Tranche XIV.</p>

<p>Adani Green signed a UN Energy Compact, committing to develop and operate a renewable energy generation capacity of 25 GW by 2025 and 45 GW by 2030.</p>
<p>In 1H 2023, Adani Green Energy commissioned a 525 MW solar project in Rajasthan as part of a new hybrid power plant comprising 600 MW solar and 510 MW wind capacity.</p>
<p>During the same period, the company commissioned 62.5 MW of SECI’s 1.2 GW ISTS tranche III project in Rajasthan. Adani had commissioned 900 MW of the same project in the last year.</p>
