					</table><p>Sri Lanka’s National System Operator (<a href="https://nso.lk/" target="_blank" rel="noopener">NSO</a>) has issued a request for proposals to set up 250 MW/1,000 MWh of standalone battery energy storage systems on a build-own-operate basis, with a 15-year operational period.</p>
<p>The energy storage systems will be installed at 25 sites, each with a capacity of 10 MW/40 MWh.</p>

<p>Bids must be submitted by August 14, 2026. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of LKR25 million (~$74,449.73) per 10 MW/40 MWh and a document fee of LKR150,000 (~$446.7).</p>
<p>Selected bidders must submit a performance guarantee of LKR85 million (~$253,129).</p>
<p>The scope of work entails the design, financing, procurement, construction, and commissioning of the energy storage projects. It also involves providing operation and maintenance services for 15 years.</p>
<p>Selected bidders must purchase or lease the project land. They must develop the complete energy storage project facility. This will include batteries, inverters, energy management systems, power plant controllers, transformers, switchgear, protection systems, metering, auxiliary systems, fire-safety systems, and supervisory control and data acquisition facilities.</p>
<p>Successful bidders must set up and maintain the 33 kV interconnection infrastructure for the project up to the designated grid substation, including the dedicated feeder, poles or cables, switchgear, protection, metering, and communication systems.</p>
<p>They must set up communication and telemetry links with the National System Control Centre and comply with grid-code and performance requirements. They must also secure all environmental clearances, government approvals, and statutory licenses.</p>
<p>The energy storage systems must support 400 full-equivalent cycles annually, including at least 20 cycles per month. They must maintain at least 97% monthly system availability and a minimum dispatchable storage capacity, declining from 97.5% at the end of the first year to 68% at the end of their operational life.</p>
<p>The projects must also achieve a minimum 85% AC-to-AC monthly round-trip efficiency, and each system must continuously discharge at its rated power for at least four hours under site conditions at commissioning.</p>
<p>Selected bidders must decommission and safely dispose of the energy storage projects and associated infrastructure at the end of the battery system’s operational period. They must submit monthly performance reports and a capacity maintenance plan covering augmentation, replacements, outages, decommissioning, and battery recycling.</p>
<p>Penalties will apply for monthly availability below 97%, storage capacity below prescribed levels, and round-trip efficiency shortfalls. NSO may also forfeit proposal or performance security for bid withdrawal, failure to sign agreements, failure to submit land documents, failure to meet award conditions, or failure to commission projects on schedule.</p>
<p>Bidders must have supplied at least 1 GWh of battery modules and cells and installed at least 1 GW of inverter products over the past three years. They must also have experience with a power plant controller deployed in at least two projects using the same product or product family as the one proposed for the tender.</p>
<p>Bidders must have a positive net worth and demonstrate available financial resources of at least LKR600 million (~$2 million) after accounting for ongoing commitments.</p>

<p>This February, Sri Lanka-based renewable energy developer WindForce <a href="https://www.mercomindia.com/windforce-secures-order-for-12-standalone-energy-storage-projects-in-sri-lanka" target="_blank" rel="noopener">secured</a> a letter of award from the Ceylon Electricity Board to set up 12 standalone battery energy storage system projects with a cumulative capacity of 120 MW/480 MWh under a build-own-operate model.</p>
<p>Last December, Sri Lanka’s Trincomalee Power Company, a 50:50 joint venture between Ceylon Electricity Board and India’s NTPC, <a href="https://www.mercomindia.com/sri-lanka-issues-tender-for-50-mw-solar-project-with-bess" target="_blank" rel="noopener">issued</a> an engineering, procurement, and construction tender for a 50 MW (Phase I) ground-mounted solar photovoltaic power project at Sampoor in the Trincomalee region.</p>
