<p>The Indraprastha Power Generation Company Limited (<a href="http://ipgcl-ppcl.gov.in/" target="_blank" rel="noopener noreferrer">IPGCL</a>) has floated a tender for the empanelment of firms for the supply, installation, and commissioning of rooftop solar systems.</p>
<p>These grid-connected rooftop solar systems, ranging between 1 kW-10 kW and 10 kW-500, will be set up at various locations in Delhi. Of the 30 MW capacity, 10 MW is slated for each of Delhi’s three distribution companies.</p>
<p>The scope of work includes the site survey, design, installation, supply, installation, testing, commissioning, operation and maintenance of the solar systems for residential consumers in Delhi.</p>
<p>The contract will be valid for five years under the capital expenditure (CAPEX) model and 25 years for the renewable energy service company (RESCO) model. While 12 MW of projects will be developed under the CAPEX model, 12 MW will be developed under the RESCO model. Besides this, 6 MW has been kept as an open category.</p>
<p>The last date for the submission of online bids is March 13, 2020, for the CAPEX model and March 30, 2020, for projects under the RESCO model. A pre-bidding meeting will take place on February 28, 2020.</p>
<p>Interested bidders will have to submit an amount of ₹5,00,000 (~$6943.6) as the earnest money deposit (EMD) separately for each category.</p>
<p>Central financial assistance (CFA) of up to 40% will be given for systems up to 3 kW, while for systems above 3 kW capacity and up to 10 kW, a CFA of 40% would be applicable only for the first 3 kW capacity and for others, it has been set at 20%.  For group housing societies and residential welfare associations, the CFA will be limited to 20% for the installation of a rooftop system for the supply of power to common facilities.</p>
<p>For projects under the CAPEX A model, the minimum capacity for the project is 4 kW, for CAPEX B it is 10 kW, for CAPEX C it has been set at 20 kW, for CAPEX D it is 100 kW, for CAPEX E it is 4 kW, and for CAPEX F it is 10 kW. Meanwhile, for RESCO A, the minimum capacity for the project 25 kW, for RESCO B it is 100 kW, and for RESCO C it is 25 kW.</p>
<p>To take part in the bidding process for CAPEX part A and E (1 kW to 3 kW) and part B and F (above 3 kW to 10 kW), the bidder should have designed, supplied, installed and commissioned a grid-connected solar project having an aggregate capacity of at least 20 kW.</p>
<p>Regarding the financial criteria, the bidder should have an annual turnover of ₹20 million ($277,743)/MW of the capacity offered in any one of the last three financial years.</p>
<p>Regarding the technical eligibility, the bidder should have designed, supplied, installed and commissioned grid-connected projects having an aggregate capacity of not less than 50 kW, which should have been commissioned before the bid submission deadline.</p>
<p>Regarding the financial eligibility, the bidder should have an annual turnover of ₹20 million (~$277,743)/MW of the capacity offered in its bid in any one of the last three financial years or the net worth should be at least ₹15million (~$208,307)/MW of the capacity offered.</p>
<p>In August 2019, IPGCL had <a href="https://mercomindia.com/delhi-ipgcl-rooftop-solar-resco-capex/" target="_blank" rel="noopener noreferrer">auctioned</a> 21.5 MW of rooftop solar projects to be developed under RESCO and CAPEX models in Delhi.</p>
<p>The tender was floated in <a href="https://mercomindia.com/ipgcl-issues-tender-rooftop-solar-delhi/" target="_blank" rel="noopener noreferrer">June 2019</a>. Out of the tendered 21.5 MW capacity, 1.5 MW was to be developed under the CAPEX model, and 20 MW was under the RESCO model.</p>
<p>Earlier, IPGCL <a href="https://mercomindia.com/ipgcl-solar-rooftop-open-category/" target="_blank" rel="noopener noreferrer">floated</a> a tender under the open category for 5 MW of grid-connected rooftop solar PV projects of various capacities across Delhi. The IPGCL had floated the tender on behalf of the Energy Efficiency and Renewable Energy Management Center, which is Delhi’s nodal agency.</p>
