					</table><p>Gujarat State Electricity Corporation (<a href="https://www.gsecl.in/" target="_blank" rel="noopener">GSECL</a>) has invited bids to appoint a consultant to prepare a feasibility report and detailed project report to set up a 1,500 MW floating solar park in the Tapi district.</p>
<p>The last date to submit the bids online is June 1, 2023. Bids will be opened on the same day.</p>
<p>Bidders must submit ₹683,000 (~$8,321) as an earnest money deposit. The successful bidder must furnish an amount equivalent to 10% of the total contract value as a performance bank guarantee within ten days of the issuance of the letter of award.</p>
<p>The period of the rate contract for consultancy work will be for 12 months from the letter of intent.</p>
<p>The location details for the floating solar park will be shared upon finalization of the tender with the successful bidder.</p>
<p>The feasibility study is required to identify the techno-commercial project site for the park.</p>
<p>A detailed project report is required to study identified and selected projects based on the feasibility study.</p>
<p>Bidders should have completed a feasibility study and prepared a detailed project report for floating solar projects with a cumulative capacity of 100 MW in the last seven years in India.</p>
<p>Also, the firm should have an average annual turnover of ₹67.5 million (~$822,400) during the last three financial years.</p>
<p>Bidders should furnish details with supporting documents regarding their experience, capability, and resourcefulness in the technical bid.</p>
<p>Any delay that may take place in the consultancy services for subject work beyond the contractual cut-off date will be subjected to a penalty at the rate of 0.5 % of the total contract price per week or part thereof, subject to a maximum of 10% of the total contract value.</p>
<p>In August last year, GSECL <a href="https://www.mercomindia.com/consultancy-tender-floating-solar-projects-gujarat" target="_blank" rel="noopener">invited</a> bids from consultants for a detailed feasibility report and project management consultancy services to set up floating solar projects at various locations in the state for two years.</p>
<p>Earlier, GSECL had <a href="https://www.mercomindia.com/consultancy-tender-25-solar-projects-gujarat" target="_blank" rel="noopener">issued</a> an e-tender inviting consultancy services to verify the designs and drawings of 25 solar photovoltaic projects.</p>

Gujarat Invites Bids to Select Consultant for 1.5 GW Floating Solar Park

<p>Hindustan Petroleum Corporation Limited (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>) has invited bids from consultants for a feasibility study to develop solar projects for captive use on vacant lands at its operating locations across the country.</p>
<p>The last date to submit the bids is December 1, 2021. Bids will be opened on the same day.</p>
<p>Bidders are not required to pay any earnest money deposit.</p>
<p>HPCL has vacant land available in Uttar Pradesh, Gujarat, Haryana, Kerala, Maharashtra, Karnataka, Delhi, Rajasthan, Bihar, and Andhra Pradesh.</p>

<p>The bidder’s average annual turnover during the last three financial years should be ₹72,000 (~$971) for Schedule 1, 2, 4, 5, 6, 7, and 10. For Schedule 3, 8, and 9, the bidder’s average annual turnover during the last three financial years should be ₹138,000 (~$1,862).</p>
<p>The bidder should have completed three similar works of value not less than ₹96,000 (~$1,295) each (for Schedule 1, 2, 4, 5, 6, 9, and 10) and of value not less than ₹184,000 (~$2,483) each (for Schedule 3, 7, and 8) during the last seven years.</p>
<p>Alternatively, the bidder should have completed two similar works of value not less than ₹120,000 (~$1,619) each (for Schedule 1, 2, 4, 5, 6, 9, and 10) and of value not less than ₹230,000 (~$3,104) each (for Schedule 3, 7, and 8) during the previous seven years.</p>
<p>The bidder should have completed one similar work of value not less than ₹192,000 (~$2,591) (for Schedule 1, 2, 4, 5, 6, 9, and 10) and value not less than ₹368,000 (~$4,967) (for Schedule 3, 7, and 8) during the last seven years.</p>
<p>In September this year, HPCL <a href="https://mercomindia.com/hpcl-solar-tender-karnataka/" target="_blank" rel="noopener">invited</a> bids to develop a 1.3 MW ground-mounted solar project at its Yediyur Receiving Station in the Tumakuru district of Karnataka.</p>
<p>Earlier, HPCL had <a href="https://mercomindia.com/hindustan-petroleum-consultancy-tender-solar-projects-gujarat/" target="_blank" rel="noopener">invited</a> proposals from consultants for a detailed feasibility study to develop a solar project on vacant land available in Gujarat.</p>

Consultants Invited to Study Feasibility of Captive Solar Projects at HPCL Sites

<p>The Hindustan Petroleum Corporation Limited (<a href="https://www.hindustanpetroleum.com/" target="_blank" rel="noopener">HPCL</a>), a state-owned oil and natural gas company, has invited proposals from consultants for a detailed feasibility study to develop a solar project on vacant land available in Gujarat.</p>
<p>HPCL plans to develop the project at Ankleshwar. It intends to utilize the power generated at its operating locations in Gujarat as per the state&#8217;s open access regulations and solar policy.</p>
<p>The last date to submit the bids is October 5, 2021.</p>
<p>The scope of work includes assessing solar resources available on the proposed land and studying various options available for technology selection. It also includes the estimation of energy generation from the proposed solar project.</p>
<p>The feasibility report should identify the injection points and include the power evacuation program&#8217;s schematic block diagram. The report must also study consumption patterns at HPCL&#8217;s operating locations. The study should suggest the solar capacity that can be allocated under open access.</p>
<p>The feasibility study should provide the project&#8217;s cost estimates, including detailed bill of quantities, financial modeling for the proposed projects, payback period, per-unit energy generation cost, capital cost requirement, and year-wise maintenance cost.</p>
<p>The successful bidder will have to furnish 1% of the total contract value as a security deposit within 15 days from the intimation of the acceptance of the tender.</p>
<p>Only Class-I and Class-II local suppliers will be eligible to participate in the bidding process. The minimum local content to qualify as a Class-I local supplier is 50% and 20% for Class-II. Non-local suppliers are not eligible to participate in this tender.</p>
<p>HPCL has stated that no part of the job can be sub-contracted directly or indirectly to any firm.</p>
<p>Many oil majors in the country are making their foray into solar space. Recently, Indian Oil Corporation Limited <a href="https://mercomindia.com/indian-oil-floats-empanelment-tender/" target="_blank" rel="noopener">invited</a> bids to empanel vendors to develop solar projects at its locations and retail outlets across India.</p>
<p>Earlier, HPCL had <a href="https://mercomindia.com/hindustan-petroleum-issues-tender-solar-project-bengaluru/" target="_blank" rel="noopener">floated</a> a tender for setting up a 2 MW (AC) solar project under Phase- II of its Green Research and Development Centre in Bengaluru. The scope of work included designing, engineering, procuring, transporting, supplying, fabricating, constructing, inspecting, testing, and commissioning the project.</p>
