					</table><p><a href="https://www.itiltd.in/index" target="_blank" rel="noopener">ITI Limited</a>, a public sector undertaking under the Department of Telecommunication, has invited bids to empanel a partner for the design, supply, installation, testing, and commissioning of various solar systems (off-grid and on-grid) to address various tenders and execution of work orders received by it.</p>
<p>The successful bidder will also have to oversee the project’s operation and maintenance during the period of empanelment.</p>
<p>The last date to submit the bids is October 1, 2022. Bids will be opened on October 3.</p>
<p>Bidders must submit ₹200,000 (~$2,507) as an earnest money deposit per bid category.</p>
<p>Bidders should be ready to deploy grid-interactive or off-grid solar systems in any part of India in partnership with ITI in four categories &#8211; Below 10 kW; 11 kW to 99 kW; 100 kW to 499 kW; and above 500 kW.</p>
<p>Bidders should be either system integrators or original equipment manufacturers of one of the components used in the solar systems and registered in India to manufacture the same.</p>
<p>Bidders bidding for category 1 (below 10 KW) must have a cumulative work experience of at least 250 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 2 (11 kW to 99 kW), bidders must have a cumulative work experience of at least 500 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 3 (100 kW to 499 kW), bidders must have a cumulative work experience of at least 750 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 4 (above 500 kW), bidders must have a cumulative work experience of at least 1,000 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>The projects should have been operating for at least one year before the bid submission date.</p>
<p>For category 1 (below 10 kW), bidders should have a minimum average annual turnover of ₹5 million (~$62,677), and for category 2 (11 kW to 99 kW), bidders should have a minimum average annual turnover of ₹10 million (~$125,354) during the last three financial years.</p>
<p>For category 3 (100 kW to 499 kW), bidders should have a minimum average annual turnover of ₹20 million (~$250,708), and for category 4 (above 500 kW ₹50 million (~$626,770) during the last three financial years.</p>
<p>Bidders should have a positive net worth at the end of the last financial year.</p>
<p>The period of empanelment will be for three years and can be extended for a further two years on mutual consent.</p>
<p>Last July, ITI <a href="https://mercomindia.com/iti-invites-eoi-off-grid-solar/" target="_blank" rel="noopener">invited</a> expressions of interest to select business associates for the design, installation and commissioning of 1,000 off-grid solar projects of 3.5 kW capacity each on panchayat ghars under the Department of Rural Development and Panchayati Raj in Jammu and Kashmir.</p>

					</table><p><a href="https://www.itiltd.in/" target="_blank" rel="noopener">ITI Limited</a>, a public sector undertaking under the Department of Telecommunications, has invited bids to install and commission 2 MW of grid-connected rooftop solar systems under Phase II of the grid-connected rooftop solar program of the Ministry of New and Renewable Energy (MNRE) in Bengaluru, Karnataka.</p>
<p>The successful bidder will also have to take care of the maintenance of the project for five years.</p>
<p>The rooftop solar systems will be installed in the Bangalore Electricity Supply Company (BESCOM) jurisdiction under the &#8216;Soura Gruha Yojane.&#8217;</p>
<p>A capacity of 1 MW will be installed in the 1 kW to 3 kW category (Part A), and another 1 MW capacity will be installed in the 3 kW to 10 kW category (Part B).</p>
<p>The last date to submit the bids is September 3, 2022. Bids will be opened on September 5.</p>
<p>The project&#8217;s estimated cost is ₹100 million (~$1.25 million).</p>
<p>Bidders must submit ₹200,000 (~$2,503) as an earnest money deposit.</p>
<p>Bidders may bid for a single category or both categories. The total value of the performance bank guarantee (PBG) to be submitted by the successful bidder will be the sum of the value of PBG for each part. The value of PBG for the installed capacity for each part will be calculated as below:</p>
<p>[PBG Value = INR (Quoted Price for Each Part) X 5% X Quoted Capacity in KWp]</p>
<p>The vendor should complete the design, supply, civil work, erection, testing, and commissioning of rooftop solar systems within 180 days from the issuance of the approval letter by BESCOM.</p>
<p>For both the categories, the minimum capacity that can be quoted is 300 kW, and the maximum capacity is 1,000 kW.</p>
<p>Bidders should be system integrators. They should have successfully completed installation works of a cumulative capacity of at least 500 kW of grid-connected rooftop solar projects during the last three financial years. The project should have been in service for at least one year before the bid submission date.</p>
<p>The minimum average annual turnover of bidders should be at least ₹40 million (~$500,644) during the last three financial years. They should have a positive net worth at the end of the last financial year.</p>
<p>The successful bidder will be empaneled for two years, and the contract will be extended per the MNRE and BESCOM guidelines. The empaneled vendor will provide a warranty covering the defects in equipment design, materials, and workmanship, including spare parts, for five years from the project&#8217;s commissioning date.</p>
<p>In April this year, Gulbarga Electricity Supply Company <a href="https://mercomindia.com/empanelment-tender-3-mw-of-residential-rooftop-solar-karnataka/" target="_blank" rel="noopener">issued</a> a notice inviting tender (NIT) to empanel vendors to install 3 MW of residential rooftop solar systems across seven districts in Karnataka.</p>

Tender Floated for 2 MW of Rooftop Solar Systems in Karnataka

<p><a href="https://www.itiltd.in/" target="_blank" rel="noopener">ITI Limited</a>, a public sector undertaking under the Department of Telecommunication, has invited expression of interest (EoI) to select business associates for the design, installation, and commissioning of 1,000 off-grid solar projects of 3.5 kW capacity each on panchayat ghars under the Department of Rural Development and Panchayati Raj in Jammu and Kashmir (J&amp;K).</p>
<p>The contract will include five years of comprehensive maintenance and two years of an extended maintenance contract, including imparting vocational training at the J&amp;K panchayat ghars.</p>
<p>The scope of work also covers implementing the complete project on a back-to-back basis, including liaison with program implementing agencies, Department of Rural Development and Panchayati Raj, identification of the site, bill realization, statutory clearance, addressing the grievances of the customer, and implementing agencies.</p>
<p>The last date to submit the bids is July 19, 2021, and bids will be opened on July 20. The estimated cost of the project is ₹500 million (~$6.71 million).</p>
<p>Interested bidders will have to submit an amount of ₹200,000 (~$2,681) as an earnest money deposit.</p>
<p>To participate in the bidding process, the bidder should be an original manufacturer of indigenous solar modules, an off-grid and on-grid power conditioning unit manufacturer, or a system integrator.</p>
<p>The bidder should have experience in completing one similar work (off-grid or grid-connected), costing 80% or more of the estimated cost of the project during the last seven years.</p>
<p>Alternatively, the bidder should have experience of completing two similar works (off-grid or grid-connected) costing 50% or more of the estimated cost of the project during the last seven years or three similar works (off-grid or grid-connected) costing not less than 40% of the estimated cost of the project during the last seven years.</p>
<p>The bidder’s cumulative annual turnover should be a minimum of ₹250 million (~$3.35 million) in the last three financial years. The net worth of the bidder should be positive in the last financial year.</p>
<p>The material or system should be warranted for five years from the completion date of the project or the handover (whichever is later).</p>
<p>The bidder who is a micro and small enterprise should enclose a copy of the valid certificate issued by a body specified by the Ministry of Micro, Small and Medium Enterprises to avail the benefits under the ‘Public Procurement Policy for Micro and Small Enterprises Order, 2012’ and its amendments.</p>
<p>In November last year, ITI Limited <a href="https://mercomindia.com/iti-limited-invites-bids-solar/" target="_blank" rel="noopener">invited</a> bids to develop a 1.5 MW grid-connected solar power project at its manufacturing facility in the Raebareli district of Uttar Pradesh. The scope of work included the survey, design, fabrication, supply, testing, and commissioning of a 1.5 MW rooftop (with net metering) or ground-mounted solar power project at its premises in Raebareli.</p>
<p>Earlier, ITI Limited had <a href="https://mercomindia.com/iti-procure-solar-power-through-open-access/" target="_blank" rel="noopener">issued</a> a tender for procuring solar energy from the off-site, ground-mounted project through the group captive open access model.</p>

ITI Limited Invites EoI for 1,000 Off-Grid Solar Projects of 3.5 kW Capacity Each

<p><a href="https://www.itiltd.in/" target="_blank" rel="noopener">ITI Limited</a>, a government-owned telecommunication equipment manufacturer, has invited bids for the survey, supply, installation, and commissioning of 1.2 MW grid-connected rooftop or ground-mounted solar power projects with net metering at its premises in Palakkad, Kerala. The successful bidder will also have to take care of operation and maintenance activities for five years.</p>
<p>The last date to submit the bids is March 20, 2021. Bids will be opened on the same day.</p>
<p>Bidders will have to submit an amount of ₹500,000 (~$6,807) as the earnest money deposit. The successful bidder will have to furnish a performance security deposit of 5% of the total contract value before the issuance of the work order.</p>
<p>The project must be completed in eight months.</p>
<p>To participate in the bidding process, bidders should have experience of completing similar projects in the last three years. They should have completed one similar work of capacity not less than 80% of the total capacity, or two similar works of capacity not less than 50% of the total capacity, or three similar projects of capacity not less than 40% of the total capacity.</p>
<p>Bidders should have a positive net worth in the last three financial years. Their minimum annual average turnover should be ₹50 million (~$680,779) in the last three financial years.</p>
<p>Bidders from a country that shares a land border with India will be eligible to participate in the bidding process only if they are registered with the competent authority.</p>
<p>ITI will supply 325 W polycrystalline solar modules for the power projects. Bidders will have to design the project accordingly.</p>
<p>ITI recently <a href="https://mercomindia.com/iti-invites-bids-solar-projects-net-metering/" target="_blank" rel="noopener">floated</a> a tender for 1.2 MW of grid-connected rooftop or ground-mounted solar power projects with net metering at its Bengaluru facility.</p>

ITI Invites Bids for 1.2 MW of Solar Projects with Net Metering in Kerala

<p><a href="http://www.itiltd.in/" target="_blank" rel="noopener">ITI Limited</a>, a state-owned telecommunications equipment manufacturer, has floated a tender for 1.2 MW of grid-connected rooftop or ground-mounted solar power projects with net metering at its Bengaluru facility.</p>
<p>Bidders must make an earnest money deposit of ₹340,000 (~$4,614). The last date for the submission of bids is March 21, 2021.</p>
<p>The scope of work includes the design, fabrication, supply, installation, testing, and commissioning of the projects at its site in Doorvani Nagar, Bengaluru. Selected bidders are required to provide five years of comprehensive operations and maintenance services for the projects.</p>
<p>The selected bidder must start installing the projects immediately after the work order is released. The project must be commissioned within eight months and produce at least 1.54 million units of electricity annually. A penalty of ₹6 (~$0.081)/kWh will be levied if there is a shortfall.</p>
<p>To be eligible to participate in the competitive bidding process, applicants must have completed three similar projects with a total capacity not less than 40% of the tendered capacity, two similar projects of at least 50% of the tendered capacity, or one similar project that is at least 80% of the tendered capacity in the last three years.</p>
<p>Bidders must have a minimum average annual turnover of ₹50 million (~$678,600) in the last three financial years and a positive net worth in at least one of them.</p>
<p>ITI Limited said that it would supply 1.2 MW of solar photovoltaic modules to the selected bidders at the proposed site.</p>
<p>Previously, ITI Limited <a href="https://mercomindia.com/iti-limited-invites-bids-solar/" target="_blank" rel="noopener">invited</a> bids to develop a 1.5 MW grid-connected solar power project at its manufacturing facility in the Raebareli district of Uttar Pradesh. Earlier, it <a href="https://mercomindia.com/iti-limited-floats-tender/" target="_blank" rel="noopener">floated</a> a tender for the supply of 531,360 multicrystalline solar cells.</p>

ITI Invites Bids for 1.2 MW of Rooftop or Ground-Mounted Solar Projects with Net Metering

<p><a href="https://www.itiltd.in/" target="_blank" rel="noopener noreferrer">ITI Limited</a>, a public sector undertaking under the Department of Telecommunication, has invited bids to develop a 1.5 MW grid-connected solar power project at its manufacturing facility in Raebareli district of Uttar Pradesh.</p>
<p>The scope of work includes the survey, design, fabrication, supply, testing, and commissioning of a 1.5 MW rooftop (with net metering) or ground-mounted solar power project at its premises in Raebareli. Along with this, the successful bidder will also have to take care of the operation and maintenance activities for five years. The operating life of the project will be 25 years.</p>
<p>The last date to submit the bids is November 25, 2020, and the opening of bids will take place on November 26, 2020.</p>
<p>Interested bidders will have to pay an amount of ₹500,000 (~$6,745) as of the earnest money deposit (EMD).</p>
<p>In February, the Department of Telecommunications had <a href="https://mercomindia.com/telecom-department-service-providers-renewable-energy/" target="_blank" rel="noopener noreferrer">issued</a> directions to the telecom service providers to use renewable energy solutions and energy-efficient technologies.</p>
<p>To participate in the competitive bidding process, the bidder should have experience in the design, supply, testing, and commissioning of a cumulative capacity of 1.5 MW of solar power projects during the last three financial years. The bidder should have executed a single grid-connected solar power project of at least 500 kW capacity in the previous three years.</p>
<p>Regarding the financial criteria, the bidder should have a cumulative average annual turnover of ₹30 million (~$404,747) in the last three financial years. The net worth of the bidder in any one of the previous three financial years should be positive.</p>
<p>As per the tender document, the solar modules for the project will be supplied by ITI Limited. It will be mandatory for the bidder to use ITI-make 325 W polycrystalline solar modules in the project. The project should be completed in six months after the acceptance of the offer and handed over to ITI Limited.</p>

<p>In July this year, the company <a href="https://mercomindia.com/iti-limited-floats-tender/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the supply of 531,360 multicrystalline solar cells. The estimated value of the tender was ₹17.53 million (~$234,947).</p>
<p>Previously, Mercom had <a href="https://mercomindia.com/iti-procure-solar-power-through-open-access/" target="_blank" rel="noopener noreferrer">reported</a> that ITI Limited issued a tender for procuring solar energy from an off-site, ground-mounted project through the group captive open access model.</p>

ITI Limited Invites Bids for a 1.5 MW Solar Power Project in Raebareli

<p><a href="http://www.itiltd.in/" target="_blank" rel="noopener noreferrer">ITI Limited</a>, a public sector undertaking under the Department of Telecommunication, Ministry of Communications, has floated a tender for the supply of 531,360 multicrystalline solar cells.</p>
<p>The estimated value of the tender is ₹17.53 million (~$234,947), according to the tender document. The company did not specify an earnest money deposit (EMD) amount. Bids must be submitted only through online modes, and the last date for the submission of bids is August 4, 2020.</p>
<p>The cells are expected to have a wattage of 4.57W. They must have dimensions of 156.75 x 156.75 ± 0.25 mm and a thickness of 200 μm ± 20 μm. They must also have a silicon nitride anti-reflective coating and should not have a bow lesser than 2 mm.</p>
<p>The cells should be free of visual defects like broken or chipped edges, micro-cracks, pinholes, discontinuity of metal printing liens, spots, spillages or smears, color variations, and non-uniform printing lines.</p>
<p>ITI noted that the supplied batch of cells must be from the latest production batch and that the batch number should be indicated. Applicants who have not previously supplied any materials to the company are expected to submit a free sample. In case ITI makes a purchase order, bulk supply must start only after the samples are approved.  The delivery of the solar cells must be completed within four to eight weeks.</p>
<p>In March, ITI <a href="https://mercomindia.com/iti-procure-solar-power-through-open-access/" target="_blank" rel="noopener noreferrer">issued</a> a tender for procuring solar energy from the off-site, ground-mounted project through the group captive open access (GCOA) model. The tender stated that the selection of solar power developers or private partners for the procurement of eight million units of renewable energy per annum would be made through the GCOA model.</p>
<p>More recently, the Central Electronics Limited <a href="https://mercomindia.com/central-electronics-floats-tender-solar-cells/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the supply of 2 million multicrystalline passivated emitter and rear contact (PERC) solar cells. The tender was open to domestic as well as international suppliers.</p>
<p>A little earlier, Rajasthan Electronics and Instruments Limited also <a href="https://mercomindia.com/reil-tender-multicrystalline-solar-cells/" target="_blank" rel="noopener noreferrer">invited</a> bids for 1.1 million solar cells with wattages of 4.5W, 4.6W, and 4.67W.</p>

ITI Limited Floats Tender for Over Half a Million Multicrystalline Solar Cells

<p>ITI Limited quoted a price of ₹2,503 (~$38.50)/single phase smart meter to emerge as the lowest bidder in the second round of auctions conducted by Energy Efficiency Services Limited (EESL), a joint venture company of Public Sector Units of Ministry of Power and Government of India, to procure 5,000,000 smart meters. These smart meters will be installed over a period of three years in a phased manner in Uttar Pradesh and Haryana.</p>
<p>Genus Power and KEONICS were the second and third lowest bidders. Per tender guidelines, the EESL will ask Genus Power and KEONICS to match the L1 price (₹2,503 (~$38.50)/single phase smart meter). If they agree to match the L1 price, EESL will split the procurement of the single phase smart meter between the three bidders at a ratio of 50:30:20. In such a scenario, ITI Limited will supply 2,500,000 smart meters, Genus Power 1,500,000 and KEONICS 1,000,000 smart meters.</p>
<p>In the first round of auction, Larsen &amp; Toubro (L&amp;T) quoted a price of ₹2,722 (~$41.5)/single phase smart meter. During the two rounds of the auction, the price of single phase smart meter decreased by 8 percent.</p>
<p>According to EESL, 7 companies including L&amp;T were invited for the reverse auction, where L&amp;T has been outbid by ITI Limited, Genus Power and KEONICS.</p>
<p>This means L&amp;T will not get the contract which it, <a href="https://mercomindia.com/l-t-wins-eesl-contract-smart-meters/" target="_blank" rel="noopener">earlier</a>, stood to win. When contacted an EESL official explained, when there was open price bid, L&amp;T emerged as the lowest bidder, but in the reverse auction round it lost out.</p>
<p>The same official had earlier told Mercom, “The tender has been a success and the prices quoted by the three lowest bidders is beyond expectation. The thought process is headed in the direction where we think if L&amp;T can supply at such a low price then why not others. We have asked other low bidders to match L&amp;T prices or watch how low they can go.”</p>
<p>The EESL official pointed out, when we asked others to match prices, they outdid themselves.</p>
<p>The EESL is procuring the smart meters and services of the system integrator with 100 percent investment and the utilities will make zero-investment. The repayment to EESL will be through savings resulting from enhanced billing efficiency, avoided meter reading costs. The average cost of meter reading is ₹40 per meter, which will be completely avoided.</p>
