					</table><p>Renewable solutions provider <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a> has signed a power purchase agreement (PPA) with <a href="http://www.dae-seung.co.kr/eng/" target="_blank" rel="noopener">Daeseung Autoparts India</a> and Ilgahng Automotive to supply a cumulative of 12.7 million units of power annually from its 75 MW solar project in Tamil Nadu.</p>
<p>The company has signed agreements to supply a total of 8 MW of solar power to Daeseung’s facilities in Tamil Nadu.</p>
<p>Both Daeseung Autoparts India and Ilgahng Automotive come under the parent company of South Korea–based automotive components manufacturer <a href="https://daeseung-group.com/en/daesung-group/introduction/" target="_blank" rel="noopener">Daeseung Group</a>.</p>
<p>Sunsure Energy will supply approximately 8 million units and 4.7 million units of power annually, respectively, to Daeseung Autoparts India’s and Ilgahng Automotive’s facilities in Kanchipuram from its 75 MW solar project at Ilayangudi, Tamil Nadu.</p>
<p>The agreement will enable Daeseung Autoparts India to meet nearly 60% of its total power demand with renewable energy.</p>
<p>Daeseung Group manufactures automotive wheel bearings and industrial bearings, and automative transmission parts.</p>
<p>Sunsure has a development pipeline of over 1,100 MW of round-the-clock renewable energy capacity across solar, wind, and battery storage projects. Its portfolio comprises 700 MW of operational assets and 7.1 GW of assets in various stages of development across Maharashtra, Uttar Pradesh, Tamil Nadu, Rajasthan, and Karnataka. It has also set a target of 10 GW by 2030.</p>
<p>In January this year, Delhi-based hospital chain Max Healthcare <a href="https://mercomindia.com/max-healthcare-signs-4-mw-solar-power-purchase-agreement-with-sunsure" target="_blank" rel="noopener">signed</a> a long-term PPA with renewable energy solutions provider Sunsure Energy to procure 4 MW of power from the latter’s 15 MW solar project in Chitrakoot, Uttar Pradesh.</p>
<p>Commercial and industrial (C&amp;I) entities, large institutions, and residential complexes are <a href="https://www.mercomindia.com/solar-and-battery-storage-lead-ci-shift-toward-clean-power-procurement" target="_blank" rel="noopener">increasingly</a> turning to clean power solutions that offer greater cost efficiency than conventional grid tariffs.</p>
<p>Solar open access is rapidly emerging as a scalable alternative, enabling businesses to procure renewable energy in larger volumes while optimizing long-term cost savings.</p>

Sunsure to Supply 12.7 Million Units of Solar Power to Auto Parts Firm Daeseung

					</table><p>Nearly 4 GW of wind-solar energy has been curtailed in Rajasthan since March 2025 due to delays in transmission projects and lower power demand resulting from above-normal rainfall in north India.</p>
<p>In March 2025, several developers in Rajasthan received notices from the regional load dispatch centres about time-block-wise curtailment of renewable energy. The curtailment, which started at 8.5% in March, rose to 51.5% by August.</p>
<p>Solar and wind projects were granted a ‘must-run’ status in 2021. Any curtailments can only be made for reasons of grid safety and security, and must be communicated in writing to the generators.</p>
<p>Highlighting the plight of developers, the National Solar Energy Federation of India (<a href="https://www.nsefi.in/" target="_blank" rel="noopener">NSEFI</a>) wrote to the Ministry of New and Renewable Energy (MNRE), stating that solar projects in Rajasthan are not being commissioned, due to 18- to 20-month delays in transmission lines.</p>
<p>NSEFI stated that the total general network access (GNA) capacity in Rajasthan is 14,000 MW, while ~22,500 MW is currently commissioned and approved under GNA and temporary GNA. This has resulted in a curtailment of up to 48% during peak hours.</p>
<p>The Federation highlighted that several key solar projects under Phase II of the renewable energy transmission system in Rajasthan (765 kV Khetri–Narela D/C line, 765 kV Bhadla II–Sikar II D/C line, and the 400 kV Narela–Maharani Bagh line) are facing curtailment due to delays in transmission infrastructure by up to two years.</p>
<p>The curtailment is largely for solar projects, but wind projects are being curtailed to a smaller extent.</p>
<p>Kartikeya Narain Sharma, Co-Founder and Chief Business Officer at <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>, stated that while Rajasthan is most severely affected by solar curtailment, Gujarat, Maharashtra, and Tamil Nadu have also been impacted.</p>
<p>Developers report that curtailment can reach up to 51.5% during peak solar hours.</p>
<p>“The curtailment starts at 9:30 AM with 15%, rising to 51.5% during the 10:30 AM to 2:30 PM time block. The situation has been prevalent since March 28, 2025. Since the past five months, we have been promised the curtailment will stop within a month,” said a developer.</p>
<p>There has been curtailment in Gujarat at rates of 10% to 30% and in Maharashtra (10% to 15%).</p>
<p>Akshay Hiranandani, CEO of <a href="https://www.serenticaglobal.com/">Serentica Renewables</a>, anticipates that the curtailment will continue until December 2025.</p>
<p><strong>Lower Power Demand</strong></p>
<p>Developers in Rajasthan attribute the curtailment to lower power demand and delays in the transmission infrastructure required for evacuation.</p>
<p>Sharma stated that the extended monsoon has resulted in muted power demand.</p>
<p>In May, the real-time market on the Indian Energy Exchange experienced market-clearing prices plummeting to near-zero levels, due to a surge in power supply and a simultaneous decline in demand caused by unseasonal rains and thunderstorms.</p>
<p>The country’s energy consumption during the month decreased 1.5% year-over-year to 150.04 billion units; however, this dip was only for one month.</p>
<p>Hiranandani said that the curtailment is primarily being carried out on the deemed T-GNA due to the unavailability of transfer capacity after corridor allocation to the prioritized GNA.</p>
<p>He explained that over the past few years, GNA connectivity has expanded rapidly, driven in part by the waiver of interstate transmission system charges, which has led to congestion in the network.</p>
<p>“Essentially, the issue is less about generation capacity being too high and more about grid infrastructure lagging behind the rapid scaling of renewables. The gap between transmission readiness and generation growth is now becoming evident in the form of large-scale curtailment.”</p>
<p>Developers claim that the delay in the transmission line from Khetri (Rajasthan) to Narela (Delhi), which has been the primary driver of the curtailment, has been delayed by nearly two years. According to a project developer, the transmission line was expected to be commissioned by November 2023.</p>
<p><strong>Financial Losses </strong></p>
<p>Developers report that they are incurring significant losses due to the curtailment.</p>
<p>NSEFI, in its letter to MNRE, stated that developers have incurred losses between ₹2.3 billion (~$26.25 million) to ₹2.5 billion (~$28.53 million) for FY26 so far.</p>
<p>Hiranandani said that a curtailment of 1 GW for four hours a day over 10 months translates into nearly ₹3.6 billion (~$41 million) in lost revenue at a tariff of ₹3 (~$0.034)/kWh. “For capital-intensive renewable projects, where financial models are built on predictable generation, such losses are deeply damaging. They directly affect debt servicing ability, reduce investor returns, and erode overall confidence in the sector.”</p>
<p>A project developer told Mercom that the curtailment is resulting in revenue losses of up to 20-25%, raising concerns about insolvency if the high-level curtailment persists for another six months.</p>
<p><strong>Curtailment to Continue </strong></p>
<p>While developers say that the transmission issues are expected to get resolved within this year, curtailment could occur in other states once they reach Rajasthan’s installed capacity.</p>
<p>Sharma stated that Rajasthan is the top destination for solar energy. It evacuates a significant amount of power to Uttar Pradesh and the National Capital Region. “Rajasthan was hit this year because it is the first choice for developers. Gujarat, Karnataka, Andhra Pradesh, and Madhya Pradesh are the next choices. Once solar capacity in those states reaches Rajasthan’s scale, they too may face curtailment due to transmission issues.”</p>
<p>He noted that this year saw high curtailment in northern India, but the root cause is expected to be resolved within the current financial year. “In the near term, curtailment due to a lack of transmission corridors is going to be part of life in different parts of the country.”</p>
<p><strong>Is BESS the Solution?</strong></p>
<p>Sharma said that transmission corridors are much harder to build than renewable energy projects, and hence, BESS can aid in utilizing them fully.</p>
<p>He added that Rajasthan is one of the country’s largest renewable energy zones, with around 50 GW of evacuation infrastructure. “But most of the power is solar, so it is used at best for eight hours a day and can only meet 30% to 35% of power requirements. With the addition of battery energy storage systems (BESS), this utilization can extend to 16 hours. The storage system can double the utilization of transmission infrastructure.”</p>
<p>He added that if one compares the prices paid by distribution companies to the exchange during peak hours, with fulfillment rates of up to 20% to 25%, storage is feasible. “It can help solve both the demand-supply gap during peak hours and the underutilization of infrastructure.”</p>
<p>Hiranandani said that BESS can help absorb power during curtailment periods and release it when demand is high or when corridors are unconstrained. “Over time, storage will serve as a buffer against both forecast variability and transmission congestion.”</p>
<p>Another project developer stated that while they are looking to install BESS on a war footing, regulatory challenges are impacting its viability.</p>
<p><strong>Solutions to Avoid Curtailment</strong></p>
<p>Developers emphasize that the timely commissioning of transmission projects is crucial to prevent future curtailments.</p>
<p>Hiranandani stated that adopting dynamic line rating, which can significantly improve transmission efficiency by adjusting line capacity in real-time based on temperature and weather conditions, rather than relying on static ratings, is vital.</p>
<p>He also suggested deploying storage assets at substations, which will enable BESS charging during the daytime and discharging during nighttime.</p>
<p>Another project developer emphasized the need for a strong deterrent to prevent transmission delays and insisted on imposing heavy penalties on transmission infrastructure developers who delay projects.</p>
<p>Hiranandani said independent power producers have written to the authorities seeking redressal. In the absence of a timely resolution, approaching the Central Electricity Regulatory Commission for a structured compensation mechanism will be the logical next step.</p>
<p>In its letter, NSEFI has also urged the government to expedite the implementation of critical transmission system components and build strategic transmission projects under the regulated tariff mechanism.</p>
<p>It also requested that the government establish a comprehensive compensation mechanism for developers to mitigate revenue losses resulting from involuntary curtailment.  The compensation could include providing funds to compensate developers, installing BESS to utilize curtailed power, and facilitating market sales. It also suggested providing viability gap funding for the installation of BESS in substations experiencing congestion.</p>
<p>NSEFI wants the government to incorporate modifications into future power purchase agreement conditions to account for the non-availability of GNA as a ‘change in law’ event.</p>


Rajasthan Curtails 4 GW of Solar and Wind as Transmission Delays Mount

					</table><p>With the growing demand for power from data centers in the country, project developers are increasingly recognizing battery energy storage systems (BESS) as a vital component of renewable energy projects in the coming years.</p>
<p>At a discussion on <strong>“How Industries and Commercial (C&amp;I) Units Are Pursuing Green Growth”</strong> held at the <a href="https://www.mercomindia.com/event/renewables-summit-2025" target="_blank" rel="noopener">Mercom India Renewables Summit 2025</a> on July 25, 2025, panelists shared their insights on how AI and data centers will drive demand for renewables.  They also forecast that the demand for renewable energy from the C&amp;I sector will keep increasing.</p>
<p>The panelists were Kartikeya Narain Sharma, Co-Founder and Chief Business Officer at <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>; Vinay Vyas, CEO (EPC Business) at <a href="https://enrichenergy.com/" target="_blank" rel="noopener">Enrich Energy</a>; Birendra Pandey, Head at Energy Commercialization at <a href="https://enfinity.global/" target="_blank" rel="noopener">Enfinity Global India</a>; and Divanshu Gupta, BU Head at <a href="https://hartek.com/" target="_blank" rel="noopener">Hartek Group</a>.</p>
<p>Priya Sanjay, Managing Director, Mercom India, moderated the session.</p>
<p>Vinay Vyas said that 56% of the electricity requirement comes from the C&amp;I segment. The rooftop solar segment accounts for more than 65% of the demand from this segment.</p>
<p>Kartikeya Sharma said that the Ministry of Power had requested states to focus on reducing daytime pricing.  Such a move will encourage more project developers to opt for hybrid power projects.</p>
<p>“As more solar is injected into the grid, the daytime pricing will get dampened, and people will move away from banking. We (the company) have moved entirely to hybrid solutions. Except for states with no wind potential, we are considering wind-solar hybrid projects. Our interstate transmission system (ISTS) projects will also be wind-solar hybrid projects,” he said.</p>
<p><strong>Rising Demand from Data Centers</strong></p>
<p>The panelists said demand from data centers would require substantial amounts of renewable energy, especially in states like Tamil Nadu, Maharashtra, and Telangana.</p>
<p>Birendra Pandey said most data centers funded by international investors are required to reduce their carbon footprint. “Before they plan their infrastructure for data centers, they also plan their renewable energy footprint. This will be one of the biggest drivers of demand for renewable energy from data centers.”</p>
<p>The demand from data centers is expected to surpass that of the steel industry. They will be the country’s largest consumers of electricity.</p>
<p>Sharma said the need for data center localization drove the first wave of data centers in India. The next wave will come from AI and the proliferation of the internet.</p>
<p>He also highlighted the challenge of supplying power to these data centers. “Unlike typical C&amp;I customers with a running load, data centers have a ramping upload. Every three months, they will add 5 MW, which translates to at least 10 MW of renewable energy. When you work with data centers, you need to have a running pipeline of power projects to sell power in the short term while waiting for the data centers to ramp up their power.”</p>
<p>He said policy uncertainty can make it difficult for renewable power project developers to operate pipeline projects to meet the demand from data centers.</p>
<p>Sharma said solar developers are increasingly moving away from plain wind-solar projects. “Given the contracted BESS capacity of 40 GWh, only a few of that capacity has become operational. It&#8217;s only a matter of 18-24 months, when you see 25 GWh of BESS in operation across different modes—states, interstate transmission networks, and behind-the-meter projects.”</p>
<p>Coupled with the states’ need to reduce daytime pricing, Sharma said BESS had found a niche to make BESS commercially viable.</p>
<p>Divanshu Gupta talked about demand from power-intensive industries such as steel and textiles in Punjab. He said these companies were shifting to solar energy and were demanding energy storage too. “Consumers are asking us to build 50 MW projects with a minimum of 5-10 MW of energy storage. Companies don’t want to bank their power with distribution companies (DISCOMs) or an additional 20% course in their nighttime.”</p>
<p>He added that companies in Punjab are also choosing off-site captive power projects.</p>
<p>The panelists focused on the inclusion of more aggregators of containerized battery storage solutions in the market, along with ramping up capacities. This will enable operational efficiency and reduce costs.</p>
<p>Gupta spoke about the growing awareness of renewable energy among C&amp;I consumers. They had realized that behind-the-meter projects are more viable.</p>
<p>“Recently, we commissioned an 8 MW project for Coca-Cola in Jammu and Kashmir, and they were not connected to the grid. To assist our customers, we have added energy storage. The stored energy would meet the power needed for construction and would also provide self-reliance to the consumer after construction,” he added.</p>
<p>Gutpa said even the residential sector had come to understand the futility of relying on banking power and the benefits of storing energy and utilizing it.</p>
<p><strong>Slow Adoption of VVPAs</strong></p>
<p>As a differentiator in the market, Vyas added that his company was providing firm power for particular time slots. Virtual power purchase agreements (VPPA) were also gaining traction.</p>
<p>Pandey said that multiple multinational offtakers have shown interest in VPPAs.</p>
<p>“Earlier, there were companies like Amazon that worked out a strike price for green attributes, and the brown power was sold at the exchange. Now, we see a policy coming in for VPPA. It&#8217;s still new, and the policy must be understood. However, some large VPPA deals have already been concluded, and in the future, multinationals will have greater confidence in Indian power project developers&#8217; ability to consistently deliver VPPAs. This will also mature the power trading market, and developers would show more risk in trading,” he said.</p>
<p>Sharma added that sleeved PPAs, popular in European and U.S. markets, are set to enter the Indian power market. “For on-time delivery of power, we develop short-term power projects before we supply the long-term power projects. In this case, the customer wants to ensure power delivery but is willing to cover the costs until the power comes online.”</p>


Data Centers to Become Largest Consumers of Renewable Energy

					</table><p>Nagpur-headquartered <a href="https://sunflagsteel.com/" target="_blank" rel="noopener">Sunflag Iron and Steel</a> will procure power from an 11 MW solar project being set up by <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>’s special purpose vehicle Sunsure Solarpark Thirty Seven in Dhule, Maharashtra.</p>
<p>The two companies entered into a long-term power purchase agreement which will enable Sunflag Iron and Steel to source solar power from the under-construction project in captive mode for 25 years.</p>
<p>Sunflag has also executed a share subscription and shareholders’ agreement with Sunsure Energy to invest ₹57.25 million (~$668,085) to acquire and maintain a 26% equity stake in the power producer.</p>
<p>The subscription to the equity shares will occur in tranches.</p>
<p>Regulatory approvals are not applicable for this arrangement.</p>
<p>Sunsure Solarpark Thirty Seven develops, constructs, operates, and maintains power projects in India.</p>
<p>As part of its ESG goals, Sunflag has been entering into agreements with renewable energy companies to meet its power needs and reduce its carbon footprint. In 2023, Sunflag entered into long-term power delivery agreements with ReNew Power’s three special purpose vehicles by acquiring a 31.2% stake each to source 71.34 MW of solar power for 15 years, extendable up to 25 years.</p>
<p>Several companies in the hard-to-abate steel industry are transitioning to renewable energy to bring down emissions and be globally competitive. The emissions intensity of steel produced in India is 2.54 tons of CO2/ ton, significantly higher than the global average of 1.91. The steel industry accounts for 10-12% of India’s total emissions.</p>
<p>The Indian steel sector’s decarbonization efforts have acquired more urgency in the wake of the European Union’s Carbon Border Adjustment Mechanism (CBAM), which seeks to put a ‘fair price’ on the carbon emitted during the production of carbon-intensive goods entering the EU and encourage cleaner industrial production in non-EU countries.</p>
<p>The transitional phase of CBAM, which started on October 1, 2023, will <a href="https://www.mercomindia.com/eu-adopts-rules-governing-carbon-tariff-measure" target="_blank" rel="noopener">continue</a> until the end of 2025.</p>
<p>Recently, Jindal Stainless’s subsidiary, JSL Super Steel, <a href="https://www.mercomindia.com/jsl-super-steel-to-procure-11-mw-solar-power-from-sunsures-project" target="_blank" rel="noopener">announced</a> it will procure 11 MW of power from Sunsure Energy’s 49 MW solar project in Augasi, Uttar Pradesh. The company said this agreement will help it meet 40% of its energy needs through clean power.</p>

					</table><p><a href="https://www.jindalstainless.com/" target="_blank" rel="noopener">Jindal Stainless</a>’s subsidiary, JSL Super Steel, has announced it will procure 11 MW of power from <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>’s 49 MW solar power project in Augasi, Uttar Pradesh.</p>
<p>JSL Super Steel signed a power purchase agreement with Sunsure Energy worth nearly ₹40 million (~$464,889) to receive 16.5 million units (MU) of power annually. The company said this agreement will help it meet 40% of its energy needs through clean power.</p>
<p>Jagmohan Sood, COO, Jindal Stainless, said, “This deal is part of Jindal Stainless’s short-term goal of reducing 50% carbon emissions by 2035.” The company aims to reach net-zero emissions by 2050.</p>
<p>Over the next five years, the company plans to invest ₹7 billion (~$81.3 million) in various decarbonization projects.</p>
<p>Per Jindal Stainless’s annual report 2023-24, the company sourced 200,194 J of its energy needs from renewable sources during the year. I</p>
<p>Jindal Stainless said it also commissioned a 7.3 MW floating solar project on a water reservoir in Jajpur and a 6.54 MW rooftop solar project at its Hisar unit.</p>
<p>The company has signed a memorandum of understanding (MoU) with renewable energy company Oyster for a wind-solar hybrid renewable project at Hisar for 100 MW of renewable energy. It also signed an MoU with ReNew Power for a 100 MW round-the-clock renewable energy supply for its Jajpur facility.</p>
<p>Additionally, the company plans to install 18.5 MW rooftop solar projects for its multiple entities across different locations.</p>
<p>In September 2024, Jindal Steel and Power (JSP) and Jindal Renewables <a href="https://www.mercomindia.com/jindal-to-develop-green-hydrogen-facility-for-use-in-its-steelworks" target="_blank" rel="noopener">announced </a>they would invest in green hydrogen production for steelmaking in Angul, Odisha.</p>
<p>In February 2024, JSP <a href="https://www.mercomindia.com/jindal-commissions-solar-project-at-odisha-steel-mill" target="_blank" rel="noopener">commissioned</a> a 15 MW rooftop solar project at its steel manufacturing plant in Angul, Odisha.</p>

					</table><p>JSW Neo Energy (<a href="https://www.jsw.in/energy" target="_blank" rel="noopener">JSW Energy</a>), Sunsure Solarpark Fourteen (<a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>), Tejorupa Renewables India Project (<a href="https://www.upcrenewables.com/" target="_blank" rel="noopener">UPC Renewables</a>), and <a href="https://ntpcrel.co.in/" target="_blank" rel="noopener">NTPC Renewable Energy</a> were declared winners in the Solar Energy Corporation of India’s (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) auction to set up 1,500 MW Inter-State Transmission System (ISTS)-connected solar power projects in India under Tranche XIII.</p>
<p>JSW, Sunsure, and UPC Renewables quoted the lowest tariff of ₹2.56 (~$0.0310)/kWh to win 700 MW, 300 MW, and 250 MW, respectively.</p>
<p>NTPC Renewable won 250 MW out of the 600 MW quoted capacity at ₹2.57 (~$0.0311)/kWh.</p>
<p>The other participants were Jade Hybren (Mahindra), Datta Power Infra, ReNew Solar Power, Solarcraft Power India 8 (BluPine Energy), TEQ Green Power XXI (O2 Power) and Apraava Energy.</p>

<p>SECI had <a href="https://www.mercomindia.com/seci-invites-bids-for-connected-solar-project" target="_blank" rel="noopener">floated</a> the tender for the projects in December 2023.</p>
<p>The selected developers are free to choose the location for the projects and must ensure that they are connected to the ISTS, encompassing the transmission network extending up to the interconnection/delivery point.</p>
<p>The scope of work will also include identifying suitable land, installing and owning the project, and securing connectivity and requisite approvals for interconnection with the ISTS network/State Transmission Utility (STU) or intra-state transmission system (InSTS) network, as applicable, to supply power to SECI.</p>
<p>The developer may locate the project in the same state as the buying entity for STU interconnection.</p>
<p>If the buying entity is situated in the same state as the project, the project developer may opt to interconnect the project at the STU or InSTS substation, adhering to the minimum voltage level as per the applicable state regulations.</p>
<p>SECI has mandated that the stated or adjusted annual Capacity Utilization Factor (CUF) of the projects must not fall below 17%.</p>
<p>The developer must attain an annual CUF within the range of +10% and -15% of the declared value throughout the initial ten years. This is contingent upon maintaining a minimum annual CUF of 15%.</p>
<p>Subsequently, from the 11th year until the conclusion of the power purchase agreement term of 25 years, the annual CUF should be within +10% and -20% of the declared value.</p>
<p>In January 2024, SECI <a href="https://www.mercomindia.com/seci-tender-1-5-gw-ists-solar" target="_blank" rel="noopener">invited</a> bids to set up 1,500 MW ISTS-connected solar power projects in India under Tranche XIV.</p>
