<p>The <a href="http://smartcityjhansi.com/" target="_blank" rel="noopener noreferrer">Jhansi Smart City Limited</a> has invited bids for hybrid rooftop solar power projects with zero export devices on government buildings and offices in Jhansi under the CAPEX (capital expenditure) model. The contract will also include comprehensive operation and maintenance services for five years.</p>
<p>The successful bidder will be responsible for the galvanic isolation of solar rooftop power systems whose capacity is at least 100 kW with the grid. The maximum permissible capacity for the solar rooftop system should be 100 kW for a single point. For large PV systems (above 100 kW) for commercial installations having a large load, the solar power can be generated at low voltage levels and stepped up to 11 kV level through the step-up transformer. The successful bidders would provide the transformers and associated switchgear.</p>
<p>The successful bidder is required to have a service network in Uttar Pradesh, Delhi, Haryana, Punjab, or Uttarakhand. The selected bidders who do not currently have a service network in these places will be required to open a service center in Jhansi, Uttar Pradesh, within 30 days of the issue of the letter of acceptance (LOA). The data acquisition system should be provided for each of the solar PV systems above 10 kW capacity.</p>
<p>The estimated cost of the project is ₹51.437 million (~$672,379), and the period of completion is six months.  Interested bidders will have to pay an amount of ₹1.029 million (~$13,451) as the earnest money deposit (EMD), and the last date for the submission of bids is April 14, 2020. A pre-bid meeting will take place on April 06, 2020.</p>
<p>To take part in the bidding process, the bidder should have executed construction contacts in the role of the prime contractor, joint venture (JV) member, nominated sub-contractor, or management contractor in the last seven years. The bidder should have experience of completing one project with a minimum contract value of 80% of the total estimated cost or two projects with each project of a minimum value of 50% of the total estimated cost or three similar projects with each of minimum contract value of 40% of the total estimated cost of the project.</p>
<p>Regarding the financial criteria, the bidder should demonstrate that it has access to liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow estimated at ₹5.2 million (~$67,973.9) of the estimated contract value.</p>
<p>The bidder should not have incurred any loss in more than one year during the last three consecutive financial years. The minimum average annual turnover of the bidder should be ₹17 million (~$222,222), and the net worth of the bidder on March 31 of the previous financial year should be positive.</p>
<p>In January this year, <a href="https://salemcorporation.gov.in/" target="_blank" rel="noopener noreferrer">Salem City Municipal Corporation </a>had <a href="https://mercomindia.com/salem-smart-city-tender-solar-projects/" target="_blank" rel="noopener noreferrer">issued</a> a tender for 3 MW (DC) of solar projects in the Erumapalayam area. The project falls under Salem Smart City Mission.</p>
<p>Earlier, the Indore Smart City Development Limited (<a href="https://www.smartcityindore.org/" target="_blank" rel="noopener noreferrer">ISCDL</a>) had <a href="https://mercomindia.com/indore-smart-city-tenders-consulting-om-solar-projects/" target="_blank" rel="noopener noreferrer">floated</a> a tender for a consultant for 100 MW of solar projects.</p>
<p>Previously, Mercom had reported that Karnataka’s Tumakuru Smart City Limited (<a href="http://www.smartcitytumakuru.in/" target="_blank" rel="noopener noreferrer">TSCL</a>), had<a href="https://mercomindia.com/tumakuru-smart-city-floats-tender-rooftop-solar/" target="_blank" rel="noopener noreferrer"> invited</a> Request for Proposal for 1.86 MW of grid-interactive rooftop solar projects based on RESCO model at various government buildings.</p>
