					</table>Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids to select a collaboration partner to trade renewable power available from its existing and upcoming portfolio.
The last day to submit bids is September 7, 2026. Bids will be opened on September 10.
Bidders must submit a non-refundable bid processing fee of ₹25,000 (~$262) plus applicable GST.
They must also furnish an earnest money deposit of ₹1.2 million (~$12,580).
Micro and small enterprises holding valid UDYAM registration are exempt from both requirements.
The successful bidder must furnish a performance security deposit of ₹6 million (~$62,900) within 15 days of receiving the letter of award. The contract agreement must be signed within 30 days of the award.
Once the trader accepts an offer of power from SECI, it must execute the corresponding power sale or power trading agreement. Failure to complete the transaction may lead to the encashment of the performance security deposit.
The deduction for each default will be calculated using the accepted capacity, capacity utilization factor, agreement tenure, and trading margin, subject to a maximum of ₹500,000 (~$5,240) per instance.
The trader may commit up to four defaults in a contract year and 12 defaults during the three-year contract period. Defaults beyond this threshold may result in contract termination and forfeiture of the remaining security.
Under the draft power trading agreement, the selected trader must establish a revolving bank guarantee equal to 210% of the estimated average monthly billing at least two weeks before the commencement of supply.
The selected power trading licensee will purchase and resell renewable power from projects tied up under SECI’s long-term power purchase agreements where the mapped buying entities have not commenced offtake, as well as power from untied capacity, SECI-owned renewable energy projects, and energy storage assets.
The contract will remain valid for three years and may be extended by another year based on satisfactory performance and mutual agreement.
The selected trading licensee must purchase renewable power available before the scheduled commercial operation date or power not taken by buying entities under SECI’s long-term agreements. It may also procure long-term power under SECI’s agreements with renewable power developers for up to 25 years.
The trader will be responsible for scheduling, coordination with regional and state load despatch centers, energy accounting, billing, settlement, and compliance with applicable grid and regulatory requirements.
The scope also covers the commercial operation of SECI-owned energy storage assets. This includes developing charging and discharging strategies, participating in power exchanges, scheduling and dispatch, optimizing storage for peak demand and ancillary services, and deploying personnel to SECI’s control room.
SECI may also explore the joint development of solar, wind, hybrid, firm and dispatchable renewable energy, round-the-clock renewable energy, grid-scale battery storage, and pumped storage projects with the selected trader. Such projects may be developed through joint ventures or special purpose vehicles in which the trader holds a minimum 26% equity stake.
The available power has been divided into four categories.
Category A covers untied renewable capacity from projects where SECI has awarded capacity to renewable power developers but has not yet executed a corresponding long-term power sale agreement with a buyer.
Category B covers renewable capacity tied under existing power purchase and sale agreements that becomes available because of delayed offtake, temporary or prolonged non-offtake, power availability before the scheduled commercial operation date, surrender of capacity, or similar circumstances.
Category C covers renewable energy and battery energy storage assets developed or owned by SECI under the capital expenditure model.
Category D includes renewable energy, storage, and other energy projects jointly developed by SECI with government agencies, public sector companies, joint ventures, special purpose vehicles, or strategic partners.
SECI will retain sole discretion over the category, capacity, tenure, tariff, sale mechanism, and timing of any allocation. Selection under the tender will not provide the trader with an exclusive right over any project or capacity.
For Category A and Category B power, the tariff payable by the trader will comprise the tariff under the underlying power purchase agreement and SECI’s share of the ₹0.07 (~$0.0007)/kWh trading margin.
Eligible bidders must be companies incorporated in India and hold a valid Category I inter-state electricity trading license issued by the Central Electricity Regulatory Commission.
Applicants must have experience in long-term, medium-term, or short-term renewable energy trading in the previous three financial years.
They must also have achieved an average annual power trading volume of at least 10,000 million units during financial years 2024, 2025, and 2026.
The bidders must have experience as an engineering, procurement, and construction contractor or project developer for at least 50 MW of renewable energy projects commissioned during the previous seven years. These projects must have operated for at least six months before the bid submission deadline.
The minimum average annual turnover requirement is ₹4.22 billion (~$44.2 million) during the previous three financial years. Applicants must also have had a positive net worth in the latest financial year.
Monthly energy bills must be paid within seven days. Delayed payments will incur a 1.25% monthly surcharge. SECI may suspend power supply or terminate the agreement if the trader fails to clear outstanding dues within the prescribed period.
SECI recently <a href="https://www.mercomindia.com/seci-seeks-bulk-power-buyers-for-long-term-renewable-energy-procurement/" target="_blank" rel="noopener">invited</a> expressions of interest from bulk electricity consumers seeking to procure renewable energy under long-term arrangements.
SECI is also currently <a href="https://www.mercomindia.com/seci-seeks-offtakers-for-8-58-gw-of-awarded-renewable-energy-projects/" target="_blank" rel="noopener">seeking</a> buyers for 8.576 GW of awarded renewable energy capacity across multiple solar, hybrid, and firm renewable energy programs.
