					</table><p>The Ministry of Environment, Forest, and Climate Change (<a href="https://moef.gov.in/en/" target="_blank" rel="noopener">MoEFCC</a>) has once again extended the deadline for coal-based power plants to install pollution control technology and meet emission standards.</p>
<p>The deadline for thermal power plants to install Flue Gas Desulfurization (FGD) units that cut sulfur dioxide emissions has already been moved many times.</p>
<p>As per the new notification, the deadline for retiring power plants to install the equipment has been extended to December 31, 2027. For non-retiring units, the deadline has been extended to December 31, 2026, from December 31, 2024.</p>
<p>For non-retiring units within a 10-km radius of the National Capital Region or cities with a million-plus population, the deadline has been extended to December 31, 2024, from December 31, 2022.</p>
<p>The deadline for non-retiring units within a 10-km radius of critically polluted areas has been extended by two years from December 31, 2023.</p>
<p>The deadline for coal-based power plants across the country has been extended to December 31, 2026, from December 31, 2024.</p>
<p><strong>Status of FGD installations</strong></p>
<p>The government plans to install 600 FGD units at thermal power plants with a combined 211.62 GW capacity. This includes 67.46 GW of power plants owned by the central government, 68.16 GW by the states, and 76.01 GW by private players. Of these, bids have been awarded for FGD installations in 85.74 GW of thermal power plants.</p>
<p>Across the country, the central government has awarded bids to install FGD units at 133 projects with a capacity of 58.42 GW. State governments and private companies have awarded bids for 23 projects with 8.26 GW and 33 projects with 19.06 GW, respectively.</p>
<p>Thermal power plants that are to retire by December 31, 2027, will not be required to meet the specified norms for SO2 emissions if they seek exemption from the Central Pollution Control Board and Central Electricity Authority on the ground of retirement.</p>
<p>Initially, a 2017 deadline was <a href="https://mercomindia.com/status-of-retrofitting-pollution-control-systems/" target="_blank" rel="noopener">set</a> for thermal power plants to comply with emissions standards by installing the FGD infrastructure to cut toxic sulfur dioxide emissions. Subsequently, separate timelines were set for different regions, with the deadline ending in 2022. In another order, on  March 31, 2021, thermal plants close to heavily populated areas and New Delhi had to comply by 2022, while plants closer to critically polluted areas had time up to 2025 to comply or retire the units.</p>
<p><strong>Installation of FGDs in a phased manner</strong></p>
<p>According to a recent report published by the Center for Atmospheric Sciences, Indian Institute of Technology-Delhi, for a typical coal-fired thermal power plant, FGD can remove between 50% and 99.8% of SO2 in flue gases depending upon the age of the plant.</p>
<p>The report recommends adopting a graded action plan for phased implementation of FGDs by giving preference to areas with the highest surface concentration of SO2. Phase 1 of FGD implementation should be from July 2022 to July 2025 and include FGD implementation in 40 thermal plants across the country. Phase 2 should happen in 49 thermal power plants, start from July 2026, and be completed by July 2029.</p>
<p>The report points out that Phase 3 of FGD implementation should happen in 27 thermal power plants and be completed between July 2029 and July 2031. Phase 4 of FGD implementation should happen in 21 thermal power plants, and it can start from July 2031 and be completed by July 2033.</p>
<p>Phase 5 can include the remaining seven thermal power plants and be completed by July 2034.</p>
<p>In 2020, the Central Electricity Regulatory Commission <a href="https://mercomindia.com/thermal-units-pollution-control-retrofit/" target="_blank" rel="noopener">suggested</a> that thermal power projects retrofitting pollution control systems on commissioned units would be allowed to recover their costs in parts from buyers during the tenure of power purchase agreements. It suggested that 90% of the installation cost can be recovered over the life of the emission control equipment, estimated at 25 years, and10% considered salvage value.</p>

Deadline for Coal-Based Power Plants to Meet Emission Standards Extended Again

<p>Ministry of Environment Forest and Climate Change (<a href="https://moef.gov.in/en/" target="_blank" rel="noopener">MoEFCC</a>) has stipulated that all coal-fired power generating units need to reduce harmful sulfurous gas emissions by retrofitting necessary pollution control equipment. The deadline for thermal power plants to install Flue Gas Desulphurization (FGD) units that cut sulfur dioxide emissions has been moved three times.</p>
<p>The Central Electricity Authority of India (<a href="https://cea.nic.in/">CEA</a>) has recently released the installation status of FGD units in the thermal power plants across the country.</p>
<p>According to the CEA, bids for FGD installations at 69.26 GW of thermal power units have been awarded by the Ministry of Power (<a href="https://powermin.gov.in/">MoP</a>) so far since 2019 against a planned capacity of 169.26 GW.</p>
<p>The progress has been slow, with only four central government projects of 840 MW and two private enterprise projects of 1.32 GW commissioned to date with FGD systems. State governments have not commissioned any FGD installations to date.</p>
<p>FGD is a process to remove sulfur dioxide from exhaust flue gases of fossil-fuel power projects and the emissions of other sulfur oxide emitting processes such as incineration of waste materials. It substantially reduces the sulfur dioxide emissions released in the flue gases by thermal power projects and is a critical step towards environmental sustainability.</p>
<p><strong>Mitigating the cost of FGD installations</strong></p>
<p>The MoP had <a href="https://mercomindia.com/700-million-plan-for-ev-infrastructure-revamp/" target="_blank" rel="noopener">proposed</a> a ₹835 billion (~$11.70 billion) plan to meet the cost of FGD installation to improve air quality. The Prime Minister’s office also <a href="https://mercomindia.com/prime-minister-office-carbon-tax-coal/" target="_blank" rel="noopener">suggested</a> waiving the cess on coal (clean energy cess) to help the thermal power projects install FGD to curb pollution. Since 2010 as of the financial year 2019-20, over ₹1.15 trillion (~$15.6 billion) has been collected in clean energy cess. The <a href="http://www.forumofregulators.gov.in/" target="_blank" rel="noopener">Forum of Regulators</a> has <a href="https://mercomindia.com/electricity-regulators-measures-reduce-retail-tariff/" target="_blank" rel="noopener">recommended</a> that the clean energy cess proceeds should be brought back to the electricity sector to mitigate the incremental cost of FGD installations.</p>
<p><strong>Deadline for compliance</strong></p>

Subsequently, separate timelines were set for different regions, with the deadline ending in 2022. Another <a href="https://moef.gov.in/wp-content/uploads/2021/04/GSR243.pdf" target="_blank" rel="noopener">order</a> dated March 31, 2021, from the Environment Ministry says thermal plants close to heavily populated areas and New Delhi will have to comply by 2022, while plants closer to critically polluted areas have up to 2025 to comply or retire the units.</p>
<p><strong>Status of bids</strong></p>
<p>Plans are to install 442 FGD units at thermal power plants with a combined 169.26 GW capacity. This includes 54.8 GW of plants owned by the central government, 53.22 GW by the states, and 61.23 GW by private players. Of these, bids have been awarded for FGD installations in 69.26 GW of thermal power plants.</p>
<p>The government has awarded bids to install FGD units in 47.74 GW of thermal projects and state governments for 4.32 GW. Private companies have awarded bids for 17.2 GW of projects.</p>
<p>Notices inviting tenders (NIT) have been issued for FGD units in 132.30 GW of thermal projects. The Union government has issued NITs for 54.8 GW capacity, while state governments and private companies have issued NITs for 32.21 GW and 45.29 GW respectively.</p>
<p>Across the country, the central government has awarded bids to installed FGD units at 55 projects with a capacity of 28.32 GW located in critically polluted areas. State governments and private companies have awarded bids for four projects with 2.6 GW and eight projects with 4.97 GW, respectively.</p>
<p>In the National Capital Region, the central government has awarded 3.32 GW in bids for FGD installation at thermal projects and private companies for 4.7 GW.</p>
<p>In 2020, the Central Electricity Regulatory Commission recommended in a staff paper that thermal power projects retrofitting pollution control systems on commissioned units should be <a href="https://mercomindia.com/thermal-units-pollution-control-retrofit/" target="_blank" rel="noopener">allowed</a> to recover their costs in part from buyers during the tenure of power purchase agreements.</p>
<p>Mercom had earlier <a href="https://mercomindia.com/ntpc-signs-482-million-loan/" target="_blank" rel="noopener">reported</a> that NTPC Limited entered into a foreign currency loan agreement with the Japanese Government’s financial institution, the Japan Bank for International Co-operation, for funding its FGD and renewable energy projects.</p>

Status of Retrofitting Pollution Control Systems in Thermal Plants

<p>India’s largest energy conglomerate <a href="https://www.ntpc.co.in/" target="_blank" rel="noopener noreferrer">NTPC Ltd</a> has entered into a foreign currency loan agreement with the Japanese Government’s financial institution, the Japan Bank for International Co-operation (<a href="https://www.jbic.go.jp/en/" target="_blank" rel="noopener noreferrer">JBIC</a>).</p>
<p>JBIC issued the ¥50 billion (~$482 million) funding under the bank’s Global action for Reconciling Economic growth and Environment preservation (GREEN) initiative.</p>
<p>JBIC will fund 60% of the loan amount, and Japanese commercial banks would fund the remainder under its guarantee. These banks include Sumitomo Mitsui Banking Corporation, Bank of Yokohama Ltd., San-In Godo Bank Ltd., Joyo Bank Ltd., and the Nanto Bank Ltd.</p>
<p>The facility is extended under JBIC’s outreach for projects, which ensures global environmental conservation. NTPC Ltd will utilize the loan proceeds for funding its capital expenditure (CAPEX) for flue gas desulphurization (FGD) and renewable energy projects.</p>
<p>Flue gas desulphurization is a process of removing sulfur dioxide from exhaust flue gases of fossil-fuel power plants and sulfur oxide emissions from processes like the incineration of waste material.</p>
<p>FGD substantially reduces the sulfur dioxide emissions released in the flue gases by thermal power plants and is a critical step towards environmental sustainability.</p>
<p>In February 2019, the Ministry of Power <a href="https://mercomindia.com/700-million-plan-for-ev-infrastructure-revamp/" target="_blank" rel="noopener noreferrer">proposed</a> a ₹835 billion ($11.70 billion) plan to meet the cost of development of Flue Gas Desulfurization (FGD) to improve air quality and to conform to new norms notified by the Ministry of Environment Forest and Climate Change (MoEF &amp; CC) for power plants. Even during her budget 2020 speech, the finance minister <a href="https://mercomindia.com/budget-2020-renewable-220-billion/" target="_blank" rel="noopener noreferrer">said</a> that old thermal plants would be asked to shut down if their emission is above the pre-set norms.</p>
<p>Later in January 2020, the Prime Minister’s office also <a href="https://mercomindia.com/prime-minister-office-carbon-tax-coal/" target="_blank" rel="noopener noreferrer">recommended</a> waiving the Goods and Services Tax (GST) Compensation Cess (earlier called the Clean Energy Cess, which was India’s version of carbon tax) on coal to reduce the financial strain on distribution companies, besides helping the thermal power projects install FGD to curb pollution.</p>
<p>In September, the Central Electricity Regulatory Commission (CERC) also <a href="https://mercomindia.com/thermal-units-pollution-control-retrofit/" target="_blank" rel="noopener noreferrer">floated</a> a staff paper on the issue of compensation mechanism and tariff implications for retrofitting the pollution control equipment in thermal plants.</p>
<p>Director (Finance), NTPC, Anil Kumar Gautam, and the managing executive officer, global head of infrastructure and environment finance group, JBIC, Tanimoto Masayuki, signed the funding agreement through a video conferencing session.</p>
<p>Earlier this year,  NTPC had <a href="https://mercomindia.com/ntpc-raises-syndicated-loan-reduce-emissions-power-projects/" target="_blank" rel="noopener noreferrer">raised</a> a syndicated loan worth $750 million in Japanese Yen to fund capital expenditure for the installation of flue gas desulphurization systems. NTPC said that the loan was raised under the automatic route of the Reserve Bank of India’s (RBI) External Commercial Borrowings (ECB) regulations and has been fully underwritten by the State Bank of India, Tokyo; Sumitomo Mitsui Banking Corporation, Singapore; and the Bank of India, Tokyo.</p>
<p>Back in 2018, India and Japan <a href="https://mercomindia.com/india-france-japan-agreement-renewables/" target="_blank" rel="noopener noreferrer">signed</a> a pact to enable the establishment and promotion of closer and long-term cooperation between the countries in the field of environment protection and management of natural resources.</p>

India’s NTPC Signs $482 Million Loan Agreement with Japan for Renewable Expansion

<p>The National Thermal Power Corporation (<a href="https://www.ntpc.co.in/" target="_blank" rel="noopener noreferrer">NTPC</a>) announced that it had raised a syndicated loan worth $750 million (~₹53.5 billion) in Japanese Yen to fund capital expenditure for the installation of Flue Gas Desulphurization (FGD) systems.</p>
<p>Flue gas desulphurization is a process of removing sulfur dioxide from exhaust flue gases of fossil-fuel power plants, and sulfur oxide emissions from processes like the incineration of waste material.</p>
<p>The power generator said this that was the largest syndicated loan in Japanese Yen by any Asian corporate from the offshore Samurai loan market. It also said that this was the highest ever single foreign currency loan raised by the NTPC.</p>
<p>The NTPC said that the loan was raised under the automatic route of the Reserve Bank of India’s (RBI) External Commercial Borrowings (ECB) regulations and has been fully underwritten by the State Bank of India, Tokyo; Sumitomo Mitsui Banking Corporation, Singapore; and the Bank of India, Tokyo.</p>
<p>A syndicated loan is a type of business loan where two or more lenders provide loans for one or more borrowers on the same loan terms and with different duties, but sign the same loan agreement.</p>

NTPC Raises $750 Million Syndicated Loan to Reduce Emissions from Power Projects

<p>Recently, the Ministry of Power (MoP) in a meeting with the Fifteenth Finance Commission in New Delhi, proposed measures to support the development of Flue Gas Desulfurization (FGD) infrastructure and India’s electric mobility transition plans.</p>
<p>The meeting was chaired by the Minister for Power, R. K. Singh along with the chairman of the Finance Commission, N.K. Singh. Members of the commission and senior officers of the commission, MoP, and its public sector undertakings were also present.</p>
<p>In the meeting, the MoP proposed a ₹835 billion ($11.70 billion) plan to meet the cost of development of Flue Gas Desulfurization to improve air quality and to conform to new norms notified by the Ministry of Environment Forest and Climate Change (MoEF &amp; CC) for power plants.</p>
<p>FGD is a process to remove sulfur dioxide from exhaust flue gases of fossil-fuel power plants, and the emissions of other sulfur oxide emitting processes such as incineration of waste material.</p>
<p>MoP also proposed a plan to develop electric vehicle infrastructure across 70 cities and 20 highways in the next five years between 2020-25 at a cost of ₹50 billion (~$700 million). In <a href="https://mercomindia.com/fame-india-likely-40-billion-subsidy-outlay/">August 2018</a>, Mercom reported that the central government approved a subsidy corpus of ₹55 billion (~$0.78 billion) to be disbursed under the second phase of Faster Adoption and Manufacturing of Electric Vehicles (<a href="https://www.fame-india.gov.in/" target="_blank" rel="noopener">FAME</a>) program. The FAME II program is also expected to be in force for five years.</p>
<p>Issues such as the impact of the power sector reforms on state finances and the UDAY (Ujwal DISCOM Assurance Yojana) program were discussed. According to the MoP, the fiscal positions of states have been impacted by exposure to guarantees provided to power utilities and other public sector units, including those in the transport sector. The liabilities on account of guarantees provided to power units are significant in a number of states. The statement mentioned that “by assigning a weight of 90 percent to the power sector guarantees and 10 percent to other guarantees, including transport sector guarantees, the extended debt of all states, in aggregate was around 23.3 percent of gross domestic product (GDP) in 2011-12.”</p>
<p>In July 2018, Mercom <a href="https://mercomindia.com/states-progress-uday-program/" target="_blank" rel="noopener">reported</a> that UDAY program was helping some state-run distribution companies (DISCOMs) stuck in a debt-rut, to come out of the vicious spiral.</p>
